It has been a great year for San Pablo. The quality of life has improved with the opening of new businesses, Rumrill Sports Park, and redevelopment in different parts of the city. We continue to make economic development a top priority to create new jobs and grow local businesses in San Pablo.

Ha sido un gran año para San Pablo. La calidad de vida aquí se ha mejorado mucho con la apertura de nuevos negocios, Rumrill Sports Park, y la reconstrucción en diferentes partes de la ciudad. Seguimos haciendo el desarrollo económico una prioridad superior para crear nuevos puestos de trabajo y hacer crecer los negocios locales en San Pablo.

2017 will continue to be an exciting time for San Pablo. With the anticipated opening of a new San Pablo Library early next summer, the ongoing development of Plaza San Pablo, and the anticipated commencement of the new City-wide Municipal Broadband project, San Pablo will set itself apart as a great place to live, work and do business. I take great pride in our flourishing small businesses. Mom and pop shops create local jobs, which drives local commerce and provides more services for residents. As a former small business owner, I also understand how difficult it is to establish and run one’s own shop. Take advantage of San Pablo EDC and City of San Pablo Development Services to educate yourself through free workshops, business advisory, and receiving subsidies for on-the-job training. I encourage everyone to come out and support our local small business. Remember to shop local!

The new San Pablo Library is set to open in summer 2017 on the corner of San Pablo Ave and Church Lane. With one of the busiest, yet smallest, facilities in Contra Costa County, San Pablo residents put forth a mandate for a new library and a design that would address community needs.

Every day, our personnel remain committed to the motto of the San Pablo Police Department: Integrity, Community Partnership and Service to All. As your Chief, I do not believe in overly complicated theories of policing. Residents require us to prevent crimes, respond to service calls with urgency and conduct ourselves professionally. Therefore, we subscribe to the concept of community-based policing, a service philosophy that stems from our passion to serve this community. Policing is a partnership between police officers and community members. Our community engagement efforts are evident through our Community Police Academy and our CERT volunteers, who play a vital role in building a relationship with residents. You can become an integral member of our community engagement by taking classes at the Community Police Academy, becoming a CERT volunteer, attending Coffee with a Cop, joining Neighborhood Watch, and downloading the GO Request app that gives you easy access to your local government. In the meantime, San Pablo Police personnel will continue to wear their badge with honor and work tirelessly to be part of the fabric of San Pablo.

IN LOVING In Loving Memory of Officer Ken Zink A Celebration of Life On behalf of the San Pablo Police Employees Association

MEMORY OF OFFICER ZINK

On the morning of September 29, 2016, at approximately 6:30 am, Officer William Kenneth (Ken) Zink was killed during a traffic collision while riding his motorcycle to work. The incident occurred on westbound Interstate Highway 80 in Vallejo near Redwood Parkway. He is survived by seven children, a host of additional relatives, and a huge law enforcement family. Prior to his law enforcement career, Ken served in the U.S. Coast Guard for 13 years and achieved the rank of Chief Boatswain’s Mate. He was sworn in as a police officer for the El Cerrito Police Department in 2001 and came to the San Pablo Police Department in 2007. Ken held a wide variety of positions including Patrol, Bike Patrol, Detective, Task Force Special Agent with the West Contra Costa Narcotic Enforcement Team (West-NET), and most recently, as a School Resource Officer at Helm’s Middle School, which was his absolute favorite position. He never let the troubles of police work affect how he treated his students and was a continual source of inspiration for them to be around. Ken also had a passion and a true knack for narcotic enforcement. In 2010 and 2014, he was awarded as San Pablo PD Officer of the Year. He was named 2010 Case Agent of the Quarter by the Department of Justice San Francisco Regional Office of the Bureau of Narcotic Enforcement, 2014 Al Stewart Award presented by the California Narcotics Officers Association. With the listed achievements and the dangerous clientele that Ken dealt with on the streets, one might assume that he would be hard-nosed and unapproachable. However, Ken was the exact opposite. If he noticed that you were having a rough day, he would greet you with a hug, a big smile and encouraging words, not just to other officers but everyone he encountered. Ken was one of the most humble and unassuming people you could ever meet . He did not do his job for the recognition. He had a vested interest in the community and believed in our youth. Ken truly loved kids and committed a great deal of his time to volunteer work outside of the PD. He is irreplaceable. We will strive to carry on the sense of humility and professionalism that Ken taught us all. He made a profound impact on our lives here at the City of San Pablo as well as the lives of so many others. We are all blessed to have spent time with him. Rest in Peace Ken.

Stevie Early is an aspiring entrepreneur who takes his upbringing by his dear grandmother to heart. Grandma Gertrude Hudson, mother of 13, taught young Stevie that family comes first and that it costs nothing to be kind. She made lunch for every friend Stevie ever brought home. She invited the homeless to her own kitchen for hot meals. She taught Stevie that the recognition of other’s success was to be his reward. With that in mind, Stevie has an impressive track record of helping many people out behind-the-scenes. In his day job, Stevie is a barbering instructor at Moler Barber College in San Pablo who goes the extra mile to get students to pass the rigorous state licensing exam. In his down time, he is busy recording hit records with artists like E-40 and Too $hort. His ultimate dream is to establish an afterschool program to teach young artists the kind of work ethic that translates to success. As Stevie says, “I don’t want to see anybody fail. Just know that if people aren’t mad at your hustle, then you’re not hustling hard enough.” Stevie works hard to honor the memory of Grandma Gertrude and encourages all youth to pick themselves up to make the most of their lives through hard work. Despite a rough start earlier in life, Jeff Rubin learned the hard way that money doesn’t grow on trees and that you need to shape up, be responsible, and show up on time to work to be successful. One week before he was about to embark on a career as a merchant seaman at the age of 22, the tides turned when his uncle called him to work at a friend’s tire shop. After weeks of showing up late and disheveled, the owner of the tire shop sat Jeff down. “Either you come to work on time, or you can stay home,” was the wake-up call that started Jeff off on the right foot. He learned everything he could about not just changing tires, but managing the entire business. After earning the trust of the owner, Jeff went up through the ranks and eventually bought Richmond Tire in 2001. Now, as a father of seven, Jeff looks to the future of Richmond Tire with cautious optimism. “Being a small business owner is not just cookies and candy; it’s hard work!” Jeff is uncertain if one of his sons will end up running the shop, which boasts 93 reviews and 5 stars on Yelp! When Jeff is not busy managing his thriving shop, Richmond Tire, on Market Ave in San Pablo, he is thinking of ways to support his community. Jeff and his sons put on backpack drives in August, Customer Appreciation BBQs in September, and Toy Drives for the December holidays.
