MAZA ____________________________________________________________________________________ RESOLUTION URGING THE LEADERSHI P OF THE HOUSE OF REPRESENTAT I V ES TO IMME D I ATE LY TAKE STEPS TO GUARANTEE AND PROTECT THE SECURITY OF TENURE OF ITS NUMEROUS CONTRACTUAL EMPLOYEES BY REVIEWI NG THE ORGANIZATIONAL STRUCTURE OF THE HOUSE WITH THE END IN VIEW OF RATIONAL IZ I NG THIS, TRIM M I N G DOWN UNNECESSARY TOP- LEVEL POSITIONS, ELIM I NAT I NG POLIT ICAL APPOINTM E N TS AND REGULARIZ I NG THE NECESSARY POSITIONS AND FUNCTIONS BEING SERVICED BY CONTRACTUALS W HEREAS, as of the filing of this Resolution, there are a number of rank-and-file contractual workers employed in the House of Representatives, many of whom have been employed for as long as seven years and assigned to sensitive and vital positions; W HEREAS most of these contractual employees have shown that the services they render constitute integral functions of the House of Representatives, serving as workhorses in whatever offices or positions they have been assigned to; W HEREAS the number of years of their contractual employment is sufficient indication that many of these contractuals are not simply expendable nor dispensable to the functions or positions they discharge, otherwise their meritorious services would have long been terminated; W HEREAS these numerous contractuals, however, are the first to suffer the brunt of a reorganization or revamp whenever a change of House leadership takes place or moves are made to increase top-level positions and/or cut down on personnel services that affect only rank-and-file employees; W HEREAS while the efforts of the House to trim down a bloated bureaucracy in line with austerity measures are in fact long overdue, such policies however have tended to discriminate unfairly and affect immediately the ranks of the contractual personnel of the House; W HEREAS the leadership of the House is responsible for the overall management and organizational structure of the House, to make adjustments and reorganization of positions and implement merit-based policies and programs on personnel recruitment, training and development, etc. in order to ensure that the House has a corps of competent professionals able to provide needed legislative support services; W HEREAS in line with basic Constitutional provisions affording full protection to labor, it is incumbent upon the House leadership to make similar provision for its contractual employees, many of whom have competently provided needed legislative support services over the years; W HEREAS in this regard, the House leadership should take steps to guarantee the security of tenure of its numerous contractual employees by reviewing the organizational structure of the House, with the end in view of rationalizing this, trimming down unnecessary top-level positions, eliminating political appointments and regularizing the necessary positions and functions being serviced by contractuals; W HEREFORE BE IT RESOLVED that the leadership of the House of Representatives immediately take steps to guarantee and protect the security of tenure of its numerous contractual employees by reviewing the organizational structure of the House with the end in view of rationalizing this, trimming down unnecessary top-level positions, eliminating political appointments and regularizing the necessary positions and functions being serviced by contractual employees.
