Nursery in FCA dispute closes after inspection A nursery which was at the centre of a controversial dispute with Filton Community Association has closed after a damning Ofsted report. Robins, which moved to Upper Horfield Community Association after leaving FCA at Elm Park, was rated 'Inadequate' in leadership; teaching and learning; personal development, behaviour and welfare; and outcomes. After the inspection, the nursery closed. Robins Nursery had originally been based in Filton Community Association, looking after nearly 40 children. Owner Kerri Robins told Filtonvoice last year she was forced out due to her rental bill being increased by the association. She said had received an invoice one month for £2,470.73 – an increase of nearly £800

on the previous month when the charge was £1,675. Filton Community Association treasurer David Gillard said Ms Robins had ‘changed her hours’ from six hours per day to 10 hours. Ms Robins said she accepted the hours had gone up but her estimate was the bill should be around £2,000 and that she was willing to speak to the association trustees to negotiate. After leaving FCA, Robins relocated to Upper Horfield Community Association but a series of concerns, prompted by complaints, led to Ofsted visiting the site. In September 2018, Ofsted received concerns that Robins was not meeting some legal requirements. Inspectors suspended the nursery's registration because they 'believed children may be at risk of harm'.

They also served a welfare requirements notice requiring the provider to take action within a timescale. Actions were taken and the suspension lifted in October last year but a full Ofsted inspection in November led to a rating of 'Inadequate'. Among the concerns were: • The quality of teaching was inadequate. • Staff did not accurately assess children's abilities and they did not plan activities that meet the needs of all children and, as a result, children did not make expected progress. • Staff were unable to identify potential risks and hazards. After this, a welfare notice was served, again asking Robins to take action including 'ensuring that children take part in daily planned outdoor activities.' A subsequent inspection in February returned the same

'Inadequate' rating and the nursery closed. Concerns included: • Recruitment checks are not robust. This places children at risk of harm. • Staff do not meet children's needs or communicate with parents about how their child is developing or what their child needs to learn next. • The provider, who is also the Special Educational Needs Co-ordinator (SENCO), does not take steps to ensure children, who require additional support, make good progress. • Staff do not promote children's well-being by keeping them safe from other children's germs. • The overall quality of teaching remains poor. Ms Robins told Filtonvoice she took the decision herself to close the nursery after the second inspection
