Ford and Progress Energy Prepare the Research Triangle in North Carolina for Electric Vehicles Ford Motor Company and Progress Energy recently announced a joint effort to help prepare the Research Triangle area of North Carolina for the operation of electric vehicles. Ford and Progress Energy will work together to develop consumer outreach and education programs on electric vehicles as well as share information on charging needs and requirements to ensure the electrical grid can support the demand. “There is an incredible excitement for electric vehicles in the Raleigh area. To support the rollout and acceptance of these vehicles in Raleigh and across the country, it is crucial to work with local utilities to make sure the necessary electric infrastructure is ready and to help consumers understand the technology

choices they will have available to meet their transportation needs,” said David Finnegan, Electric Vehicle Marketing manager, Ford Motor Company. Ford and Progress Energy also plan to work with state and local officials to address issues relating to the permitting and regulations that can support electric vehicle infrastructure. An easy charging station permitting process is considered one of the keys to electric vehicle acceptance. Progress Energy is one of 10 utilities that have partnered with Ford to test 20 plug-in hybrid Ford Escapes to obtain data on durability, reliability and safety of the new battery technology. “We are committed to developing the necessary infrastructure to enable widespread use of electric vehicles to

help our customers save money and reduce their impact on the environment,” said Bill Johnson, chairman, president and chief executive officer of Progress Energy and co-chairman of the Edison Electric Institute CEO Taskforce on Electric Transportation. “Although our companies are involved in two different industries, the work Progress Energy and Ford do is more closely aligned than ever before,” he added. “Both companies are finding new ways to meet our customers’ evolving needs, and both are doing so while also seeking greener alternatives. This partnership will help us better serve our customers when electric vehicles become widely available.” Progress Energy has one of the most advanced utility plug-in electric vehicle programs in the nation. In addition to testing two plug-in hybrid Ford Escapes, the company owns seven other plug-in electric vehicles for research purposes including the Southeast’s first plug-in hybrid electric utility bucket truck, and it is expanding its partnership efforts with the auto industry to test additional vehicles. Progress Energy is developing a charging station pilot program as part of a $200 million smart grid grant it received from the U.S. Department of Energy. This will include installing about 600 stations across the company’s territory in the Carolinas and Florida. OSHA Proposes New Noise Exposure Requirements The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) has proposed issuing an interpretation of the term “feasible administrative or engineering controls” as used in the General Industry and Construction Occupational Noise Exposure standards, and intends to modify its current enforcement policy according to the interpretation. Under the standard, employers must use administrative or engineering controls rather than personal protective equipment (PPE) to reduce noise exposures that are above acceptable levels when such controls are feasible. OSHA proposes to clarify that “feasible,” as used in the standard, has its ordinary meaning of “capable of being done.” Comments are open for submission on or before Dec. 20, 2010. OSHA’s early interpretive guidance in 1975 of 29 CFR 1910.95 (b) (1), the Occupational Noise Exposure regulation, indicated that feasible engineering or administrative controls must be used to reduce noise to acceptable levels and that PPE must be used as a supplement when such controls are not completely

effective in achieving this objective. Years later, OSHA issued citations to employers for failure to use affordable engineering and administrative controls to reduce noise levels. The Occupational Safety and Health Review Commission issued a series of decisions swinging back and forth between a cost-benefit interpretation of economically feasible controls and a broader, plain-meaning definition of the term as “capable of being done.” The Commission ultimately settled on the cost-benefit interpretation. Although OSHA has not changed its interpretation of the standard, its enforcement policy since 1983 has allowed employers to rely on a hearing conservation program based on PPE if such a program reduces noise exposures to acceptable levels and is less costly than administrative and engineering controls. The Supreme Court has held that the term “feasible,” as it is used in the provision of the Occupational Safety and Health Act, has the plain meaning of “capable of being done” and does not permit cost-benefit analysis. The Supreme Court, through its analyses, concluded

that Congress’ use of the word feasible “defined the basic relationship between costs and benefits, by placing the ‘benefit’ of worker health above all other considerations save those making attainment of this ‘benefit’ unachievable.” OSHA’s current enforcement policy virtually eliminates the requirement to use administrative or engineering controls since such controls almost always cost more than hearing protectors. OSHA now proposes to interpret the term feasible administrative or engineering controls as “capable of being done” or “achievable,” and proposes to consider administrative or engineering controls economically feasible if they will not threaten the employer’s ability to remain in business or if the threat to viability results from the employer’s having failed to keep up with industry safety and health standards. Two Out of Five Drivers Admit to Falling Asleep at the Wheel,Finds Study Two out of every five drivers (41 percent) admit to having fallen asleep at the wheel at some point, with one in ten saying they’ve done so in the past year, according to a new AAA Foundation for Traffic Safety study. More than a quarter of those surveyed admitted they drove despite being so tired that they had difficulty keeping their eyes open in the previous month. Eighty-five percent of drivers surveyed felt it was “completely unacceptable” for someone to drive if they are so tired they are having trouble keeping their eyes open. Unfortunately, drivers may not always be aware of the effects of fatigue resulting from a lack of sleep. In recognition of this week’s Drowsy Driving Prevention Week®, hosted by the National Sleep Foundation, AAA wants all drivers to recognize the seriousness of this dangerous, yet underestimated, driving practice.

“When you are behind the wheel of a car, being sleepy is very dangerous. Sleepiness decreases awareness, slows reaction time, and impairs judgment, just like drugs or alcohol, contributing to the possibility of a crash,” said AAA Chicago Regional President Brad Roeber. “We need to change the culture so that not only will drivers recognize the dangers of driving while drowsy but will stop doing it.” A new analysis of National Highway Traffic Safety Administration crash data estimates that about one in six (16.5 percent) deadly crashes, one in eight crashes resulting in occupant hospitalization and one in fourteen crashes in which a vehicle was towed involve a driver who is drowsy. These percentages are substantially higher than most previous estimates, suggesting that the contribution of drowsy driving to motor vehicle crashes, injuries, and deaths has not been fully appreciated.

Unfortunately, too many drivers have adopted the ‘I’m tired, but I can make it’ mentality, often to their own peril or to the peril of others.” David Cloud, CEO of the National Sleep Foundation, added, “It is shocking to consider that one quarter of drivers admit to operating a vehicle in the last month in an incapacitated state.” The National Sleep Foundation has been championing better drowsy driving awareness and education since 1991. Consumers Continuing to Hold Onto Vehicles Longer, According to Polk The average length of ownership of new vehicles continues to increase, according to a recent analysis from Polk. Consumers are now holding onto a new vehicle, on average, for 63.9 months based on second quarter 2010 data, up 4.5 months from the same time last year, according to Polk. Length of ownership has risen each quarter since the end of 2008 (see table A) and serves as an indicator of business opportunities available to the automotive aftermarket, based on the increasing numbers of older vehicles in operation that may need service or parts, and an increasing number of vehicles on the

road falling out of warranty. It also highlights opportunities for manufacturers to consider targeting those consumers that are hanging on to older vehicles as potential customers for new vehicle purchases. According to Polk, the average length of new vehicle ownership increased an average of 3.7 percent annually prior to the economic and auto industry meltdown in late 2008. Since that time, average length of ownership of new vehicles has increased more than 14 percent, with no signs of slowing down. “Ownership trends are something our customers watch very closely,” said

Eric Papacek, Polk solutions consultant. “Armed with insightful data on these trends, aftermarket and retail customers are able to appropriately plan for levels of service work and parts that may be required based on the increased age of vehicles on the road,” he continued. When considering registrations for used models, average length of ownership also is at a record high -- 46.1 months -- up from 43.8 months from the same period in 2009. New and used vehicles combined have an average length of ownership of 52.2 months based on second quarter analysis, according to Polk. n

If the rear wheels spin, the center differential can change the ratio to 50:50 to help control the slippage. Nissan Dealers Install First Charging Stations for All-Electric Nissan LEAF As Nissan prepares for Nissan LEAF vehicle deliveries in December, select dealers across the country have completed electric vehicle (EV) readiness training and are among the first to add EV charging infrastructure to their dealership operations. By the end of this week, more than 40 Level 2 (240V) chargers will be installed at dealers. By January 2011, more than 150 dealers will have chargers installed in the targeted launch markets of California, Oregon, Washington, Arizona and Tennessee. Each dealer will install four charging docks: two for operational support and two in customeraccess areas. More than 90 percent of Nissan LEAF reservation holders located in the primary Nissan LEAF launch mar-

EPA to Consider Environmental Justice Review for Industrial Wipes The U.S. Environmental Protection Agency (EPA) is considering analyzing its decisions on rules regarding the disposal requirements for industrial wipes and towels used on machinery, vehicles and other equipment that could affect economically disadvantaged and minority communities nationwide. The EPA’s analysis of this rulemaking is part of its bigger picture effort to highlight environmental justice issues and interests in its regulatory process. In 2003, the EPA proposed to modify the Resource Conservation & Recovery Act (RCRA) hazardous waste regulations for management of solvent-contaminated industrial wipes. The agency proposed to conditionally exclude wipes

that are disposed of from the definition of hazardous waste and to conditionally exclude laundered wipes from the definition of solid waste. The EPA proposed a rule that year to allow disposable solvent-contaminated wipes and laundry sludge created from the washing of reusable wipes to be disposed of at municipal solid waste landfills (MSWLFs). The proposal was very broad, and did not specify the requirements of the MSWLFs that could accept the disposable items. In 2009, the EPA issued an edited risk assessment of the wipes rule, which demonstrated that multiple solvents on used wipes may pose a risk if disposed of in basic unlined landfills. Following the EPA’s October 2009

risk assessment of disposal of used industrial wipes in unlined landfills, the agency proposed two new approaches to the issue. The first would permit solvents that pose no environmental risk in any unlined MSWLF. The second option would require all solvent-contaminated wipes to be delivered to landfills with greater prescriptive requirements such as the ones defined in subtitle D of the Resource Conservation & Recovery Act. EPA Study Highlights Need for Underground Storage Tank Cleanup A recent U.S. Environmental Protection Agency (EPA) study has found that there are thousands of high-priority tank cleanups around the country remaining uncompleted. There are approximately 607,000 underground storage tanks (USTs) nationwide that store petroleum or other hazardous substances. The greatest potential threat from a leaking UST is contamination of groundwater, the source of drinking water for most

Americans. The EPA believes these tank cleanups that remain in the EPA backlog must be addressed and completed to avoid potential disasters. The EPA study contains data that was collected up to 2009 and includes 14 states. The study shows that 71 percent of these 14 states' backlogged cleanups have been addressed, but there are 71,814 remaining. Nationwide, the number of underground storage tank

leaks that have been reported since the commencement of the Underground Storage Tank program in 1984 is 491,572. Eighty percent of these cases have been addressed and the storage tank leaks have been cleaned up. EPA Finalizes Significant New Use Rule for Motor Vehicle Refrigerant The U.S. Environmental Protection Agency (EPA) has issued a significant new use rule (SNUR) under the Toxic Substances Control Act (TSCA) for the chemical substance identified as 1Propene, 2,3,3,3-tetrafluoro, also known as HFO-1234yf. The action requires persons who intend to manufacture, import or process the chemical substance for a use that is designated as a significant new use by this final rule to notify the EPA at least 90 days before commencing that activity. The EPA believes this action is necessary because the chemical substance may be hazardous to human health. The required notification would provide the EPA with the opportunity to evaluate the intended use and, if nec-

essary, to prohibit or limit that activity before it occurs. In a letter to the U.S. EPA earlier this year, the Automotive Service Association (ASA) expressed concern with the substitution of HFO-1234yf because it poses some risk to those persons handling the product, particularly nonprofessionals or do-it-yourself (DIY) consumers. ASA asked that the EPA include both a certification process and an equipment requirement for any purchasers of HFO1234fy due to the flammability of the proposed substitute. The EPA significant new use rule states that the substance is to be used only as a refrigerant in new motor vehicles, and that any other use must first be

approved by the EPA. The agency is also considering a proposed rule that falls under the Significant New Alternatives Policy (SNAP) that would allow for the use of 1234yf as a substitute for R-12 in new motor vehicles. Currently, the Clean Air Act requires the EPA to review alternatives for ozonedepleting substances and to approve of substitutes that do not present a risk more significant than other alternatives that are available. Under that authority, the SNAP program proposes to expand the list of acceptable substitutes for ozone-depleting substances (ODS). The proposed substitute is a non-ozonedepleting gas and consequently does not contribute to ozone depletion.n

When the transmission is shifted into low range, Crawl Control regulates engine speed and output, along with braking force, to propel the vehicle forward or in reverse at one of five lowspeed settings. Hill-start Assist Control (HAC) provides additional control for off-road driving by helping to keep the vehicle from rolling back while starting on a steep incline or slippery surface. Downhill Assist Control (DAC) is designed to augment the low-speed descending ability of the transmission’s low range by helping to hold the vehicle to a target speed with no intervention from the driver. Active traction control (A-TRAC) provides the traction benefits of having locking front and rear differentials, but with lower weight. The system can apply the brake to a slipping wheel, while transferring torque to the wheels with better traction. A steering angle indicator in the gauge panel shows the driver at a glance which direction the front wheels are pointing – useful for situations where this can be difficult to discern, such as driving off-road or when parking. The GX 460 presents a luxurious passenger environment with the fit and finishes expected in a Lexus. Allstate Donates 30 Vehicles to Charities Countrywide Vehicles Restored By Sterling Autobody As Part Of National Recycled Rides Program On November 22, Allstate Insurance and Sterling Autobody hope to brighten the holidays for families and charities across the country with the donation of 30 newly refurbished automobiles. The vehicles, which will either be used by the receiving organization or given to an individual or family in need, will be provided in partnership with the National Auto Body Council's (NABC) Recycled Rides Program. "Our participation in the Recycled Rides Program is an extension of Allstate's commitment to our local communities. These cars represent more than a way to get around, but a way to empower families and charities to accomplish simple tasks impossible without reliable trans-

portation," said Bill Daly, Allstate assistant vice president for auto claims. Each vehicle was painstakingly refurbished by technicians at Sterling Autobody Centers, who spent significant time and effort to transform each car inside and out. "Sterling is extremely proud to be part of the Recycled Rides program," said Bob Benjamin, Sterling Autobody Centers vice president of operations. "We believe it's important to give back to our local communities and Recycled Rides allows employees to use their time and talents to make a significant difference in the lives of many." The Recycled Rides program got its start five years ago following Hurricane

Katrina. The collision repair industry as a whole responded to the needs of the many displaced individuals by offering employment, tools, equipment and in some cases, housing. The collision repair industry has since collaborated on a program to provide refurbished vehicles to people and organizations in need. Although the concept was initiated to help victims of Katrina, it has continued as a national program. Last year NABC members came together to give away approximately 80 vehicles just before the Thanksgiving holiday. This year, the organization hopes to nearly double that, with a goal of gifting 150 vehicles to families and non profit organizations.n

Daimler Trucks North America Selects OEconnection As Supplier Of Parts Supply Network Technology Solutions OEConnection LLC, the premiere parts and service exchange in the automotive industry, announced an agreement with Daimler Trucks North America LLC (DTNA), the largest heavy-duty truck manufacturer in North America, to provide online supply chain and networking solutions for its U.S. and Canada dealerships. Using OEConnection’s D2DLink web-based technology, over 600 DTNA dealer locations will have a single source for locating and purchasing OE parts for DTNA’s commercial vehicle and engine brands, which include: Freightliner Trucks, Freightliner Custom Chassis, Thomas Built Buses, Western Star Trucks, Sterling Trucks and Detroit Diesel Corporation. The key to Escalade’s twomode hybrid system is that the hybrid system itself generates the electric power used to propel the vehicle. When the brakes are applied or the vehicle is coasting, the electric motors within the hybrid system create electricity that is stored in the 300volt battery. This stored energy is used to move the vehicle and the regenerative braking cycle is renewed. Providing power to the hybrid’s electrically variable transmission’s (EVT) two electric motors is a 300-volt nickel-metal hydride Energy Storage System (ESS). This battery pack is under the second-row seat, where it takes up virtually no additional space and does not interfere with second- or third-row ingress/egress.n
