Positivity is the word on the street “Positivity is the word on the street,” says Director of City Realty Group, Daniel Horrobin.

“There is a wide-ranging optimism, which is not confined to the property market but which, by extension, affects property decisions,” adds Daniel.

“As an example, in the first three weeks of November there was a 6% increase on the number of central city properties listed for sale, compared to the number for sale at the start of that month, on a prominent property website.”

REINZ Chief Executive Jen Baird says: “The increasing number of listings coming to market is showing a slow, but marked, improvement to the past year and a renewed confidence from vendors looking to sell, with more certainty now the election is behind us. While details of the new Government are still being discussed amongst coalition partners, many vendors and buyers are showing confidence that it’s a better time to sell now and a good time to buy. The signs are there for an improving market.”

While new Government policy has driven a renewed confidence from investors, first home buyers have also been busy. New data from CoreLogic shows that first home buyers are now responsible for a record share of property purchases, 27% in the third quarter of this year.

CoreLogic chief property economist Kelvin Davidson said first home buyers were finding a way into the market despite challenges.

“Whether it’s using the low-deposit lending speed limits at the banks, tapping their KiwiSaver to help with their deposit, securing First Home Grants or First Home Loans, or compromising on the size or location of their home, first-home buyers are proving relatively more successful in buying their first home than at any other time,” Davidson said.

Daniel says: “It is interesting to note that although our apartment market has seen an increase in first home buyer activity, there are extensive untapped opportunities for first home buyers in our apartment market.

“We strongly recommend first home buyers engage a mortgage broker specialist beforehand, such as Loan Market, not only to fully understand the options and resources available, but so you are ready to act when the right property pops up.”

Back in the sales room, Daniel reports a busy end to the year.

“Our Listings and Sales Boards are reflecting a very robust end to 2023 as we look forward to 22 auctions booked for our last two auction days for December, on Thursday 14th and Thursday 21st of December.

“This all bodes well for a vigorous start to 2024.

Our first 2024 auction day will be on Thursday 18th January.”

An interesting statistic has emerged which is a reflection of the complexities of our market.

“Of the leasehold properties we listed this year, 90% have been sold. Of the properties listed in buildings facing remedial challenges, 94% have been sold,” Daniel says.

On the rental front, record immigration this year is keeping upward pressure on rents.

“More tidy properties are attracting premium income and competitive, well qualified interest.

It certainly pays to invest in presentation,” says Daniel.

“The first quarter of 2024 will certainly be interesting – and busy,” predicts Daniel.

“Although our city apartment auctions will take a short hiatus over the festive break, Ray White agents will be on hand, so we encourage you to contact them should you have any property queries.”

Tony Alexander: Is the cash rate likely to go up again in 2024?

The Reserve Bank has given itself options.

ANALYSIS: One of the stronger comments I’ve been making for the past six months has been that the record net migration surge would place extra upward pressure on rents and encourage extra house buying which will set the scene for recovery in the house construction sector – probably from early-2025. The Reserve Bank seems to have the same view as evidenced in the review it has just undertaken of the Official Cash Rate (OCR).

The decision to leave the rate unchanged at 5.5% was universally expected. But the

comments the Reserve Bank made were slightly more hawkish than anticipated and a key reason is the extra inflation it sees coming from the migration surge. Sure, there is a more rapid easing of the labour market underway. But evidence of new weakness in the pace of wages growth is not yet there and until and unless that appears the Reserve Bank for now has shifted from its neutral migration position.

It now sees the boom generating more inflation overall.

slightly lower than expected levels (higher prices for imports), and that the migration boom has contributed to household spending being stronger than it expected this year.

Taking these things into account alongside a weak world growth outlook and easing shipping costs, the Reserve Bank debated two things – leaving the cash rate unchanged and raising it. It did not debate cutting it and perhaps that is why it has allowed for one further rise in the cash rate next year.

Is the cash rate likely to go up again in 2024? My pick is no for a number of reasons. First, the Reserve Bank has taken the logical position that until Treasury runs the numbers again to take into account the policies of the new government, it will stick with its previous fiscal policy assumption.

But it looks like policy will be tightened slightly and that will help monetary policy slow the pace of growth in economic activity.

Second, the Reserve Bank has also taken the view for now that there will be no negative impact on farm incomes from El Niño. That seems unreasonable and the risk of drought on the east coast of the North and South Islands is something

already causing farmers to close their wallets.

Third, the odds are good that the continuing high migration inflows will cause a sizeable slowing in the pace of wages growth and the eventual proof of such will be greeted positively by the Reserve Bank.

But for now, mortgage rates are high and the restraint they are imposing on buyers will continue. I can see that restraint in my latest survey of real estate agents which is currently underway. There is no evidence of any frenzy and little evidence of a fresh lift in demand from investors following confirmation of an acceleration in the pace with which full interest expense deductibility will return.

Alongside rising costs for insurance, maintenance and council rates the numbers don’t stack up yet for investors.

For young buyers this is good news.

The window of opportunity for making a purchase remains open. But once the inflation outlook improves and interest rates start moving lower that window may close quite quickly – depending on what happens perhaps with debt-to-income rules set to be introduced at some stage next year.

A Year of Success and Growth.

As the curtains draw on another eventful year, Ray White Auckland Central proudly concludes its last Auction Day for 2023 on the 21st of December. This marks the completion of a remarkable year with a total of 225 properties going under the hammer in the brand-new Auction rooms at Level 3, 246 Queen Street in Auckland CBD. The numbers speak volumes about the team’s dedication and the trust bestowed upon them by the community. The 2023 Auctions exhibited a 14% increase compared to the previous year, showcasing the resilience and vitality of the real estate market. What’s even more commendable is the impressive 71.03% clearance rate, a testament to the professionalism and efficiency of the Ray White Auckland Central Team.

With Auctions across 113 buildings throughout the CBD, the team managed to cater to a diverse range of properties, with sales ranging from $16,000 to an impressive $3,000,000. The involvement of 508 registered bidders underscores the widespread interest and engagement in the auctions, highlighting the broad appeal of the properties on offer.

One notable trend in 2023 was the increased focus on Leasehold Properties and Remedial Properties, traditionally considered challenging to sell. Despite the perceived difficulties, the team achieved a remarkable 90% clearance rate for all Leasehold

Properties auctioned and an even more impressive 94% clearance rate for Remedial Properties with issues such as leaky buildings.

Looking ahead to 2024, the Ray White Auckland Central Team is gearing up for another busy year. The first Auction Day of the new year is set for January 18, 2024, with bookings already pouring in. This early enthusiasm bodes well for a thriving real estate market and underscores the enduring trust placed in Ray White Auckland Central.

Kelvin Davidson: Be prepared for a long slow grind in 2024 The five things in property you need to know this week 1. 2024 set to see an underwhelming upturn?

Our annual Best of the Best Report was published last week, covering suburb-level data across a range of different measures, such as rent and value changes, yields, and days on the market - and not just the top performers, but the weakest too. Indeed, the data illustrates just how sluggish the overall market actually was in 2023, with the strongest growing suburb, Sunshine Bay in Queenstown, ‘only’ recording an increase in median values over the past year of around 7%. Hargest in Invercargill has recently seen properties sell in about 11 days, whereas Ohakune in the central North Island has been above 100.

The report is also where we provide a written summary of the year that’s just been (2023: the year of two halves) and set out some key expectations for the year ahead. With affordability still stretched, mortgage rates unlikely to fall much until 2025, and caps on debt-to-income ratios

firmly on the cards next year too, I think the scene is set for 2024 to be the ‘year of the underwhelming upturn’. Sales might rise 10% or so, but that’s from a low base. And a potential rise in property values of around 5% would certainly be slower than we’ve seen in some previous market rebounds.

That housing market caution is reinforced by the prospect of a fairly subdued economic outlook for 2024, with the risk of some job losses. Certainly, it was hardly encouraging to see last week’s figures showing a 0.3% drop in GDP in Q3 (worse than the general expectation for a modest rise), with Q2’s growth figure also substantially revised downwards. That said, the GDP figures imply more spare capacity in the economy than previously thought, and downwards pressure on inflation – hence reduced chances of another OCR increase in this cycle.

2. Reserve Bank is back in the news, again It seems that hardly a day goes by without the Reserve Bank being in the news for something or other, and last week it was two things. First, they published a discussion document which looked at the LVR system

over the past decade since these lending restrictions were first introduced back in 2013. In the end, the report didn’t tell us too much new; just that LVRs have played a role in stabilising our mortgage/housing market and financial system, but that other factors matter too (such as interest rates themselves). The report also noted that caps on debt-to-income ratios, probably set to be introduced in 2024, would add further resilience to the system.

Second, the new Government has wasted no time at all in changing the RBNZ’s monetary policy mandate – already they’ve been pushed back to a single target; to keep inflation within a 1-3% band over the medium term. They no longer officially have to factor in employment or the housing market, although of course those factors will still play a role in decision-making, via their wider effect on inflation. To my mind, nothing much changes anyway, as it’s pretty clear that (high) inflation has already been basically their sole focus in recent years.

3. Migration is straining the rental sector Another month and another new record for net migration into NZ – a total of around 129,000 in the year to October. This extra demand for property hasn’t necessarily boosted sales or values just yet, but it’s pretty clearly influencing rents, with the availability of property for tenants at low levels. Indeed, Stats NZ’s latest data last week showed that the ‘flow’ measure of

rents (covering new tenancies) was up by 5.5% in the year to November – a little slower than recent months, e.g. 6-7% over August to October, but still well above the long-term average of 3% or so.

4 . Sales activity is still rising, but it’s from a low base Our data shows that agreed sales volumes were 19% higher in November than the same month last year, the seventh rise in a row. But of course, the level of activity is starting from its lowest point in about 40 years, so those decent % increases aren’t yet translating to an overwhelming rise in the number of deals. It may be a long, slow grind back towards normality.

5. Still tight out there for borrowers with low deposits?

Finally for this week and the year, there’s only really one key, property dataset that I’ll be watching in the coming days, and that’s the Reserve Bank’s mortgage lending figures for November on Thursday afternoon. Recently there have been signs that a slow upturn has begun for lending activity, across house purchases, loan top-ups, and bank switches, and there’ll probably be more of the same in this week’s set of figures. However, the data has also been showing continued challenges for both investors and owner-occupiers when it comes to securing a low deposit mortgage.

So that breakdown will again be one to watch.

Property Management Comment: December 2023 An interesting observation.

At a traditionally quiet time of the year for our letting agents ran their for rent open homes over this last weekend.

To our surprise they were absolutely packed.

For example - Twenty groups waiting to view a 30m2 studio on Queen Street at $400 per week.

Our internal statistics have shown vacancy rates in the city steadily decreasing throughout the year but this latest activity is strongly indicating that the city is full to bursting.

OCR Update.

November 29th 2023 All the economists were unanimous in expecting the Reserve Bank to leave the Official Cash Rate unchanged this time round and they didn’t disappoint. The OCR was held at 5.50% for a second time. So when will we finally see some interest rate relief?

Background to the current environment: This time three years ago we’d just come out of lock-down for the first time and red flags were beginning to emerge.

Not medical red flags, financial ones.

Here’s what happened: When the pandemic first reared its invisible head in early 2020, governments started pumping rivers of stimuli into their economies and put every safety net in place, rendering it almost impossible for employers and employees to lose their shirts.

Consequently, while consumers worked from home, some were hoarding piles of cash with little opportunity to spend.

By late 2020, the bond market (the best forecaster of interest rates) started heading north suggesting inflation was about to kick off and rates would go up much sooner than 2024 which the Reserve Bank had initially indicated.

Despite all the warnings, Central Banks around the world remained adamant rates wouldn’t go up until 2024.

Since then, we have been on the interest rate climb.

And now, three years later, some are suggesting rates should start coming down because inflation has peaked. It’s as if rates should be cut as a reward for lower inflation. The issue is that inflation (5.6%) is still well above the 1-3% target for the Reserve Bank, so there is still work to go - however the downward trend is a good sign.

But will it happen?

Firstly, we are not convinced inflation is under control yet, especially with the recent spate of wage increases we have seen.

Secondly, even if inflation was under control, I still wouldn’t expect rates to come down significantly within the next 12 months.

If rates go too high, and unemployment starts to rise, then rates will have to be cut to stimulate the

economy to create more jobs.

Put simply, you hike rates to fix inflation and you cut rates to fix employment.

Currently we don’t have high unemployment.

Our recommendation is still to stick to the 12,18, 24 month rate terms, rather than be drawn into the banks sub 7% 2-5 year rates as we are at or nearing the peak of the cycle - we just aren’t quite ready to come down the other side yet.
