HOSTEL.

A good d e a l has a l r e a d y been s a i d i n past i s s u e s of PHOENIX d e p l o r i n g t h e "10 t i l l 5" a t t i t u d e o f a l a r g e number of our s t u d e n t s ; odd c r e a t u r e s who a t t e n d C o l l e g e d u r i n g t h e s p e c i f i e d h o u r s t o s o a k up s c i e n c e a n d t e c h n o l o g y , and t h e n d a s h home t o soak u p more s c i e n c e u n t i l they go t o b e d ; p e o p l e who t a k e no p a r t i n any C o l l e g e a c t i v i t y , g e t t o know o n l y t h o s e w i t h whom t h e y w o r k , a n d l e a v e C o l l e g e w i t h minds n a r r o w e d t o t h e s i n g l e t r a c k o f t h e i r own p a r t i c u l a r s u b j e c t . A l t h o u g h t h e C o l l e g e as a w h o l e l o s e s b y t h e l a c k o f s p i r i t of these p e o p l e , they t h e m s e l v e s a r e o b v i o u s l y t h e g r e a t e s t l o s e r s . We h a v e s u c h a w i d e r a n g e of s o c i a l and a t h l e t i c c l u b s t h a t i t i s I n c o n c e i v a b l e t h a t e a c h s t u d e n t c a n n o t f i n d a t l e a s t one i n w h i c h he w o u l d be i n t e r e s t e d . The f a c i l i t i e s a r e t h e r e , a n d i t may be a r g u e d t h a t i f p e o p l e a r e c o n t e n t w i t h a mere t e c h n i c a l s c h o o l e d u c a t i o n t h e n t h a t i s t h e i r own a f f a i r . T h i s i s a s h o r t - s i g h t e d v i e w w i t h w h i c h few w o u l d a g r e e , b u t w h a t c a n be done? D i n n e r i n H a l l i s a new s t e p i n t h e r i g h t d i r e c t i o n , a n d c l u b s e c r e t a r i e s c a n do much b y v i g o r o u s a c t i o n a t t h e b e g i n n i n g of t h e y e a r and b y e x t e n s i v e a d v e r t i s i n g . However these are merely p a l l i a t i v e s ; the only cure i s v a s t l y t o i n c r e a s e t h e h o s t e l a c c o m m o d a t i o n . The more n e a r l y we c a n become a f u l l y r e s i d e n t i a l C o l l e g e , t h e more n e a r l y w i l l o u r s t u d e n t s o b t a i n a f u l l U n i v e r s i t y education. C o v e t o u s e y e s may be c a s t i n v a i n a t t h e l a r g e b l o c k s of f l a t s i n our n e i g h b o u r h o o d , b u t presumably t h e p o s s i b i l i t y of o b t a i n i n g some o f t h e s e h a s a l r e a d y b e e n f u l l y e x p l o r e d . We know t h a t a l t e r a t i o n s t o t h e U n i o n b u i l d i n g s a r e under c o n s i d e r a t i o n , but n o t h i n g has y e t been s a i d about p r o v i d i n g g r e a t e r h o s t e l a c c o m m o d a t i o n . I f a l t e r n a t i v e l a b o r a t o r i e s c o u l d be b u i l t f o r t h e B o t a n y and Z o o l o g y d e p a r t m e n t s a n d t h e i r p r e s e n t two b u i l d i n g s c o n v e r t e d t o h o s t e l s , t h i s w o u l d f o r m a. much g r e a t e r c o n t r i b u t i o n t o c o l l e g e l i f e t h a n t h e a d d i t i o n o f new r e f e c t o r i e s a n d c o m m i t t e e rooms. BRISTOL'S ENGINEERS. The D a i l y T e l e g r a p h r e p o r t s t h a t t h e B r i s t o l s t u d e n t s p u b l i c a t i o n , N o n s u c h News, h a s c i r c u l a t e d a q u e s t i o n a i r e t o f i n d c u t how u n d e r g r a d u a t e s s p e n d t h e i r l e i s u r e . F r o m t h e answers I t c o n c l u d e s t h a t " a f t e r w o r k i n g , e a t i n g , s l e e p i n g and b e i n g c u l t u r a l l y a c t i v e " t h e u n d e r g r a d u a t e h a s s e v e n h o u r s a week l e f t . " F i r s t y e a r s t u d e n t s o f a l l c a t e g o r i e s s p e n d more o f t h e i r spare time d r i n k i n g c o f f e e than a n y t h i n g e l s e . I n the second y e a r dano.ing a n d t h e o p p o s i t e s e x t a k e f i r s t p l a c e . B u t t h i r d y e a r s t u d e n t s d r o p a l l t h a t s o r t o f n o n s e n s e and go b a c k t o c o f f e e i n a r e a l l y b i g way - t h e y s p e n d a l m o s t as much t i m e on i t as on a l l t h e i r other l e i s u r e p u r s u i t s put t o g e t h e r " . So f a r , s o g o o d . N o n s u c h News t h e n c o n c l u d e s t h a t m e d i c a l s t u d e n t s a r e the h e a v i e s t d r i n k e r s , and engineers t h e l i g h t e s t . We most v i g o r o u s l y p r o t e s t a g a i n s t t h i s as b e i n g t h e most b l a t a n t n o n s e n s e , a n d a g r a v e l i b e l a g a i n s t an h o n o u r e d p r o f e s s i o n . E n g i n e e r s a r e renowned t h e w o r l d over f o r t h e i r a b i l i t y t o s i n k t h e m a n l y p i n t w i t h f r e q u e n c y and w i t h r e l i s h , and i t i s a t C o l l e g e that t h i s a b i l i t y i s developed. We c a n o n l y c o n c l u d e t h a t t h e q u e s t i o n a i r e was e i t h e r b a s e d on a c o m p l e t e f a l l a c y , o r t h a t i t was c o m p i l e d by a m e d i c a l student.

TROUBLE I N THE HOME. Last term the h o s t e l committee, e l e c t e d from the h o s t e l r e s i d e n t s , f o u n d t h e m s e l v e s c o n f r o n t i n g a mass m e e t i n g o f t h e i r e l e c t o r a t e who d.emanded t o know why t h e y h a d p r o p o s e d a new ruling l i m i t i n g r e s i d e n t s t o a maximum o f two y e a r s i n the h o s t e l . A c t u a l l y t h e r u l i n g was n o t new; what was new was t h e d e c i s i o n o f t h e committee to enforce i t . A r g u m e n t s came f r o m b o t h s i d e s ; t h e more a l t r u i s t i c and h i g h m i n d e d ( o r p e r h a p s t h e y w e r e l e a v i n g t h i s y e a r anyway!) s p o k e f o r t h e e n f o r c e m e n t on t h e l i n e s ' o f f a i r s h a r e s f o r t h e maximum number. T h e i r o p p o n e n t s - and t h e y w e r e i n the' m a j o r i t y - t o o k t h e l i n e t h a t t h e h o s t e l h o u s e d most of t h o s e who w o r k e d h a r d e s t f o r U n i o n a f f a i r s , and t h e s e p e o p l e s h o u l d be e n c o u r a g e d by b e i n g a l l o w e d t o l i v e i n t h e h o s t e l . I n a h o s t e l a c c o m m o d a t i n g 100, t h e y s a i d , where s t u d e n t o f f i c e r s of the C o l l e g e U n i o n s were, i p s o f a c t o , o f f e r e d r o o m s , t h e i n t a k e of new s t u d e n t s u n d e r t h e Two Y e a r r u l e w o u l d be n e g l i g i b l e - a " d r o p i n t h e o c e a n as Mr. Coomber s t y l e d i t . A f t e r many s p e a k e r s h a d a r g u e d a l o n g t h e s e l i n e s t h e c o m m i t t e e r e s i g n e d as a body and were p r o m p t l y r e - e l e c t e d , b u t w i t h a w a r n i n g - no Two Y e a r r u l e . THE GENTLE VETO. T h i s , b r i e f l y , was t h e s i t u a t i o n u n t i l t h r e e weeks ago when t h e R e c t o r t o o k a h a n d and a d m i n i s t e r e d what was p r o b a b l y t h e most d i p l o m a t i c V e t o s i n c e t h a t w o r d c r e p t i n t o common u s e . &t an i n f o r m a l m e e t i n g w i t h t h e r e s i d e n t s , w i t h J o h n Levy i n t h e C h a i r , the R e c t o r o u t l i n e d the h i s t o r y of the h o s t e l a d m i n i s t r a t i o n , and e x p r e s s e d h i s a p p r e c i a t i o n o f t h e s e n s i b l e way s t u d e n t s h a d c o n d u c t e d t h e i r a f f a i r s s i n c e 1945. I n t h a t y e a r t h e h o s t e l was p l a c e d on i t s p r e s e n t d e m o c r a t i c b a s i s , t h e f o r m e r r i g i d d i s c i p l i n a r y code b e i n g r e p l a c e d by t h e more a d u l t conception h of s e l f r e s t r a i n t . I n e v i t a b l y , the R e c t o r p o i n t e d out, there a r i s e s under t h i s d e m o c r a t i c t y p e o f c o n t r o l t h e odd q u e s t i o n on w h i c h t h e r e i s a d i v i s i o n o f o p i n i o n - i n t h i s c a s e t h e Two Y e a r r u l e - and on an i s s u e o f s u c h i m p o r t a n c e he f e l t t h a t t h e r e s p o n s i b i l i t y f o r a d e c i s i o n w h i c h a f f e c t e d t h e w h o l e f u t u r e o f t h e h o s t e l s h o u l d be s h o u l d e r e d by an u n p r e j u d i c e d o b s e r v e r who h a d t h e w e l f a r e o f t h e h o s t e l at h e a r t . A f t e r d e s c r i b i n g h i s t r i p out t o S e a t t l e by s e a and a i r , and t h e d i f f i c u l t i e s of an a l i e n i n f i n d i n g a o i v i l e n g i n e e r i n g j o b i n N.W.America, P r a n k c o n t i n u e s : T h e n I h a d a l u c k y b r e a k , and g o t i n t o u c h w i t h a man n e a r h e r e who owns and o p e r a t e s a 44 f o o t f i s h i n g s c h o o n e r . I went i n t o p a r t n e r s h i p w i t h h i m on a p e r c e n t a g e b a s i s , and h a v e b e e n f i s h i n g f o r t h e p a s t t w o m o n t h s , u n t i l t h e s e a s o n ended a week ago. I n t h i s c o n n e c t i o n he d e p l o r e s t h e s h o r t a g e o f c o l l e g e r o o m s ; he w o u l d l i k e t o s e e a c c o m m o d a t i o n f o r a t l e a s t f o u r h u n d r e d more s t u d e n t s , s'o t h a t a g r e a t e r number m i g h t a p p r e c i a t e the value of c o l l e g i a t e l i f e . C o l l e g e a f f a i r s o c c u p y most of h i s t i m e b u t he s t i l l f i n d s a few s p a r e moments f o r p a i n t i n g and s k e t c h i n g . R e c e n t l y ( " f o r f u n " ) he i l l u s t r a t e d a book w r i t t e n b y h i s e l d e r d a u g h t e r . Another o c c a s i o n a l r e c r e a t i o n i s g l i d i n g . Motoring through the b a c k s t r e e t s o f T o o t i n g on h i s way t o t h e a i r f i e l d l a s t November he f o u n d h i m s e l f f a c i n g t h e w r o n g way i n a o n e - w a y - s t r e e t . A g o l d t o o t h , b r o k e n l o o s e from i t s moorings i n a r e c e n t rugger match had been p l a c e d f o r s a f e t y on t h e edge o f h i s p l a t e - h e n c e t h e p a n i c when t h e p l a t e was w h i p p e d away w h i l e he was f e t c h i n g h i s s w e e t . E l a b o r a t e p r e p a r a t i o n s had b e e n g o i n g on f o r some d a y s , and Reg G i l l was s e e n t o t u r n g r e e n w i t h e n v y a t t h e s i g h t o f t h e e n g i n e e r s ( r e a l o n e s ) f i t t i n g up m a s s e s of a r c lamps and g a d g e t s t h a t made o u r own a r r a n g e m e n t s look l i k e Christmas tree candles . Much t o e v e r y o n e ' s s u r p r i s e - a n d Reg's s e c r e t d i s a p p o i n t m e n t - e v e r y t h i n g w o r k e d , and t h e show d u l y went on t h e a i r a t 8.30. T h o s e few who w e r e f o r t u n a t e e n o u g h t o g e t i n , w i t h o r w i t h o u t p a s s e s , saw a most i m p r e s s i v e d i s p l a y of t h e s o c a l l e d gentle a r t , which looked f a r from g e n t l e - p a r t i c u l a r l y a d e m o n s t r a t i o n by a c h a r m i n g y o u n g l a d y o f how t o d e a l w i t h a w o u l d be b a g - s n a t c h e r ( I t s h o u l d be m e n t i o n e d t h a t she was c a r r y i n g a handbag). The programme must h a v e b e e n q u i t e i m p r e s s i v e , f o r one v i e w e r was so f i r e d w i t h e n t h u s i a s m t h a t he p r o m p t l y r a n g up t h e U n i o n t o a s k how he c o u l d j o i n t h e club'. P e r h a p s h e , t o o , has d i f f i c u l t i e s w i t h the p o l i c e . E .M .H. S .S .CARNIVAL,R.C.S. On b e i n g a s k e d t o g i v e my i m p r e s s i o n s o f t h e c a r n i v a l , I can say w i t h o u t f e a r of c o n t r a d i c t i o n , t h a t , were i t i n c l u d e d i n "1066 and a l l t h a t " , I t w o u l d h a v e u n d o u b t e d l y come u n d e r t h e c a t e g o r y of " g o o d t h i n g s " . E v e r y o n e a p p e a r e d t o e n j o y t h e m s e l v e s , - I was i n s u c h a s t a t e t h a t I e v e n t h o u g h t L e n S m i t h ' s j o k e s w e r e f u n n y , and b e t w e e n o u r s e l v e s I t h i n k I must h a v e had a t o u c h of I . Dear S i r , As c h i e f executive of the Union, I must p r o t e s t at your e d i t o r i a l on the questio n of the November the f i f t h f i n e s . It i s l a i d down i n the Union Bye Laws that the executive committee s h a l l concern i t s e l f w i t h domestio matters and matters of urgency o n l y . The sum o o l l e c t e d by s u b s c r i p t i o n up t i l l January the twenty t h i r d was only s u f f i c i e n t to cover l e g a l expenses i n c u r r e d . The q u e s t i o n of whether f i n e s should be p a i d out of Union funds was t h e r e f o r e one t h a t should be r e f e r r e d t o C o u n c i l , f o r t h e i r d e c i s i o n or f o r t h e i r r e f e r e n c e t o a Union General Meeting should they c o n s i d e r t h i s n e c e s s a r y . There i s c o n s i d e r a b l e weight i n favour of the argument that the f i n e s should be p a i d i n part or i n f u l l by those who were f o o l i s h enough t o be caught, and who should t h e r e f o r e pay more than those who s t e e r e d c l e a r of the p o l i c e . S i n c e f u r t h e r s u b s c r i p t i o n s have now come i n , i t seems l i k e l y t h a t t h i s amount, together w i t h the p r o f i t from i n c r e a s i n g the p r i c e of our Saturday n i g h t 'hop', w i l l be enough t o cover the f i n e s as w e l l as the other expenses. Had t h i s not been so, however, your misguided and i l l - t i m e d e d i t o r i a l would s t i l l have m i s l e d the members of the Union. As 1 have s t a t e d above the q u e s t i o n was s t i l l 'sub j u d i c e ' , and had been r e f e r r e d to the a p p r o p r i a t e authority. F e l i x can play a b i g p a r t i n b u i l d i n g up the s p i r i t o f u n i t y i n the Union. I t w i l l not do t h i s , however, by s t i r r i n g up d i s s e n t i o n between the members of the Union and t h e i r e l e c t e d o f f i c e r s . We r e g r e t t o announce the death of the Rev. Canon J.0.Hannay,M.A L i t t . D . , V i c a r of Holy T r i n i t y , P r i n c e Consort Road, s i n c e 1934. Canon Hannay, w e l l known t o t h e r e a d i n g p u b l i c as George A. Birmingham, was a good f r i e n d and neighbour of I m p e r i a l C o l l e g e . He d e l i v e r e d the 1947 Commemoration Day address and i n 1948 was e l e c t e d an H o n o r a r y F e l l o w o f I m p e r i a l C o l l e g e .
