Ñieàu naøy cho thaáy thò tröôøng nhaø ñaát VN seõ ngaøy caøng soâi ñoäng. Tuy nhieân, hieän nay phaàn lôùn doanh nghieäp kinh doanh baát ñoäng saûn taïi VN ñeàu coù quy moâ voán nhoû, khoâng phuø hôïp vôùi yeâu caàu thò tröôøng. Vaø hoï ñang loay hoay tìm höôùng huy ñoäng voán baèng nhieàu phöông thöùc khaùc nhau.

Trong lónh vöïc BÑS, DN naøo coù voán lôùn thì thöïc hieän caùc döï aùn lôùn, DN voán ít thì thöïc hieän döï aùn nhoû nhöng treân thöïc teá khoâng coù moät DN naøo coù ñuû voán ñeå laøm heát caû döï aùn. Thò tröôøng BÑS Vieät Nam coøn phuï thuoäc quaù nhieàu vaøo voán vay ngaân haøng do thò tröôøng taøi chính chöa phaùt trieån vaø khi coù nhöõng bieán ñoäng xaûy ra nhö hieän nay roõ raøng aûnh höôûng raát lôùn tôùi thò tröôøng BÑS. Trong giai ñoaïn naøy, vieäc vay ngaân haøng ñeå ñaàu tö cho BÑS laø voâ cuøng khoù bôûi laõi suaát ngaân haøng ngaøy moät taêng, giaù vaät lieäu xaây döïng taêng cao vaø döï baùo seõ coøn tieáp tuïc taêng trong thôøi gian tôùi. Thoâng thöôøng ñoái vôùi moät döï aùn ñaàu tö coù hieäu quaû toát, muïc voán vay ngaân haøng chæ neân chieám 1/3 treân toång voán ñaàu tö cuûa moät döï aùn hoaëc ít hôn caøng toát. Vaø neáu DN naøo vay nhieàu hôn tyû leä naøy thì chaéc chaén seõ gaëp khoù khaên. Nhieàu chuû DN cho bieát: vôùi laõi suaát vay ngaân haøng nhö hieän nay thì chæ 5 naêm laø heát voán vaø khoâng moät döï aùn naøo coù möùc laõi ñuû buø ñaép khoaûn laõi suaát lôùn nhö vaäy.


Tröôùc thöïc traïng ñoù, khoâng ít DN ñaõ choïn phöông thöùc phaùt haønh traùi phieáu theo nguyeân taéc töï vay, töï traû vaø töï chòu traùch nhieäm veà hieäu quaû söû duïng voán vay. Ñaây laø moät bieän phaùp huy ñoäng voán thuoäc veà vó moâ, thuoäc veà DN chöù khoâng phaûi cho caû thò tröôøng BÑS. Hôn nöõa, hieän nay khoâng phaûi DN naøo cuõng coù theå phaùt haønh traùi phieáu ñöôïc. Nhöõng DN ñöôïc hoã trôï töø ngaân haøng, nhöõng DN coù uy tín, coù thöông hieäu maïnh, coù döï aùn haáp daãn, khaû thi vaø haàu heát phaûi coù ñôn vò baûo laõnh môùi coù khaû naêng ñaït ñöôïc muïc tieâu ñeà ra vôùi vieäc phaùt haønh traùi phieáu. Thöïc teá cho thaáy phöông phaùp naøy coøn quaù môùi meû ñoái vôùi thò tröôøng Vieät Nam, do ñoù vieäc huy ñoäng voán döôùi hình thöùc naøy cuõng khoâng môû roäng ñoái vôùi moïi DN trong ngaønh. Nhìn chung kieåu phaùt haønh traùi phieáu daïng nhö theá naøy khoâng caên cô maø vaán ñeà laø phaûi xaây döïng ñöôïc moät thò tröôøng taøi chính phuïc vuï cho BÑS.

Tuy nhieân khi xuùc tieán vieäc lieân doanh vôùi DN trong nöôùc, caùc ñoái taùc nöôùc ngoaøi thöôøng coù nhöõng phaân tích, ñaùnh giaù raát kyõ veà veà naêng löïc cuûa ñoái taùc, quy moâ vaø vò trí döï aùn, tieàm naêng vaø tính thu huùt cuûa saûn phaåm nhaø ñaát. Do ñoù, caùc DN BÑS Vieät Nam trong lieân doanh baûn thaân cuõng phaûi laø nhöõng DN maïnh. Vaäy thì caùc DN ñòa oác nhoû, yeáu seõ caøng khoù khaên trong vieäc tìm moät höôùng ñi cho mình. Theo caùc chuyeân gia trong lónh vöïc BÑS, phöông thöùc huy ñoäng voán thoâng qua khaùch haøng laø ngöôøi mua nhaø, ñaát vaãn laø bieän phaùp quan troïng nhaát trong vaán ñeà giaûi quyeát taøi chính

nöôùc tieân tieán ñang aùp duïng hình thöùc phaân coâng chuyeân moân hoaù: moät ngöôøi phuï traùch xaây döïng, moät ngöôøi chuyeân toå chöùc baùn haøng. NHÖÕNG TAÙC ÑOÄNG LÔÙN TRONG PHAÙT TRIEÅN THÒ TRÖÔØNG BÑS Caùch ñaây 2 naêm Vieät Nam ñöôïc ñaùnh giaù laø moät trong nhöõng thaønh phoá coù ñaát ñaét nhaát theá giôùi, nhöng laïi “ñoäi soå” veà tính minh baïch (ñieåm soá minh baïch thò tröôøng BÑS Vieät Nam chæ ñaït 4,69). Ñaây laø möùc ñieåm thaáp nhaát, ñöùng thöù 56/56 quoác gia ñöôïc khaûo saùt, vaø caû khu vöïc chaâu AÙ – Thaùi Bình Döông ñöùng thöù 15/15 quoác gia). Tuy nhieân, theo coâng boá môùi nhaát vaøo ngaøy 30/6/2008 cuûa taäp ñoaøn haøng ñaàu theá giôùi veà quaûn lyù tieàn teä vaø dòch vuï baát ñoäng saûn Jones Lang LaSalle cho thaáy söï caûi thieän raát roõ reät. Neáu nhìn theo höôùng tích cöïc, VN ñang coù ñöôïc söï quan taâm trôû laïi cuûa nhöõng Cty ña quoác gia trong hoaït ñoäng ñaàu tö keå tröïc tieáp laãn giaùn tieáp. Ñaây seõ laø moät ñoäng löïc laøm taêng tính minh baïch treân thò tröôøng BÑS Vieät Nam. Vaø ñeå nhanh choùng ñaït ñöôïc möùc ñoä minh baïch cao hôn nöõa thì nhaát thieát Nhaø nöôùc caàn phaûi coâng khai - minh baïch hoùa trong quy trình ñaáu thaàu, trong quy hoaïch söû duïng ñaát vaø trình töï duyeät ñaàu tö döï aùn töø caùc caáp tænh. Thaønh phoá vaø trung öông neân taïo ñieàu kieän cho moïi thaønh phaàn kinh teá tham gia coâng baèng, doanh nghieäp trong vaø ngoaøi nöôùc…. Beân caïnh ñoù, tích cöïc raø soaùt laïi caùc thuû tuïc trong vieäc caûi caùch haønh chính, ruùt ngaén thôøi gian cho toaøn boä quaù trình thuû tuïc ñaàu tö ngaén nhaát (töø khaâu giôùi thieäu ñòa ñieåm ñaàu tö ñeán quy hoaïch 1/2000; 1/500 vaø giaáy pheùp xaây döïng…). Ngaøy 27/06/2008 taïi thaønh phoá Hoà Chí Minh, Boä Xaây döïng ñaõ phoái hôïp vôùi Hieäp hoäi Baát ñoäng saûn thaønh phoá toå chöùc thaûo luaän ñoùng goùp cho vieäc caûi caùch haønh chính trong qui hoaïch vaø caáp pheùp xaây döïng cho caùc coâng trình vaø döï aùn kinh doanh baát ñoäng saûn , kieán nghò ruùt ngaén thôøi gian vaø boû bôùt caùc thuû tuïc cho 1 döï aùn vôùi thôøi gian tröôùc ñaây laø 3 naêm vôùii 33 thuû tuïc môùi hoaøn thaønh thì nay seõ ruùt ngaén coøn 8 böôùc thuû tuïc cho 1 döï aùn ñaàu tö baát ñoäng saûn vôøi thôøi gian chæ coøn laø 1 naêm. Neáu thöïc hieän ñöôïc vieäc caûi caùch quan troïng naøy, ñaây chính laø Nhaø nöôùc giaùn tieáp giaûi quyeát taøi chính cho kinh doanh baát ñoäng saûn. Nhaø ñaàu tö seõ giaûm ñöôïc chi phí laõi suaát ngaân haøng, maët khaùc seõ nhanh thu hoài voán, hoaëc coù theå huy ñoäng nhieàu nguoàn voán khaùc nhau (coù theå töø khaùch haøng, beân thi coâng xaây döïng…) do coâng trình ñöôïc ñöa vaøo thi coâng sôùm. Maët khaùc, caùc nhaø ñaàu tö döï aùn chuyeân nghieäp phaûi chuaån bò lyõ löôõng cho quaù trình ñaàu tö, quan troïng hôn heát laø giaûi quyeát khaâu taøi chính. Töø ñoù, thò tröôøng baát ñoäng saûn Vieät Nam seõ phaùt trieån laønh maïnh, oån ñònh vaø beàn vöõng.

öø ñaà u naê m cho ñeá n nay, thò tröôøng baát ñoäng saûn ñang gaëp nhieàu khoù khaên, soá löôïng giao dòch cuõng nhö giaù baùn cuûa caùc caên hoä cao caáp, neàn ñaát döï aùn, caên nhaø taïi khu daân cö hieän höõu coù giaù trò treân 2 tyû ñoàng coù xu höôùng giaûm. Trong khi ñoù, giaù vaät tö xaây döïng nhö xi maêng, saét, theùp, gaïch xaây döïng, chi phí nhaân coâng taêng cao. Beân caïnh ñoù, giaù ñeàn buø, laõi suaát ngaân haøng cho vay taêng leân (21%/naêm) ñaõ laøm naâng chi phí ñaàu vaøo, trong khi ñoù giaù baùn ra treân thò tröôøng laïi giaûm. Ñeå ñaït muïc tieâu kieàm cheá laïm phaùt, oån ñònh neàn kinh teá vó moâ, ñaûm baûo an sinh xaõ hoäi, Chính phuû ñaõ aùp duïng chính saùch thaét chaët tieàn teä. Ñieàu naøy ñaõ taùc ñoäng raát lôùn tôùi thò tröôøng baát ñoäng saûn, chuû döï aùn gaëp khoù khaên veà taøi chính, khaùch haøng khoâng theå vay tieàn mua nhaø vôùi laõi suaát quaù cao nhö treân daãn ñeán tình traïng nhieàu döï aùn taïm ngöng trieån khai. Tröôùc tình hình treân, moät soá nhaø ñaàu tö trong vaø ngoaøi nöôùc lo laéng vaø tieáp tuïc theo doõi dieãn bieán thò tröôøng. Tuy nhieân gaàn ñaây, coù nhöõng tín hieäu toát nhö laõi suaát huy ñoäng tieát kieäm cuõng nhö laõi suaát cho vay cuûa ngaân haøng coù giaûm; ñoàng thôøi soá löôïng giao dòch vaø giaù caên hoä, neàn ñaát döï aùn ñang coù chieàu höôùng taêng leân. Tin môùi nhaát, caùc taäp ñoaøn baát ñoäng saûn haøng ñaàu cuûa Singapore nhaän ñònh “sau giai ñoaïn taêng noùng, thò tröôøng baát ñoäng saûn Vieät Nam ñang

Moät soá taäp ñoaøn cuûa nöôùc khaùc nhö Malaysia, Hongkong, Ñaøi Loan, Haøn Quoác, Nhaät Baûn, Caùc Tieåu vöông quoác AÛ Raäp thoáng nhaát, Trung Quoác, Thuïy Só, Myõ, Brunei,… cuõng coù nhaän ñònh laïc quan veà trieån voïng phaùt trieån cuûa thò tröôøng baát ñoäng saûn Vieät Nam. Vì sao thò tröôøng baát ñoäng saûn Vieät Nam haáp daãn ñoái vôùi caùc nhaø ñaàu tö nöôùc ngoaøi? ŽŽ Tình hình chính trò raát oån ñònh; ŽŽ Qui moâ daân soá hieän nay gaàn 90 trieäu ngöôøi vaø cô caáu daân soá treû; ŽŽ Nguoàn nhaân löïc treû, coù trình ñoä, coù khaû naêng thích öùng vôùi söï thay ñoåi cuûa moâi tröôøng; ŽŽ Tyû leä daân cö thaønh thò khoaûng 2728% trong toång soá daân. Ñieàu naøy cho thaáy Vieät Nam ñang ôû giai ñoaïn ñaàu cuûa tieán trình ñoâ thò hoaù. Söï chuyeån ñoåi ñoâ thò ñang vaø seõ dieãn ra moät caùch maïnh meõ trong nöûa ñaàu theá kyû 21, tyû leä daân cö thaønh thò seõ taêng leân 45 - 50% vaøo naêm 2020, 2025 vaø seõ tieáp tuïc taêng trong nhöõng naêm tieáp theo. Döï kieán soá daân ñoâ thò seõ taêng theâm hôn 20 trieäu ngöôøi, chuû yeáu ôû Haø Noäi, TPHCM vaø caùc tænh laân caän, Ñaø Naüng, Haûi Phoøng, Caàn Thô. ŽŽ Sau khi gia nhaäp WTO, ngaøy caøng coù nhieàu taäp ñoaøn vaøo Vieät Nam tìm

kieám cô hoäi ñaàu tö vaø laøm aên laâu daøi; ŽŽ Thu nhaäp bình quaân ñaàu ngöôøi ngaøy caøng taêng. Theo baùo caùo thöôøng nieân veà chæ soá phaùt trieån kinh doanh baùn leû (GRDI) toaøn caàu cuûa Coâng ty Tö vaán Quaûn lyù A.T. Kearney 2008, Vieät Nam soaùn ngoâi vò soá moät lieân tieáp trong 3 naêm cuûa AÁn Ñoä vaø trôû thaønh thò tröôøng ñang leân vôùi ñieåm ñeán haáp daãn nhaát veà ñaàu tö baùn leû. Sau moät thôøi gian nghieâ n cöù u Luaät phaùt trieån baát ñoäng saû n taï i caù c thò tröôøng ñang leân nhö Vieä t Nam, moät soá chuyeân gia quoác teá nhaä n ñònh “thò tröôøng baát ñoäng saûn TPHCM seõ noùng hôn thò tröôøng baát ñoä n g saû n Thöôïng Haûi”. Ñeå boå sung theâm nguoàn voán cho thò tröôøng baát ñoäng saûn nhaèm phaùt trieån caùc döï aùn coù qui moâ lôùn ñaùp öùng yeâu caàu phaùt trieån kinh teá - xaõ hoäi phuø hôïp vôùi tieán trình hoäi nhaäp kinh teá khu vöïc vaø toaøn caàu, Chính phuû neân thaønh laäp Ban nghieân cöùu veà Quyõ tín thaùc ñaàu tö baát ñoäng saûn (REIT) vaø thieát laäp haønh lang phaùp lyù ñeå REIT – moät coâng cuï thò tröôøng voán coù theå sôùm ñöôïc trieån khai thöïc hieän ôû Vieät Nam.

QUY ÑÒNH CAÁP CHÖÙNG CHÆ

oä Xaây döïng vöøa coù Coâng vaên 1586/ BXD-QLN traû lôøi Sôû Xaây döïng TP.HCM xung quanh vieäc trieån khai caáp chöùng chæ moâi giôùi, ñònh giaù baát ñoäng saûn (BÑS). Theo Thoâng tö 13/2008 cuûa Boä Xaây döïng höôùng daãn thöïc hieän Nghò ñònh 153/2007 cuûa Chính phuû quy ñònh chi tieát vaø höôùng daãn thi haønh Luaät Kinh doanh BÑS thì Sôû Xaây döïng laø cô quan toå chöùc in aán, phaùt haønh chöùng chæ moâi giôùi, ñònh giaù BÑS. Veà yeâu caàu trình ñoä vaên hoùa phoå thoâng ñoái vôùi caù nhaân ñöôïc caáp chöùng chæ moâi giôùi BÑS thì theo quy ñònh taïi khoaûn 1 ñieàu 50 Luaät Kinh doanh BÑS vaø khoaûn 1 ñieàu 14 Nghò ñònh 153/2007 khoâng baét buoäc caù nhaân xin caáp chöùng chæ moâi giôùi BÑS phaûi coù baèng caáp chuyeân moân vaø vaên hoùa. Nhö vaäy, vieäc xeùt caáp chöùng chæ moâi giôùi

BÑS cho caù nhaân khoâng phuï thuoäc vaøo trình ñoä vaên hoùa. Tröôøng hôïp ngöôøi nöôùc ngoaøi coù chöùng chæ haønh ngheà moâi giôùi, ñònh giaù BÑS do nöôùc ngoaøi caáp coøn giaù trò thì ñöôïc coâng nhaän vaø söû duïng ñeå haønh ngheà taïi Vieät Nam. Chöùng chæ haønh ngheà do nöôùc ngoaøi caáp phaûi ñöôïc dòch ra tieáng Vieät coù coâng chöùng hoaëc chöùng thöïc theo quy ñònh cuûa phaùp luaät Vieät Nam vaø phaûi göûi cho cô quan quaûn lyù hoaït ñoäng kinh doanh BÑS taïi ñòa phöông nôi haønh ngheà ñeå theo doõi, quaûn lyù (theo quy ñònh taïi khoaûn 2 ñieàu 19 Nghò ñònh soá 153/2007).

Ngaøy 18 thaùng 7 vöøa qua ñaõ laøm leã khôûi coâng Döï aùn do Coâng ty 7/5 laøm chuû ñaàu tö vaø Coâng ty TNHH tö vaán kieán truùc Voõ Thaønh Laân laäp quy hoaïch chi tieát 1/500. Döï kieán, khu daân cö 7/5 seõ cung caáp cho thò tröôøng 662 caên nhaø lieân keá vöôøn, 162 caên nhaø bieät thöï vaø 768 caên hoä chung cö. Trong thaùng 7, caû nöôùc coù 167döï aùn ñöôïc caáp chöùng nhaän ñaàu tö vôùi toång voán ñaàu tö ñaêng kyù laø 13,55 tyû USD, ñöa toång soá döï aùn caáp môùi trong 7 thaùng ñaàu naêm 2008 leân 654 döï aùn. Ñöùng ñaàu trong 35 quoác gia coù ñaàu tö taïi Vieät Nam vaãn laø Ñaøi Loan (82 döï aùn), keá ñeán laø Nhaät Baûn (65 döï aùn), Malaysia ( 28 döï aùn), Brunei ( 14 döï aùn), Canada ( 4 döï aùn). Trong ñoù daãn ñaàu veà thu huù ñaàu tö trong caû nöôùc laø tænh Baø Ròa – Vuõng Taøu vôùi 21% toång soá voán ñaêng kyù.

Nghò ñònh neâu roõ, mieãn leä phí tröôùc baï ñoái vôùi nhaø ôû, ñaát ôû cuûa hoä ngheøo, nhaø ôû, ñaát ôû cuûa ngöôøi daân toäc thieåu soá ôø caùc xaõ, phöôøng, thò traán thuoäc vuøng khoù khaên. Ñoàng thôøi, Nghò ñònh cuõng söûa ñoåi tæ leä thu leä phí tröôùc baï laø 0,5% töø tæ leä cuõ laø 1% .

ccording to urbanization strategy, urban area will increase to 460,000 acre from 105,000 acre at the end of 2020. As the result, housing area will raise to 20 m2/person from 11.7 m 2/person with construction area up to millions m 2 each year. In addition, since more and more foreigners stay in Vietnam for work and travel, the demand for houses, hotels, offices and retail areas is boosting. Real estate market will be booming each day. However, most of real estate businesses in Vietnam have limited capital and are trying different ways to find funding.

In real estate market, businesses with large capital invest in big projects, corporations with limited capital devote to smaller sized project, but in reality there are no firms with enough assets to finish the entire project. Vietnamese Real Estate market depends too much on liability borrowed from banks because the country’s financial market has not been developed healthily. In addition, many macro environment issues have been caused greater effects to the property market. At the moment, loans from banks are really difficult to get due to high increased interest rate, as well as the raising building materials prices. Normally, an efficient real estate project, loan from bank occupies less than 1/3 total project capital. Any company, which has greater loan than 1/3, will have some difficulties. Many business owners said, with the current interest rate, businesses would run out of capital after five years, and there would be no project with

This is a raising-capitalmethod in the macro environment, belonging to businesses; it is not a method can be applied for the entire real estate market. Currently, not all businesses can offer bonds. Only businesses, which have earned the support from banks or trustable businesses, strong brands, owning interesting and a feasible projects, and with guaranties from a strong financial institutes can reach their goals in issuing bonds. In reality, this method is still new in Vietnam. Therefore, this channel is not widely opened to the businesses. Overall, issuing bonds is not the main element, but the point is how to build a strong financial system to support real estate market.

However, in the most recent announcements of Jones Lang LaSelle – the well respected group in currency managing and real estate services, there is a significant improvement in transparency. Globally, the real estate market of Vietnam stands at 11 in 28 most improved market. Based on this report of JLL: High transparent – transparent – half transparent – low transparent and none transparent,

Vietnam is improved from the “none – transparent” group to “low transparent” group. Optimistically, Vietnam is getting the return interest from multinational corporations in investments including direct and indirect activities. This can be the motivation to quickly get higher transparency in Vietnam’s real estate market. It is necessary for the authorities to be transparent in project bidding process, in land using projections and in project approving procedures. City and Central authorities need to create opportunities for all market segments to participate fairly including domestic and foreign companies. Furthermore, aggressively checking all steps in reforming administrative procedures to shorten the investment time (from the first step of introducing locations to 1/2000 scheme approval, 1/500 scheme approval and the building permit…) On June 27th, 2008, the Ministry of Construction and the Ho Chi Minh Real Estate Association has organized a conference to discuss and suggesting changes regarding the reformation of administrative procedures in scheming and issue building permits to construction and real estate projects. The suggestions are including shortening the time and limit procedures to 8 steps in one year instead of 33 steps in three years previously. If these reform procedures are successfully implemented, the authorities have indirectly solved the financial problem for real estate businesses. Investors will be able to reduce the bank interest expenses. On the other hand, they can collect their investment capital back quickly, or they can acquire capital from different sources (such as from customers, construction partner, etc…) due to quickness of the project to start construction. On the other hand, professional investors need to be prepared carefully for their investment process, especially the financial forecast. As the result, Vietnam real estate market will develop healthily, stably and strongly. Vietnam

rom the beginning of this year, the Real Estate market has faced many difficulties. The number of successful trades of apartments, lands, houses with less than 2 billion VND in prices, has gone down. Mean while, the price of building material such as cement, building metals, bricks and labour cost are increasing. Besides, compensative cost for land and the bank’s lending interest rate (21% per year) had added to the cost of good sold while selling price is decreasing. To reduce inflation, stabilizing macro-economy and ensuring social welfare, the Government applies tighten monetary. This brings major effect to the real estate market. Project developers are in financial difficulties, customers are not able to get loan due to high lending interest rate. All leads to the fact that many projects has been delayed as the result. Facing the current situation, foreign as well as domestic investors show worriness and continuously watch the market’s activities. However, recently, there are good signals such as saving and lending interest rate are decreasing and the number of successful trades and the prices of apartments, lands has gone up.

REGULATION OF ISSUING REAL ESTATE AGENT CERTIFICATES

M

inistry of Construction promulgated Official Document code 1586/BXD-QLN to answer Hochiminh Office of Construction about the matter of issuing real estate agent and valuation certificates. According to the Circulation on 13/2008 from Ministry of Construction showing how to implement Decree code 153/2007 from the Government

in details and implement Real Estate Trade laws, Office of Constructions can issue real estate agent and valuation certificates. Any person, who is granted the certificates is not required any degree of education according to paragraph 1st article 14th Decree code 153/2007 Real Estate Trade laws. Then the act of approving the certificates to any person does not need any degree of education.

Vietnam can work in Vietnam. Foreigner certificates has to be translated in to Vietnamese, certified as true and sent to local real estate admitration offices according to paragraph 2nd article 19th Decree code 153/2007.

ccording to the Department of Foreign Affairs (Ministry of Planning and Investments), FDI into Vietnam has reached $45.28 billion USD, which has doubled from the same period last year. Especially, FDI capital has been released to $6 billion USD, a 43% increase from 2007. The new registered capital is focus in services area ($22.84 billion USD), followed by industrial ($21.45 billion USD). The rest is on agricultural – sylvicultural – piscicultural area (0.5%). During July, there were a total of 167 projects which have received investment certificates with the total registered capital of $13.55 billion USD. This has put the total of new approved projects in the first 7 months of 2008 to 654 projects. The country has the most investments in Vietnam compared is Taiwan (82 projects), followed by Japan (65 projects), Malaysia (28 projects), Brunei (14 projects) and Canada (4 projects). Among them, Ba Ria – Vung Tau is a place which has attracted the most FDI with 21% of the total registered capital.

July 19th, the Study Encouragement Society in Ha Tay province organized a ceremony to grant the Lawrence S.Ting scholarship to poor students, who had overcome difficulties to do well in school from nine wards and cities within the province. Lawrence S.Ting scholarship was

organized five times by Phu My Hung Joint Venture Company. In 2008, the company gave 1.8 billion VND check to Vietnamese Study Encouragement Society to sponsor 61 provincial Study Encouragement Societies over the nation on Lawrence S.Ting scholarship.

July 6th, 2008, a formal procedure was organized at Tam Binh Ward’s People Committee’s office regarding the “For A Clean Street” campaign and installing many billboards along the green-clean-beautiful road built and sponsored by Thu Duc House Development Company. At the ceremony, representatives of Thu Duc House’s management board gave a poster of 40 million VND to Chairman of Tam Binh Ward’s People Committee to sponsor for 35 billboards along To Ngoc Van Street in Tam Binh Ward, District Thu Duc. This is one of the practical activities of Thu Duc House Development Company in the connection with the local authorities to promote the urbanization among people of Ho Chi Minh City.

VAN NIEN TUNG tree has another name “Tung La Han”. The English or French name is Bamboo Juniper and scientific name is Podocarpus macrophyllus (Thunb)D.Don. It takes origin from Asian, Japan and China. Trees have big grey woody body with a lot of branches which grow outward or downward. Leaves are flat shiny, green on the top, grey at the bottom. The buds are light green. They are easy to plant, main by raising its branches. They are usually grown at temples, park, and balcony because of their beautiful foliages. People put them in pots as bonsai or grow on clod of mock up mountain. They don’t need to be taken care of much due to their ability against diseases. They need to be watered only once per day.
