LIHTC Expertise Across the Midwest
Russell has delivered more than two dozen LIHTC-supported housing developments across Missouri, Illinois, and Iowa, ranging from senior housing to large-scale multifamily redevelopments. Our team understands the complexities of tax credit financing, compliance, and community engagement. JAZZ AT WALTER CIRCLE
Russell served as the General Contractor for the new construction of two mixed-use buildings, totaling 112,070 s.f., for the City of East St. Louis. The ground floor restores long-lost neighborhood amenities, including a fresh grocer, deli, health clinic, and community event space. The two buildings are connected by a pedestrian bridge.
The upper floors feature 74 senior residential units, each designed with a full kitchen, accessible bathroom, and a French balcony.
ROLLA APARTMENTS
Russell served as General Contractor for Rolla Apartments, a 116,441 s.f. renovation in Rolla, MO, enhancing 150 occupied residential units with minimal disruption.
The project featured interior renovations to select apartments, common area upgrades, and exterior/site improvements. The development includes 138 one-bedroom and 12 two-bedroom units, with 16 ADA-compliant units to improve accessibility and support resident needs.
FRANKLIN SCHOOL APARTMENTS
Russell served as the General Contractor for Franklin School Apartments, an 82,485 s.f. historic renovation in St. Louis, MO, transforming a 1911 high school into a 75-unit senior living apartment building.
The project preserved the architectural character of the original structure while modernizing the interior to create comfortable, functional living spaces for residents.

PACKARD LOFTS
Russell served as the General Contractor for Packard Lofts, a historic renovation project in St. Louis, MO, transforming a 60,000 s.f. building originally constructed in 1913 as the showroom for the Packard Motor Car Company. The four-story structure was converted into 33 loft-style condominiums ranging from 800 s.f. to 1,700 s.f., blending historic character with modern living spaces.
A restaurant was built on the first floor, featuring a mezzanine on the second floor. Loft units were developed on the second, third, and fourth floors, while a select number of penthouse units were added to the rooftop. To enhance resident amenities, a clubhouse and a rooftop water feature were also constructed.
CONTINENTAL BUILDING
Russell served as the General Contractor for the Continental Building, an award winning historic renovation project in St. Louis, MO, revitalizing a 1927 landmark that had fallen into terminal decay.
The 110,000 s.f. transformation converted the long-vacant structure into 107 modern apartments while preserving its historic integrity. The project also included the construction of a four-story parking garage, a swimming pool, and a bocce court - blending historic charm with contemporary amenities.
CHASE PARK APARTMENTS
Russell served as the Construction Manager at Risk for Chase Park Apartments, a transformative project in St. Louis, MO, converting an 11-story, 470-unit hotel into 208 market-rate luxury apartments with commercial amenities.
The redevelopment included the addition of two floors of retail space, featuring a movie theater and four restaurants. The renovation focused on modernizing interiors while preserving the building’s historic character.

LEWIS CENTER
Russell served as the General Contractor for Lewis Center renovation, a 97,300 s.f. transformation of a historic building in University City, MO, into a dynamic live-work arts hub. Originally constructed in 1909 as a women’s school of art and later repurposed as a junior high and high school, the building was reimagined to blend residential, commercial, and community spaces.
The project involved combining five unique buildings into 93 residential units and office spaces. The residences span from 500 s.f. to over 1,200 s.f. The revitalized center now houses a coffee shop, a double-height coworking hub, a living room lounge, a roof terrace, and two lush courtyards.
The project earned the Landmarks Association of Saint Louis 2023 Most Enhanced Award, recognizing its contribution to maintaining and celebrating the city’s architectural heritage.
21C MUSEUM HOTEL
Russell served as General Contractor for the transformation of a centuryold, 10-story Renaissance Revival-style YMCA building into a one-of-a-kind luxury 21c Museum Hotel in St. Louis, MO. The boutique hotel merges contemporary art with luxury hospitality, preserving the building’s historic character while incorporating modern finishes and amenities. The hotel features 173 guest rooms, museum exhibition space, 18 suities, and an athletic and wellness center.
NOVELTY IRON WORKS
Russell served as General Contractor for the 261,000 s.f. phased repurposing of five interconnected warehouse buildings in Dubuque, Iowa’s Historic Millwork District. The project involved the extensive renovation of an existing warehouse into 76 residential living units.
Russell collaborated with the the owner, the State Historic Preservation Office (SHPO), and the National Park Service to track and verify over $4 million in available tax credits, representing 20% of the project’s funding.
