I am a consistent progressive for the LGBTQIA community. What experience do you have to demonstrate you are the best person to represent the office you are seeking?

I am a consistent progressive for the LGBTQIA community. As a campaign aide under President Obama in 2012, I was proud to lead a national call with clergy that united these important voices around the need for marriage equality. As an Assembly Member, I am proud to have co-sponsored and voted on legislation that bans discrimination based on gender identity and sexual orientation as well as harmful conversion therapies. I am a man of God. A lay minister in the AME Church and my faith tells me that when religious leaders call the community to fear and hate based on an individual’s gender identity or who they love, we stray from the word of God and the teachings of the bible. I use my faith and my pulpit for unity, not hate; for love, not lies; and for the Beloved community. As an elected leader, I bring that with me into public service. I cannot and will not separate my faith from my leadership and I will always stand with the LGBTQIA community. I have been a consistent progressive on marriage equality, gender-neutral birth certificates, and believe that the city can and should do more to support the full inclusion, rights and gender identities of all New Yorkers. From health care to jobs to housing, the LGBT community has needs that we must meet. We have anywhere between 3,800–20,000 homeless young people in this city, but 15–40% of them are LGBT (NYC Commission, 2010). Housing and employment discrimination, already an outsized problem for the community, is far higher among the LGBT community when members are Black, Latinx and gender nonconforming. (NYC Comptroller Survey 2017). Bullying in schools, violence against trans women, and police abuse mean that the daily lives of our LGBT/GNC neighbors can be a constant source of pain; and that is unacceptable. As Public Advocate, I will demand accountability from city agencies, particularly ACS, HRA, DHS, CCHR and DOE for services and support that meet the disproportionate and unique needs of the LGBT community and insist on greater policing oversight and accountability from NYPD and CCRB, including the tracking of and intervention in violence against LGBT residents. Last, but of central importance, is health care. I applaud the Mayor’s announcement of Health Care for All and I am a staunch support of single-payer health care. The LGBT community, to be properly served, must be taken into account and ensured fair and appropriate health care in the implementation of this and other programs. No I don’t oppose permitting the use of NYC public school facilities for religious services because there are currently very small churches that are struggling to find space for their membership on weekends and we should support these groups but they must also abide by the Constitutional separation of church and state and follow all the rules and regulations that the DOE has created to protect that separation. Do you support amending the City’s Minority and Women-owned Business Enterprise (M/WBE) Certification Program to include LGBT preferred contracting? If no, please explain.

No I am supportive of amending the certification program to cover a wider range of gender identities, but there should be a separate distinction for LGBT individuals so that we expand the number of individuals and diversity of those who receive these contracts. If they are Page 4 ! of 47 !

I financially supported a candidate because of our overlapping districts and collaborative work. I did not know of this individual’s work against the LGBT community at the time. When I learned of this individual’s views, I requested a refund because the contribution offended the community and went against my beliefs.

Yes, I supported Corey Johnson for Speaker, I was an early supporter. I have voted yes on every legislation supporting the lgbt community and repealed the historically homophobic cabaret law. I have also marched many pride parades in the city and Brooklyn. What experience do you have to demonstrate you are the best person to represent the office you are seeking?

As Councilman I was one of the first members to push back against the Mayor on one of his major proposals when he first got elected. Recently I was the prime sponsor to repeal the 91 year old homophobic and racist cabaret law which was hurting the nightlife industry and affecting marginalized communities. I have a strong record of introducing progressive legislation that continue to shape the direction of our city like creating the office of nightlife. I am proud to have received the most votes of any candidate at the NYC-DSA straw poll after the forum, receiving more than double the votes of the next highest vote-getter. AmplifyHer recently voted to support my campaign by providing volunteer petitioners to get me on the ballot and an endorsement once I’m officially on the ballot. Have you ever endorsed any LGBT candidates? Which ones?

I am proud to follow the leadership of countless LGBT candidates and elected officials across New York City and State - from Council Member Rosie Mendez, the only out woman of color to serve on the New York City Council, to Council Member Ritchie Torres, the only out elected official of color in the Bronx, to Council Member Daniel Dromm, whose experience being discriminated against as an out gay New York City public school teacher moved him to a life of continued public service as an elected official, I have supported and worked alongside numerous LGBTQ candidates and elected officials. During the first term of the De Blasio Administration, I was proud to serve as Deputy Executive Director of NYC’s Young Men’s Initiative under former Deputy Mayor Richard Burey. In that capacity, my office continued the legacy of the Obama Administration’s My Brother’s Keeper initiative to ensure that our city continued to center young men and boys of color, particularly Black and Latinx boys from neighborhoods in the city that continue to get left behind. inclusivity when it came to gender, gender identity, sexuality and wellness for young men and boys of color in our city. In my role, I worked with my team to ensure that any initiatives that we rolled out for men and boys were in fact starting from the places where they experienced marginalization, oftentimes at the intersections of their identities. We worked to make sure that we were speaking to all folks who identify as young men and boys of color, and rolled out countless policy initiatives across a host of city agencies - from literacy to mentorship to adding more men of color to our city’s teacher workforce and so many more - through an LGBTQ justice lens. Additionally, I am proud to have served as a liaison to the City’s first ever Young Women’s Initiative where I ensured young girls, LGBTQ youth, and families were prioritized in citywide efforts. What experience do you have to demonstrate you are the best person to represent the office you are seeking?

I possess the package needed for today’s New York City. As a movement attorney who has investigated civil and human rights, labor and discrimination cases; as a former counsel on the United States House Judiciary Committee who has co-drafted legislation to protect our communities against racial profiling and voter suppression; and as the only candidate who has had actual citywide responsibilities as the former Deputy Executive Director of NYC’s Young Men’s Initiative--and fought within that position to ensure equity became a bit more real for young people in New York City--I know how to move systems beyond just marches and rallies. I’ve created reports that have served as the basis of building roadmaps and programs that better serve our neighbors. I’ve used the law, the streets, the megaphone to protest and organize. I believe in community and collaboration via the power of grassroots organizing. And I believe that in a City that is over 80% women and people of color, we need an advocate who has a true record of activism and making change. I am that candidate. I want to represent New York as Public Advocate because the City isn’t working for the majority of NYers: women and girls, people of color, the working poor and the differentlyabled. I am running because housing, transportation, education, environment and employment could all improve if we had a city that truly understood equity. We need our agencies to be judged by how well and how quickly they address inequities. As Public Advocate, I will take my experience advancing equity throughout the city, nation, and globally to ensure agencies are being transparent, responsive, and accountable to communities they serve. I organized around Prop 8 in California, and as an appointed member of the 2016 DNC Platform Committee, I helped to draft the most progressive Democratic Party platform in history, codifying the party's commitment to the LGBT movement and to the progressive policy areas -- health care, housing, inequality, civil rights -- that are known to disproportionately impact the LGBT community. I believe one of the most powerful ways to address policy shortcomings for underrepresented communities is to address representation directly. I believe the LGBT community, like many other communities, continues to lack true and full representation in city government and political leadership. As Public Advocate, I plan to implement a real, accountable system of LGBT, people of color, and gender representation in New York City’s leadership pipeline, from community boards to the Mayor’s office. Subsequently, during my years in the Council, I enacted legislation calling for single occupant restrooms to be usable by persons of any gender — allowing transgender and gender non-conforming individuals to use the restroom that best aligns with their identity. As Speaker, I co-sponsored and passed legislation to ban so-called conversion therapy in NYC in 2017. I expanded housing opportunities for LGBTQI seniors. I allocated funding to hire a dedicated staff member to act as LGBT liaison for schools at the Department of Education. I allocated millions of dollars to fund and support organizations and institutions dedicated to the betterment of the lives of LGBTQIA New Yorkers (listed in depth on page5). As a Council Member before becoming Speaker, I organized local activists and my colleagues in the City Council to fight right-wing, conservative, anti-gay forces within the Puerto Rican community during the movement for Marriage Equality. In addition, I have championed LGBTQIA+ rights and issues both in my East Harlem neighborhood and across the City as well as with local activists in Puerto Rico. I also officiated a same-sex wedding of a New Yorker couple in Puerto Rico before marriage equality was allowed on the island to send a statement of equality. As stated above, I was in the City Council for 12 years, the last four as Speaker. I already have the experience of being in a leadership position in a diverse body, and had to navigate the many needs and wants of the members of this body. I worked in coalitions, heard concerns from the community, addressed crises and negotiated deals. And yet, I still passed some of the most progressive legislation this city has ever seen with particular attention to minorities and marginalized populations. The Public Advocate is the Ombudsman of the city, someone who cares and speak up for the most vulnerable and for injustices. Since the beginnings of my career as a SEIU and health care union organizer up to today, I have spoken up for immigrants, low-income families, workers, people of color and LGBTQ issues . I am proudly the prime sponsor of Marriage Equality, and passed it for 5 years in the Assembly before it finally passed the Senate. Additionally, I was the prime sponsor of the Dignity for All Students Act (New York’s Anti-Bullying Law) which was the first time that trans protections were written into New York State law. I’m also the prime sponsor of the bill to eliminate the Gay/Trans panic defense, and the bill to make all single stall restrooms gender neutral statewide. I am also in the process of advocating for a LGBT Caucus in the State legislature. What experience do you have to demonstrate you are the best person to represent the office you are seeking?

Rather than talk about myself, I’ll highlight the experiences and qualifications that many of my opponents in this race state are important to the role. Being independent of the Mayor and Governor: I’ve maintained independence from the Mayor and the Governor, and have been unafraid to call them out on not serving in the public’s interest on numerous occasions- most recently on the MTA debacle. Experience with Legislation: I’ve spent 16 years in the state legislature, with only 6 months where the Senate was Democratic, meaning every piece of legislation that I passed required overcoming a Republican Senate. Many candidates for this office say they’ll push the state legislature to pass progressive policies, but I’m the only candidate that has over a decade of experience doing just that with a reluctant Senate. Experience with Litigation: I graduated from CUNY law and spent 7 years as a Public Defender in Brooklyn in Legal Aide’s criminal defense division. I was instrumental in implementing the Affordable Care Act, including passing the Mental Health Parity Act, which requires that all health insurers provide mental health benefits (including addiction) at the same level that they provide medical surgical benefits. The ACA ensures that all individuals can access healthcare without being discriminated against, including members of the LGBT community. What experience do you have to demonstrate you are the best person to represent the office you are seeking?

I’ve spent my career as an advocate, carrying out the belief that no problem is too big to solve, and no amount of bureaucracy or infighting will stop me from getting a job done. I have a track record of breaking through the bureaucracy, bringing to this race over two decades of experience across politics, government, philanthropy and law. I’ve served in two Democratic White House Administrations and under President Obama I was part of the team at the Department of Health and Human Services that provided healthcare to millions of Americans. I built my platform around issues that affect all New Yorkers: the subway that is crumbling beneath our feet, housing that working families can no longer afford - causing hazardous living conditions and alarming rates of homelessness among women and children - and voting reforms to bring New York City up to modern day standards and ensure every vote counts. With respect to housing, in particular, there is a real need for safe housing for homeless LGBT youth. New York was recently designated the first "Age-Friendly State" in the nation but there are still many impediments for seniors who want to age in place. We should examine such issues as access to affordable transportation, housing, in-home medical care, wellness programs, and other community activities such as elder abuse protection, sex education, and other senior support services to help seniors remain in their homes and communities. campaigned for a member of the LGBT community for a seat as District Leader, a race that the candidate won. More broadly. I had a great working relationship with LGBT candidates and elected officials. We have stood shoulder to shoulder as allies in advocacy and passing legislation specifically aimed to increase protections for LGBT New Yorkers. Please explain any activities and/or experiences that demonstrate your commitment to the LGBT movement, including any concrete achievements for the LGBT community that you are responsible for in your current, or previous, elected office/s or positions.

My first big legislative achievement dramatically increased protections for LGBT New Yorkers, related interactions with law enforcement. The Community Safety Act (2013) banned biasbased policing against LGBT New Yorkers, and made it significantly easier for victims to file discrimination suits in state court. This was a time when 700,000 innocent New Yorkers were stopped, questioned and frisked, with no reasonable suspicion. This only damaged community-police relations, including LGBT New Yorkers, who often suffer targeted discrimination. As Housing and Buildings Committee Chair, I was proud to cosponsor and move through committee, Council Member Dromm's legislation to ensure equal access to single stall restrooms, regardless of gender identity, and a resolution to prohibit NYPD from using condoms as evidence of prostitution. Additionally, trans women of more color are being killed with impunity across the country and no one seems to address it, which is why I’ve consistently worked to raise their voices as much as possible. Finally, I am sponsoring legislation, the Fairer Chance Act (2018 legislation, which builds on the original Fair Chance Act), which, when enacted, will ban employers from inquiring about non-criminal violations before sealing, principally Loitering for the Purpose of Prostitution. This codified violation, which turns into a misdemeanor after a first arrest, has long left many New Yorkers, including LGBT New Yorkers (specifically transgender women), and sex workers, vulnerable to specific, targeted, unfair law enforcement actions, and I intend to put a stop to it once enacted. No longer should LGBT New Yorkers face a loss of employment on the basis of engaging in constitutionally protected activity. No longer should it be up to an officer to subjectively determine which legal behaviors becomes illegal and the collateral consequences that result. I am proud to carry this bill. What experience do you have to demonstrate you are the best person to represent the office you are seeking?

During my run for Lieutenant Governor, I repeatedly said that I was running to be the Public Advocate for New York State. Now, I am an advocate for the public, running to be the Public Advocate of this city. I strongly believe that my decade of advocacy and passing critical legislation is the right combination for this role, which was originally created to rise above politics. I’ve proven throughout my time in City Council that I’m unafraid to make the right decisions for the people, not what is politically safe. Aside from sponsoring the Fairer Chance Act, as Public Advocate, I will create an Office of LGBT Affairs within the Public Advocate's office, to be headed by a director who doesn't just understand LGBT issues in theory, but who may be able to point to lived experience. I will also push to create a citywide office to better streamline the complaint and redress process for the scores of New Yorkers who are LGBT. I will also push for legislation that requires the Police Department to better report enforcement data. So we all can see, in black and white, the scope and scale of any targeted enforcement (such as for low-level offenses) that may be used to target members of the LGBT community, such as Loitering for the Purpose of Prostitution. I abstained on a 2014 birth certificate bill, as I had strong concern about a specific provision that midwives would be allowed to diagnose gender dysphoria. I wanted to ensure that anyone making such diagnosis is medically certified to do so. However, my concern didn't exist in more recent legislation that allows individuals to designate sex and removing doctor intervention on making such a designation. I was proud to vote yes. No In 2012 I joined more than 30 of my council colleagues and then Public Advocate Bill de Blasio in supporting a resolution urging the State to afford houses of worship equal access to public school property. Yes. Most recently, I’ve supported Deborah Glick as well as Tom Duane and then Brad Hoylman in my home State Assembly and State Senate Districts respectively. I supported Cynthia Nixon for Governor. I’ve also supported various LGBTQ congressional candidates including Danica Roehm and Sean Eldridge. I while have not served in Public Office, that has not prevented me from being a staunch ally to the LGBTQ community and organizing to make our society more inclusive. For example: - I became involved in politics in 2008 on the Obama campaign, one of my very first local political efforts after that was pushing for Marriage Equality in in 2009. That year, I served as Vice President of Manhattan Young Democrats when we ran a nationally recognized online campaign to pass Marriage Equality in the State Legislature; the bill ultimately failed by only Page 43 ! of 47 !

one vote in the State Senate but we developed lasting partnerships with Stonewall and other organizations with whom we continued to fight . - For many years, I lead many community service events at Middle Collegiate Church’s homeless shelter for runaway LGBTQ youth. It was a tremendous loss when the shelter closed in mid-2010s. - I was a founding member of the Manhattan Young Democrats LGBTQ caucus. Realizing that we were lacking one, I helped to find an LBGTQ member who was willing to serve as Chair and organize the caucus. - I have participated in every Gay Pride Parade between 2009 and 2016. - I canvassed and fought for marriage equality with MENY, HRC, Stonewall and many other organizations to push for legislation and elect LGBTQ candidates and allies. What experience do you have to demonstrate you are the best person to represent the office you are seeking?

The experience I bring is as a civic technologist, activist and educator. I have spent my entire professional life improving how government works and how people interact with their own democracy. I’ve started teaching civics around the city, I've personally trained over four thousand New Yorkers in way to participate, to maximize their potential and be heard. And I've watched hundreds of them take the next step to do just that. I believe that this is the ideal background for the Public Advocate’s office. Functionally an office with limited power and budget, the Public Advocate has traditionally lacked the ability to do anything truly substantive for New Yorkers. Instead it has functioned as a taxpayerfunded campaign for the next mayor. I'm running on three programs. Programs based on a decade of building models of democracy that work which do three simple things our city government should have been doing all along to empower the people of New York: 1. Civics For All Civic knowledge empowers people. I've seen it firsthand teaching civics to thousands of New Yorkers who go on to successfully make their communities heard. Civics For All brings that power to every corner of New York City with workshops, classes, online guides, and a "Political 311" hotline. This will allow New Yorkers to bridge the gap between those who have specific issues and those organizing to solve them. Be in person, online or over the phone, everyone has problems which they need civics to solve. The government owes people answers. 2. Power for Communities We need to build leverage for bottom up, community driven city planning. Right now, City Hall forces communities to react to proposals it then speeds through approval. The Public Advocate should use its resources to bring together community institutions and stakeholders to develop a shared, proactive vision of how New York should develop. hearings on agencies which disregard them and introducing legislation to enact their decisions. If our civic institutions - like Community Boards, Education Councils and local advocates - were united in a proactive vision of New York’s future, elected officials would have to reckon with their plan. No elected wants to upset every community at once; not a mayor and certainly not any Council Member who wants to be Mayor. 3. Justice for New Yorkers focuses the litigatory work of the office on systemic bad actors who corrupt our political systems and decision-making processes. The Public Advocate's office has already done a great job calling out and suing bad landlords, but we have more bad actors in New York who need government oversight. Justice for New Yorkers expands the focus of Public Advocate litigation to major threats like: employers who commit wage theft, a board of elections that illegally purges voters and a city that fails to enforce hard won community concessions: like affordable housing, new schools, emergency centers, and public green spaces. In the end, any candidate in this race must answer one key question: How can a new Public Advocate make this office relevant to solving problems and empowering communities so that city policy reflects the needs of residents? No My position on this is not set, but a concrete answer requires more research. The purpose of the M/WBE program is to redress issues of inequity which are caused by a legacy of reduced opportunity based on easily identifiable traits - being a woman or being non-white. While the LGBTQ community has faced intense discrimination and members of that community have been forced to hide who they are, often resulting in extreme tragedies, I cannot say with surety that the differences in economic opportunities available to the LGBTQ community which crosses gender and ethnicity - is properly resolved in the same way that losses in economic opportunity for discrimination based on the visible traits of gender and ethnicity.
