Access Engineering Ltd. has been recognized as a major and specialized contractor by the National Contractors Association of Sri Lanka and Institute of Construction Training and Development (ICTAD - The governing bodies of the construction industry in Sri Lanka). The Institute of Engineers Sri Lanka (IESL) has recognized and accredited Access Engineering Ltd., as an Institution for training of engineers for their engineering charters for disciplines in design and construction Access Engineering Ltd. has been accredited with ICTAD grading(C1) in all civil engineering disciplines (7 disciplines) related to infrastructure development & further hold the top ICTAD grading (P1) for pilling works & top ICTAD grading EM1 for telecom infrastructure development. It has been a ISO 9001:2000 certified company since September 2004 & has been successful in achieving the upgrade to ISO 9001:2008 2008 in November 2009. Also, AEL obtained the accreditation for ISO 14001: 2004 International Environmental Management System standard with effect from 04th September 2009. SANGUPIDDY BRIDGE PROJECT

We were entrusted with the challenge of connecting the Jaffna Peninsula to the mainland of Sri Lanka through the Killali lagoon with a bridge to replace the ferry operated during pre-war era linking Sangupiddy & Karathivu on A32. We, in partnership with Mabey Bridge Limited U.K. under the “Regional Bridge Programme using British Government Finance Assistance� began the construction of Sangupidy Bridge in December 2010. The Sangupiddy Bridge consists of a prefabricated steel girder structure and antiskid steel deck system erected on a RCC structure founded on piled foundations. It is 288m long and accommodates a 7.35m wide carriageway.

The unfamiliar subsoil conditions of the area and the difficult terrain were the unique challenges we had to face while carrying out this endeavour. Sunguppidy Bridge Project was opened to the public on 16th January 2011 creating a unique landmark structure in Northern Province and enhancing the ease of commune of the people travelling between Jaffna Peninsula and the mainland.


SALINITY BARRIER ACROSS WALAWE RIVER AT AMBALANTOTA

Construction of a Salinity Barrier across the Walawe River is a part of the project for augmentation of the Hambantota Water Supply Scheme. During dry periods of the year, raw water abstraction from the Hambantota water intake is restricted due to the salinity intrusion and low flow conditions of Walawe River. Hence, a Gated Salinity Barrier across the river downstream of existing and new water intakes are being constructed to prevent saltwater intrusion during dry months of the year and also to provide necessary ponding to maintain water surface elevation necessary for raw water extraction during periods of dry spells.

The project is currently progressing as per the schedule with a completion date set for June 2012. The work scope includes investigations, survey, civil construction works, manufacture/supply, installation, testing of electro-mechanical works and commissioning of the gated salinity barrier. The project is funded by the Asian Development Bank and implemented by the National Water Supply & Drainage Board.

A15 ROAD PROJECT (AFD) - TRINCOMALEE INTERGRATED INFRASTRUCTURE PROJECT

Reconstruction and Rehabilitation of the Thirukodiyamadu – Trincomalee (A 15) road, Kantale – Allai (B 10) road and Class “C” provincial road are being carried out with financial assistance from the French Development Agency. The China Harbour Engineering Company Ltd. is the main contractor for the works whilst the Road Development Authority is the implementing agency. The work scope includes construction of 05 Nos. new major bridges, construction of new minor bridges, culverts, causeways, rehabilitation of existing minor bridges, culverts, causeways and upgrading and widening the road pavement with double base bituminous surfacing and asphalt concrete surfacing.

Access Engineering Ltd., undertook construction of 56 Km stretch on A 15 road which includes construction of roadway from earthworks up to double base bituminous surfacing inclusive of all appurtenant structures and 16 Km long double base bituminous surfacing work on B 10 road. Construction works undertaken by Access Engineering Ltd. are scheduled to be completed by the end October 2011.


REHABILITATION AND IMPROVEMENT TO NORTHERN ROADS

At the end of 30 years long conflict, special emphasis was placed on mobilizing acquired foreign financing resources to development projects, including rehabilitation and restoration activities in the North. Accordingly, the Government has accorded very high priority to rebuild required infrastructure including access roads. The rehabilitation of Jaffna-Palali (AB018), JaffnaKankasanthurai (AB016) and Puththur-Meesalai (AB032) roads were subcontracted to AEL by China Railway No 5 who serves as the main contractor as a part of this initiative. Rehabilitation work is implemented under the supervision of the Road Development Authority.

Out of the three roads, work on AB016 was started first, in February 2011 shortly followed by AB032 and AB018. As this is a project with larger scope of work we have given priority to this project by establishing a Asphalt mixing plant in Muhamale area to provide the required Asphalt for the project in a timely manner. Project is scheduled to be completed by February 2013. This is yet another construction venture in the Northern Province that will provide a much needed boost to the country’s continuous infrastructure development for a better and brighter tomorrow.

ANURADHAPURA PADENIYA ROAD PROJECT

Main aim of the government in undertaking the upgrading and improvement of the existing roadway between Padeniya and Anuradhapura at US$ 70 million is to facilitate tourists visiting world heritage sites in Anuradhapura, Kandy and Polonnaruwa. At completion, this project will provide high mobility transport between Padeniya and Anuradhapura. The project includes widening and improvement of 80.8km PadeniyaAnuradhapura road with two lanes with an addition of four lanes in town areas.

We have undertaken subcontract work of this road from 50+000 km-60+000 km as phase I and 60+000 km-80+000 km as phase II from the main contractor Keangnam Enterprises Ltd. Project is scheduled to be completed by the end of 2012.


BATTICALOA WATER SUPPLY PROJECT

Batticaloa Water Supply project was initiated by the government as one of the key development projects in the Eastern Province with the aid of Asian Development Bank. At completion, the scheme will be capable of providing portable water to nearly 85% of the population (450,000) of Batticaloa town and suburbs. Project was started in September 2007 under the guidance of National Water Supply and Drainage Board. We have carried out the construction of raw water intake, laying 800 mm diameter Ductile Iron transmission mains of about 26 km and 800 & 600 mm diameter High Density Polyethylene (HDPE) pipes across

the lagoon of about 1.2 km each in partnership with China Geo-Engineering Corporation of China and Salcon Engineering Berhad of Malaysia. Commissioning of the plant is currently underway. Water is pumped from the Unachchiya Tank through raw water pipeline to the Treatment Plant to be purified and distributed among the people of the Batticaloa District. At completion every household in Batticaloa District who have been deprived of basic needs for over thirty years due to the civil war will enjoy pipe-borne drinking water. This will be a huge improvement on their living standards as they will have the access to clean drinking water without having to walk for miles.

NEGOMBO MEERIGAMA ROAD PROJECT PHASE I & II

Rehabilitation of Negambo Meerigama road was undertaken by us under the guidance of Road Development Authority of Sri Lanka in September of 2010. Phase-I of the project from 5+000 km to 10+000 km was completed in August 2011.

Phase 窶的I, 10+000 km-15+000 km rehabilitation is currently underway. This project is another occasion we are contributing to the infrastructure development of the country by improving the condition of the road network of Sri Lanka.


DIALOG OPTICAL FIBRE NETWORK PROJECTS (ISLAND-WIDE & METRO)

In June 2011, Access Engineering Ltd. completed an optical fibre cable network from Wadduwa to Matara comprising of 130 Km long underground routes and 2 Km long aerial routes for Dialog Axiata PLC under their Optical Fibre Backbone project formulated for connecting base stations controllers, mobile switching centres & transmission hubs and GSM network interconnections. Installation of 53 Km long underground optical fibre cable networks within Colombo metro area is also nearing completion.

The work scope includes pre-installation survey, installation of HDPE ducts and manholes/hand holes, reinstatement of trenching areas using asphalt concrete, testing of ducts, installation of cables and commissioning the network. The construction methods employ traditional open-cut method as well as Horizontal Directional Drilling (HDD) method, a trenchless method to install ducts under ground. Optical fibre cables are being installed using cable blowing technology.

ARAVI ARU BRIDGE PROJECT

With the end of civil war, resettlement of the displaced people was started in the Nothern region of the country under a special initiative by the Government of Sri Lanka. In keeping with the government’s plans of providing all necessary infrastructure for the people before commencing resettlement in Musali Divisional Secretariat Division, Mannar, it was decided to build Aravi Aru Bridge across Malwatuoya. Project commenced in July, 2009 under British Government financial aid. The Aravi Aru Bridge was constructed across Malwathuoya at Arrippu on Thallady-Arippu- Marichchukaddi road. The bridge consists of 06 bays, 7.35 meter wide and 259 meter long steel deck structure.

The steel deck was erected over the RCC piers, built on pile foundations. We were employed by the Road Development Authority of Sri Lanka and partnered by Maybe Bridge UK of U.K. who supplied the steel superstructure for the project. The project was completed in December 2010 providing uninterrupted accessibility to the commuters and families living either side of Malwathu-oya around Arrippu. This project also helped reduce the difficulties experienced by the communities living in Tallady areas to reach Mannar when the Malwathu-oya overflows owing to the rains experienced in the upstream areas.


MATTALA BUILDING PROJECT

During the last year we have been one of the few construction companies who were privileged enough to contribute to the one project with the most impact on improving international relationships in Sri Lanka, the new International Airport in Mattala, Hambantota.

Similar to the Airport Access Road, we have undertaken this project in partnership with China Harbour Engineering Company Ltd under the supervision of Airport and Aviation Services (Sri Lanka) Ltd. MEGA PORT PHASE III PROJECT

The Magaport project is being implemented by the government of USA under their program of second line of defence. The Megaports strategy focuses on all vehicleborne export, import and transit containerized cargo within the Port of Colombo at Jaya Container Terminal (JCT), Unity Container Terminal (UCT) and South Asia Gateway Terminal (SAGT), as well as some non-container traffic. The goal of the Megaports Initiative is to inspect as many import and, export, and transhipped containers as much as possible using Radiation Portal Monitors (RPMs) with minimum impact to the port’s operation. Currently the port has radiation detectors, a communications system, and system software from the initial Megaports Initiative installation completed in late 2005.

We have started upgrading the existing technology in February 2011 under Megaport – III, as a subcontractor to AHTNA Government Services Corporation – USA, at SAGT, UCT and JCT and other SLPA terminals. Our scope of work includes Installing of RPMs, Construction of concrete aprons at gates, Installing optical character recognition (OCR) container number identification equipment at the SPM lane, Improving Container Security Initiative (CSI) capabilities, Replacing all Central Alarm Station (CAS) system hardware, Refurbish existing hardware and infrastructure, Other associated civil, mechanical and electrical works. Project is scheduled to be completed by August 2011.


SOUTHERN HIGHWAY GUARDRAIL PROJECT

We, Access Engineering have undertaken to install the guardrails for Southern Highway for a length of 30km. The project which, is a subcontract under the main contractor Taisei Corporation commenced in March 2011. The conventional method of driving the posts is to use a Tractor Auger to drill the hole and then plant the post and then backfill the hole. This method was time consuming and additionally also creates quality issues as the previously compacted soil gets loosened during the installation process. Furthermore, it is also a labour intensive process. In order to overcome the above problem Access team was able to come up with

an innovative solution. Post driving machines were used for installing the guard posts at both outermost edges and at the centre of the road. Also, we made use of step bits to drill 20mm holes in W beams, as opposed to the use of the gas cutters by other contractors. By using step bits for the drilling we were able to prevent damages to the galvanized coating of the W beam unlike in the method of making holes using the gas cutter. This project is another occasion where we have been able to achieve improvement in cost, quality and reduction in time through the use of innovative technologies and out of the box thinking. Project is scheduled to finish by end of August 2011.

BUTTALA BADALKUMBURA ROAD PROJECT

Improvement to existing Badalkumbura � Buttala – Sellakatharagama Road (9+000 to 12+500 km) commenced in November 2010 under the supervision of Road Development Authority of Sri Lanka. The total length of the road under our scope of work was 3720m and the carriageway width is 6.2m.

Our scope of work included rehabilitation of the existing road as well as repair work on existing culverts and extending of bridges. Project was successfully completed by February 2011.


DUTCH CANAL DREDGING

As the only construction company to own a Cutter Suction Dredger, we have been able to complete variety of dredging & dredging related activities in an economical & efficient manner. Dredging of Dutch Canal was initiated as a part of Katunayaka Expressway project to mitigate the risk of flooding of lower level land due to Expressway construction. Project was implemented by Sri Lanka Land Reclamation and Development Corporation. We were employed by the main contractor China Metallurgical Group Corporation of Republic of China to

carry out the re-channelling works of Old Dutch Canal at Muthurajawela along the Colombo – Katunayake Expressway from Ch 10+900 to Ch 13+546 (Total rechanneling length of the canal was 2646m and the width of the canal is 40m). Our scope of work included removal of top layer, which consisted of trees & bushes, dredging of the canal, removal of debris along the canal bank and the removal of the excavated disposal as well as connecting all the outlets and culverts along the length to the canal in order to facilitate the flow of storm water directly in to the Dutch Canal. Project was completed successfully in April 2011.

HDD & OPTICAL FIBRE CABLE INSTALLATION

Horizontal Directional Drilling (HDD) is a technique, which employs a trenchless method to install pipes, ducts or cables underground. This trenchless method becomes very versatile during installation of underground utilities along the roads in built up areas since disturbance to traffic is very minimal. With the acquisition of 02 No. HDD machines recently, our strength was increased to 3 machines and we have so far, installed underground ducts of around 37 Km within Colombo City and in built up areas along Galle Road under Optical Fibre Network Projects of Dialog Axiata PLC.

Fibre Optic Cable installation by Cable Jetting is the process of installing a cable in a duct by pushing the cable into the duct whilst blowing air trough the duct. This is made possible with the use of cable jet machine and compressors with moist separators ensuring minimum tension to the cables and enhancing productivity. We have been successful in installing and reaching a distance of approximately 4 Km of optical fibre cables on an average per day.


DESIGN AND CONSTRUCTION OF EXTERNAL ACCESS ROAD TO HAMBANTOTA INTERNATIONAL AIRPORT

Construction of Hambantota international airport is currently underway in Mattala. Once completed the new airport will be Sri Lanka’s second international airport, joining the Bandaranaike International Airport. The new international airport is expected to expand the local aviation industry whilst being a catalyst for the country’s economic development enabling international trade, tourism, vocational training and employment. This project, which was started in 2009 is expected to be completed by the end of 2012. Along with the main contractor China Harbour Engineering Company Ltd, we were entrusted with the

responsibility of designing and constructing the External Access Road to Hambanthota International Airport by Airport and Aviation Services (Sri Lanka) Ltd. Access road which is of 2.5km length was designed for a higher traffic intensity as a 4 lane road. Road consists of 3.2m wide carriageways on either side, a 2m wide central median and 1.1m wide walkways on either side. Total width of the road is 18.4km. At completion in October, 2011 this road will enhance the beauty of the new airport by providing an eye pleasing access way to the new airport.

OCH PANEL WALLS PROJECT

We have undertaken the installation of panel walls for the Greater Colombo Urban Transport Development Project (OCH) Southern Section. With the new initiative, conventional concrete retaining walls will be replaced by a reinforced soil retaining wall system using precast concrete incremental panel facing, steel strip reinforcement and concrete blocks as anchor elements. Galvanized smooth steel strips will form the reinforcement for the soil retaining walls. We are partnering with Garware-Wall Ropes Ltd of India who will provide the design of the reinforced earth walls and the required material such as steel strips and the geotextile along with the required technical expertise.

Our scope of work include curing and erection of the concrete facia panels, storing, handling and installation of the reinforcing strips and allied accessories supplied by our partner GWRL, earth filling, compaction, drainage layers and drainage pipes. This project which is being handled under our design division marks another occasion we are introducing a state of the art technology to Sri Lanka. Project, which is currently underway, is scheduled to be completed by March, 2012.


STRUCTURAL DESIGNS

RAMP 9 and BRIDGE 19 are located on Greater Colombo Urban Transport Development Project ( OCH) Southern Section from Kaduwela to Kottawa at Kottawa interchange. RAMP 9 forms an approach way or a ramp to the skewed concrete box girder bridge (BRIDGE 19) at Kottawa junction. China Harbour Engineering Company Ltd., the Main Contractor for the Project entrusted the structural design of RAMP 9 & BRIDGE 19 to the Access Engineering Design Division. The Engineer for the Project is Oriental Consultant Company Ltd. of Japan.

restricted approach length at the site required a unique and innovative design. Not only is RAMP 9 curved in horizontal plane, it is also curved in the vertical plane, along the width of the deck, making the analysis and the design a complicated and a challenging task. We have used the recently acquired bridge analysis software MIDAS, which is specifically used for bridge and flyover designs to aid us in this project. The design process by us and the review & approval process by the Engineer were completed within the time frame required by the construction team of the Main Contractor.

RAMP 9 is the very first bridge of its kind that has been implemented in Sri Lanka. Special constrains and the

PILING PROJECTS

A Bauer BG 25 rotary drilling rig was added to the Piling Division of Access Engineering Ltd. during the year under review. In addition, a De-sander was acquired for the Division through which the quality of drilling fluid is maintained to enhance the quality of piling works. Along with other piling projects, two major piling projects were undertaken by the Division - Piling Work For Proposed Medical Faculty Building Complex at Sir John Kotelawala Defence University Rathmalana and Piling Work For Construction Of 500 Housing Units At Dematagoda.

Piling works at KDU includes installation of 277 No. cast in-situ bore plies of diameters ranging from 500 to 750 mm and scope of work of UDA piling project is to install 386 No. cast in-situ bore plies of diameters varying from 500 mm to 1000 mm. Bauer BG 24 & 25 rigs are employed in above projects and the work scopes of both projects include pile testing as well.


QUARRY OPERATIONS

In the Construction industry sector we are currently involved in design and construction of new roads and highways and rehabilitation and improvement of the existing roads. In order to enhance the performance of the highest contributor to our project portfolio we have been making substantial investments in machinery, equipment and plants. Our quarry operations are located in various parts of the country at locations convenient to the ongoing projects handled by us. Some of the quarry operations owned by us are Thalawa Quarry in Anuradhapura, Sarwodaya Quarry in Vavuniya, Korea Rock Quarry and

Kabithigollawa Quarry in Vavuniya. Within the last year two new crusher plants of capacity 50TPH and 150TPH were added to enhance the existing quarry operations in Anuradhapura and Jaffna respectively. Not only will these provide the required raw material for road projects but will also provide aggregate required for making ready mix concrete. Hence, addition of these plants marks another step forward in achieving our vision of becoming the foremost business enterprise in the country.

ASPHALT PLANTS

Currently, majority of our services are focused on design, construction and rehabilitation of roads and highways. Every year marks the addition of more road projects to our portfolio. Being a company prioritising the sustainability of our operations we have recently invested on establishing Asphalt mixing plants as a support service for our ongoing road projects as well as to supply Asphalt to outside customers. Two new Asphalt plants were established in Kotadeniyawa and Jaffna, Muhamale as a steping stone to this new venture. Kotadeniyawa plant has a capacity of 96TPH (Tonnes per Hour) while latest addition to our assets, Jaffna Muhamale plant boasts of a much higher

capacity of 120TPH. The later was established with the objective of supplying asphalt products to four major road projects, namely, Jaffna KKS Road Project, Jaffna Palali Road Project, Puthur Meesalai Road Project and the A32 Road Projects. The Asphalt plants are currently operating at full capacity by supplying the required asphalt products for the on-going road development projects undertaken by the Company in a timely manner with better control on quality. Further plans to establish more Asphalt plants in various locations of the country are currently underway.


MECHANICAL WORKSHOP

Over the last few years Mechanical Workshop has turned into one of the most crucial operations within our organization by handling the operation and maintenance of all the heavy machinery, equipment and the fleet of vehicles owned by us. However management of this division was committed to expanding the operations of the workshop beyond the supply of support services to the existing machinery and vehicles. With ambitious forward planning and innovative out of the box thinking approach, this division has expanded its operations in to various other ventures. Fabrication of various components such as sheet metal with the acquisition of a new machine, customisation of machines and equipments to better suit the needs of

individual projects, installation of mechanical equipment, designing & fabrication works, fulfilling different types of pile casing requirements of piling division, design and manufacturing washing plants for DBST material, manufacturing semi-automatic pipe benders for large size Iron pipes, fabricating and installation of fuel tanks and design and fabrication of water bowsers are among some of the other works undertaken by the Mechanical Work Shop. Progress of this division was achieved by our hard working team at workshop comprising of skilled & competent personnel including mechanical engineers and other technical and management staff.

GEOTECHNICAL & LABORATORY SERVICES

Within few years of its establishment this division has become a valuable asset to the company portfolio by providing support services in a timely and cost effective manner. Currently, geotechnical division support our numerous projects with various services. Some of the main services provided by the division within the year under review included soil testing and geotechnical investigations for Habantota Airport Access Road Project, Low Cost Housing Project at Henemulla and Hambantota Water Tower Project, Field Investigation (DCP testing etc) for A 32 Road Project and Hambantota Airport Access Road Project and quality control and quality assurance for Kothalawala Defence University Piling, UDA Housing Project Piling at Demetagoda and Mega Port Project.

Other services provided by Geotechnical Laboratory Services Division are geotechnical investigations for deep/shallow foundations, traffic surveys, topographical and contour surveys, hydrological studies, concrete testing, field testing for earth and road works, testing of aggregates and sand, laboratory tests for soil and testing of Bituminous and Asphalt. Not only the capacity of this division enable us to do testing more frequently, economically & reliably but also help us establish the innovative techniques and processes we have developed within the industry by providing the required proof of quality and standards.
