HISTORY Don Gaspár de Portolá, a Spanish expedition party leader, discovered a picturesque valley and river in Southern California, which he christened Santa Ana, in honor of Saint Anne, on July 26, 1769. José Antonio Yorba, a youthful expedition soldier, and his nephew Juan Peralta, were given a Spanish land grant for the area. They developed the Rancho Santiago de Santa Ana for cattle grazing and productive farmland. In 1869, William H. Spurgeon

ABOUT THE MAYOR First elected to the Santa Ana City Council in 1986, Mayor Miguel Pulido has proven to be a leader, not only within the community, but regionally and nationally. Mayor Pulido has focused his efforts on improving the quality of life for all Santa Ana residents. During his term of office, the City of Santa Ana has benefited from a tremendous growth in economic opportunities. Mayor Pulido has also taken a lead role in facilitating business opportunities in the global economy. He formed the Mayor’s Task Force on Arts and Culture, which has been instrumental in the development of the Artists Village in downtown Santa Ana. Placing an emphasis on education, Mayor Pulido brought in California State University Fullerton’s graduate arts program and facilitated the relocation of the Orange County High School of the Arts into Santa Ana. He led the City’s effort to locate the Discovery Science Center in the City’s Museum District and worked aggressively on the $10 million Bowers Museum expansion. During the Mayor’s tenure, over 60 neighborhood associations have been formed to reflect a strong community presence. The partnerships that Mayor Pulido has fostered between business and neighborhood leaders and City Hall have resulted in broader participation in government issues.
The Santa Ana City Council is comprised of seven members consisting of the mayor and six councilmembers. Councilmembers are nominated from one of six geographic wards in the City and then elected citywide. City councilmembers serve a four-year term and are limited to three consecutive terms. The mayor is directly elected at-large and has term limits of no more than four twoyear terms. City council meetings are open to the public and are held on the first and third Tuesdays of each month. Closed session meetings are held at 5:00 p.m., immediately followed by the regular business meeting at approximately 5:45 p.m. in the City Council Chambers at 22 Civic Center Plaza, Santa Ana, CA 92701. Economic Development Council: A Crusade to Promote Santa Ana An unlikely coalition of business organizations is putting the economic health of the city ahead of their own agendas. The result is expected to5 be the first multi-year campaign to polish the image of Santa Ana and reveal its recent cuttingedge evolution.
he Santa Ana Chamber of Commerce established its Economic Development Council two years ago, and two members of its executive committee recently sat down with us for to an update. Jonathan Maher is general manager at MainPlace Mall, and Ryan Chase is president of S&A Management in the downtown East End district.
Chase: We’re both in this together. The reality is that in the private sector, in the business community, you know not to fight with the City but to work together to improve things, to develop allies, people who are on the same page. I think it is really important to have people at a high level, like Jonathan who runs the mall and is the biggest tax generator in the City.
Jonathan, describe how this council is different.
But the Economic Development Council also includes somebody from the City. How does that work? Chase: I think it works really well. We had to all take a step back and bring together a bunch of people who all have a vested interest in moving the City forward, but they were all doing it on their own.
Maher: I think the Santa Ana Economic Development Council is unique because it brings together various partners throughout the community. Big businesses, small businesses, north, south, east, west, and the education components in the city. I think it is probably the only organization that brings together that wide group of benefactors and beneficiaries of economic development in this city. Chase: And to piggyback, I think as Jonathan alluded to the diversity of the stakeholders involved is really unique and different than a lot of other groups in the city. By having that kind of perspective and diversity, it really allows us, I think, the perspective to understand and to better execute a plan properly. Did you two know each other before the council? (Both): No. And what’s it been like? Have you become associates? Have you become friends? (Both): Absolutely.
“...having that representation from the City means that the leadership there is hearing what we have to say...” Maher: Yes, in their own silos, and we brought those people together and found that we all have the same vision, we all have the same mission. We’re all trying to move the needle forward, but we were doing it independently. And I think now we have a combined, unified voice. I think it enables us to be able to move the needle quicker, and having that representation from the City means that the leadership there is hearing what we have to say as we’re come up with our plans. The City is actively collaborating with us as we share with them the visions and strategies that will enable the 6 city to move forward.
So do you think this council is breaking new ground? (Both): Definitely. Chase: I think the fact that we are pulling together all these resources in a collaboration means we’re able to leverage more expertise and I think it allows us to involve more people who otherwise wouldn’t be involved or haven’t before, so I think it’s really critical. You’ve been working at this for a couple of years. What’s going to be the payoff? When are we going to start seeing some results? Maher: The big payoff will be when the City gets its new budget passed. But I also think another payoff already is happening, because we now have a collection of people with great ideas. The biggest remaining obstacle is funding our collective plan. Independently, we all have limited resources to fund efforts in support of our own businesses. But collectively, it’s harder to pull additional funds for the greater good. However, there is a large component of our planning that will benefit the city as a whole, impacting our image, for example. So it will benefit the City to work hand in hand with us. I think the business community is willing and ready; they are currently investing in their own marketing and advertising to grow their customer base. But the City itself hasn’t been doing the same, unlike other cities in the county, so I think we’re looking forward to the next step, which is allocation of funds. We have made a proposal for a public/ private partnership in which our council will have the resources to put into ac

Our GROW Conference was the first great example, funded almost entirely by business community members of the Chamber of Commerce. The City also made a small contribution, but other cities host and fund similar events that cost up to $200,000. Here, the business community did it, and I think now we have the opportunity to partner with the City, and with the assistance of additional funding, we will be able to do even more.
Chase: I think it’s also important to note that in the business community, the private sector has a much better sense of what is actually going on and how to address it than city administrators do. The private sector is much more nimble and can react much more quickly to get things done. Working privately and independently with some financial backing from the City will enable us to really react in proactive ways.
Maher: As well as city staff, the mayor, and city manager, and I think what we’ve been able to do is establish the Economic Development Council as a group that is representing stakeholders throughout the city, with the best interests of the city and its residents at heart.
So this year represents a turning point, but is there a sense that the Council is established and here to stay? Maher: I think that we’re just getting our sea legs right now. From the beginning, we were getting to know each other, finding out what everybody was doing, what their roles were. Anytime you get a team together, you need to find its strengths and weaknesses; who’s working on what and who are the best players. I think now we’re at a point where we’re comfortable with each other. We know the city, and have built relation-

So our City Council members have been approached by your Council. Have you been encouraged by their responses? Chase: I think yes, in a lot of ways. They are all in favor of promoting economic growth; it’s a matter of deciding what level of funding is warranted and who can best serve as administrators. Until some votes are taken, we really won’t know. But we are confident that a public/private partnership is absolutely the best sustainable solution. Maher: I would say that what we are learning through this process is to be

All sorts of businesses are involved in the Chamber--small, medium and large--and it doesn’t matter what their revenue is. We all want to be a central hub for businesses to grow and be successful. n

The Santa Ana “Rapid Response Team” is a non-profit, federally funded program, offering complimentary liaison services to Santa Ana businesses and their employees facing layoffs or facility closures.
Economic advantage – “Rapid Response” reduces a company’s unemployment insurance liability by allowing the Santa Ana WORK Center to assist ex-employees to quickly find re-employment. Additionally, the Rapid Response Team offers layoff aversion through refinancing programs and utilization of labor market information. The liaison’s services may improve possible negative perceptions of downsizing through public relations.

If a business closure is a result of import/export competition, employees will be eligible for certain additional beneﬁts under the North American Free Trade Agreement (NAFTA). The Santa Ana “Rapid Response Team” can help companies and their employees access these benefits.
Through the Workforce Investment Act (WIA) funding, the Santa Ana WORK Center is able to assist the workforce needs of business. All services are free of charge and are available to businesses of all types. Program benefits include:
Businesses may post job openings free of charge. Job orders are seen by a wide network of workforce professionals who have access to qualified candidates, ranging in skill, education and experience. Businesses can indicate on the Job Order Form the method of contact for job applicants.
The Santa Ana WORK Center is able to provide facilities to test, interview or screen job applicants. Additionally, the Santa Ana WORK Center can arrange special hiring events and job fairs; consider it a “human resources ofﬁce” away from the ofﬁce.
ON-THE-JOB TRAINING (OJT)
This training program has been designed to increase the speciﬁc job related skills of participants by providing them with related work experience specific to a chosen occupation; and through direct work experience increasing participant’s potential for future work opportunities and earnings. OJT provides reimbursement to the employer of up to 50 percent of the wage rate of the participant for the costs of providing the training and additional supervision related to the training.
WORK EXPERIENCE (WEX)
Employers who are interested in hiring a job seeker, with a limited work history or lack work experience. The Santa Ana W/O/R/K Center will pay 100% of a participant’s salary including workers’ compensation and liability insurance for 16 weeks.
