Oman is witnessing intense rains, strong winds, thunderstorms and hailstorms since Thursday due to a low pressure system in the Arabian Peninsula. According to Met officials, the rain would continue till Sunday. On Thursday evening, an 18-yearold Omani was killed when struck by lightning in Kabourah, and a retired physician lost his life when his car was washed away during flooding at Falaj in Sohar, according to officials. “Saif Suleiman Al Saeedi, the 18-year-old Omani, was killed by lightning, while his brother suffered severe burns and is undergoing treatment at a government hospital in Muscat. Meanwhile, Maara E. Hassan, a retired physician, was swept along with his car when it was overwhelmed by flood waters at around 9:15pm. “When police officials retrieved his body, he was already dead,” sources in Sohar told Times of Oman. Also, according to the public authority for civil defence and ambulance (PACDA) officials, 139 people were rescued from the heavy rains throughout Oman.

“With the help of helicopters and trained rescue personnel, several people stranded in rain, stuck in washed away vehicles, locked in flooded rooms and overflowing wadis were rescued by our team,” the officials said. However, according to PACDA officials, one person remains missing in Ibri since Thursday’s rains. ROP personnel recovered the body of an Asian national in the wadi of Andam in the wilayat of Al Mudhaibi, Governorate of North Al Sharqiyah, yesterday. Unconfirmed sources claimed one person had died due to rains in Al Amerat area. Yesterday, Musandam, Al Buraimi, North Al Batinah, South Al Batinah, Al

Dhahirah, Al Dakhiliyah, Muscat, North Al Sharqiyah and South Al Sharqiyah witnessed moderate to heavy rains. “In Muscat, people witnessed hailstorms in the morning and heavy rains in the evening. Roads were damaged in several parts. In Bahla, a hospital and schools were affected. Many areas experienced power disruptions. Roads were damaged, many wadis were overflowing and trees were seen uprooted in many areas,” sources added. On Thursday in Muscat, patients and staff from Al Nahdha Hospital in Ruwi were evacuated by PACDA officials. “Some of the patients were airlifted by PACDA choppers and admitted to other hospitals in Muscat,” PACDA officials said. Thursday’s rain also caused huge losses when water engulfed Muttrah Souq shops. “It rained for only a few minutes. It started at around 6pm and lasted for nearly 30 minutes. But water entered many shops. Around 15 shops suffered huge losses. Every shop might have suffered a loss of at least OMR5,000,” Madhu, a shop owner, said. According to Met, the forecast for today (November 23) indicates that the unstable weather over the Sultanate will continue. “The skies will be cloudy to partly cloudy with chances of rain, and occasional thunder-

On Thursday, an Emergency Committee was formed and six relief and shelter centres were named by the Relief and Shelter Committee at the North Al Batinah Governorate. Two shelter centres were assigned at the centre of the wilayat, at the Shinas Secondary School and Ziyad bin Al Mohallab School for Basic Education. Two centres have also been identified at the Northern villages, the Al Nokhba School for Basic Education and Ibn Al Atheer School for Post Basic Education. Meanwhile, the DirectorateGeneral of Meteorology and Air Navigation has called upon the public to remain cautious, as there will be rains associated with thunderstorms till Sunday. According to the advisory, the effect of these conditions is likely to be felt in all governorates to varying degrees and weather is likely to change. People have been urged to drive safely and park the vehicles in safe locations, and also be aware of the active wadis while crossing the roads.

MUSCAT/DUBAI: Oman should tax the billions of dollars which foreign workers send back to their home countries every year, an advisory committee to the government has proposed. Currently such money transfers are not taxed. The economic and financial committee of the Shura Council recommended this week that the tax should be set at 2 per cent. “The committee is of the opinion that the imposition of a tax on such transfers at an appropriate rate is not expected to have negative effects on economic activity or the citizens,” the committee’s deputy head Ali bin Abdullah Al Badi said. The tax would help to diversify revenues beyond oil. By making foreign workers more expensive to hire, the tax could also encourage hiring of citizens. Transfers associated with outward worker remittances increased by 12.1 per cent to OMR3.1 billion in 2012, a Central Bank of Oman report showed.

KABUL: Afghanistan yesterday rebuffed a US demand to sign a highly anticipated security pact as soon as possible, insisting the document must wait until after next year’s presidential election. Washington warned Kabul on Thursday to sign the Bilateral Security Agreement (BSA) pact as soon as possible, with senior officials hinting that delaying beyond the end of this year could mean no post-2014 US troop presence. The latest US run-in with President Hamid Karzai was set off by the Afghan leader’s statement that the painstakingly negotiated pact would not be signed until after the election in April. US officials bristled, saying the deal, which governs the conditions of any post-war American counter-terrorism and training mission in Afghanistan, must be signed by the end of the year. The White House said it needed a swift decision from Karzai to start planning the footprint of any US forces. “Failure to get this approved and signed by the end of the year would prevent the United States and our

They said that if there were no BSA in force, there would be no US troop garrison in Afghanistan after Nato combat troops leave in 2014. Karzai told jirga delegates that the BSA would allow up to 15,000 foreign troops to stay in the war-torn country. Afghanistan goes to the polls on April 5 to elect a successor to Karzai, who must step down after his two terms. A credible election is seen as crucial to the country’s future stability. The BSA governs the terms and legal status of US troops who might stay behind in Afghanistan, and the draft, which must also be approved by the Afghan parliament, emerged after tortuous negotiations. Obama stepped in this week with a letter to confirm a deal on the vexed question of US forces raiding Afghan homes. However, American officials quickly knocked down a flurry of media reports suggesting that Karzai would get an apology for the price borne by Afghan civilians during the 12-year war. -AFP

Times News Service MUSCAT: An Oman-related environmental website created by Sultan Qaboos University (SQU) researchers has gained enormous popularity with the number of hits exceeding 320,000 since it was launched in 2010. The website, www.omansea.org, was designed and developed by Prof. Sergey Piontkovski from the Department of Marine Sciences and Fisheries at the SQU. Prof. Piontkovski is the Principal Investigator of the research project which investigates climate-driven interactions between

physical-chemical dynamics and plankton communities in the western Arabian Sea, with a special reference to the Sea of Oman. According to Prof. Piontkovski, there are several reasons that have made their website popular. “The first one stems from a hot environmental issue — the regional consequence of global warming. We spent three years to put together all historical data enabling us to evaluate current trends characterising changes in physical, chemical, and biological characteristics of Omani shelf waters.

“Our project is the first of its kind, aimed to assemble historical data on direct measurements covering the past 60 years of research. “Synthesis of that calibre became possible due to the collaboration developed with many institutes and experts, on a national and international level,” he said. “Together with the Ministry of Agriculture and Fisheries Wealth we assembled, analysed and published data highlighting the frequency of occurrence of algal blooms and fish kill events,” he explained.

Art exhibition portrays duo’s passion for colours of Oman STAFF REPORTER MUSCAT: The ‘For the Love of Rainbows’ exhibition recently opened at Bait Al Zubair Museum, under the auspices of Dr Rawiyah Al Busaidiyah, Minster of Higher Education. The artists behind this exhibition are Jenni Eden and Helen Al Saidi. They met for the first time two years ago, and quickly realised they shared both a passion for colour and for Oman. Soon, both were producing work based on the colours of the rainbow. The idea to display their work together seemed a natural next step. Eden’s work is inspired by the fact that when mixed together, the colours of the rainbow combine to make shades of black and grey. She is interested in how white light can be refracted to make a rainbow of colours, but also by how a rainbow can be at the heart of both black and white. This led to paintings of unusual rainbows that include shades of black and grey. The paintings also play upon the idea of people having both black and white moods within them — black representing ‘fear’ and white signalling ‘hope’. NAT U R E ’ S F U RY

Municipalities gear up to curb post-rain chaos MUSCAT: The Ministry of Regional Municipalities and Water Resources intensified its efforts to alleviate the effects of rainfall and flooding of wadis due to rains brought on by the low pressure area affecting the Sultanate. The ministry will provide municipal and water services to the affected local residents, officials said. The ministry has set up work teams in each governorate to take steps to limit the damage caused by the rains. These teams include specialists in municipal and water affairs. Said bin Nasser Al Habsi, Director General of Water Resources Evaluation at the ministry, said the nation’s dams are in good condition and are ready to absorb the quantities of water resulting from the flooding of wadis. If the volume of water is more than the dams’ capacities, then the dams would be opened in areas specified for this purpose. Also, water measurement tools are available to monitor the volumes of water and flooding of wadis.–ONA

Being held as a much-awaited one-stop-shop for buying Christmas presents, the fair received rave reviews from those who attended. Syrian refugees launch hunger strike in Egypt CAIRO: Dozens of refugees from Syria detained in an Egyptian police station began a hunger strike yesterday to draw attention to their plight, several of them said. The United Nations refugee agency confirmed that 52 refugees of Syrian and Palestinian origin had refused to receive food delivered by a UNHCR-funded charity to the police station where they are held in the coastal city of Alexandria. Among the detainees are 21 children, including 14-monthold twin girls, and eight women. “We will not eat until we die or until we are allowed to go to any country that will accept us,” a 52-year-old man said by phone from the police station in the coastal city of Alexandria. Like about half the refugees in the police station, the man, who asked not to be named, is a Syrian-born Palestinian. 20 killed in Iraq attacks BAGHDAD: Attacks mostly targeting residents in Iraq killed 20 people yesterday as the minority sect shuttered countless mosques nationwide, complaining that security forces were failing to provide adequate protection. The move follows a monthslong surge in bloodshed, with the latest wave of violence leaving nearly 200 people dead in just the past week, that has forced Baghdad to appeal for international help in combatting militancy just months before its first general election in four years. Officials have also voiced concern over a resurgent Al Qaeda emboldened by the civil war in neighbouring Syria which has provided the jihadist network’s front groups with increased room to plan operations in Iraq. Attacks yesterday struck around Baghdad, and the main northern city of Mosul, leaving at least 20 dead and 25 others wounded, security and medical officials said. administration official told reporters in Geneva that a formula could be found to satisfy all sides. “Article Four of the NPT, the nuclear Non-Proliferation Treaty, is silent on the issue. It neither confers a right nor denies a right. So we don’t believe it is inherently there. Do I believe this issue can be navigated in an agreement? Yes, I do. And we will see if that can be done or not.”

‘Room for optimism’ Meanwhile, Russia’s foreign minister arrived in Geneva yesterday to take part in talks between world powers and Iran over Tehran’s nuclear programme. Sergei Lavrov is so far the only foreign minister from the P5+1 group to be taking part in the talks. It remained unclear if his counterparts would also come, as they did two weeks ago in the last round of talks in the Swiss city. Syrian rebel factions float a new front BEIRUT: The six largest rebel factions in Syria declared a new Islamic Front yesterday, forming the largest alliance of opposition fighters yet in the 2-1/2-year conflict. Syria’s fractious rebel forces have tried many times to unify their ranks and failed. Rebel commanders, in a video aired on Al Jazeera, said their new union would not only seek to oust President Bashar Al Assad but establish an Islamic state. “This independent political, military and social formation aims to topple the Assad regime completely and build an Islamic state where the sovereignty of God almighty alone will be our reference and ruler,” said Ahmed Eissa, who heads the Suqour alSham brigades.

The merger undermines the secular Free Syrian Army (FSA) leadership, once seen as a symbolic umbrella leadership for all the rebels but weakened by infighting and defections. It could also challenge the ascendance of Al Qaeda-linked factions who have grown increasingly powerful as other rebel groups are weakened. Among the main groups that joined the front are powerful, countrywide forces such as Ahrar Al Sham, Suqour Al Sham andIslamic Army. The Tawhid Brigade, which spearheaded the August 2012 offensive that saw rebels take large swathes of the city of Aleppo and other parts northern Syria, was another leading member. The groups are not seen as

being as hardline as the Al Qaedalinked rebels. HYDERABAD: Cyclonic storm Helen yesterday hit Andhra Pradesh coast near Machilipatnam, triggering heavy rains and strong gales, killing seven people and causing massive damage to the crops in the coastal region. Trees were uprooted disrupting traffic and communication and electricity towers were damaged as strong gales with speed reaching 100-110 kmph caused havoc in the coastal districts of Krishna and two Godavari districts. The deaths were mostly caused by falling trees in the affected districts, said officials. The sea conditions were rough and the sea water at some places flushed out for a few metres over land. AAP to file defamation suit against those behind sting NEW DELHI: The Aam Aadmi Party (AAP) yesterday decided to file a defamation suit against the media portal which released a video tape showing its members allegedly accepting donations without proper verification. The party will also sue the media houses which telecast the sting. School authorities prevented children from eating the meal once the rodent was discovered dead in it. The court held that three BJP MPs Faggan Singh Kulaste, Mahavir Bhagora and Ashok Argal had enacted a drama to expose horse-trading and leaders of the Congress and SP who were indulging in corrupt activity to lure vulnerable MPs of other parties. The court took into account that the efforts to trace the money trail had failed and the principal offenders who attempt to bribe BJP MPs could not be brought before the court. Special Judge Narottam Kaushal also discharged Sudheendra Kulkarni, close aide of BJP senior leader L.K. Advani, and BJP activist Sohail Hindustani. It said that the facts that have

emerged from the record do not create sufficient grounds for proceedings against Amar Singh, Kulkarni, Hindustani, Kulaste, Bhagora and Argal. However, the court framed corruption charges against Sanjeev Saxena, Amar Singh’s former aide saying that sufficient ground for presuming that Saxena has committed offence under Prevention of Corruption Act. On July 22, 2008, BJP MPs Kulaste, Bhagora and Argal waved wads of currency notes in the Lok Sabha ahead of a trust vote, alleging they were given the money to vote in favour of the Manmohan Singh government. “The practice of laying trap to catch a bribe taker is nothing new. A special investigating team of the Crime Branch police will be in Delhi for questioning Tejpal and police are not ruling out arrest. “An FIR has been filed on charges of rape and outraging of modesty (against Tejpal). This is one part of the process of investigation and law will take its course,” DGP Kishan Kumar said in Panaji. Tehreek-e-Insaaf (PTI) Chairman Imran Khan’s statement on Thursday, in which he had alleged that Nawaz has a “dual policy” about drone strikes, Express News reported yesterday. “America knows that we are not the people who say one thing and do another,” Nawaz said, while speaking at the National Consultation Conference (Pakistan Vision 2025). He added that he had already told the press that he brought up the issue of drones with the US and President Barack Obama had acknowleged this “with a nod.” In his press conference Imran had asked Nawaz to not “play on both sides of the wicket” and accused him of saying one thing to the US and another to Pakistan. Speaking at the conference yesterday, Nawaz expressed his deep concern over the recent drone strike in Khyber-Pakhtunkhwa (K-P) that killed six people and injured at least eight others. “We are really upset by the strikes… this is injustice against Pakistan,” he said. The premier said that his party had decided in 2007 that they would not destabilise a government in order to improve their chances of coming into power.

“We never took to the streets to express our concerns,” he said, adding that it is a decision he does not regret. “My attitude towards Pervez Khattak and others is the same as my attitude towards Shahbaz Sharif,” the prime minister said, referring to the chief ministers of K-P and Punjab respectively. Nawaz said that he has always felt that the heads of provinces should be given the power and ability to help their people. He added that his government had greatly helped Sindh Chief Minister Qaim Ali Shah with the law and order situation in Karachi. “(Qaim Ali) has played his role and we have played ours,” the premier said. “If we had wanted to reshuffle the government, we would not have helped them. We would have let them fall,” Nawaz stated. “But Pakistaniat does not teach us to do this.” The prime minister also announced plans to make a civil nuclear power plant in Karachi that will produce 2,117 megawatts of electricity. Doctor who helped US locate Osama charged with murder PESHAWAR: Pakistan yesterday charged with murder the doctor who helped the United States track down Al Qaeda leader Osama Bin Laden, in the latest development in a case that has strained ties between the two countries. Dr Shakil Afridi, hailed as a hero by US officials, was arrested after US soldiers killed Bin Laden in May 2011 in a secret raid that outraged Pakistan and plunged relations between the strategic partners to a new low. Pakistan arrested Afridi and sentenced him last year to 33 years in jail for membership of a rebel group, an accusation he denies.

But in August, Pakistan overturned his conviction, citing procedural errors and ordering a retrial. Yesterday’s murder charge, relating to the death of a patient eight years ago, dims Afridi’s chances of going free and could further sour ties with the United States. It centres on the death of Suleman Afridi, at a hospital in Pakistan’s rugged Khyber Agency region in 2005, and was brought by the man’s mother, a local official said. “A woman blamed Afridi for the death of her son,” the official said, speaking on condition of anonymity. “She stated that he operated on her son at a hospital

in Khyber Agency even though he was not a surgeon, and that caused (her son’s) death.” No further details of the case were immediately available. Libya’s militias and the rising tide of violence

ne year ago, officials in the transition government in Libya spoke of making progress toward integrating rival militias into a cohesive security force that could stabilise the country as it seeks to become a democracy. Today, the situation teeters toward civil war as rival militias provoke a rising tide of violence and Libya, awash in arms, continues to serve as a base for the smuggling of weapons into places like Mali. Militia fighters last week killed dozens of people in Tripoli when they fired on unarmed demonstrators protesting against the militias. After the rebels helped oust Moammar Gadhafi in 2011, they banded into hundreds, some say thousands, of militias, each with its own ideology and regional alliance. Riven by feuds, they have largely refused government pleas to disarm or integrate into the country’s official armed forces. On Monday, the militias from the anti-Gadhafi stronghold of Misurata, who were blamed for most of the recent violence, withdrew from Tripoli and the Libyan army took up positions around the capital. The government has announced plans to remove all militias from the capital and eventually integrate them into the official security forces. Whether this can be accomplished remains unknown. Not only do the militias vastly exceed the army and police forces in size and arsenals, they have often been enlisted by the government to bolster its own security needs because the army and police are so weak. The withdrawal of the Misurata fighters still leaves other rival militias competing for influence in the city. Gaining control of the militias is a huge challenge. Since last spring, the United States, Britain and Italy have been planning a multiyear program to train and equip a Libyan force of about 5,000 to 7,000 soldiers and a separate, smaller unit for specialised counterterrorism missions. This would give the government a core of strengthened forces around which to build its national security structure. On Saturday, however, the leader of the US Special Operations Command, Adm William McRaven, said no final decision on the training mission had been made. The project won’t deliver immediate results, but it needs to begin soon. Despite the recent violence, hundreds of university students on Tuesday marched in Tripoli, chanting against the militias and demanding that the army and police assert themselves. There were reports that religious figures, including the grand mufti of Libya, had sided with the protesters and spoken out against the militias as well. If such groups form the backbone of a national reconciliation movement that unifies Libya’s tribal, regional and political groups there might be hope for a permanent, democratic structure. Libya will need the United States and Europe as more active partners in that difficult task.- The New York Times News Service

Graphene’s untapped potential

G

raphene must surely be one of the most exciting developments in modern science. Indeed, the substance is so extraordinary that it sounds too good to be true – a super-flexible sheet of carbon, just a single atom thick, which is not only the thinnest and strongest material yet known but also conducts heat, light and electricity while being impermeable to gas. We have two scientists at the University of Manchester to thank for graphene. What began with Andre Geim and Kostya Novoselov playing around with Scotch tape and a block of carbon graphite turned into the discovery of the so-called “miracle material” (and a joint Nobel Prize in Physics in 2010). Now, of course, the race is on to put graphene to use. Even the more sober predictions read like science fiction. From cheap desalination filters to solve the world’s creeping water crisis, to next-generation electronics with foldable touch-screens and ultra-speedy biodegradable processors, to super-strong but super-lightweight cars and aeroplanes, if just a fraction of graphene’s potential is fulfilled it will change the world. And that is without even considering either the biomedical or the military possibilities. Nor are researchers hanging back; in 2012 alone, some 10,000 papers were published on the subject. Britain may be the birthplace of graphene, but it will still have to work hard to hang on to its global lead as scientists and entrepreneurs across the world dash for competitive advantage. The good news is that real efforts are being made to bridge the long-standing gap between university research and commercial products that so often leaves the UK lagging behind, for example, the US. The Government has stumped up more than £60m, and graphene research centres are under construction in both Manchester and Cambridge. But there are already signs of progress. Yesterday, Applied Graphene Materials – a spin-off from Durham University – became the second manufacturer of the material to list successfully on the stockmarket this year. Both its founders’ ambitions and investors’ belief in them are wholly justified. Graphene’s potential is limited only by our imaginations. - The Independent

t is as embarrassing as it gets in government to be caught spying on a friendly country. Just ask officials in the United States in the wake of revelations that the National Security Agency tapped German Chancellor Angela Merkel’s cellphone. And the US is not alone: Now Australia has been caught listening in on Indonesian President Susilo Bambang Yudhoyono, his wife, and inner circle. These revelations, from material leaked by the former NSA contractor Edward J Snowden, will reverberate politically for some time. The fallout is particularly damaging for the Australia-Indonesia relationship, as I can now attest while visiting Jakarta. Indonesia’s friendship with the new Australian government has already been stretched over the issue of turning back boats laden with asylum-seekers. Now Prime Minister Tony Abbott’s refusal (unlike President Barack Obama) to apologise to his counterpart for the electronic surveillance has generated a massive public outcry. The issue is fueling nationalist sentiment in Indonesia – already elevated in the run-up to next year’s general election. One time-honoured reaction to being caught spying on a foreign government is to batten down the hatches, wait for the storm to pass, and maintain technical operations as usual. This may be appropriate when the target is a traditional adversary or international troublemaker, a major national interest is involved, and the spying in question is as likely as not to be mutual. In such cases, the only sin is to be caught. Officials might then attempt the Casablanca gambit (“I’m shocked – shocked – to find that gambling is going on in here!”); then, after a suitable pause, life goes on. I have been there and done that, as have many of my former ministerial colleagues who had oversight of these kinds of operations on one side or the other during the Cold War. But it seems to me much less defensible to try to brazen it out, as Australia is trying to do in the current case. Indonesia, like Germany, is an unthreatening, open, democratic society. Information flows freely, and, for all but the most sensitive of issues, it is available for the asking to a friendly neighbor like Australia. Here, as elsewhere, problems arise from time to time in the bilateral relationship. But resolving them depends much more on having personal relationships of trust and confidence at the highest level – the kind that have now been put at serious risk – than on having access to some “killer” piece of intelligence. The irony in these cases is that so little of the

information obtained by clandestine means, electronic or human, is ever remotely in this knockout category. From conversations with former foreignministerial colleagues around the world, I don’t think my experience in this respect is unique. For all the excitement of receiving hand-delivered multi-layered envelopes festooned with “For Your Eyes Only” stickers – a thrill to which our leaders seem particularly susceptible – such material, far more often than not, adds nothing more than gossip to what is available through open-source material. It is time for the intelligence agencies and their political masters to rethink the costs and benefits of different types of spying and surveillance operations. What must concentrate their minds is the ever-present risk that one’s most secret operations will not remain secret – as the Snowden and WikiLeaks cases now amply demonstrate. It is crucial to differentiate between different kinds of intelligence operations. Most people have a high level of tolerance for whatever invasions of privacy may be involved in dragnet electronic eavesdropping operations designed to identify potential terrorist conspiracies. Global experience since the attacks of September 11, 2001, suggests that while such operations may do little to detect kitchen bomb-makers, they are very effective indeed in uncovering more complex and dangerous plots involving multiple players. Likewise, it is not unconscionable to devote intelligence resources to revealing the military capabilities and intentions of states that are not fully transparent, to obtaining better information about potential sources of crisis and conflict, or to getting a better handle on specific potential risks to vital national interests. That is what intelligence agencies have always done, and these roles are universally understood. But what should be abundantly clear from the US and Australian cases is that no government should ever mount an intelligence operation, particularly against an ally or friend, simply because it can. The value added is likely to be minimal, and the cost of getting things wrong is enormous. Indonesia’s anger, like Germany’s before it, at the gross breaches of their leaders’ privacy has not been feigned, and will not be short-lived. An apology is the least that Australia can now offer, accompanied by a commitment to review its intelligence-gathering methods and priorities. But even with this, a long and rocky ride for the bilateral relationship is inevitable. The most valuable currency in international diplomacy is personal trust; we breach it at our peril. - Project Syndicate

Riga supermarket collapse toll touches 38 RIGA: Rescue workers pulled more bodies from the ruins of a collapsed supermarket in the Latvian capital, Riga, yesterday, taking the death toll to 38 with others feared buried in the rubble. Cranes lifted large slabs from the wreckage of the Maxima store, in a suburb of grey, Sovietera housing, to try to find those trapped after the roof collapsed on Thursday when it was full of shoppers on their way home from work. The store, about 500 square metres in size, was bathed in spotlights as diggers and rescue workers cleared away the wreckage. Ambulances and fire engines stood by. Police said the death toll had risen to 38. It included three rescue workers. “In the past hours no

survivors have been found,” said Viktorija Sembele, rescue service spokeswoman. Earlier, ambulance service spokeswoman Ilze Buksa told local television 28 people had been injured and taken to hospital. It was not clear what caused the collapse, but Interior Minister Rihards Kozlovskis told local television: “It is clear that there has been a problem with fulfilment of construction requirements.” Local media said workers had been building a roof garden on the store, a single-storey building located in a Riga suburb about a 30 minute drive from the city centre. Subsea kit to revolutionise production of oil and gas LONDON: Oil equipment supplier Plexus is finalising a piece of subsea kit that should revolutionise production of oil and gas from reservoirs under high pressures and temperatures, Chief Executive Ben van Bilderbeek said. Developed in partnership with oil companies including Shell , Total and Eni, the subsea wellhead - a tap controlling flow on an oil well - will be ready for testing by the middle of next year. The company is funding the project alone and will keep all connected patents but the input from oil majors means the product can be honed to their needs. Plexus is part of a trend of smaller innovators, such as Norway’s Ziebel and ExproSoft, looking to meet the challenges of producing oil and gas from conditions where temperatures hit 150 degrees Celsius and pressure exceeds that in the chamber of a firing pistol. Data for high pressure, high

temperature (HPHT) wells is hard to find as drill data tends not to distinguish, but these conditions increasingly accompany big oil finds in places like the Gulf of Mexico, the North Sea and offshore Brazil. Van Bilderbeek, 65, said the move into HPHT had levelled the playing field in a sector typically dominated by a few big players and, in doing so, revitalised his business. The subsea wellhead will use an engineering system Plexus developed over 15 years ago but which has struggled to find broad acceptance in the industry. “I’m not critical about the way things were done in the past, but when I came up with a solution the industry stiff-armed me,” van Bilderbeek said in an interview in London. “They said we invented problems to sell solutions.” Now Plexus is at the table. “On something cutting edge like HPHT the operators are

happy to try something new.” Plexus has seen profits grow seven fold since 2010 as the company’s surface wellheads, using its patented POS-GRIP system, have become widely used for exploration wells in the North Sea. The POS-GRIP system works from the ‘outside in’ by squeezing the wellhead body onto the device that supports the pipe going into the ground using hydraulics. Conventional wellheads instead work from the ‘inside out’ and use a more complex arrangement to set seals. Plexus says its system is safer, more reliable and cheaper over the long-term. The technology has brought Plexus head to head with bigger US makers of wellhead equipment like GE Oil and Gas, FMC Technologies and Cameron. Haase tested positive in 2006, say reports AMSTERDAM: An anti-doping test carried out in 2006 revealed abnormally high levels of testosterone in Dutch tennis player Robin Haase, press reports in the Netherlands revealed yesterday. Haase, 26, explained in the daily Volkskrant that, after undergoing the test, he received a letter from the ATP advising him “to get a lawyer” and indicating that he would have to undergo three more tests in the following two weeks. However, according to Haase, the letter also indicated that “the abnormal level could very well be natural”. During the following controls, “every time my levels were the same, and I have not heard anything about it since,” Haase added. “I have never been afraid of being pursued for this positive test as it was established that I hadn’t been doping. “I have been tested a dozen times in 2013, but I think controls in tennis need to be better targeted.” Haase is currently ranked 43rd in the world, although he did reach a high of 33rd in July 2012. - AFP

CHENNAI: Five-time title-holder Indian Viswanathan Anand’s reign as the world champion came to a heart-breaking end yesterday with Norway’s Magnus Carlsen taking the crown after a hard-fought draw in the 10th game of the World Chess Championship match, which ended here yesterday. Carlsen, who will be 23 years on November 30, closed the championship with two games to spare by taking his tally to required 6.5 points, winning three and drawing seven games. Admitting to some early nerves which settled after the fourth game, Carlsen told reporters he had sensed vulnerability in his far more experienced opponent and had forced a series of errors. “Vish has been the world champion for so long, he’s one of the greatest of all time. I’m of course very, very happy to have got the better of him,” Carlsen told a postmatch press conference. “I am really honoured and happy to have won it,” he added. Anand, who at 43 is 21 years older than his rival, lost the title he has held since 2007 despite a lastgasp fight in an attritional 130move game yesterday that lasted four hours and 45 minutes. With Carlsen having sealed the championship, the last two contests in the 12-game match scheduled tomorrow and Monday have been cancelled. The Norwegian world No. 1, who turns 23 on November 30, missed out on becoming the youngest world champion by a few weeks, a record set by his one-time coach and Russian legend Garry Kasparov in 1985. Kasparov, the undisputed world champion from 1985 to 1993, described Carlsen as a Harry Potter-type “super-talent” who is the first Westerner to hold the world title since America’s Bobby Fischer in 1975. “Magnus rocketed to the top of the rating list almost without pause, displaying a consistency and tenacity rare in a young player to accompany his limitless talent,” Kasparov wrote in the Business Insider earlier this month. Two more national business centres coming up MUSCAT: Construction work is underway to establish a National Business Centre in Dhofar Governorate, which is being developed by the Public Establishment for Industrial Estate (PEIE). Another centre in the Al Wusta Governorate, being overseen by the Special Economic Zone in Al Duqm, is also being built, said Dr Ali bin Masud Al Sunaidi, minister of commerce and industry, while talking to the media on the sidelines of an event at the opening of the National Business Centre (NBC) in Muscat. The ceremony was attended by a number of ministers, undersecretaries, businessmen and Omani entrepreneurs. The centre will provide support to those entrepreneurs who are university graduates. Dr Al Sunaidi said that the NBC is the second centrr, after SAS Centre, to be opened this year. Four centres He added that that there are four centres that provide support to small and medium enterprises (SMEs); one in Sur, SAS which is promoted by ITA, Injaz Oman, managed by al Zubair Enterprise, and NBC, which is supervised by the PEIE. In response to a question about the Al Rafd Fund, Dr Al Sunaidi said the fund will begin providing subsidies in January 2014. Further, Hilal bin Hamad Al Hasani, chief executive of PEIE, said that NBC seeks to fulfill the royal aspirations of His Majesty Sultan Qaboos bin Said in showing more interest in SMEs. The opening of the centres also come in response to the recommendations of the symposium that was held in Saih Al Shamikhat, along with the continuous efforts to develop SMEs. These efforts are supported by His Majesty the Sultan. On the sidelines of the opening ceremony, an agreement was signed between NBC and Injaz Oman, as well as another agreement between Shomoukh and Abdullah bin Rashid Al Badi, the inventor of a device that secures power networks. – ONA

RBI says Indian banks’ rising bad loans a challenge HONG KONG: Rising bad loans at Indian lenders remain ‘a major challenge’ amid a slowdown in Asia’s third-largest economy, said the nation’s central bank. Non-performing loans rose to Rs986 billion ($15.7 billion) at the end of March from Rs652 billion a year earlier, the Reserve Bank of India said in a report on the country’s banking industry. The ratio of sour debt to total lending swelled to 3.6 per cent from 3.1 per cent. More debtors are finding it harder to pay off loans in a $1.8 trillion economy that is projected to grow in the year ending March 2014 at the weakest pace in more than a decade. Rising bad loans contributed to a 35 per cent slump in State Bank of India’s net income for the quarter ended September 30. “Macro stress tests indicate that if the current macroeconomic conditions persist, the credit quality of commercial banks could deteriorate further,” the Mumbaibased RBI said. “In the short term, the stress on banks’ asset quality remains a major challenge.” Overseas lenders The increase in bad loans underscores the challenge the government of Prime Minister Manmohan Singh faces in expanding the banking industry’s reach to encompass the 65 per cent of Indians who don’t have accounts. The RBI introduced rules on November 6 removing branch restrictions on overseas lenders that form local units. New banking li-

hinese investment is falling, and as much as two-thirds of the roughly $70b in projects announced since 2007 is either on hold or has been cancelled. The unexpected decline, which investors and analysts say has little hope of reversing itself anytime soon, will deprive Brazil’s struggling economy of what once seemed like a sure-fire source of growth for years to come. After making a big push into the South American giant in search of raw materials such as iron ore, as well as a promising market for their consumer goods, Chinese executives have grown frustrated with stagnant economic growth, heavy costs and what they see as a political and popular backlash against their presence. As a result, Chinese investment is falling, and as much as twothirds of the roughly $70 billion in projects announced since 2007 is either on hold or has been cancelled, according to recent studies and interviews with Chinese and Brazilian officials.

The decline The unexpected decline, which investors and analysts say has little hope of reversing itself anytime soon, will deprive Brazil’s struggling economy of what once seemed like a sure-fire source of growth for years to come. “The ardour for investment in Brazil is fading. Operating in Brazil is a huge challenge,” said Zhang Dongxiang, chief executive of the Brazilian unit of Bank of China, one of China’s four largest state-owned commercial banks. In a rare interview in his Sao Paulo office that included some of the sharpest criticism of Brazil by any Chinese business leader to date, Zhang complained of growing hostility from the Brazilian public as well as ‘protectionist’ policies passed by President Dilma Rousseff ’s left-leaning government. “Public opinion sometimes seems to be against foreign investment ... as if it makes local industry less competitive,” he said. “There are some antiquated ideas.” While some Chinese companies are succeeding in Brazil, he said, “many are having doubts.” The shrinking investment flows between two of the world’s biggest emerging markets raises questions about the strength of the so-called “south-south” capital movement, and comes as China undergoes a

broad shift away from investmentfocused policies and toward a more consumer-based economy. To be sure, Chinese investment in Brazil remains well above what it was last decade. Companies such as CNOOC and China National Petroleum, which last week bought rights to drill for oil in Brazil’s huge Libra offshore area, continue to see opportunities in Brazil. Others with an eye on expansion include China Construction Bank, which reached an agreement this week to buy 72 per cent of Brazil’s mid-sized lender Banco Industrial e Comercial SA for 1.62 billion reais ($726 million). Also, China remains Brazil’s largest trading partner, thanks to demand for its commodities, and exports have been steady. But the euphoria of three or four years ago, when politicians hoped Chinese investment would fundamentally reshape Brazil’s trade flows and generate billions of dollars’ worth of badly needed new infrastructure, has clearly faded. The recent Chinese experience in Brazil seems to be one of high expectations, followed by second thoughts. After years of sending trade missions to Brazil but mostly keeping their wallets closed, Chinese companies abruptly announced a flurry of billion-dollar bets in 2010. That was the year Brazil’s economy grew a torrid 7.5 per cent, and seemed to have entered a new era of Asian tiger-style growth. Brazil’s economy cooled sharply, growing just 0.9 per cent last year, and its consumers are burdened with debt. Meanwhile, the government has taken several steps that have made many

Tough regulations Some measures, such as a tax increase on foreign-made cars in 2011 that led JAC Motors to threaten to suspend construction of a new factory in Brazil, were part of a broad protectionist drive that targeted all countries equally. Capital investment rose 1.6 per cent in the three months through September from the prior quarter and construction increased 2.4 percent, the Federal Statistics Office in Wiesbaden said yesterday. The expansion in gross domestic product slowed to 0.3 pe rcent from 0.7 per cent, it said, confirming a November 14 estimate. Germany is relying more on its domestic economy as the euro area, its biggest export destination, struggles to sustain a nascent recovery. Growth in the 17-nation currency bloc almost stalled in the third quarter, as the French economy unexpectedly shrank and Italy extended a record-long recession. “The investment surge was much stronger than we expected and consensus had expected and bodes well for an investment-led expansion next year as well,” said Christian Schulz, senior economist at Berenberg in London. Mahindra unit plans solar expansion in Tamil Nadu CHENNAI: A unit of Mahindra & Mahindra, India’s biggest sports utility-vehicle maker, plans to almost triple solar capacity by adding plants in the state of Tamil Nadu where a power deficit is spurring clean-energy investment. The company’s Mahindra EPC Services unit expects to add 150 megawatts of solar capacity in the state over the next 18 months, Basant Jain, the unit’s chief executive officer, said by phone yesterday. TOKYO: Japan cut its view on exports for a third straight month saying they were weakening due to sluggish demand from emerging economies, in direct contrast to the central bank’s more upbeat outlook about recovery in the world’s thirdlargest economy the day before. Still, the government maintained its overall assessment on the economy, which it said was on track for a moderate recovery, underpinned by firm private consumption and a pickup in capital spending on improving corporate earnings. Weak exports are a source of concern for policymakers as shipment volume has struggled to grow this year amid a slowdown in emerging economies, hit by capital outflows as portfolio funds positioned for an eventual tapering of United States stimulus. “Exports have a weak tone recently,” the Cabinet Office said in

its latest monthly economic report issued yesterday. Its assessment in the November report was weaker than its previous view that exports were almost flat. “Exports are expected to move toward picking up ... however, the slowing down of overseas economies remains a downside risk for the Japanese economy.” It was the first time since 2002 that the government cut its assessment on exports for three months in a row. Sensex falls; rupee rises MUMBAI: Fag-end selling surrendered all of its initial gains and the benchmark S&P BSE Sensex continued its downslide for the third straight day, slipping by 12 points to end at 20,217.39 on selling mainly in auto and realty counters, despite firm global cues. Fresh offloading by foreign funds too weighed on the market as Foreign Institutional Investors (FIIs) pulled out Rs598 million on Thursday as per provisional data. The gains notched by HDFC, L&T, ONGC, HDFC Bank, Tata Steel and GAIL were washed out by fall in ITC, Tata Motors, ICICI Bank, SSLT, SBI and Bajaj Auto. The Bombay Stock Exchange 30-share barometer resumed higher and improved further to a high of 20,388.12 points, a rise of over 159 points on the back of firm global trends. However, selling in the last oneand-half hour pulled it down to a low of 20,137.67 before concluding at 20,217.39, revealing a fall of 11.66 points or 0.06 per cent. At the Interbank Foreign Exchange (Forex) market, the domestic unit opened slightly higher at 62.90 a dollar from previous close of 62.93 and immediately touched a high of 62.84. Later, it fell back in line with local stocks to a low of 63.09 before recovering to settle at 62.87, showing a rise of six paise or 0.10 pct. TATE BRITAIN REOPENS After a £45 million transformation, the gallery is back to its best with stripped-back features and a front door opening on to the Thames once more

T

ate Britain carries the marks of its 116-year history, of architectural development, floods, World War II bombings and overzealous interior designers. Now it has undergone a £45m transformation to prepare it for the 21st century, which involves “renewing” some of its lost grandeur and stripping back the layers that have left it “blunted”. The new Tate Britain was unveiled to the public this week, and people will again be able to arrive through the refurbished main entrance that overlooks the Thames, with its grand neoclassical portico. Penelope Curtis, director of Tate Britain, said the new gallery “opens up the Millbank entrance to reassert and enhance the original grandeur and logic of the galleries”. She said she hoped it would be a “clearer and more pleasurable” way for visitors to experience British art. The works on the oldest part of the Grade II-listed building on Millbank, were carried out by architects Caruso St John, taking three years. “We haven’t lost anything we loved about this building,” Ms Curtis said. “We’ve peeled away the accretions and taken it back to the simplicity.” The changes follow another major overhaul earlier this year, with the reconstruction of 10 galleries and a rehang of the collection of British art in chronological order at the gallery. Sir Nicholas Serota, director of Tate, called it an “exciting day” and said the history of the venue was one of expansion and renewal. “Between 1960 and 1990 people felt apologetic about this building. They felt they needed to reduce the heights of ceilings and introduce false walls,” he said. “With accretions and layers of paint we had become rather blunted and almost municipal in character.” Referencing criticism from the 1940s and 1950s that the building had no distinctive qualities, Sir Nicholas said: “Now it does.”

One of the biggest changes to the design is a striking new spiral staircase inside the entrance leading to new public spaces on the floor below. The spaces below include the Archives Gallery, which will house temporary displays from the Tate’s huge vaults. Among the documents currently on display are plans for the prison that was on the site before the gallery – as well as a note from plasterers hidden in the original building in 1897. The Tate was designed by architect Sidney Smith, and first opened its doors to the public in 1897 with 245 works in eight rooms. Following the renovations, Ms Curtis said they had discovered Smith was “perhaps a better architect than many people had realised”. The team working on the three-year revamp have opened up the circular balcony in the

domed atrium for members and have created a Grand Saloon for functions. This space has been closed since the flood of 1928, when the Thames broke its banks and flowed into the gallery. Some 95 per cent of the renovations were paid for through private donations, with the rest being made up by the Heritage Lottery Fund. Tate chairman Lord Browne said this marked a “triumph for private philanthropy”. Sir Nicholas said visitors would now experience the building “in ways they had not done in the past”. He added that “the whole experience of coming to Millbank will be changed from simply looking at pictures to an environment that is stimulating to be within. THIS week, we will have our annual glimpse at the English language bridge magazines. Each would be of interest to you and your bridgeplaying friends. The monthly Bridge Bulletin is published by the American Contract Bridge League, the parent body of tournament bridge in the United States. There is also information about bridge in Canada and Mexico. Even if you never play duplicate, you will benefit from the instructive articles aimed at all levels. Today’s deal is based on one by Eddie Kantar. South is in two spades. The defenders start with three rounds of hearts. What happens after that? Some Norths would rebid one no-trump despite the spade singleton. This would work well when South has a weak hand with 5-4 in the majors. After the actual two-club rebid, the heart fit would be lost, since a two-heart rebid by South would be fourth-suit gameforcing. Here, though, South rebids two spades, guaranteeing at least a six-card suit. Declarer ruffs the third heart, leads a club to the board and plays a spade to his king. West wins with his ace and does what? He should cash the diamond ace, then lead his last heart, which East should ruff with the spade 10. This effects an uppercut, giving the defenders three trump tricks for down one. Note that if West does not first cash the diamond ace, South can discard his diamond loser when East ruffs and loses only two spades, two hearts and that ruff.
