He also acknowledged the two significant women in his life – his wife, the former Edna Iturriaga of Isabela, Negros Occidental, by whom he has five children, and his mother, Eustaquia – who both attended the solemn awarding ceremony at the Freedom Park, Capitol Area, Dumaguete City. He finished at Zamboanguita Elementary School and at the Negros Oriental High School. Like her fellow awardee, Dr. Wale never thought of equating her work as a “doctor of the barrios” as a form of achievement where she could be rewarded later on.

According to Dr. Wale, who is a scion of an opulent family in the province, you should not expect a reward for something that you feel passionate about and love to do. She related that early on, in her marriage to fellow medical doctor Sebellon Wale (who passed away two months ago), people would accuse them of being “communist rebels” because of

their penchant of serving the grassroots through their community service. The 77-year-old grandmother of five (from daughter, Mercy, and son, Japheth) has never wavered in her commitment to serve the less privileged. Perhaps, the word “retirement” is not in her vocabulary as she continues to this day to be acting project coordinator of the Silliman University Marina Mission Clinic, a project of the university’s Extension Program in Dauin, Negros Oriental; project manager of the Dumaguete City Women in Prostitution assisted by the Gottingen Church in Germany; and treasurer of Tuburan Foundation, Inc. Her expertise includes general pediatrics, community organizing in health, training of barangay health workers and family health workers, youth peer

educators for HIV/AIDS and traditional birth attendants, and basic acupuncture. Dr. Wale is a member of the Silliman University High School Class of 1951, proceeding to U.P. Diliman for her bachelor of science degree, then to Far Eastern University for her doctor of medicine. Ever the unassuming worker that she is, oftentimes shunning publicity or any trumpet-blowing, her father was the late Don Daniel Sycip, who was a model employer as the manager of Sycip Plantation in Manjuyod, Negros Oriental and a philanthropist. It was her father who built what is now known as the Marina Mission Clinic in Dauin, Negros Oriental. The Outstanding Oriental Negrense Awards for Excellence was started in 2004, producing recipients from varied sectors or disciplines henceforth, except in 2011 when no one qualified for the award. The nominees are initially endorsed, then goes through the preliminary qualifying committee, then to the sectoral-discipline screening committee, and finally to the executive screening committee. Chair of the preliminary qualifying committee is Dr. Rosela Cid and chair of the executive committee is Dr. Victoria Dinopol.

DOUBLE INSURANCE, OVERINSURANCE and REINSURANCE 1. What is double insurance? A double insurance exists where the same person is insured by several insurers separately in respect to the same subject and interest. 2. What is the test in determining the existence of double insurance? The test in determining whether an interest is doubly insured whether the insured, in case of the happening of the risk insured against, can be directly benefited by recovering on both policies; if he can, there is double insurance. 3. Is a prohibition against double insurance valid? The provision in a policy to the effect that the policy shall be void if the insured has, or subsequently procures any other insurance on the property or any part thereof without insurer’s consent, is reasonable and valid and a breach thereof will prevent enforcement of the policy. 4. What is over-insurance? There is over-insurance whenever the insured obtains a policy in an amount exceeding the value of his insurable interest. 5. What is reinsurance? A contract of reinsurance is one by which an insurer procures a third person to insure him against the loss or liability by reason of such original insurance. 6. When is reinsurance compulsory? It is compulsory in the following instances: a) When a non-life insurer insures in any one risk or hazard an amount exceeding twenty per centum of its net worth, the insurer needs reinsurance of the excess over said limit so that retention of the insurer will be reduced to a maximum of twenty per centum of its net worth. b) When a foreign insurance company withdraws from the Philippines, it should cause its primary liabilities under policies insuring residents of the Philippines to be reinsured and assumed by another insurance company authorized to transact business in the Philippines. 7. What kind of contract is reinsurance? It is a contract of indemnity against liability, and not merely against damage. As a consequence of this rule, the reinsurer is not liable to the reinsured for a loss under an original policy if the reinsured is not liable to the original policyholder. But when the reinsured becomes liable under the original policy, he may obtain payment from the reinsurer even before paying the loss of the original insured (Ihra Faith C. Magno, Contributor).
