RESOLUTION DIRECTING THE HOUSE SPECIAL COMMITTEE ON GLOBALIZATION AND THE HOUSE COMMITTEE ON WAYS AND MEANS TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION, ON THE ADVERSE EFFECTS OF THE GOVERNMENT’S TARIFF REFORM PROGRAM ON LOCAL INDUSTRY AND AGRICULTURE, EMPLOYMENT, THE BALANCE OF TRADE AND THE NATIONAL DEFICIT WHEREAS the 1987 Constitution declares that the State shall “develop a self-reliant and independent national economy effectively controlled by Filipinos” (Article II, Section 19), “protect Filipino enterprises against unfair foreign competition and trade practices” (Article XII, Section 1), and “pursue a trade policy that serves the general welfare and utilizes all forms and arrangements of exchange on the basis of equality and reciprocity” (Article XII, Section 13); WHEREAS on the contrary, the implementation of so-called Tariff Reform Programs (TRP) since 1981 and other “free market” policies have resulted in the drastic shrinking of the manufacturing and agriculture sectors, high unemployment, chronic trade deficits, perpetual peso devaluation, dependence on foreign loans and investments, slow economic growth and major economic crises; WHEREAS the Tariff Reform Program has been implemented unilaterally by the National Government, side by side with existing tariff commitments made under the ASEAN Free Trade Area-Common Effective Preferential Tariff (AFTA-CEPT) and the World Trade Organization (WTO);


WHEREAS the most recent tariff reform program, TRP-IV, under Executive Order No. 334 (Series of 2001) which slashes tariffs on virtually all products between 0-5% by January 1, 2004, continues the developmentally illogical policy of reckless import liberalization and even goes beyond formal international commitments such as to the WTO; WHEREAS the reduction of tariffs under the Tariff Reform Program has resulted in a deluge of imports from neighboring countries, impairing the viability of local industry and agriculture and endangering local jobs; WHEREAS local industries such as the petrochemical, cement, steel, garments/textile, footwear and ceramics/tiles industries, as well as local agriculture such as rice, corn, onions and garlic have been adversely affected by such importations effectively caused by low tariff rates, causing them to lose market shares and incur substantial losses, resulting in their downsizing, reduction of employment and even closure; WHEREAS tariff protection that gives the domestic economy a chance to grow strong is an important policy tool of any deliberate industrializing and agricultural development strategy, as proven by the historical and, indeed, current practice of even the advanced countries of the United States, European Union and Japan; WHEREAS some P80-100 billion in revenues foregone annually due to tariff reductions have greatly contributed to the National Government deficit which could reach as high as P190 billion by the end of year 2002; WHEREAS the State must fulfill its duty and responsibility to the people to protect local industry and agriculture against unfair trade, to pursue a developmental trade policy that creates jobs and reduces poverty, and to build a self-reliant and independent national economy effectively controlled by Filipinos; WHEREAS there is a compelling need to review the Tariff Reform Program is view of its deleterious effects on local industry and agriculture, labor and the entire economy; NOW, THEREFORE, BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES to direct the House Special Committee on Globalization and the House Committee on Ways and Means to conduct an inquiry, in aid of legislation, on the adverse effects of the government’s Tariff Reform Program on local industry and agriculture, employment, the balance of trade, and the national deficit; FURTHER RESOLVED to recommend and enact appropriate remedial laws and measures that will effectively address this issue and adopt a nationalist and pro-people standpoint in line with the mandated duty and responsibility of the State to protect local industry and agriculture.
