GUEST EDITORIAL At work, women and people of color still have not broken the glass ceiling By Tesa Rigel Hines The Conversation

Did you notice the race of your barista this morning? What about the sex of your mechanic? I have observed that when I shop, most of the employees look like me. When I go to work, most of my co-workers look different from me. If my observations about occupational segregation hold across the labor force, women and people of color like myself have yet to break the glass ceiling. So, I sought evidence of continuing barriers to equal employment for members of historically marginalized groups. My new study, presented at the Midwest Political Science Association Conference on April 5, shows that barriers indeed remain. Evaluating equal employment opportunity The Equal Employment Opportunity Commission regulates Title VII of the Civil Rights Act. This statute outlaws discrimination, segregation and other employment actions motivated by sex, race, color, religion or national origin. As part of its regulatory activity, the EEOC requires private employers with more than 100 employees to complete the EEO1 form annually. This form asks employers to describe the race and sex of all employees, grouped by a number of occupational categories. I analyzed the high-level occupations of “professionals” — which includes engineers, lawyers, doctors and teachers — and “officials and managers.” I grouped all other occupations, such as “craft workers” and “laborers,” together, because they occupy lower positions on the career ladder, despite spanning industries. My study plotted demographic trends in these groups from 1996 to 2016. I then compared each demographic group’s representation in the broader labor force. Women’s increasing access to high-level positions White men have historically and disproportionately held official, managerial and professional occupations. But, between 1996 and 2016, the proportion of jobs held by this group declined across all occupations. I believe that some of this is due to the increasing percentage of people of color in the overall U.S. population. Trends in white women’s employment representation over the last 20 years suggest that Title VII is having an impact among this group. In 2016, white women made up 32 percent of the U.S. labor force. Although their representation in official and managerial occupations is a bit lower, at 29.8 percent, their numbers have been increasing. White women are overrepresented in professional jobs, occupying 38.2 percent of positions. However, their share of these jobs is declining, possibly because more white women are being promoted to official and managerial roles. Nonwhite women occupy an intersectional social position, potentially facing unlawful employment barriers based on both their perceived sex and race. My study demonstrates that, like white women, nonwhite women are underrepresented in official and managerial occupations. However, their representation is increasing. In 2016, they were 10.9 percent of the labor force, but 8.6 percent of officers and managers. Meanwhile, nonwhite women are overrepresented in professional occupations and their representation is increasing. That suggests to me that they are not being promoted from this level as white women are. Nonwhites work lower-level jobs In lower-level occupations, like labor and service, nonwhite women are overrepresented, and their representation is increasing. The same is true for nonwhite men. Because the employer submits the EEO-1, employees who work more than one job may be counted multiple times. My research suggests that workers in the “other” occupational category, including those working for minimum wage, are disproportionately nonwhite, and some are likely holding more than one job. In contrast, nonwhite men are underrepresented in official,

managerial and professional positions, though their representation is increasing. That may be evidence of continued discrimination, occupational segregation or other employment barriers based on race. Presidents’ unexpected impact It is challenging to evaluate social policy accurately, because there are so many factors which contribute to measurable outcomes. My study looked at a number of variables that could potentially affect demographic representation in the job market, such as the unemployment rate, filed charges of discrimination and public opinion of affirmative action. Of all the variables that I modeled, the impact of a Democratic president surprised me most. When a Democrat was president, white men held a greater proportion of all high-level occupations, while the representation of white women in these jobs decreased. During a Democratic presidency, the representation of nonwhite women in professional jobs decreased, as did the representative employment of all nonwhites in the other occupational categories. Previous research has found that the president affects the

rate of race and sex desegregation in employment. In my study, Democratic presidents had a counterintuitive influence. These results are not likely attributed to presidential policy, but may indicate employer decisions driven by political backlash against Democrats and affirmative action policy. Pass the hammer I want to expand this study to include small and government employers, wage differences across sex and race, and educational attainment. Despite limitations, my study shows that the U.S. has made strides toward breaking the glass ceiling for women. However, racial segregation across lower-level occupations remains a problem. I believe that more intervention is needed there, including the serious consideration of a higher federal minimum wage. I am discouraged that the glass ceiling remains a solid barrier for nonwhite employees looking to be promoted. As intended in 1964, when Title VII was established, everyone should have the opportunity to succeed on their merit, regardless of identity. B’klyn tenants demand city strengthen Right to Counsel law By Noah Goldberg The PHOENIX

Tenants rights advocates rallied Monday outside Brooklyn Housing Court, calling on the city to bolster a law that guarantees low-income tenants the right to an attorney in housing court proceedings. Right to Counsel — the legislation passed in 2017 that guarantees that right — is being phased in neighborhood-byneighborhood and will spread citywide by 2022. The swath of Brooklyn where RTC is already in place includes parts of Bedford-Stuyvesant, Flatbush, Bushwick, Prospect Lefferts Gardens and Crown Heights. “We’re calling on the city to expand and strengthen Right to Counsel, so that almost all tenants have Right to Counsel and know about it,” said Sarah Guillet, an organizer with the Flatbush Tenant Coalition. Guillet and other activists are asking that the city pass two laws securing and strengthening these rights. One would provide tenants with educational workshops on their rights in Housing Court, and the other would double the income threshold of tenants eligible for RTC. Tenants represented by RTC lawyers avoid eviction 84 percent of the time, according to Right to Counsel NYC Coalition. The advocates and tenants also railed against Moshe Piller, who ranked as the fourth-worst Brooklyn evictor on Right to Counsel NYC Coalition’s Worst Evictor list, released on Monday. In 2018, Piller evicted eight families from apartments in neighborhoods that had enacted RTC, according to the site. Over the course of 2.5 years, he issued 222 more filings than there were families housed in his Brooklyn RTC buildings.

Charles did not play overseas during the past two WNBA off seasons as she usually has, instead spending nearly every free moment working on the film. In addition to filming and researching in New York, she flew to Trinidad and Tobago to interview famous Calypso performers. She even landed an in-

terview with Prime Minister Keith Rowley. Charles had no background in making movies, but she was fortunate to meet Jane Rosenthal — one of the founders of the Tribeca Film Festival. “She took me under her wing and sealed the deal on the documentary,” said Charles, the No. 1 overall pick in the 2010 WNBA draft after an outstanding college career at UConn. “She was sort of like Coach [Geno] Auriemma, that she got

And while I was trying to get help, I came home — the [eviction] notice was on my door,” she said. “I lost everything.” “There’s a lack of equal justice, because it just seems like the court is representing the landlords more than the tenants,” said Estefania Trujillo Preciado, an organizer with the Flatbush Tenant Coalition. “Right to Counsel has been helpful to stop evictions — because in court, 97 percent of landlords have a lawyer, but tenants don’t. “It hasn’t been enough,” Preciado added, “because obviously, there’s other tenants that don’t have a Right to Counsel because of their ZIP code.”

ARCHITECTURE OF MEMORY: CHERYL MOLNAR SOLO

The artist’s process begins with documentation: Molnar photographs locations newly traveled and wellknown and loved. These photographs are digitally stitched together, combining landscapes with structures from various “memories.” This is the way we experience memories: we confuse the place and time, the structures bleed together, places patched together in our minds the way Molnar

collages photographs, like concretized memories. These are the improbable landscapes of our memory, given physical shape. On view for “The Architecture of Memory” will be recent collaged paintings on panel as well as small-scale editioned work that reveal much of the early stages of her process, much like “sketches” but done through photographs and digital manipulation. BONNIE COLLURA: PRINCE Bonnie Collura’s sculptural installation Prince critiques our culture’s pattern of repeating iconic characters, gestures, and polarizing traits to create heroes. A SOUND OF LIGHT, APPEARING AT THE BEND

WHEN WE WERE STRANGERS What does it mean to be in love? For eight years, in images, writing and life, plain and simple, we have tried to tease out the answer. Love is a cliche, an idea so easy to imagine but impossible to grasp. Like an overripe fruit, it collapses with a bit of pressure into cloying sweetness and the faint sense of something lost. At its most basic, falling in love means cleaving away something of yourself and becoming something else. It’s painful and hard, but also carries the potential for profound transformation. ENRICO RILEY: NEW WORLD The paintings are part of an unfolding and evolving cycle that investigates themes of historical and contemporary violence, martyrdom, grief, and the middle passage within a spatial domain. For many Americans, exposure to the plethora of recent media examples of reflexive violence perpetrated on African-Americans has blurred the boundaries between the historical record with which our country is so familiar and the problems still facing contemporary culture today. VEGAN AND GLUTEN FREE CASHEW CAULIFLOWER ALFREDO INGREDIENTS • 1 1/2 cup green peas • 1/2 cup cashews (soaked in boiling water for 10 minutes) • 10 ounces of pasta of your choice • 1 tablespoon avocado oil or coconut oil • 1/3 yellow onion, diced • Pinch of sea salt and pepper • 1/4 teaspoon red pepper flakes • 2 cloves garlic. minced • 4-5 cups raw cauliflower • 2 cups low-sodium vegetable broth • 3 tablespoons nutritional yeast • 1/2 teaspoon low-sodium soy sauce (or tamari) • 1 cup plain almond milk (or any plain plant milk) • Gluten free breadcrumbs & red pepper flakes to top off

DIRECTIONS 1. Place frozen peas in a bowl and allow to defrost while you cook. 2. Add cashews to a bowl. Pour boiling water over them and soak for 10-15 minutes or until softened. 3. Boil the water for pasta then cook, according to it’s directions. 4. Add avocado oil to a large, shallow pan and heat on medium heat. Add in onion and cook for an additional 2 minutes. Add a pinch of salt and pepper, and the red pepper flakes. Cook for an additional 5 minutes. Next stir in the cauliflower and vegetable broth-cover. Reduce heat to medium and cook for another 10 minutes. Not need to drain. Carefully transfer to a blender. 5. Add in nutritional yeast as well as the soy sauce & almond milk. Drain and rinse cashews. Add that to the blender too. Blend on high setting until smooth and creamy. Add additional seasoning to taste. 6. Transfer the sauce back to the shallow pan on the stove. Add in cooked pasta and the green peas. Toss everything together. Lastly, top with some breadcrumbs and/or extra red pepper flakes. 7. Serve and enjoy!

It ain’t all brownstones. But it’s all beautiful. Brooklyn’s housing stock is blessed with infinite variety, which is of course a phrase borrowed from Shakespeare. Some stunning neighborhoods look wildly different from other equally fabulous spots. If Brooklyn is a mosaic, the tiles that comprise it are in highly contrasting colors. Spring’s the ideal season to get out and see these fascinating contrasts in the built environment. This time of year, the weather can vary wildly in the course of a single stroll, which adds to the visual intrigue. The scenery changes dramatically when fog suddenly rolls in, as it’s doing while I write this story. When blue skies return, it’s like walking through in a Technicolor movie. Here are 10 terrific spring strolls you can take.

HIGHLAND PARK AND CYPRESS HILLS

There’s a mini-neighborhood within Cypress Hills that’s full of must-see, stand-alone mansions with lawns. It is called Highland Park. Its key artery, Highland Boulevard, leads to a lovely recreation area that’s also called Highland Park. Inside its precincts you’ll find the picturesque Ridgewood Reservoir. The rest of Cypress Hills is pretty great, too. And you’ll want to drop by Cypress Hills Cemetery to pay your respects to the legendary Brooklyn Dodgers superstar and civil rights advocate Jackie Robinson. His grave is there.

Gerritsen Beach’s waters are filled with boats. CARROLL GARDENS

You can become intensely immersed in brownstone architecture by strolling around the Carroll Gardens Historic District. This 160-plus-building area is populated by dignified, understated brownstones built mostly in the late 1860s through the early 1880s. A 19th-century surveyor named Richard Butts laid out the lots in this area with 33.5-foot-deep front yards. Wow. Be sure to stroll around the non-landmarked parts of Carroll Gardens, too. One must-see building is Gothic-style Sacred Hearts of Jesus and Mary and St. Stephen Roman Catholic Church. It was designed by Patrick Charles Keely, aka the Prince of American Catholic Architects.

GERRITSEN BEACH

This bungalow neighborhood looks like a vacation getaway spot. Many of Gerritsen Beach’s picturesque houses are on or near waterfront of some sort. You see boats everywhere. The neighborhood is located on a peninsula that’s bisected by Shell Bank Canal. Superstorm Sandy did grievous harm to Gerritsen Beach. Residents have fought back hard. Some have elevated their houses above the floodplain. Others had to tear down houses that were beyond repair and construct completely new ones.

I’ve got a weakness for shorelines and Key lime pie. Red Hook has both. There are a number of ways to organize a walk in Red Hook. One is to start at Pioneer Works, an art space where cool people hang out. Stroll down commercial corridor Van Brunt Street, sample the goods at Steve’s Authentic Key Lime Pies and stand on Valentino Pier to see the Statue of Liberty and the setting sun. If you have time, you should also see the remnants of Todd Shipyard, which IKEA turned into a park.

The Promenade is located inside the Brooklyn Heights Historic District. Landmarking law is supposed to protect it. That is all I’m going to say about the famous recreation area above the BQE. The Promenade either will or won’t be demolished, depending on what a blue-ribbon panel decides. So. Walk along the Promenade. Take in the iconic views of the Statue of Liberty and the World Trade Center. Then stroll around Brooklyn Heights’ streets. One great route involves walking down Willow Street — where Cher’s house in the film “Moonstruck” and the home where Truman Capote wrote “In Cold Blood” are located — and then Willow Place, which is an entirely different road.

GREENPOINT

Here’s the shorthand version of how to spend a great day in waterfront Greenpoint: Eat Polish food on Manhattan Avenue. Sit outdoors at a Franklin Street bar. Shop at Word Bookstore, also on Franklin Street. See the sunset at WNYC Transmitter Park. Last year, I devised a route that will enable you to take care of everything on this to-do list.You can find it on brooklyneagle.com.

VICTORIAN FLATBUSH

Brooklyn has the largest concentration of Victorian woodframe houses in America. Strolling around Victorian Flatbush to see them is the next best thing to owning one of them. Over the years, I have devised walks that take you through numerous Victorian Flatbush micro-neighborhoods. One great one wends around Ditmas Park West. Silent-film star and movie-industry pioneer Mary Pickford was going to live there at 1320 Ditmas Ave. and work at a nearby studio called Vitagraph. At the last minute, so the story goes, Pickford decided not to sign a contract with Vitagraph. She didn’t move into the neighborhood.

SHEEPSHEAD BAY

Bait shops, boats and swans a-swimming. If you walk down Emmons Avenue in Sheepshead Bay, this is what you’ll see. The inland streets of Sheepshead Bay are intriguing, too.

CLINTON HILL

Highland Boulevard runs through Highland Park, which is a miniINBrooklyn photos by Lore Croghan neighborhood within Cypress Hills

Clinton Hill is a mecca for mansions — landmarked 19th-century mansions with distinctive designs. Walk the full length of Washington Avenue in this neighborhood and you’ll get an eyeful of them. Turn onto Clinton Avenue for more. Back in the day, Clinton Avenue was called the Gold Coast.
