RESOLUTION STRONGLY CONDEMNING THE LONG-STANDING AND RENEW ED AGGRESSION AGAINST THE PALESTINIAN PEOPLE, CALLING FOR THE IMMEDIATE W ITHDRAW AL OF ISRAEL DEFENSE FORCES FROM THE OCCUPIED PALESTINIAN TERRITORIES, AND CALLING FOR THE IMPLEMENTATION OF UNITED NATIONS (UN) RESOLUTION 242 OF 1967 WHICH ENABLES THE ESTABLISHMENT OF A PALESTINIAN STATE W HEREAS the Israeli government launched on March 29, 2002 a vicious and sweeping military offensive against the Palestinian people aimed at destroying their centers of self-government and decisively undermining their just struggle for a sovereign homeland; W HEREAS the relentless Israeli offensives, according to Palestinian officials, have already killed over 500 Palestinian civilian men, women and children, bringing the total number of deaths since September 2000 to over 1,276; W HEREAS the extensive Israeli military operations have included attacks on non-combatants in cities, destruction of refugee camps, and a shameful siege of Bethlehem's Church of the Nativity; W HEREAS the Palestinian people's right to their own State within recognized sovereign borders has been the international consensus since United Nations (UN) Resolutions 242 and 338 were passed respectively on November 22, 1967 and October 22, 1973, copies of which are hereto attached; W HEREAS despite UN Resolutions 242 and 338, Israel's brutal military occupation of the West Bank has continued and the Palestinian people have for decades been subjected to killings, torture, displacement, harassment, curfews, and food and water shortages; W HEREAS following the renewed attacks against the Palestinian people, the UN Security Council quickly and unanimously passed UN Resolutions 1397 (March 12, 2002), 1402 (March 30, 2002), 1403 (April 4, 2002) and 1405 (April 19, 2002), all calling for the immediate withdrawal of Israeli troops from Palestinian cities and a cessation of violence, copies of which are hereto attached; W HEREAS international pressure for a just, comprehensive and peaceful settlement of the Palestinian struggle for a sovereign homeland has to be brought to bear not only against Israel but
also the United States which has for so long been providing it with significant military, economic and political support and which today still remains unwilling to unequivocally demand Israel's withdrawal; W HEREAS the Philippine government has a moral obligation to rise to the defense of the Palestinian people against Israel's unjust, bloody and overpowering aggression; NOW , THEREFORE, BE IT RESOLVED AS IT IS HEREBY RESOLVED, to strongly condemn the long-standing and renewed aggression against the Palestinian people, call for the immediate withdrawal of the Israel Defense Forces from the occupied Palestinian territories, and call for the implementation of United Nations (UN) Resolution 242 of 1967 which enables the establishment of a Palestinian State.
