Time to get on with it!

“Let’s get on with it – and it looks like people are doing exactly that in the real estate market,” says Director of City Realty Group, Daniel Horrobin.

“With the General Election now in the rear view mirror, our listings board is already the healthiest it has been for at least a year. On the back of that our auction pipeline is loading up nicely pre-Christmas with auctions also already booked for 2024,” adds Daniel.

The wider property commentary recently would appear to endorse renewed confidence is afoot.

NZ Herald One Roof property reports “It’s evident that optimism is on the rise in the real estate market. Strong open home attendance and impressive auction results are painting a promising picture as we head towards the end of 2023”.

Economist Tony Alexander’s regular investor survey finds “anticipation that interest expense deductibility will be restored is being greeted positively by investors.”

October audience data from real estate website portal realestate.co.nz is also encouraging.

“People searching for property on realestate. co.nz increased by 7% in October compared to the previous month and by 3% compared to October last year.

Enquiries about residential properties for sale were up by 10% this October compared to October last year. New listings in October were up 22% compared to September, exceeding previous Octobers’ average lift of 16.0%.”

Daniel says: “apartment stock for sale on TradeMe is at last trending upwards and climbing back above the historical low we saw of only about 500 apartment listings. We will certainly be tracking that with interest over the coming months.”

Of course handbrakes persist. Interest rates and inflation are unlikely to improve in the short term although there are some reports that inflation is slowing.

Auckland’s central city rental space continues to prove positive for owners. A combination of high immigration numbers and city centre preference for many renters coupled with a desire to rent smaller, more affordable properties is a recipe that has seen (year on year) : • •

Kelvin Davidson: Rental squeeze has only just begun - Aucklanders paying thousands of dollars more a year.

The five things you need to know about the housing market this week.

1. Rents still rising The latest Stats NZ figures duly showed that rental growth remained strong in October. National rents (on the new tenancy/flow measure) have risen by 6.1% in the past year, still roughly double the long-term average growth rate of 3.2%.

Auckland (8.5%) and Canterbury (6.3%) were faster than the national figure, although Wellington was more subdued (-0.2%). Rental vacancy remains tight, with available supply of properties low and demand high, on the back of strong net migration. Hence, more rental increases look likely in the coming months.

2. Migration still rising Speaking of migration, Stats NZ reported

last week that around 118,000 people left NZ in the past year (a record), but also that around 237,000 people arrived (also a record) – and the net result is an overall migration balance of roughly 119,000, a record too. So basically there are people moving all over the place, both in and out, but the big picture is that our overall population is still growing quickly (despite losing a lot of NZ citizens to Australia). That is sure to be boosting the housing market, particularly rents in many of the main centres.

3. Sales volumes also up again Our latest figures, covering activity via both estate agents and private deals, show that property sales volumes rose by 13% in

the year to October, the sixth increase in a row. However, although the turnaround for national sales volumes has now well and truly arrived, the trend is still a little inconsistent and patchy across regions.

Moreover, it needs to be noted that sales volumes remain very low. Indeed, the nationwide total over the past 12 months stands at only 63,919, still only roughly in line with the low-point of the GFC. It’s going to take a few years of pretty solid growth to get back to a more normal annual sales total of 95,000.

4. High mortgage rates are currently capping debt to income ratios The latest Reserve Bank figures show that only about 1% of first home buyers and 8% of investors secured a mortgage at a high debt to income ratio (DTI) over July to September this year – in this case, ‘high’ is measured at a DTI of seven or above. That’s a far cry from the peaks back in 2021, especially for investors, with 35-40% of them taking high DTI mortgages that year.

Many things have changed since then, including risk attitudes from both borrowers and banks, not to mention that lower house prices simply mean that less debt

is required anyway. Higher incomes also help. But the key factor in limiting high DTI lending has simply been the rise in mortgage rates, which naturally reduces how much debt can be approved/serviced from a given income.

It wouldn’t be a surprise to see high DTI lending remain subdued for a while yet, but the Reserve Bank may well still choose to impose formal caps on DTIs in the second half of next year, to get ahead of the curve for when mortgage rates do eventually start to fall again. Formal caps on DTIs will tend to limit how many properties an individual can own over the medium term (let’s say periods of 5-7 years) and dampen longterm house price growth over the cycle too.

5. Slow turnaround for mortgage lending?

Staying with mortgages, the Reserve Bank will publish October’s aggregate lending figures this Friday, which may well show the continuation of a slow upturn for loan activity across new mortgages, top-ups, and bank switches. As ever, the breakdown by loan to value ratio will also be interesting, especially since September’s low deposit lending flows softened a bit.

The statistics for November 2023 are nothing short of impressive, with auction numbers soaring 31% higher than the previous year.

The Auckland Central Auction Team has been working tirelessly to bring together buyers and sellers, creating a dynamic marketplace that continues to flourish. As we head into December, it’s evident that the momentum shows no signs of slowing down, making it another bustling month of auctions on the horizon.

A noteworthy highlight is the positive yearto-date auction stats, surpassing the figures from 2022 as early as November. This achievement reflects not only the resilience of the Auckland Central Auction market but also the confidence and trust placed in our team by both sellers and buyers alike.

The auction clearance rate is holding strong at an impressive 70.26%, mirroring the success achieved at the same time last year. This consistency underscores the reliability and effectiveness of the auction process facilitated by our dedicated team. It’s a testament to the meticulous planning and execution that goes into every auction event, ensuring a seamless and satisfactory experience for all involved.

The Auckland Central Auctions have attracted over 500 individual bidders this year, each

contributing to the lively and competitive atmosphere that defines our auctions. With an average of 2.3 bidders per auction, it’s clear that our events are drawing a diverse and engaged audience, further solidifying our position as a leading auction destination.

Looking ahead to 2024, the forecast for auction numbers is exceptionally positive.

Tony Alexander: Why Kiwis shouldn’t bet against a rapid rise in house prices First-home buyers are out in force.

ANALYSIS: Recent figures from property analysts CoreLogic show that first-time buyers accounted for 27% of all house purchases in the September quarter. This is well above the long-term average of 21% and consistent with what my surveys of real estate agents and mortgage brokers started showing in February this year.

Late in 2022 a net 16% of agents in the survey I run with NZHL said that they were seeing falling numbers of first-home buyers.

Come February a net 22% said they were seeing more and in August this measure hit a peak of a net 66 seeing increased young buyers. My latest survey produced a 55% result which is still very strong and above the average of just 12%.

As discussed here since early this year, young buyers have been accelerating their purchases because prices have fallen near 18%, listings are very strong, investors

were absent in open homes and auctions, and deposits had grown after a period of good wages growth and reduced spending opportunities.

Now, also as already discussed here, investors are showing increased interest. But there is no investor buying frenzy underway.

At the end of 2022 a net 69% of real estate agents reported in my survey that they were seeing fewer investors. Come February this eased to 41% then 13% in July before hitting exactly zero in August.

Now, a net 26% of agents say they are seeing more investors looking to make a purchase. This is the strongest reading since just before the tax changes announced in March 2021. But it is nowhere near as high as the measure for first-home buyers.

Why are investors looking to buy now?

They can see prices are rising, so fears of losing capital from falling prices have almost entirely disappeared. They can see

the logical implications discussed here last week of rising demand for housing from accelerating population growth set against falling construction of new dwellings.

They also anticipate the return of interest expense deductibility slowly over the next three years and this is where we get an important driver of investor demand. They are buying because they expect other investors to buy. That is how asset markets work and why share prices sometimes soar and sometimes fall away quickly.

First-home buyers in contrast are mainly buying because they want a secure home to live in. The primary motivations are different – but they are deeply intertwined.

In fact, first-home buyers are now probably looking to intensify their house search because they are reading stories about investors coming back. They anticipate higher demand, reduced choice and higher prices.

Thus, much as it seems quite reasonable to

say that high mortgage rates will prevent any rapid growth in house prices in the next six months, I’m not so sure. Buying to beat price rises is a powerful motivator. For the moment this feeling of FOMO – fear of missing out – is only running at about average levels. But it may not take much to take it above 50% from the current 33% reading – meaning 33% of agents in my latest survey felt buyers were displaying FOMO. What might be a trigger for even more haste and FOMO? My best guess would be good news on the inflation front bringing heightened expectations of easing monetary policy next year. So, keep a eye on things such as business price setting intentions measured in the ANZ’s monthly Business Outlook Survey, general commentary about businesses finding it easy to get staff and predictions of much higher unemployment, plus changes in international oil prices.

Property Management Comment: October 2023 The rental market continues to be extremely positive as we head into the later part of 2023.

According to the latest figures the average days on market on the Trade Me website are sitting under three weeks for Auckland, Northshore, Waitakere and Manukau Cities which is low for this time of the year when we traditionally see them sitting closer to four weeks.

As widely predicted - in our last OCR announcement in October, the Reserve Bank left the Official Cash Rate on hold again for the third consecutive time since they last increased it on May 24th.

However, they have changed their commentary from a holding pattern to one that may require another increase if the inflation figures don’t continue to head downward. (It’s funny how, everywhere else in the world, inflation figures are monitored monthly, but we hold our breath for three months before getting an update).

Every month, more and more mortgages are rolling off low fixed rates to much higher rates, and we believe they won’t need to increase rates again on November 29th at the next OCR announcement. The percentage of New Zealanders on higher interest rates continues to see us tightening our belts, as we have seen in the most recent inflation figures that came out showing inflation had increased by 5.6%, which was thankfully not as large of an increase as

the previous quarter at 6%. So it seems we might be heading in the right direction.

The election & new government will also likely play a big part in the country’s direction with Governmental spending, which will also impact our inflation.

So why are we still seeing fixed rates trend up when the OCR isn’t increasing?

Banks fund the money they borrow from various sources, including offshore, they are paying more for their wholesale

funding lines because interest rates continue to increase on the back of ongoing global financial unrest. This could still continue for some time.

What does that mean if I have a fixed rate coming due, and what should I do?

We currently have what is called a Reverse Yield Curve. Under normal circumstances, the yield curve is not inverted since debt with longer maturities typically carries higher interest rates than nearerterm ones. This doesn’t happen very often; in fact, it has only occurred six times since 1978. Hopefully, it means we are nearing the top of the interest rate cycle and often indicates that we are in or going into a recession. The outcome is generally that we will see interest rates fall, but when is the million dollar question.

On the purchasers front; we have in the last few weeks seen a lot more First Home Buyers & Investors start to hit the market again. So far the consensus from clients has been that if rates are near the top

- this could be the worst case scenario outcome, and therefore could signal a lower end of the market for house prices. This ties in with what we know about the Reverse Yield Curve as above.

We might still have some pain to come through 2024; however, short to mediumterm fixing (12-18 months) could still be your best option to benefit from any falls in interest rates in the later part of 2024.
