What’s Up with the Highway 101 Widening?

L

ast week, I had lunch with the two people who will either make your life more miserable or much happier over the next 10 years. They are the principal players in the widening of the US 101 as it slowly migrates northward toward Montecito.

Scott Eades is the Caltrans point person designated as the Santa Barbara 101 Corridor Manager. Eades has responsibility for the corridor design, permitting, and construction of the US 101 widening project from Carpinteria to Santa Barbara.

For most Californians, the word “Caltrans” (California Department of Transportation) evokes an image of a big, faceless bureaucracy, inefficient and totally devoid of any concern for beauty, charm, and aesthetics. Scott Eades offers Montecito the exact opposite, but must work within the confines of the existing, restricted right-of-way that plagues the Montecito widening project.

Fred Luna is the Principal Transportation Engineer for SBCAG (Santa Barbara Association of Governments). The role of SBCAG is to address congestion relief in Santa Barbara County, administer Measure A sales tax funds approved by the voters in 2008, and aggressively pursue state and federal funding for identified transportation projects.

Why is SBCAG Important to Montecito?

A seat at the SBCAG table provides more leverage to plan local transportation needs, including community allocations of available funding. The 13 voting members are the five County of Santa Barbara Supervisors representing the 445,606 county residents, plus the mayors or their representatives from the eight incorporated cities in the county – Santa Maria (106,290 residents), Santa Barbara (92,101), Lompoc (43,712), Goleta (31,116), Carpinteria (13,684), Guadalupe (7,321), Solvang (5,802), and Buellton (5,095).

TV, a correspondent on the syndicated show Extra, a commentator on the KTLA Morning News and Entertainment Tonight. He moved to Montecito 12 years ago.

Belle of the Ball

I

t was all a very hush-hush affair when Belle Hahn, daughter of the late billionaire art dealer Stephan Hahn, who died in 2011, celebrated her 35th birthday with a night on the tiles.

More than 120 guests gathered on the rooftop of the MOXI Museum for the top secret bash, with Belle thinking she was having dinner with her new beau, James Semick, and a few friends at the San Ysidro Ranch’s Stonehouse restaurant.

But Belle’s sister, Lily, had other plans afoot for the big day.

Belle, who was a co-chair of the Lotusland gala just 24 hours earlier, like her late father, who helped finance Hahn Hall at the Music Academy of

Lessons from the Lake

Fed by a gentle snow flow Surrounded by rock cliffs Decorated with pines Balancing in every crack.

Often the accomplishment of a goal attained is an end.

A summit met. A cliff scaled.

But the journey is also a joy.

Have we made living similar to those who feel Summiting is the only goal.

Can we then separate ourselves from our current treadmill?

And still be responsible and productive.

Can we allow ourselves discovery, Adventures, creativity?

As it is with all who are hiking the mountains It is by our own self-determinism That we hike the trail we choose And climb to our own summits.

Correcting a Quote

For some reason the critical end quotation mark of Ken Coates’ quote in my letter of last week (“The Smell of Excess,” MJ # 25/30) is missing, making it sound as though it is my comment, and not that of Coates, although it was clearly notated in what I sent as his direct quote.

Can you see to it that those two sentences are correctly attributed?

If that is the case, it is something Bob Hazard needs to disclose when he enumerates the candidates’ supporters.

Using the “R” Word

The number one political buzzword of the Democrats is racism. They used it in the past, they use it today. Never mind that the Democrat Party fought for segregation, founded the KKK, and opposed civil rights legislation.

Today, all you hear from them, is racism. If you support President Trump or America, you are a racist.

If you want to secure the southern border, you are a racist. If you point out the terrible conditions in a large Democrat run city, you are a racist.

Even more disgusting, they are now blaming two mass shootings on Trump’s racism. This is false and misleading.

Two deranged, narcissistic, hate-filled shooters were responsible. They pulled the trigger. And now we have copycats.

As a society, we are living through troubling, dangerous times. Until the MS media, social media, Democrats, disenchanted Republicans, and socialists stop promoting and spewing antiwhite, anti-American, and anti-Trump rhetoric and propaganda, things will not improve.

Too many people seem to believe that destroying President Trump is more important than saving America.

ext Monday, August 12, the Santa Barbara Architectural Board of Review (ABR) and Montecito Board of Architectural Review (MBAR) will hold a joint hearing to review the design of the Coast Village Road/Olive Mill Roundabout; members of the community are encouraged to attend to see the proposed plans and share their thoughts or concerns.

The hearing comes nearly five years after the Santa Barbara County Association of Governments (SBCAG) directed planning staff to move forward on three local projects to be considered as part of the widening of Highway 101: a roundabout at Olive Mill and Coast Village Road, mitigation of the railroad bridge at the Cabrillo Blvd underpass – which will include a two-lane roadway, bicycle lanes, and pedestrian paths with a roundabout at the intersection of Cabrillo and Los Patos Way – and

assessment of traffic solutions at the San Ysidro Road freeway entrances/ exits, which eventually evolved into a roundabout at the juncture of San Ysidro Road and North Jameson.

SBCAG has been working closely with staff from both the City of Santa Barbara and County of Santa Barbara to continue progress on these projects; plans for the Coast Village Road roundabout were submitted earlier this year. The schedule for the San Ysidro roundabout has yet to be determined.

The roundabout at Olive Mill and Coast Village roads will include entrances and exits for Olive Mill Road, Coast Village Road, North Jameson Lane, and Highway 101. The project will require both Design Review approval and Planning Commission approval from both the City and the County since the intersection is bifur-

Alsop Conducts AFO at Granada

M

arin Alsop is a serious classical musician, perhaps even more so than the average conductor, given what she had to go through to accomplish what she has over a 35-year career. Along with her many other achievements, Alsop became the first woman ever to lead a major American orchestra when she was appointed music director of the Baltimore Symphony Orchestra in 2007, and made history again five years ago when she became the first woman to conduct the Last Night of the Proms in London’s Royal Albert Hall, the pinnacle of the world’s classical music festivals with an audience of over 40 million.

“I am a determined person and I’ve worked really, really hard,” Alsop allowed in a recent phone interview from her home in Baltimore, acknowledging that she’d also forged her own path by creating her own orchestra early on when the opportunities for women were nearly non-existent.

But that doesn’t mean Alsop forsakes the lighter side of life, as indicated by her appearance two weekends ago as the special guest for the “Not My Job” segment of NPR’s Wait, Wait, Don’t Tell Me weekly comedy/news quiz show.

“It was a lot of fun,” Alsop said, even though the subject of her multiple-choice quiz – which is always some sort of play on words of the guest’s name or profession – was not exactly her forte. Superconductors, which are substances that have little or no resistance to electrical current and are vital in computers and many other tech fields, are a far cry from interpreting musical notes on a page.

Still, she managed to get the requisite two out of three correct. “But I had a lot of help from the audience,” she said with a laugh.

On second thought, though, Alsop does have a lot of experience with the movement of energy and creating connections, albeit between people and musical compositions, as her success over a wide scope of conducting challenges confirms and as noted by a 2010 Grammy for her recording of 2019 MAW composer-in-residence Jennifer Higdon’s Percussion Concerto. Next up is this Saturday’s closing concert of the MAW season, when Alsop will lead the Academy Festival Orchestra in a program comprised of Higdon’s blue cathedral, Hindemith’s Mathis der Maler and Dvorak’s Symphony No. 7, at the Granada Theatre.

brated Alsop, who will return to MAW next summer to conduct the London Symphony Orchestra in the third year of the MAW-LSO partnership. And, if it were up to her, she’ll keep coming back to create a conducting program at Miraflores, which has yet to go in that direction. “Maybe I can talk them into it!” she said.

Q. How does working with a younger, and temporary, orchestra differ from the BSO or other professional ensembles, and only for a single concert?

A. There are pluses and minuses to everything we do. I love working with young musicians. What they might lack in finesse, they make up for in enthusiasm and openness. [It’s also easier] because they will have been playing together for quite a while by the time I get to them. But I find the letting go part much harder. I’m an orchestra builder. I like relationships that gestate and take time to develop.

It takes a while for me to feel close, but then I’m a friend for life. So it’s the letting go – the creating of a relationship and then saying goodbye – that’s always hard for me.

I hesitate to bring up the whole gender question because it seems disingenuous to me, and you have been quoted as saying, “I’ve been the first woman to do a lot of things, and I’m really proud, but I also think it’s absolutely pathetic.” Still, it’s certainly been a part of your career. Do you like talking about it?

No. I don’t think that being defined by gender is a compliment, because it has nothing to do with talent or achievement – it’s just a fact. We’re not as glib when it comes to other artists as we are with women. No one would ask the question, “How does it feel to be a black conductor?” Those questions are really quite silly anyway.

But being one of the first women to excel in this field brings an opportunity to try to create a new landscape for the women who come after me.

That’s what I care about. I don’t feel the need to self-promote because I’m a woman, but I do hope to help eliminate these questions for future generations. That’s why I created the [Taki Concordia Conducting] Fellowship in 2002 for young women conductors, of which I am extremely proud. Of the 20 winners, five are now American music directors, two are European MDs and they’re all doing fantastically well.

That’s why I endure the questions. It’s a platform to raise awareness… Now, with the MeToo movement, suddenly

after 30 years a lot of doors have been opening, which is fantastic. But we have to be vigilant, very prepared and very good at what we do to maximize the opportunity.

I was fascinated when I read about how you have to be aware of how your gestures on the podium might be interpreted differently than the same movements from a man. That must be frustrating.

It’s a facet of how our society looks at people in general. You just have to deal with it. If you’re going to be in a profession that requires societal reaction, you have to analyze what

you’re doing to get the response that you want. It’s not negative or positive.

It’s just a reality. When I work with young people, I talk about it openly.

Impressions are very important. You have to always be cognizant of that, whether it’s gestures, or clothing, or anything else.

It seems you’ve come to terms with dealing with what is, knowing that your job is to get the response you need from the people you work with.

The Way It Was

The People Behind Montecito’s Roads Part I

hile Montecito’s roads were a nameless, mazelike mess in the 1870s, by 1899, with the introduction of Rural Free Delivery postal service, order and identification began to be placed on the street system. (See MJ “Early Roads in Montecito” July 18, 2019.) All would remain dirt roads, however, until 1909, when the first few roads through Montecito were paved as part of the Good Roads Movement that was gaining steam in America. As Montecito grew and roads were added, several of them were named to honor its pioneer residents.

North and South Jameson Lane are named for John Alexander Jameson, an attorney from Illinois who moved to Montecito in 1919 where he and his wife, Janet Strong Jameson, immersed themselves in community betterment, beautification, and cultural activities.

Jameson’s concern over an adequate water supply for Montecito inspired him to join in the creation of the Montecito County Water District in 1922. For his leadership in this regard,

he Montecito Heat Index identifies demand for Montecito single family homes. By measuring buyer contracts (pending sales) rather than sales (closed escrows) lagging typically thirty days, the Heat Index provides a forward-looking indicator of both market strength and direction.

It also shows us the price point(s) where value is most recognized by buyers and the properties scheduled to close escrow. Today’s Heat Score is compared to this date last year. All data are from the Santa Barbara MLS and are uniformly deemed reliable.

Today’s Index registers 46, an increase of 39.4% over last year’s score of 33.

The price sector most in demand is the $3-4m sector with a score of 17 and posting an increase over last year of 183.3%. A big four-bedroom, four-bath Ennisbrook Casita with a main level master suite, guest suite, and two additional guest bedrooms including club houses, pools and tennis courts, represented by Dina Zertuche and Lori Bowles, pended at $3,975,000 in this sector.

The California Association of Realtors is predicting that many buyers will continue to back away from too few choices and too high prices. Leslie Appleton-Young, C.A.R.’s well-regarded Chief Economist, believes sales throughout California will drop 7% this year with little or no Median Price Increase. The upperend markets, she warns, accustomed to receiving multiple offers soon after listing, will see longer periods on the market before finding a buyer. Hmm. While Montecito entry and mid-level buyers are stepping back from admittedly increasingly pricey properties, all other price sectors here are finding considerable support. All things considered, one must conclude that Montecito continues to enjoy a strong, ascending market with Seller’s and not Buyers remaining firmly in control.

A changing market, however, even if minimal, provides opportunity.

Because there will need to be a cohesive plan for the intersection, the City and County are joining together for a joint Design Review hearing, and later will also have a joint Planning

Commission hearing.

The project includes reconfiguring the intersection from a stop-controlled, 5-way intersection to a single lane roundabout, and includes adding sidewalks, landscaping, lighting,

and directional crosswalks. Coast Village Association’s Beautification Committee has been working closely with the City and County on the aesthetics of the Coast Village Road roundabout, including native and drought-tolerant landscaping.

The Montecito Association Land Use Committee discussed the Coast Village Road and San Ysidro Road roundabouts at a meeting on Tuesday, and outlined the process by which neighbors and residents can contribute to the design of the projects. A neighbor to the project, whose property is on Olive Mill, reported to the Land Use Committee that the project will encroach on his property as well as two commercial properties on Coast Village Road; the plans have not yet been presented to the Montecito Association. The Association plans on holding a community forum on the issue in September.

Montecito Water District Quarterly Update

Last week Montecito Water District released a second quarter update on several of the District’s initiatives and important topics.

rainy season and MWD projects sufficient water supplies to meet demands over the three-year planning period (thru 2021). With the improved water supply, MWD has been able to pay back some of the water debt incurred during the drought, save some water in its groundwater banking program, and end the meter moratorium.

Rates: A rate study is in progress.

One of the District’s objectives with the new rate setting process is to accommodate ongoing water shortage emergency costs and to eliminate the current water shortage emergency surcharge. The rate study will not be completed until the District has definitive costs on new initiatives for water supply reliability such as the pending Water Supply Agreement (Desal negotiations) with the City of Santa Barbara – more on that below. Public noticing and public comment are an integral part of implementing new initiatives, including the rate structure, and MWD will continue to provide information on the process in coming months as the timeline progresses.

Rates have not increased since 2016; in 2013 the Board adopted a five-year schedule of rate increases, then voted not to implement the final incremental increase in 2017.

Facilities: MWD reported no damages to facilities from the recent earth-

quakes. MWD is prepared for Southern California Edison’s potential planned power outages and these will not affect water service. All critical District facilities are equipped with emergency backup power, which is used during power outages to provide uninterrupted service to our customers.

Capital Improvements: The Water Availability Charge (WAC), a vital revenue component of MWD’s capital improvement program, continues without change – as it has since its inception in 1996. MWD’s July 23, 2019 public hearing and ultimate adoption of a resolution to continue the WAC is an annual requirement under California Water Code, and is separate and distinct from the ongoing rate study. This parcel assessment of approximately $30 per acre supplies the District with an estimated $300,000 annually for the replacement of vulnerable, aging, and undersized water mains to improve the reliability of the District’s distribution system.

Upcoming projects include the Santa Rosa Lane Main Replacement.

Groundwater: The Montecito Groundwater Basin benefitted from a 2018-19 winter of above-average rainfall yet remains well below “full” aquifer conditions, according to data collected for the Semi-Annual Groundwater Monitoring Program

Report. Separately, the Montecito Groundwater Basin Groundwater Sustainability Agency (GSA) has begun holding regular quarterly meetings. Well owners and other interested parties are encouraged to get involved and can sign up for the GSA email updates online or by calling (805) 969-2271.

Desalination: MWD and the City of Santa Barbara approved proposed terms of a Water Supply Agreement earlier this year, and are in the process of finalizing some additional terms and drafting a 50-year contract. The Water Supply Agreement is targeted to be ready for review later this year, and will be made available for public comment prior to being voted on by the governing bodies of both agencies.

Recycled Water and Water Reuse: MWD continues to move forward with the top project recommended by the Recycled Water Facilities Plan, which is non-potable reuse (NPR – irrigation only) for large irrigation users with the option of indirect potable reuse (IPR – groundwater injection) pending a hydrogeological investigation of the Montecito Groundwater Basin.

Questions circulating in the press and community have expressed concern regarding targeted end-users and project costs. The District wishes

to express that water reuse benefits the entire community by extending drinking water supplies, enhancing water supply reliability, and reducing reliance on imported water supplies.

Different costs are largely associated with different values for the end results. For example: With NPR, every gallon of recycled water used for irrigation results in a gallon of drinking water that can be saved for potable uses – the gain is an offset. With IPR, every gallon of recycled water could ultimately be used for drinking water thereby adding to the District’s potable supply.

A Groundwater Augmentation Feasibility Analysis is underway to determine if the Montecito Groundwater Basin can receive injection of water, and results are anticipated before the end of the year. Whether NPR, IPR, or a combination of the two, the project is targeted to use wastewater collected and treated by Montecito Sanitary District. The Water and Sanitary Districts are collaborating to determine the best approach to water reuse for the community, and a public joint committee meeting including staff and two directors from each District is being held monthly.

Commissioners wanted to restrict businesses to one section of the road and create a triple roadway — one to carry the noisy and noxious highway traffic and two to flank the highway.

They planned to shield the residential area from the highway with hedges, trees and other plantings. The highway itself was to have an attractively landscaped median strip. The plan was approved in 1930 but not completed until 1948. The two parallel roads were named to honor the man who had worked tirelessly to protect, enhance, and beautify Montecito.

bed at the hospital for those without means, and Dr. Park often gave his medical aid to families who couldn’t afford care.

Over the years, Helen Park would promote a new Cottage Hospital (built in 1913) and established the Montecito Home Club (which later became the YMCA). Both Parks worked to preserve the Spanish culture of their neighbors by holding annual Christmas gatherings of Montecito’s Spanish doñas at the Park home. Park learned to speak Spanish, and, inspired by the stories told by his Spanish friends, wrote two books relating these tales.

When WWI began, Park and his family volunteered to establish an American Canteen in Tours, France for the YMCA. After the war, he became head of the committee that greeted the returning soldiers to Santa Barbara. Members of the Park family remained in Montecito for many years and continued their contributions to the greater community. Park Lane, which once led to their estate, was one of 25 roads officially named in 1899 so that Montecito could receive RFD postal service.

Sheffield Drive

Eugene S. Sheffield arrived in Santa Barbara in 1875 and promptly joined W.M. Eddy and C.A. Edwards in forming the Santa Barbara County Bank. Sheffield and Edwards invested in large tracts of land in Montecito, much of it at the base of the mountains and along Mountain Drive.

As the population of Santa Barbara and Montecito increased, the lack of an adequate water supply reached crisis proportions. A private water company supplied water to Santa Barbara, and several private water companies formed in Montecito to drill horizontal wells. Those relying on creek flow, however, objected, and the courts were awash with water rights litigation.

a municipal water system in Santa Barbara. He became one its first water commissioners, and, along with Charles Frederick Eaton, donated land in Cold Spring Canyon for a tunnel which was bored between 1896 and 1903 and whose waters were delivered into the city system. With continuing litigation challenging the city tunnel, however, and the water supply still not adequate, Sheffield supported the audacious idea of drilling right through the mountain to tap into the Santa Ynez River where a dam would be built to create a reservoir. Though the tunnel was drilled between 1904 and 1912, the system was not complete until Gibraltar Dam was finished in 1920. (Sheffield Reservoir, on this side of the mountain, is named to honor him.)

In 1903, Sheffield and Ralph Radcliffe Whitehead, the owner of the Arcady estate in Montecito, laid out a road leading from the County Highway to Romero Canyon, where Whitehead was drilling a tunnel for a new water company. This road also facilitated travel for residents living in the eastern part of Montecito. It washed out during the floods of 1904 and closed for over a year before repairs were completed in 1906. At that time, it was named Sheffield Drive to honor the memory of Eugene S. Sheffield, who had died the previous year.

Presidio Pensioneers

When the soldiers of the Santa Barbara Presidio retired, they were granted land in the wilderness of El Montecito in lieu of pensions.

After California became part of the United States, the Common Council of the town offered land grants of up to 40 acres per person for $1 per acre. Many of the descendents of the Presidio soldiers laid claim to these large tracts of land as did American land speculators and hopeful Yankee farmers. Four roads in Montecito retain the names of these early Spanish families.

Ayala Lane is a tiny road heading north off Ashley Road. In 1786, Jose Calixto Ayala, a soldado de cuera, and Juana Vitala Feliz became the first couple to be married at the Santa Barbara Presidio. Juan Capistrano Ayala was their 13th child. Juan ended up living in Montecito where he became a farmer and raised his family.

Juan Ayala’s obituary reveals the high regard in which he was held. “Don Juan was a benevolent Californian of the old school, highly esteemed for his piety and charitable acts, and his life was one of industry. He took a deep interest in church matters and ever endeavored to spread sunshine and gladness among his neighbors.”

hen I first emigrated to America, from a Europe which was still recovering from World War II, one of my earliest impressions was that the whole society seemed to be built on the principle of wastefulness. I said to myself, “In this country, I could live on what people throw away.”

For better or worse, I have never lost that feeling. For example, I still can’t get over the fact that millions of people actually pay for bottled drinking water when perfectly free water is available at their kitchen sink. [Note: I know that this, and other things I’m going to say here, will raise objections from many readers – and I do know some of the counter-arguments, e.g. that tap water may have harmful impurities. But I feel that advertising and other forms of mind-control have in many cases conditioned people to make the wasteful choices.] And of course, the whole process of bottling and distributing the water in manufactured plastic containers, which then have to be collected and re-cycled – although it may provide employment and profits for thousands – is still enormously wasteful.

Then there are cars. Why do people use them so wastefully, driving short distances that they could easily walk or even bicycle – which of course would also be better for them physically – to say nothing of the traffic congestion and air pollution they cause? Many of these motorists drive to commercial gymnasiums and pay money for the exercise they could give themselves!

And what about greeting cards?

Why do so many of us pay sky high prices for slick mass-produced paper sentiments, as if the amount you spent could convey the depth of your feeling? It happens that I am more than casually acquainted with this particular industry, having been producing my own line of printed messages since 1967. But mine have always been on postcards, saving an envelope, and for many years, the price was ten cents each. To me it has been heartbreaking each time this price has had to be raised – but even now it is only 50 cents, which could be ten per cent of what something more fancy will cost you. Nevertheless, I admit that, by selling my verbal creations, I am exploiting the inability of many to articulate their personal thoughts and feelings.

But in this case, the waste is of people’s own potential talents. Surely it is not mere happenstance that, before greet8 – 15 August 2019

Incidentally, some of my own cards do actually discuss the topic of waste, with such messages as: Wealth gives you the power to be wasteful – but not the right.

Nothing that’s precious should be wasted – even if you think there will always be plenty of it.

Another highly wasteful aspect of our consumer society is its worship of packaging. Often the cost of the “container” constitutes a large proportion of the price of whatever item we buy.

And of course, the purpose of the package is not just to protect its contents, but to sell them. The package is the final, and often the most important advertisement, always appearing, at what, in marketing lingo, is known as the “point of sale.”

Lately our “throw away society” has been preoccupied with the problem of plastic drinking straws, which, for generations, have been supplied free in eating-places, and then disposed of after each use. I myself use such a straw every morning when I walk around my block, sipping from a special closed coffee-mug. But I use the same straw every day – and can’t even remember when I last needed a replacement. Of course, I wash the straw carefully after each use. But it never seems to wear out. However, I have never even seen the idea suggested that restaurants could also wash and re-use the straws, just as they do with the spoons, forks, and cups which people also put to their lips.

I could probably continue almost endlessly listing all the ways in which our society is wasteful. (e.g. the billions spent questionably on the supposed “Defense” of our country – but on that, please don’t even get me started!)

However there is one final absurdity which I’d like to throw at you. It is the penny – our virtually useless one-cent coin. Do you know how much each one costs to make? – 1 ½ cents! •MJ • The Voice of the Village •

A Heroine’s Journey

. Dear Dr. Brill. I have appreciated much of what you have written. I understand that you are interested in what produces change.

With the crises in our ocean, could you say something about that? . . . Marlene in Carpinteria A. Thank you, Marlene. I thought I would try to answer your question in a different way – by telling you a story of a journey. Many people know the work of author Joseph Campbell.

He described myths and an important one was “the hero’s journey.” A hero’s journey is one that starts with an adventure, intended or not, where the person goes through a series of experiences that transform them into a hero.

In this column the hero is a woman – it is a heroine’s journey.

Laura Francis is a fit, attractive, energetic brunette, with sparkling eyes and a warm heart, who does yoga every day. She lived all over the country as a child, moving seven times. At age 11, she had an inspiring experience that shaped her life. A wonderful teacher in Santa Barbara took her 6h grade class out to Santa Cruz Island. It was Laura’s first time on a boat, and on that trip she saw amazing sea creatures. The excitement of that experience sparked a passion for the ocean and led her to study biology at Berkeley and then at Monash University in Australia where, among other things, she visited the Great Barrier Reef. When she finished her degree, she took a job teaching children at Catalina Island Marine Institute and eventually this led her to return to Santa Barbara to UCSB to study deep sea biology and the creatures that live on the heat and chemicals from the hydrothermal vents deep down in the ocean. After graduate school, she taught marine biology at Anacapa School, hired by the same teacher who originally inspired her love for the ocean. Subsequent to diving in deep sea submersibles, graduate school, and teaching, she has worked for the National Oceanic and Atmospheric Administration (NOAA) at the Channel Islands National Marine Sanctuary, spending 25 years doing educational outreach at this growing institution dedicated to studying, protecting and conserving the marine environment.

In 2007, Laura and her husband founded LogicMonitor, a software service company. Ten years later, they had what she characterized as an “liquidity event” that greatly changed her economic circumstances. This was the beginning of a new adventure.

Through constant encouragement by Laura, her new advisor began his own transformation and found renewable energy investments that were normally only available to institutions.

She also found a way to use her Sea Forward DAF to invest directly in impact companies. Working together, Laura and her advisor have become more and more knowledgeable about impact investing and he has been supporting other clients in that direction.

But her concern still remained the ocean. The ocean is “overfished, has unsustainable aquaculture practices

As a testament to Laura’s enthusiasm about the importance of this topic, her financial advisor was inspired to support the conference with his own donor advised fund.

And finally, yet another step in her journey is her work to further an incubator space and innovation hub at UCSB in a building built by NOAA and UCSB. It will involve affiliates from NOAA, university scholars, and local investors helping startups that are pursuing solutions to aid the ocean’s future.

This modest, self-effacing woman has had enormous influence on others and is bringing about a vision for making a difference. “I feel very fortunate for all the things that came together and my ability to connect

“All these years I had been writing grants,” she said, “and now I wanted to support the efforts myself.” She became interested in philanthropy and impact investing and met a local expert on the topic, Carl Palmer. With the help of her (aptly named) Sea Forward Donor Advised Fund (DAF), she began looking for opportunities to invest in organizations that benefit the ocean. Through Carl, she discovered and joined Toniic, one of the premier membership organizations in impact investing. She met with Toniic’s founder, Charly Kleissner, and spent time with a number of its members.

“I loved Toniic and the value discussions,” she said. “There were a lot of people who had family foundations.

They had grown up with money and they were looking for where to use their money. I was already clear about my values but needed to learn about investing.”

So, the adventure started with money and her deep commitment to a sustainable world, but the journey began with learning how to maximize the impact she could have with it. The real test of character that typified the heroine’s journey came next. It was about this time that she had a major family crisis that would have turned many people bitter. Instead, she used it as a positive turning point and redoubled her efforts to use her money wisely to reflect her values.

She started pressing her financial advisors because “I felt we could do more than Environmental and Social Governance (ESG) screening … which

people to important causes. I now have a ticket to be in the company of people who I wouldn’t have been able to talk to before, who are now learning just as much from me as I am learning from them. Together we can make a real difference in the health and sustainability of our ocean. This is what I want to model for my son Jayden and for future generations.”

Wouldn’t you agree that this is a story of a journey to change the crisis in our ocean? Wouldn’t you agree that she is a heroine?

Baltimore: What Happened?

“1729 – City of Baltimore was founded” was a listing in the “Today in history” column in the Santa Barbara News-Press on Tuesday, July 30, 2019.

Its location on the Chesapeake Bay was right in the middle of the start of our country. Years prior, the Swedes had sailed up the nearby Delaware River to what is now called Cooper River in the town of Collingswood, New Jersey.

The English sailed through the Chesapeake Bay and up the James River to establish James Fort, which became James Town in 1607. James Town was the start, and remained the capital, of Virginia, until replaced

by Williamsburg in 1690. Also, on July 30, although in 1619, Virginia formed the first elective governing body in America, the House of Burgesses. Baltimore was right in the middle of these developments and less than a hundred miles from where the William Penn was founding Philadelphia in 1682.

The growth of the original thirteen colonies were primarily centered on ports, such as the Mid-Atlantic ports of Baltimore and Philadelphia, New York, and Boston to the north, Charleston to the south, and St. Augustine further south. By 1790, Philadelphia had a population of 28,522, and Baltimore 13,503.

My experiences with Philadelphia and Baltimore began in the 1970s, as a “Philadelphia Lawyer” working for Gulf Oil Company. The popula-

tions of both Philadelphia (2,071,605) and Baltimore (949,708) had peaked in 1950. After 1950, Baltimore would never again see a Republican administration and only one one-term mayor.

By 1970, Philadelphia, with a similar political structure, had a population of 1,948,609, which was 1,042,850 more than Baltimore’s 905,759.

Why? A Gulf in the Gulf A few years later, my Gulf duties led to my visiting Mr. Hofmeister in the Hofmeister Building, the only standing one in the harbor at Baltimore.

Mr. Hofmeister, pointing out his eighth-story window to a junky strip of land lining the harbor, said, “We are planning to develop this into a tourist attraction.” At that time the only “tourists” were rats.

I would later learn that Hofmeister, as a “jobber,” meaning his company bought, stored and delivered Gulf products, made him much wealthier than Gulf executives. My lesson was that sometimes you make more money dealing with Gulf than dealing for Gulf.

Later in the 1970s, I represented Northeast Stations and Services (NSSI), a wholly owned subsidiary we named after the Loch Ness monster.

NSSI was created to assume management of the Gulf-owned service stations that Gulf could not run profitably because of the huge benefit costs of Gulf employees. How NSSI worked was difficult for many inside Gulf to understand, and even more confusing for some outside Gulf. It was

important to differentiate whether the people running a Gulf station were employees of Gulf, or NSSI, for public relations purposes. For example, the VP of marketing for the northeast asked, “Is the article in Oil Week accusing NSSI of violating most labor laws accurate?” When I answered, “No, but we are close,” he said, “Good, we can’t win unless we are close to the line.”

When an employee of the Maryland Human Relations Commission kept confusing Gulf with NSSI, I decided to visit her. On a cold, misty day, I boarded a train at the beautiful, elaborate Philadelphia train station, as I had done many times before in the northeast corridor between similar stations in New York and D.C. I had a sore throat and was feeling lousy, but it had been so difficult to schedule an appointment that I felt suffering through the day would be preferable to the ordeal of rescheduling.

Getting Home Walking into the Baltimore train station was my first indicator that somewhere between the cities I had crossed into a world requiring no eye contact, holding my briefcase tight without being obvious and walking fast. The taxi drove through streets unencumbered by people walking, or vehicles with wheels, to the entrance of a shopping mall.

My fading voice croaked “Can this be right?” Reassured, I became the only person in the mall in a Burberry raincoat, carrying a leather briefcase, and being fair-skinned, or for that matter, any of the three. At the commission, I strained my aching throat as my voice had faded to a Marlon Brando imitation in The Godfather. My voice giving out completely during my explanation of the NSSI concept, led to my whispering “Please call me a cab.” Amazingly, the reply was, “Cabs will drop you at this mall, but will not pick up anybody because of the high crime rate: good luck.”

At a mall door, feeling dizzy, I saw this winter day had turned to a winter night. My whisper to a black policeman “Can you help me?” resulted in his pointing to a group of young black men hanging outside a grocery store, and the words, “Ask one of them.

They are waiting to charge customers for a ride home.” I reviewed my options: even if I could walk, I had no idea how to find the train station, let alone what lie in-between, or gamble on one of the boys. My whisper to one of the boys resulted in his saying, “follow me” and walked me to his car. Talk about feeling helpless: I was sitting in the car of a stranger unable to fight, run or shout, as he raced through deserted streets. To his credit, he dropped me at the station.

Losing People In 1990, Philadelphia’s population

(1,585,577), was 849,563 more than Baltimore’s 736,014. Hofmeister’s predictions had come true as the land bordering the harbor was now a delightful area called the Inner Harbor, including a nearby new stadium for the Orioles and the Ravens. Nearby Fell’s Point had maintained its historic charm. Unfortunately, my visit to a distance relative, Jim, showed the safe areas were limited to the harbor and a few small pockets. Jim said his row house was in the ever-shrinking area around Johns Hopkins University, and he would not venture into the surrounding areas. Those words came from a CIA agent who had protected U.S embassies and fought drug dealers in Columbia. He moved to Seattle and Johns Hopkins hired a private security force. Our attendance at the Preakness became a day trip.

Baltimore’s past included Francis Scott Key’s writing the poem the StarSpangled Banner that in 1931 became our national anthem, and Lincoln sending in troops to maintain order during the Civil War. By 2019, the population is only 605,990 more than in 1790, while Philadelphia’s increase was 1,544,294. Why? Were there any indicators of whether the saying that “there can never be a business so good that politicians cannot ruin it” was applicable to Baltimore? What happened to the $1.8 billion given by the feds in 2009?

Corruption A mayor and prosecutor resigning in scandal over allocating a section of the city for rioting in the Freddie Gray matter, before falsely accusing policemen of racial discrimination, and another mayor self-dealing with her book? Not supporting their police while rivaling cities controlled by the same political party, St. Louis and Detroit, for the highest crime and murder rates? Being identified by Orkin as rat infested? Fourteen years of Elijah Cummings in the Maryland House of Delegates until 1996, when he became, and still is, their congressman? Elijah’s wife, Maya Rockeymoore, accepting $6.2 million for her personal charity from people having business before Elijah’s congressional committee?

Trump’s actions? In 2018, the federal government gave $16 billion in grants to Baltimore and, in 2019, is negotiating to give them a free-trade zone.

Elijah’s reaction? Devote all his efforts to try and impeach Trump.

What does zero children being proficient in reading or math say about the future of the city with such promise in 1729?

The French Connection Spewing Out Stories One Minute at A Time

oald Dahl could have invented the Short Story Dispenser.

The Dahlian gizmo, that spews out free stories to an on-thego or bored public at the push of a button, is the machination of Short Édition, a French company based in Grenoble.

The publishing company, created in 2011, has more than 9,000 authors, who submit short, fiction stories or poems that take from one, three, or five minutes for readers to devour while en route to catch a bus, train or airplane, enduring waiting rooms or just waiting for a food order in 200 locations from Hong Kong to Harvard. The company has dispensed more than three million stories and generated more than 19 million readings since it placed its first machines in France in 2016. Authors, whose stories or poems make it into the ergonomically and eco-friendly 4-foot-high green dispensers, receive royalties. For many authors this is a first-time publishing experience.

“We are first and foremost a platform for writers around the world to showcase and share work. We are not vending machine sellers, but the creators of ‘button fiction,’” says Kristen Leroy, Export Director of Short Édition and a 1990 graduate of UCSB. Jana Brody, Program Manager for the Morris B. Squire Foundation, a non-profit that promotes the visual and performing arts in Santa Barbara, bought a machine last spring with a $10,000 grant for the purchase. Brody was intrigued when she heard about the Dispenser and pitched the idea of having one to Santa Barbara Public Market’s owner, Marge Cafarelli.

“She loved the idea” says Brody.

“It was installed in early April and Marge agreed to have the Dispenser for a year.”

Cafarelli says, “It’s really fun having the Short Story Dispenser in the Public Market. I don’t think it has increased traffic, but it sure has made our guests happy.”

So far, the fast foodies that encounter the machine seem amused and enchanted by the Dispenser. Many admit that they have little time to read a book, but these short literary works provide something to look at other than iPhones while they await their orders or lick their ice cream cones from Rori’s, just yards away.

Juan’s son, Juan Pablo Ayala, became a saloonkeeper in Spanish Town, that section of East Valley Road that dips down to cross Montecito Creek. He and Victor Juarez shared the business and even had Crown Distillery create a special label for Ayala & Juarez whiskey, which was “bottled expressly for family and medicinal use.” Given the contentious history of the legality of liquor in Montecito (the community had voted to go dry in 1874 under a local option law), the medicinal claim was wise. Especially with the 1883 WCTU and 1895 Anti Saloon League gaining ground in the area and a vote on the issue coming up in 1907. Juan Pablo’s son and grandson worked as roadmaster and gardener, respectively, for Peggy Ravencroft who named the road leading to her estate Ayala Lane.

Cota Lane is named for the enclave of the descendents of Andres de Cota who together with his son, Pablo Antonio Cota, came to California with the Portola Expedition of 1769.

Alferez Pablo Antonio stayed on to work in the founding and early development of several missions in California. In 1782, he was part of the company that founded the Santa Barbara Presidio. He served as acting commandante of the Presidio in 1797, and when he died in 1800, he was buried in the Presidio cemetery.

In 1880, United States Census records showed 26 people with the surname Cota living in Montecito.

The eldest, 80-year-old José Maria Cota, was Pablo’s grandson and listed his occupation as vaquero. Members of the Cota family continued to live in this area into the 21st century.

Romero Canyon Road takes its name from brothers Mariano and Apolinario Romero, who each claimed homesteads in the canyon in

1880 and 1891 respectively. Mariano built a four-room house in the canyon and planted grapevines and fruit trees, mostly oranges and apples.

His children rode horseback to the Ortega School located at the base of the road where it met today’s East Valley. At one time, Mariano also ran a saloon in Spanish Town.

The Romero presence in Montecito, however, dates back much farther. Juan Maria Romero, born at the Royal Presidio in Loreto, Baja California in 1747, was a member of the colonizing expedition that escorted los pobladores (settlers) to Los Angeles and Santa Barbara in 1788. His wife and children accompanied him, and he served as a soldado de cuera at the Presidio in Santa Barbara. Though Juan Maria Romero died at Mission San Fernando Rey in 1816, several of his children lived their lives in Santa Barbara and Montecito, and his son, Jose Antonio Romero, also became a soldier of the Presidio. When the Common Council of Santa Barbara opened the unclaimed portions of Montecito for purchase, the Romero clan a was already well established in two enclaves, one on Romero Hill (off today’s Miramonte Drive, which itself was named for the community hall the Romeros built) and the other in Spanish Town.

Various Romero names appear on the 1871 Map of Santa Barbara Pueblo Lands as owners of significant acreage.

ccording to Tyler Henry, he first noticed his clairvoyant abilities at age 10, when he woke suddenly one night with a strong feeling his grandmother was about to die. Minutes later, his family received a call informing them of his grandmother’s passing. After

actively attempted to counter the public perception that what Henry does reflects extra sensory powers.

Critics maintain that Henry’s readings are performed using deceptive techniques, and not “psychic” powers, while others have called him a “grief vampire,” criticizing his TV show for targeting people who are grieving and vulnerable, and exploiting them for entertainment.

There’s also been some controversy surrounding the 2017 death of actor Alan Thicke, as the Carpinteria resident had appeared earlier on Henry’s show.

Montecito Motor Classic Moves

T

hey are still calling it the Montecito Motor Classic, but it won’t be taking place on Coast Village Road. Actually, the popular eight-year-old car show couldn’t have taken place on Coast Village this year because the City is about to begin a three-month resurfacing project on Coast Village Circle, hit hard by last year’s debris flow, and which has been the go-to alternative when Coast Village Road has been shut for the occasion. So, I sat down recently with Mike Hammer, chief sponsor of the show, at his Carpinteria redoubt, along with Dolores Morelli Johnson of Million Air, and Mark Alfano to discuss the move.

“We’re going into our eighth year,” Mike says, “and we started out small,

with just a little section of Coast Village and kept expanding and expanding it and getting more people from around California appreciating the quality of the show and what we’re doing by helping the police organizations (Santa Barbara Police Activities League, Santa Barbara Police Foundation, and DRAGG [Drag Racing Against Gangs & Graffiti]) that are trying to help the children, so we outgrew it.”

He explains further that although “the community loved it,” they had to be fair to the merchants who would be negatively affected. The traffic issue, of course, is the big one, as because of ongoing highway construction, Coast Village Road has become one big parking lot from about 3 pm to nearly 6 pm daily. That situation is

exacerbated by additional traffic flow both north and south on Fridays and Sundays, as vacationers take to the roads in their RVs and campers.

“You know,” says Dolores, “it takes a year, from two days after the show ends to the day it opens again, and for three years in a row, we raised just within a couple thousand dollars more and we realized we needed to grow and that we could no longer grow where we were.”

The show is scheduled for Sunday, September 22 from 9 am to 2 pm at the Santa Barbara Polo and Racquet Club. One hour later, at 3 pm, a polo match begins, so those attending the car show can simply move over to watch the game.

The car show is free as is the polo match; if one wants to park on premises, there will be a charge of $10 per vehicle, but there will be parking along the surface street adjacent to the polo field.

This year’s theme is “Supercar Designs & Legacy Milestones,” featuring one-of-a-kind or a small handful of cars made by Lamborghini, Ferrari, Porsche, and others. Mike Hammer explains that “something over and above what would be normal, like a Bugatti with 1100 horsepower,” would be a “supercar.” Mark Alfano adds, “It is a car that is very exotic looking, very fast, and tends to be pricier... The best of the best, the rarest of the rare, a Ferrari Enzo, Bugatti Veyron, and others like that. We’re fortunate,” he adds, “to be in a town where these cars do exist.”

Some of the early non-automotive highlights chosen are that 2019 Santa Barbara Teen Star Sofia Schuster will be on hand to sing the National Anthem at noon. Included will be a children’s section and a military section. Sam Freeman has designed five different car models that snap together (rather than glued) “and kids

will be able to put them together in a special section,” Mike notes. The late Hollywood car customizer George Barris’s Batmobile will be on display, as will many other special vehicles.

The Petersen Automotive Museum in Los Angeles will be even more involved than it has been, and the inimitable Monte Wilson will act once again as emcee. A large food court made up of a variety of food trucks (and maybe even a large McConnell’s ice cream presence) is also planned.

“It’s going to be a car show-picnicand-polo experience,” Hammer promises.

Missing Julian

Regular readers know how fondly we cared for the late Julian Nott, balloonist, pilot, inventor, and physicist extraordinaire. So, we thought we’d share this memory from his widow, Anne Luther: “In following the anniversary celebrations of the moon landing recently it was hard not to remember how much of a hero Neil Armstrong was to Julian.

Julian knew most of the key astronauts personally, something you might think odd for a balloon pilot, but he was the first to reach the stratosphere in a balloon with a pressurized cabin. Not a true astronaut but they were all pretty impressed with his flights.

“In his files are many letters of correspondence with astronauts but one in particular stands out for me: a very personal and charming letter Neil wrote him in 1997 about the press. Among his observations and complaints, he writes ‘I constantly make personal appearances and speak to groups all over the world. Yet the press calls me a recluse, as I have long maintained a policy of not granting individual interviews. In any case, it probably suits my purpose better than if the press and I had the same opinion.’ And he signs the letter, ‘Your ‘reclusive’ friend, Neil’.”

Museum Features Renowned Ceramic Artist

T

he Westmont Ridley-Tree Museum of Art has organized a touring retrospective exhibition of Don Reitz, one of the most experimental and ingenious ceramic artists of the last century. “Spontaneous Response: The Innovative Ceramics of Don Reitz” opens August 29 and runs through November 9 with a reception Thursday, August 29, from 4-6 pm.

“Don Reitz was a visionary who revolutionized the forms, structures and techniques of clay,” says organizer Chris Rupp, curator and collections manager for the museum and a ceramic artist. “He came from what I would call the greatest generation of about a dozen ceramic artists who are all legendary, groundbreaking and transformative. These potters challenged the norm and revolutionized the way we think about ceramic art today.”

lectors. Rupp produced a fully illustrated, color catalog with essays by Peter Held, Glenn Adamson and Brent Reitz, Don’s son. Rupp met Brent and his wife, Jennifer, in 2018 at their Santa Barbara home. “What distinguishes this exhibition of Don’s work is the personal involvement of his family in this project,” Rupp says. “Brent’s

openness to sharing personal narratives and photographs of ‘Dad’ have been invaluable to the show’s development.”

Don Reitz, born a week after Black Tuesday at the start of the 1929 Great Depression, inspired a reemergence of salt glaze pottery in the U.S., which involves pouring salt into a pottery kiln during the firing stage. After graduating from high school, he served as a U.S. Navy diver for five years. He earned a bachelor’s degree in art education from Kutztown State Teachers College, where he discovered his passion for working on the potter’s wheel in his final semester. He earned an MFA from Alfred University’s New York State College of Ceramics and taught ceramic art at the University of Wisconsin–Madison from 1962-1988.

Reitz, who suffered a heart attack in 2007, continued producing works with the help of studio assistants for seven more years before he died at the age of 84 in Clarkdale, Arizona, where he had a private studio.

The museum is open Monday through Friday from 10 am to 4 pm and 11 am to 5 pm on Saturdays. It is closed Sundays and college holidays.

Teen Academy Raises Tone of Local Music

More than 40 area musicians have enrolled in the fifth annual Westmont

Academy for Young Artists (WAYA), an intensive two-week program for local musicians ages 12-18, from August 5-17 at Westmont. Tuition costs $1,000 ($650 for half session) with merit-based scholarships available to talented applicants who audition.

Performances, which are free and open to the public, frequently include faculty-student collaboration. The Solo and WAYA String Chamber Orchestra Concert is Saturday, August 10, at noon in Porter Theatre. The WAYA Faculty Concert is Wednesday, August 14, at 3 pm in Deane Chapel.

The Chamber Music Playoffs, a performance oriented workshop, are Friday, August 16, at 3 pm in Deane Chapel. The Chamber Music and WAYA Symphony Orchestra Concert is Saturday, August 17, at noon in Porter Theatre.

WAYA is designed to significantly improve students’ instrumental technique and musical artistry. “This training will help students prepare for their orchestral and chamber music activities at school, college auditions and Music Teacher Association’s Certificate of Merit,” says director Han Soo Kim, associate professor of music and head of strings at Westmont.

WAYA features faculty members include Kim, his wife Joanne, Loribeth Gregory-Beck, Mary Beth Woodruff, Sang Jun Yhee, Angela Miller, Michael Shasberger, Amy Hagen, Emily Sommermann, Andrea Di Maggio, and Laura Walter. Guest teacher, chamber music coaches and teaching assistants include Jim Connolly, Eric Heidner, Junia Work, Samila Aquino Holt, and Marcia Dickstein. “Our instructors include nationally acclaimed musicians, performers, and teachers,” Kim says. “We will teach, inspire, and mentor students through lessons, performances, workshops, and classes.”

In addition to playing their primary instrument, participants will study music theory, sight-reading and conducting, which will help them fully understand the conductor. They will learn other skills, such as working and communicating with fellow musicians, preparing to perform under pressure, techniques for practicing, preparing for college, and advice about college applications. Each student will receive four private lessons and attend workshops and classes.•MJ

Memories, Regrets, and Resurgence: Crosby Doc Opens

W

atching David Crosby: Remember My Name at a SBIFF screening at a soldout Lobero Theatre back on Super Bowl Sunday last February 3 was a thrilling but almost excruciating experience, made even more so knowing that the aging Santa Barbara-raised rock star was seated just a few rows away, watching himself sing, and squirm, on the screen. Remember My Name traces his career as a cultural force from his early days as a founding member of The Byrds, through the four-plus decades of Crosby, Stills & Nash (and sometimes Young) on up to his recent resurgence with the new, youth-oriented acoustic-based band Lighthouse. Biographical documentaries of living artists just don’t come any more real or raw, as Crosby shares his regrets, fear, and disappointments as well as his still-hopeful exuberance about the healing nature of music over the 95 minutes of the film.

Remember My Name began shooting not long after the 2015 dissolution of CSN, when Crosby was battling his ongoing health issues – including a liver transplant as a result of Hepatitis C as well as three heart attacks – as well as other obstacles. Along with lots of archival footage, an interview conducted by Cameron Crowe serves as the heart of the film, as Crosby tackles questions from the former journalist-turned filmmaker (Crowe’s biographical Almost Famous was about his time touring as a 17 year old with the burgeoning CSN) – a seemingly relentless series of queries about the rock star’s poor choices and foibles.

“He asked me hard stuff. Some of what I went through is very hard for me to look at. But it was the right choice to tell the truth the way we did,” Crosby told me in a brief one-

on-one interview echoing the official post-screening Q&A session a few minutes earlier. “I’ve had a checkered history, a lot of ups and downs.

[Cameron] was merciless. He asked the toughest questions I’ve ever been asked. And they hurt… I wound up wanting to cry a couple of times, which you can tell.”

Indeed, Crosby said, some of it was so painful, he insisted that a couple of sections be edited from Remember My Name. “I only had one job. All I had to do was not lie… [But] there were at least two things that I said [later] could not go in the film under any circumstances. And they’re both there. I didn’t have final cut. But it’s a good thing… We weren’t interested in doing a prettified version of my life…

It’s a remarkably honest picture. It’s not comfortable being the subject of it – like being naked in public. But I’m happy how it came out.”

In the doc, Crosby, who turns 78 on Wednesday, reveals the low-down of, and takes responsibility for, his feuds with former colleagues Young, Nash, Stills and Byrds’ founder Roger McGuinn – all of whom he is no longer in contact with – and also confronts his drug-addiction issues. But Remember My Name isn’t all gloom and doom. There are lots of scenes of musical triumphs, and even more about his relationship with the former Jan Dance, his wife of 32 years,

David Crosby: Remember My Name plays at Riviera Theatre starting August 9

who speaks lovingly of her husband, although she also waxes about her fear that the road-dog rocker may simply not come home from one of his tours, succumbing to a health issue while on tour. Still, the few scenes about Crosby’s late-in-life resurgence with his new bands – the Lighthouse show last fall, also at the Lobero, was one of the highlights of the year – provides something of an upbeat ending for the movie.

“That band has a really wonderful chemistry,” Crosby told me. “They’re young and brilliant and great musicians. And it’s a cooperative effort,

which makes it a very emotionally rewarding experience.”

Remember My Name was acquired by Sony Pictures Classics at Sundance, where it screened just a week before its SBIFF debut at the Lobero – where Crosby, a former Crane and Cate School student, first performed at 17.

But the distributor took six months to release the film in major cities. It opens this Friday, August 9, at SBIFF’s Riviera Theatre for a three-week run through August 29. Biting the bullet once again, Crosby will be on hand for another Q&A session following the first screening, at 5:15 pm.

rose by any other name may still be a rose. But when it comes to wine grapes, nomenclature matters. Just ask anyone who makes wine in the Sta. Rita Hills.

The 10 square-mile ag region nestled in the westernmost reaches of the Santa Ynez Valley – where Buellton gives way to Lompoc and where mountains that run east-to-west straddle State Route 246 – is hallowed ground to many wine aficionados. It gained AVA status in 2001 – that’s American Viticultural Area, which denotes a wine grape growing region of distinction by the Bureau of Alcohol, Tobacco and Firearms. The recognition allows winemakers to leverage this region’s clout by using that Sta. Rita Hills name on their labels, rather than more general nomenclature, like Santa Ynez Valley or Santa Barbara County. In fact, the words “Sta. Rita Hills” on a label validate a wine’s pedigree. There are currently six AVAs within Santa Barbara County.

The special, distinguishing characteristics of Sta. Rita Hills are the handiwork of Mother Nature, of course – that aforementioned east-west stretch of the Santa Ynez Mountains, mainly, which is found nowhere else in the western coasts of North or South America, and which creates a funnel for marine air to seep many miles inland.

“We get to keep cool while the rest of the world keeps warming up,” says James Sparks, the winemaker mastermind behind the celebrated Liquid Farm brand and his own wow-worthy label, Kings Carey.

“The winds in the evenings cool everything down and dries everything up,” he continues, “so the grapes get to just chill for eight to twelve hours, until the fog dissipates the next day. Sta. Rita Hills are very unique in that aspect compared to the rest of California and the rest of the world.”

Wine & Fire, an annual affair that takes place next weekend, August 16-18, is a celebration of all things Sta. Rita Hills, including the personalities that are raising the wine bar here. It’s a unique chance to sip through an impressive lineup of delicious wines.

Sparks will be pouring and comparing/contrasting two of his Liquid Farm chardonnays – White Hill, which is crisp and clean, and Golden Slope, which is more rich and lush. Both are native to the Sta. Rita Hills, but the grapes are grown in different plots and harvested at different times. “It’s fun to see how those two vineyards and the ways I get to pick differently can affect the outcome,” says Sparks.

Saturday night’s Grand Tasting ($120) has become legendary because of its setting, the beautiful La Purisima Mission, which is decked out for a spectacular evening culinary feast. Sunday features open houses and breakout events at member wineries throughout the AVA, including a wine-and-food truck affair ($40) at the Santa Rita Wine Center in Lompoc.

Lotusland has a font of information in their archives. Ganna Walska kept detailed files of correspondence relating to the garden, her musical career, art collections, spiritual matters, and husbands. One of her men who worked for her was Charlie Glass, 1973 to 1984. He kept excellent track of his work but oddly nothing about the Cycad Garden in 1978.

Twenty years later a three-ring binder was discovered detailing every cycad planted. It was owned by a private cycad collector. Jeff Chemnick, a cycad expert, was visiting and saw the binder. Jeff was told by the collector that if he would buy a certain plant he would throw in the notebook. Of course, Jeff did but no one knows how that collector came to possess this priceless information.

Bank Fiesta

Montecito Bank & Trust gave its annual Fiesta party in their historic building at 1010 State Street. According to Chairman and CEO Janet Garufis it was completed in 1921 for County National Bank and is an historic landmark. Its design is Italianate, popular at the time and related to the Medici family chapel, an extension of the church of San Lorenzo in Florence, Italy. Lorenzo de Medici was the first banker in the modern sense of the word, and he was also a generous patron of the arts. Then Montecito Bank & Trust acquired the building in 1978 after it had gone through many hands. Michael Towbes tried to restore it to its former glory. It still retains its three original chandeliers and the Corinthian capitaled columns were gold leafed. There is even an original check writing table on loan from the Santa Barbara Historical Museum.

It’s great fun to walk up to a teller window and instead of giving them money they give you a margarita.

Not to mention the scrumptious freshly-made tacos. But best of all were the churros – better than doughnuts. In Spain we used to go to the market on Saturday so the kids could get them right out of a big barrel of grease.

Fiesta dates back to 1924 and many of the events represent the lifestyle of Santa Barbara in the 1800s. to think they organize nearly 5,000 different volunteers, participants, and performers. 2019 La Presidenta Barbara says, “I am a Santa Barbara native, former flower girl, and forever volunteer. She is a shining example of community coming together. This year about 100,000 folks attended Old Spanish Days, one of the largest ever.

The Spirit of Fiesta Sophia Cordero and the Junior Spirit Paloma Valenzuela were both at the bank to dance for us. Each has been dancing since age two and obviously still love it. Sophia was 2013 Spirit runner-up.

Paloma is in 4th grade so is an old timer by now in the flamenco world.

If you like horses, there was the biggest parade of them in the United States (we think). There was a children’s parade. If you like to eat you could have hung out at the mercados.

There was dancing on the Mission steps and the Courthouse. And much more. See you next year. Viva la Fiesta!

ity as a conductor is to the composer. I have to do whatever it takes to convey that message.

Speaking of which, it seems you have your work cut out for you with Saturday’s program.

I love that it’s really varied. The three composers couldn’t be more different. What ties them together is that they all have a very strong narrative.

They’re all motivated by coming from a place of great emotion. They express the composer’s point of view really vividly. Jennifer’s blue cathedral is an absolutely gorgeous piece in memory of her brother. Hindemith’s – which is very challenging and virtuosic for the orchestra, most of whom probably haven’t played it before – is about principles, morals, and the role of art in times of oppression. Dvorak’s 7th symphony, a signature piece that I’ve recorded with the BSO, is arguably his greatest. I am drawn to his use folk music, the celebration of ethnicity and his fascinating use of rhythm.

MAW Bids Adieu with a Higdon Holiday

Jennifer Higdon, MAW’s 2019 composer-in-residence, did in fact make it to town in time to conduct previews of her opera, Cold Mountain, with stage director James Darrah prior to both performances of the 2014 work that served as the work’s West Coast premiere at the Granada. But while the opera presentations themselves are in the rearview mirror, Higdon is sticking around right on through this weekend, the final one in MAW’s 2019 Summer Festival.

After coaching and teaching privately all week, Higdon will step on stage at Lehmann Hall at 1 pm on

Thursday, August 8, to conduct the final Chamber Music Masterclass, where the fellows will perform and receive feedback on a number of pieces. That should include, we imagine, her piano trio Color Through, which will be performed later that evening at Hahn Hall in the season’s final Picnic Concert by the fellows Daniel Kim (violin), Noémie Golubovic (cello) and Salome Jordania (piano).

“It’s my second piano trio, a very new piece that I’ve rarely heard played myself,” Higdon explained over the phone recently. “My first piano trio was also based on colors – that time it was red and yellow. This one is blue and white. The reason it has that title is because trios can combine the two, mix and match the movements anyway that they want, although this one is very contrasting to the movements in first piano trio.”

Higdon said she was both imagining the colors and trying to create music that would evoke them for the audience when she composed the piece.

“The movements are called ‘Brilliant Blue’ and ‘Wondrous White,’ so there’s also some character to the colors. I wanted to capture something about their essence. But I can’t tell you much more now, because I’ve moved on. It’s been played a lot, but I’ve only heard it once so not that much has stayed in my head.”

Still, Higdon said, masterclasses are a lot of fun for her because the students always ask interesting questions. “It’s always fascinating for me to see how they view the music. Sometimes they have interpretations I never thought of at all. So it can be inspiring.”

fall, because she is writing her second opera – a mystery chamber work for five singers and 12 instruments called Women with Eyes Closed – which is due in October. “I only write one thing at a time. So I’m in deep with other characters.”

with a Higdon work. blue cathedral, the most-performed piece in her catalog and likely the most famous, was, like virtually all of her work, created via commission, but it’s about as personal a piece as could be imagined.

“I wrote it after the death of one of my brothers, whose middle name was ‘Blue,’ as both a coping mechanism and a way toward catharsis,” she recalled. “It’s a tone poem with flute and clarinet solos, and it’s my most popular work. [Considering how personal it is], it’s amazing that so many orchestras have performed it, probably 20-30 every year on average.

Philadelphia is about to play it for the fourth time this season. I guess it still resonates for other people, too.”

In between those two events, Higdon will actually sit amidst the audience for Friday’s annual Marilyn Horne Song Competition. Well, she’ll be at the judges’ table alongside Honorary Voice Program Director Horne and the Metropolitan Opera’s veteran coach and musical assistant Ken Noda. All of the MAW Vocal and Vocal Piano fellows will be performing, the singers offering three selections, including at least one in English. The judges will then choose one singer and pianist to receive the honor of The Regina Roney Prize – a cash award – plus an international recital tour that will center around a Higdon song cycle commissioned for the winners to premiere next year.

“I have no idea what it will be yet because it has a lot to do with who the winner is,” Higdon said. “I just try to get a sense of their voice, then find poetry that will work with them and that I’m interested in setting. Then I just sit down and write it. It’s truly gut instinct, something that feels appropriate.”

But, Higdon cautioned, she can’t even begin to think about it until the

Notice Inviting Bids Westmont Road Storm Drain Rehabilitation Project Bid No. 3974 1.

Bid Acceptance. The City of Santa Barbara (“City”) will accept sealed bids for its Westmont Road Storm Drain Rehabilitation Project (“Project”), by or before August 22, 2019, at 3:00 p.m., at its Purchasing Office, located at 310 E. Ortega Street, Santa Barbara, California 93101, at which time and place the bids will be publicly opened and read aloud. Each bidder is responsible for making certain that its Bid Proposal is actually delivered to the Purchasing Office. The receiving time at the Purchasing Office will be the governing time for acceptability of bids. Complete and on-time bids submitted electronically via PlanetBids will also be accepted.

Project Information.

2.1 Location and Description. The Project is located approximately 150 feet north of California Highway 192, Sycamore Canyon Road off of Westmont Road. The Project site is east of Westmont Road, down the embankment in the seasonal drainage channel. The Project will re-grade the channel bed immediately upstream of a storm drain that conveys the flow adjacent to Westmont Road from the unnamed tributary to Sycamore Creek. The project will remove the existing headwall, reorient the inlet to align with the channel, install a new headwall, wingwalls, and a steel grate at the entrance to the inlet. The re-grading of the streambed and reconstruction of the headwall will restore the storm drain system to its full hydraulic capacity (40 cfs) and reduce risk associated with flooding, ponding, and debris flows.

2.2 Time for Completion. The planned timeframe for commencement and completion of construction of the Project is: 15 Working Days

Engineer’s Estimate. The Engineer’s estimate for construction of this Project is: $100,000-$125,000.

The Bid Proposal must be accompanied by bid security of ten percent of the maximum bid amount, in the form of a cashier’s or certified check made payable to City, or a bid bond executed by a surety licensed to do business in the State of California on the Bid Bond form included with the Contract Documents. The bid security must guarantee that, within ten days after City’s issuance of the notice of award of the Contract, the bidder will execute the Contract and submit the payment and performance bonds, insurance certificates and endorsements, and all other documentation required by the Contract Documents.

6.

Prevailing Wage Requirements.

6.1 General. This Project is subject to the prevailing wage requirements applicable to the locality in which the Work is to be performed for each craft, classification or type of worker needed to perform the Work, including employer payments for health and welfare, pension, vacation, apprenticeship and similar purposes.

6.2 Rates. The prevailing rates are on file with City and available online at http://www.dir.ca.gov/DLSR. Each Contractor and Subcontractor must pay no less than the specified rates to all workers employed to work on the Project. The schedule of per diem wages is based upon a working day of eight hours. The rate for holiday and overtime work must be at least time and onehalf.

6.3 Compliance. The Contract will be subject to compliance monitoring and enforcement by the DIR, under Labor Code section 1771.4.

Performance and Payment Bonds. The successful bidder will be required to provide performance and payment bond for 100% of the Contract Price regardless of contract dollar amount.

8.

Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code section 22300.

9.

Subcontractor List. Each bidder must submit, with its Bid Proposal, the name, location of the place of business, California contractor license number, DIR registration number, and percentage of the Work to be performed (based on the Base Bid) for each Subcontractor that will perform work or service or fabricate or install work for the prime contractor in excess of one-half of 1% of the bid price, using the Subcontractor List form included with the Contract Documents.

Davis-Bacon Act. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this Project, available at the City of Santa Barbara, General Services Manager, Purchasing Office, 310 E. Ortega Street, Santa Barbara, California, and available from the California Department of Industrial Relations’ Internet web site at http://www.dir.ca.gov/DLSR/PWD. The Federal minimum wage rates for this Project as predetermined by the United States Secretary of Labor are set forth in the specifications and in copies of these specifications that may be examined at the offices described above where project plans, special provisions, and bid forms may be seen.

Addenda to modify the Federal minimum wage rates, if necessary, will be issued to holders of these specifications. Future effective general prevailing wage rates, which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates.

Attention is directed to the Federal minimum wage rate requirements in the specifications. If there is a difference between the minimum wage rates predetermined by the Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate. The City of Santa Barbara will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes "helper" (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate, which most closely approximates the duties of the employees in question.

This is a federally-assisted project and Davis-Bacon (DBRA) requirements will be strictly enforced. Contractors, including all subcontractors and apprentices, must be eligible to participate. Federal Wage Determination #CA160023 dated May 3, 2019 is incorporated herein and is attached hereto as Appendix C. However, actual prevailing wage rates will be determined as of ten day days prior to bid opening date. If any modifications have been issued to the wage decision, the contractor must adhere to the modified wage decision. The Contractor shall comply with Copeland “Anti-Kickback” Act detailed in the General Conditions.

Current Status of the 101 Widening Program In October 2005, the SBCAG Board approved its “Lane and a Train” plan to resolve “the growing congestion problem along 16 miles of the Highway 101 corridor from Mussel Shoals to the City of Santa Barbara by adding an HOV carpool lane to the two existing lanes in each direction.” Here is what happened.

PREVAILING WAGE, APPRENTICES, PENALTIES, & CERTIFIED PAYROLL In accordance with the provisions of Labor Code § 1773.2, the Contractor is responsible for determining the correct prevailing wage rates. However, the City will provide wage information for projects subject to Federal Davis Bacon requirements. The Director of Industrial Relations has determined the general prevailing rates of wages and employer payments for health, welfare, vacation, pensions and similar purposes applicable, which is on file in the State of California Office of Industrial Relations. The contractor shall post a copy of these prevailing wage rates at the site of the project. It shall be mandatory upon the contractor to whom the contract is awarded and its subcontractors hired to pay not less than the said prevailing rates of wages to all workers employed by him in the execution of the contract (Labor Code § 1770 et seq.). Prevailing wage rates are available at http://www.dir.ca.gov/oprl/PWD/index.htm It is the duty of the contractor and subcontractors to employ registered apprentices and to comply with all aspects of Labor Code § 1777.5.

There are penalties required for contractor’s/subcontractor’s failure to pay prevailing wages and for failure to employ apprentices, including forfeitures and debarment under Labor Code §§ 1775, 1776, 1777.1, 1777.7 and 1813.

Under Labor Code § 1776, contractors and subcontractors are required to keep accurate payroll records. The prime contractor is responsible for submittal of their payrolls and those of their subcontractors as one package. Payroll records shall be certified and made available for inspection at all reasonable hours at the principal office of the contractor/subcontractor pursuant to Labor Code § 1776.

The contractor and all subcontractors under the direct contractor shall furnish certified payroll records directly to the Labor Compliance Unit and to the department named in the Purchase Order/Contract at least monthly, and within ten (10) days of any request from any request from the City or the Labor Commissioner in accordance with Section 16461 of the California Code of Regulations. Payroll records shall be furnished in a format prescribed by section 16401 of Title 8 of the California Code of Regulations, with use of the current version of DIR's “Public Works Payroll Reporting Form” (A-1-131) and “Statement of Employer Payments” (DLSE Form PW26) constituting presumptive compliance with this requirement, provided the forms are filled out accurately and completely. In lieu of paper forms, the Compliance Monitoring Unit may provide for and require the electronic submission of certified payroll reports. The provisions of Article 2 and 3, Division 2, Chapter 1 of the Labor Code, State of California, are made by this reference a part of this quotation or bid.

A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

PHASE 1 The 1st phase of the 101 widening from Milpas to Hot Springs began construction in 2008 and was completed in 2012 at a cost of $96 million. It included an elaborate and expensive Milpas Street interchange, two miles of widening the 101, the Sycamore Creek bridges, a Cacique Street connection, a city-owned Montecito roundabout; and improved pedestrian and bike access.

Shortfalls in final funding due to increased costs at Milpas led to a closure of the 101 left-hand on-ramp at Cabrillo Blvd and a widening that fell short of the southbound Olive Mill exit. Not to worry, the next wave of widening would correct these shortcomings.

Unfortunately, a two-year fight between Caltrans and the Montecito community over retaining left-hand ingress and egress to the hi-speed HOV lanes stopped approval of the necessary Caltrans environmental EIR. Faced with uncertainty and lawsuits, Caltrans and SBCAG shifted widening priorities to communities further south.

PHASE 2 The second phase of the 101 widening began construction in 2012 and was completed in 2015 at a cost of $101 million.

The scope of work included six miles of widening the 101; four miles of scenic Class 1 bike lanes adjacent to the Pacific Ocean; and the La Conchita pedestrian tunnel crossing under the freeway. Costs were under budget.

PHASE 3 The third phase of the 101 widening began construction in 2016 and is expected to be completed in 2020 at a cost of $115 million. The City of Carpinteria bargained with Caltrans and SBCAG for funding a new Casitas Pass Road overcrossing widened to three lanes and a new Linden Avenue overcrossing, widened to three lanes, each with four new on-off ramps.

Other funded projects in Carpinteria included extensions of the Via Real connection to improve local traffic circulation; new 10-foot higher bridges over Carpinteria Creek to improve habitat and reduce flooding; a new Ogan Road roundabout to connect Linden, Ogan Road and Via Real; four new sound walls to reduce highway noise; and extensive new bike and pedestrian pathways to create a seamless scenic connection to the Mussel Shoals coastal pathways.

PHASE 4 The final 10.9 miles phase of the 101 widening promises to be the most challenging, most expensive, and most prone to delay. The total estimated cost of the project is $425 million in construction costs alone. The project will be funded by $140 million from Measure A, the local transportation sales tax, and $285 million in state and federal funding.

Because of its complexity, the Phase 4 widening project will be broken down into five segments – 4A, 4B, 4C, 4D, and 4E. Each segment could take 2+ years to construct, given the complexities of construction in the narrowest and most restricted corridor on the 101.

Phase 4A will widen the 101 to three lanes in each direction for 3.2 miles within the City of Carpinteria boundaries from just north of the Bailard Avenue interchange to the northern Carpinteria city limit south of Santa Claus Lane.

The project includes new bridges over Franklin and Santa Monica Creeks along with ramp improvements at Santa Monica Road, Carpinteria Avenue, and Reynolds Avenue.

Four new sound walls are planned. Projected construction cost is $86.5 million. The project is fully funded and could be completed in 2-3 years.

Phase 4B will widen Highway 101 to three lanes in each direction between the northern boundary of the City of Carpinteria to just past the North Padaro Lane interchange in Summerland. The project includes new bridges over Toro and Arroyo Parida Creeks and the South Padaro Lane Undercrossing. Ramp improvements will occur at South and North Padaro Lanes. Phase 4B. Projected construction cost is $139.3 million. The project is in final design and is fully funded.

Phase 4C will widen Highway 101 to three lanes in each direction from just north of the Padaro Lane interchange in Summerland to just north of the Sheffield Drive interchange in Montecito. The 4C project includes new bridges for the Evans Avenue and Sheffield Drive interchanges. Ramp improvements will occur at Sheffield Drive, Evans Avenue, and Wallace Avenue. There are two sound walls in Phase 4C – one on the north side of the 101 just past the Sheffield interchange and the other on the north side, just past the Evans Avenue underpass.

Projected construction cost is $88.5 million. The project is in final design and is fully funded.

Phases 4D and 4E are still unfunded and in the design stage.

The plan is to widen US 101 to three lanes in each direction from Romero Creek in Montecito (just north of Sheffield Drive) to Sycamore Creek in the City of Santa Barbara and to hook up with the Phase 1 Milpas widening project.

Flood control bridges will be replaced at San Ysidro, Oak, and Romero Creeks. Reconstruction and relocation of the Cabrillo Boulevard overpass and a new southbound on-ramp at Cabrillo Blvd are planned. SBCAG has provided the City of Santa Barbara with project funding for environmental, design, and right-of-way to widen the Cabrillo Union Pacific Railroad bridge to accommodate cyclists and pedestrians, as well as a new roundabout at the Los Patos-Cabrillo intersection.

Discussion continues on possible roundabout improvements at San Ysidro and Olive Mill.

Funding applications will be submitted for state and federal funding in March 2020. With the narrowest and most restricted corridor in the entire 16-mile widening, it is hard to visualize a speedy construction schedule. Most construction will be done at night. The project team is committed to keeping two lanes of traffic open during daytime peak hours and at least one lane open at night. Daytime storage space for construction equipment and materials will be limited.

Visual Impacts The natural setting of the corridor with the mountains on one side and the ocean on the other, along with distinctive vegetation in the median and along much of the right-of-way, makes driving along US 101 a scenic experience. These natural features coupled with the narrow corridor present unique challenges to physically widen the 101 with aesthetic integrity when median landscaping cannot be retained. The problem becomes how to make six lanes fit in a corridor that is only big enough for four lanes.

Corridor Widths The restricted Montecito corridor, with its 2-foot-wide median concrete barrier, will not allow for median landscaping, nor for 10-foot inside shoulders for highway maintenance crews, trash removal and accident pull-offs. All six traffic lanes will be a standard 12-foot width. A 10-foot outside shoulder may provide additional room for adequate landscaping. Longer acceleration lanes are also under review. Eades will do everything possible to mitigate the engineering challenges.

Following Progress Full funding has been secured for the Carpinteria, Padaro interchange, and Summerland segments (4A to 4C). Innovative project delivery methods are being studied with the hopes for shortened construction time and reduced traffic disruption.

Quiet pavement will be included on all lanes to reduce noise.

County and City planners will determine landscaping and aesthetic treatments, hopefully with local input. Follow the progress updates on www.SBROADS.com.

Conclusion Your Highway 101 voice may be tiny, but it is all Montecito has. Attend Caltrans briefings and speak up. Otherwise, you and 9,000 of your neighbors will have to live with whatever Santa Barbara city and county planners think is best for us for the next 10, plus the following 75 years.

PREVAILING WAGE, APPRENTICES, PENALTIES, & CERTIFIED PAYROLL In accordance with the provisions of Labor Code § 1773.2, the Contractor is responsible for determining the correct prevailing wage rates. However, the City will provide wage information for projects subject to Federal Davis Bacon requirements. The Director of Industrial Relations has determined the general prevailing rates of wages and employer payments for health, welfare, vacation, pensions and similar purposes applicable, which is on file in the State of California Office of Industrial Relations. The contractor shall post a copy of these prevailing wage rates at the site of the project. It shall be mandatory upon the contractor to whom the contract is awarded and its subcontractors hired to pay not less than the said prevailing rates of wages to all workers employed by him in the execution of the contract (Labor Code § 1770 et seq.). Prevailing wage rates are available at http://www.dir.ca.gov/oprl/PWD/index.htm It is the duty of the contractor and subcontractors to employ registered apprentices and to comply with all aspects of Labor Code § 1777.5. There are penalties required for contractor’s/subcontractor’s failure to pay prevailing wages and for failure to employ apprentices, including forfeitures and debarment under Labor Code §§ 1775, 1776, 1777.1, 1777.7 and 1813.

Under Labor Code § 1776, contractors and subcontractors are required to keep accurate payroll records. The prime contractor is responsible for submittal of their payrolls and those of their subcontractors as one package. Payroll records shall be certified and made available for inspection at all reasonable hours at the principal office of the contractor/subcontractor pursuant to Labor Code § 1776.

The contractor and all subcontractors under the direct contractor shall furnish certified payroll records directly to the Labor Compliance Unit and to the department named in the Purchase Order/Contract at least monthly, and within ten (10) days of any request from any request from the City or the Labor Commissioner in accordance with Section 16461 of the California Code of Regulations. Payroll records shall be furnished in a format prescribed by section 16401 of Title 8 of the California Code of Regulations, with use of the current version of DIR's “Public Works Payroll Reporting Form” (A-1-131) and “Statement of Employer Payments” (DLSE Form PW26) constituting presumptive compliance with this requirement, provided the forms are filled out accurately and completely. In lieu of paper forms, the Compliance Monitoring Unit may provide for and require the electronic submission of certified payroll reports. The provisions of Article 2 and 3, Division 2, Chapter 1 of the Labor Code, State of California, are made by this reference a part of this quotation or bid.

A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code, or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.1 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

CERTIFICATIONS In accordance with California Public Contracting Code § 3300, the City requires the Contractor to possess a valid California C33 Painting & Decorating contractor’s license and EPA Lead-Safe Certification Renovation, Repair, and Painting Certification at time the bids are opened and to continue to hold during the term of the contract all licenses and certifications required to perform the work specified herein.

Four days later, the party animals were out in force when one of Fiesta’s most popular events, Celebracion de los Dignitarios, was held at Santa Barbara Zoo. A record 2,000 guests, including KEYT-TV weather expert, Alan Rose, Randy Weiss, police chief Lori Luhnow, sheriff Bill Brown, Kostis Protopapas, Hal Conklin, and David Edelman, turned out for the hilltop hoopla featuring more than 50 vendors of food, wine, and beer, which was expected to raise around $90,000 equally split between Old Spanish Days and Rich Block’s magnificent 30-acre menagerie.

Over the Mountain The Music Academy of the West reached a new peak when it staged the West Coast premiere of Pulitzer Prize-winner Jennifer Higdon’s Cold Mountain at the Granada, marking the penultimate week of its 72nd annual summer festival.

The two-act work, which took her 28 months to compose and contains, as the Philadelphia Grammy-winner revealed, 300,000 notes, is based on the novel of the same name by Charles Frazier, which was also a successful 2003 film by director Anthony Minghella starring Jude Law, Nicole Kidman, and Renee Zellweger.

The immensely entertaining work, with libretto by Gene Scheer, has been admirably transformed from a literary masterpiece into an operatic tour de force.

Prince of Broadway On a personal note, I remember Broadway icon Hal Prince, who left us for more heavenly pastures aged 91.

Prince was the driving force for many of the Great White Way’s most memorable productions, including Cabaret, West Side Story, Sweeney Todd, and Phantom of the Opera, the longest running stage show in the Big Apple.

In his prolific career, Prince, who I would often see at theater parties when I was an editor on the Intelligencer column of New York Magazine, worked on 61 stage productions and garnered 21 Tony awards for his work.

THE GRANADA THEATRE PRESENTS UCSB Summer Music Festival – The on-campus musical extravaganza comprises just a weekend of performances, but the packed schedule might at least ease withdrawal from the closing of the Music Academy of the West’s eight-week session. Founded in 2016 by a UCSB graduate composer, the festival continues to thrive in its fourth season as a student-curated and managed event, this year encompassing presentations at nearly a dozen locations on campus. Graduate composition students Mason Hock and Rodney DuPlessis have teamed up to serve as co-artistic directors for 2019, and the pair have focused on bringing an impressive diversity of new cultures, styles, media and formats. Among the campusconnected or otherwise local artists appearing at the festival are the violist and UCSB Music alum Jonathan Morgan playing original contemporary works for viola and electronics including a world premiere of a work by Hock; the cappella choir Adelfos Ensemble; Sahlala Band performing urban Arab art music; UCSB University Carillonist Wesley Arai; the folk music ensemble Kalinka, who will play a special Children’s Concert; and UCSB Music alumnus Brandon Rolle, who leads a Pierrot ensemble in electroacoustic works by UCSB composers. Other special programming includes “The World on a String,” a concert featuring music that incorporates plucked string instruments from around the world; an original piece by UCSB Composition graduate student Heena Yoon that features dancers from the Santa Barbara community (Yoon will also present “Woman, Arts, Life,” a concert and talk exploring the challenges women artists face in creating and performing their works); and a closing performance by the Los Angeles-based Isaura String Quartet, a premier new music ensemble that has performed and recorded with the All-American Rejects, Demi Lovato and Emily Wells, among others, who will play three original pieces by UCSB graduate composition students as well as favorites from their quartet repertoire. Double Vision Revisited – Back in the 1980s, Bob James, David Sanborn, and Marcus Miller got together to produce Double Vision, a collaborative CD that dominated the airwaves, sold more than a million copies, and earned a Grammy Award.

The album featured the track “Maputo,” written by Miller, and the classic standard “Since I Fell For You” with guest vocalist Al Jarreau, helped make Double Vision one of the most successful albums in the jazz genre. The multiple award winner keyboardist/arranger James (who turns 80 in December), the iconic saxophonist Sanborn (age 75) and hit-making bassist Miller (60) have reunited for the first time since that classic album played out, and are joined by drummer Billy Kilson and singer Larry Braggs to forge a return to the sound of the famous album in a concert featuring old favorites and new songs.
