Retailers want help where it hurts

RETAIL Ireland has called on Government to introduce targeted measures to help retailers who face rising costs of business.

Their proposals include the introduction of targeted PRSI rebates for employers, assistance for energy intensive retail operations, and new measures to support the food supply chain (from producer through to storefront).

Budget 2026 saw significant support for hospitality, through the VAT reduction, but did not provide much relief for retailers facing the same challenges, believes Arnold Dillon, Retail Ireland Director. “There is a compelling case for targeted support for businesses facing increased labour cost pressures,” he said. Targeted PRSI measures, and the indexation of PRSI thresholds, might also “be an effective use of funds to support job retention and creation in sectors exposed to significant labour cost increases”.

Alongside labour reliefs, Retail Ireland wants the Government to design a system that provides targeted support for businesses exposed to energy price increases. “The Government has introduced welcome supports around energy costs.

But the longer this goes on, we will need further additional interventions,” Dillon believes. 2026 has so far defied expectations, explains the Retail Ireland Director, in reference to cost pressures as a result of conflict in the Middle East.

Retailers have welcomed moves to stall the timeline for the Living Wage and halt the extension of statutory sick pay.

However, the introduction of additional bank holidays and others costs, such as a €1,000 licence for selling tobacco, “all adds up”, according to Dillon: “There is also a lot of disruption in the market because of competition online. One key priority is to make sure there's a level playing field between businesses operating in the EU and competition outside the EU.” As costs have risen, so consumer sentiment has plummeted. Shoppers, noted Retail Ireland, are making fewer discretionary purchases, leading to a shift towards own brands. “There has been a massive effort by retailers to ensure their range reflects the needs and the changing demands of consumers,” said Dillon. Many consumers plan to switch their main grocery retailer. Brand loyalty, notes Retail Ireland, is conditional rather than assured.

The Cost of Business Forum, a group led by the Department of Enterprise, has met to discuss key recommendations for its final report. The report will cover over 50 recommendations, according to Tara Buckley, RGDTA Director General, who made several submissions to the Forum: “They go right across energy costs, banking costs, insurance costs. All the costs a small business faces, except the cost of employment.”

The Forum’s final report is expected to be published in or before June 2026.

Call of duty over tobacco imports RETAILERS Against Smuggling (RAS), an Irish advocacy group representing retailers in the fight against black market tobacco, has called on Government to introduce a law to criminalise duty-free and duty-paid cigarettes from outside Ireland.

The demand follows a poll which revealed almost half (47%) of people who purchased cigarettes or rolling tobacco overseas in the past 12 months, did so in Spain where excise duty on a pack of cigarettes is on average €3 (compared to €11 in Ireland). 21% of respondents in the Amárach poll, commissioned by RAS, purchased their tobacco from the Canary Islands. “If cigarettes are as bad for the human being as they're made out to be,” Benny Gilsenan, spokesperson for RAS told Retail News, “then ban duty-free. Don't pussyfoot around.”

Under excise rules for duty-paid tobacco products coming into Ireland, consumers can purchase up to 800 cigarettes or 1kg smoking tobacco in foreign jurisdictions, under the condition they keep receipts (to prove they paid duty and tax) and transport the goods themselves. But according to Gilsenan, holidaymakers are bringing larger quantities of cigarettes back to Ireland “and customs are not stopping them”.

37% of respondents in the poll purchased tobacco in the UK or Northern Ireland, where there is less restriction on bringing larger quantities back into Ireland. Gilsenan said he recently “reported a number of people to customs who were going across to the UK every second day on the ferry and bringing back cigarettes in large quantities. They were allegedly selling the products on the black market, paying for their next trip, and going abroad on foreign holidays from the money they were making.

As well as using their own boarding pass to purchase cigarettes, they were using boarding passes from other people on the ferry.”

New Revenue data reveals Ireland’s illegal and non-duty paid tobacco is now estimated to be worth €845 million: a record high, according to RAS, with 38% of cigarettes in circulation being either illegal (28%) or legal without duty paid in Ireland

Alongside a loss of sales to the black market and duty-paid purchases, retailers are struggling with greater costs around the sale of tobacco products. From February 2026, an annual licence to sell tobacco costs €1,000 alongside an €800 charge for vape products: an increase from the traditional €50 one-off fee. In November 2025, the E-Liquid Products Tax (EPT) was introduced, applying a €0.50 per ml tax on all e-liquids, regardless of nicotine content.

Benny Gilsenan operates a convenience store off the North Circular Road in Dublin and says sales of tobacco products in his premises have fallen from “approximately 40% of my overall turnover to 2% of my overall turnover over the last 12 to 18 months. Roll-your-own tobacco is practically a non-existent product now.

gone to the black market.”

Retailers are not the only ones missing out. Revenue’s Illegal Tobacco Products Research Survey 2025 found the level of tax loss from illegal cigarettes to have been €645 million last year – a jump from €590 million in 2024. Yet, according to the Department of Health’s Healthy Ireland Survey 2025, “smoking rates have remained static since 2019”. This suggests, according to RAS, “a diminishing margin of returns with Ireland's tobacco tax”.

RAS wants Government to freeze excise rates on tobacco products in Budget 2027. “RAS is not calling for a decrease in Tobacco Products Tax (TPT). It's time to stall the ball for a while and reassess where we're at,” said Gilsenan. “The Irish Government has used fiscal increases to put people off the idea of smoking, which worked in principle to a certain point, because you're making it inaccessible. But if it's accessible elsewhere, you’re not solving the problem.”

BWG Foods host inaugural category and innovation showcase event

BWG Foods welcomed retail customers from across their Spar, Eurospar, Mace and Londis networks to the inaugural BWG Trading, Category and Innovation Showcase recently, an industry-first event which took place at the Curragh Racecourse.

The showcase brought together 1,000 independent retailers and suppliers, ranging from global FMCG multinationals, including Coca-Cola, Diageo, Heineken and Mondelez, to emerging and innovative brands such as Neutonic’s productivity drinks range and Uzuzu on-the-go sushi offerings. The event provided retailers with an expert and forward-looking view of how categories, foodservice and in-store execution are evolving within the convenience channel, highlighting trends that are set to define the sector over the next three years.

LSN, a BWG Foods business and one of Ireland’s leading distributors of sports nutrition products, also featured strongly, highlighting the growing opportunity for convenience retailers in this fast-expanding category. BWG retailers are currently experiencing growth of up to 120% in sports nutrition, reflecting the shift in where and how customers are purchasing these products.

A key focus of the day was food innovation and the continued evolution of deli and food-to-go. Retailers were encouraged to rethink traditional foodservice models as changing shopper habits create new opportunities across high-growth categories, including novel chicken offerings, fresh beverages, healthier options, and premium sandwiches. BWG outlined how demand is increasingly extending beyond the traditional lunch occasion, with shoppers seeking quality, choice and convenience throughout the day.

Presentations highlighted the increasingly competitive environment for convenience retailers, who are now competing not only with other stores, but with quick service restaurants and cafés that continue to raise consumer expectations around consistency, range and experience. The live showcase area demonstrated practical ways retailers can evolve their in-store offering, reinforcing the role of the deli as a key driver of future growth within convenience retail. It also featured high-trend and viral products opportunities such as Ready to Drink (RTD) cocktails, flavoured breads and vegetable snack boxes.

Health-led food was another central theme, with BWG outlining that health foods are no longer a passing trend but a structural and normalised part of consumer demand. The Group unveiled Uzuzu,

The event also explored emerging foodservice trends, including the continued premiumisation of convenience food within accessible price points, and the increasing role of technology, with self ordering kiosks set to become a more normalised feature within convenience foodservice environments.

In parallel with the showcase, BWG Foods hosted their annual trade show, where over €28 million in sales were generated through strong promotional activity delivered by key suppliers, underlining the continued strength of the convenience and wholesale channel.

“This showcase was about giving our independent retailers genuine foresight – not just into what is trending today, but into what will drive growth over the next three years,” noted Jamie Tevlin, Trading Director, BWG Foods. “Convenience retail is evolving at pace, and our role is to help retailers stay ahead by translating innovation, category insight, and execution best practice into clear, practical opportunities they can deploy in-store.

Bringing suppliers and retailers together in this way allows us to accelerate that shared ambition.”

Minister supports Irish seafood suppliers MINISTER of State at the Department for Agriculture, Food and the Marine with responsibility for Fisheries, Timmy Dooley TD, joined Bord Bia at the 2026 Seafood Expo Global in Barcelona, recently.

Bord Bia supported a 20-member contingent of Irish seafood exporters, showcasing their extensive range of products in the Bord Bia Origin Green Pavilion at the world’s largest seafood trade fair, featuring more than 2,100 exhibitors from over 87 countries.

“The Irish seafood sector exported more than €672 million to more than 70 countries around the globe last year,” noted Minister Dooley.

“Annually, over 200,000 tonnes of Irish seafood from pelagics and whitefish to shellfish, salmon and trout are exported by our seafood industry to all corners of the globe and the demand for premium quality, responsibly sourced seafood from Ireland remains very strong.”

€100,000 Lidl Green Fund returns FOLLOWING the success of its inaugural year, Lidl Ireland launched the 2026 Lidl Green Fund, with applications now open for community groups, schools and charities across Ireland to enter for their chance to win a share of €100,000 in funding.

The initiative, developed in partnership with Business in the Community Ireland (BITCI), provides a €100,000 funding pot aimed at empowering grassroots projects that tackle climate change, promote biodiversity, and support sustainable living. The fund offers a flagship top prize of €25,000 for a standout national project, with a further €75,000 distributed among impactful

The remaining €75,000 was distributed across all 26 counties, ensuring that every county in Ireland benefited from localised sustainability grants.

Tesco open new Superstore at Northside Shopping Centre TESCO have officially opened the doors to their brand new Superstore in Northside Shopping Centre, Dublin 17, bringing 65 new jobs to the community.

Open from 8am to 9pm daily, the 20,000 square feet store offers customers a bright, modern retail space with an extensive range of Irish food and drink products, the latest F&F fashion ranges, an in store bakery, an off licence, and a DRS machine.

Designed with sustainability in mind, the store features energy efficient lighting and modern fridges with doors to help reduce energy use.

“The response from the community has been fantastic,” noted Store Manager Pamela Geraghty, who has been with Tesco for 28 years. “People are excited to see us open, and we’re just as excited to welcome them in. With a great mix of branded and Tesco own label products, many sourced from Irish suppliers, we’re confident there’s something here for everyone.”

Supporting the local community will be a key focus for Pamela and Deputy Manager Jennie Jordan. Through the Tesco Community Fund, the store’s first donations will go to Scoil Fhursa (Kilmore), St Joseph’s NS (Bonnybrook) and St Francis Senior School (Priorswood).

The store will also participate in Tesco’s food surplus redistribution programme, working with FoodCloud and Olio Food Waste Heroes to ensure good food never goes to waste. In addition, the team will support Tesco’s charity partner, the Children’s Health Foundation, which helps sick children in CHI hospitals at Crumlin, Connolly, Temple Street and Tallaght.

As part of the opening celebrations, Tesco recently held a colouring competition at St Francis Senior School. The competition received a fantastic response, with many creative entries from students across the school. A huge congratulations goes to Erin Rigney, the overall winner. Erin’s artwork now features proudly on the official Northside tote bag, available to the first 100 customers in-store on opening day.

Lidl celebrate exceptional talent with Achievement Awards LIDL Ireland and Northern Ireland have officially revealed the 2026 recipients of their prestigious National Achievement Awards, recognising the extraordinary talent and unwavering dedication of their workforce.

This annual celebration honours the remarkable colleagues who consistently go above and beyond across the retailer's entire island-wide network, spanning its 190 stores, Head Office in Tallaght, and three distribution centres and regional offices.

The spectacular event was held at the Clayton Hotel Burlington Road on April 21, hosted by comedian Andrew Ryan. A total of

The ultimate honour of the evening, the Lidl Legend award, was presented to Bridget Dunican from Ballinasloe. With an impressive 23 years of service at the company, Bridget was selected from a workforce of over 6,000 employees for her exceptional commitment to Lidl’s mission.

“I am absolutely blown away and incredibly honoured to receive this award,” said Bridget. “Having been part of the Lidl family for 23 years, I have so much pride in the work we do every day, especially at the Ballinasloe store, where my colleagues and our customers feel like a second family. This award is a testament to the unbelievable solidarity and hard work of everyone I’ve worked alongside over the years, and I’m just so proud to be part of this team.”

Other winners on the night included Eleanor Nakonieczny, a customer assistant at the Mallow store, who took home the Customer First Champion award, while Mark McGuire, a Supply Chain Analyst based in Lidl’s Nutts Corner RDC, won the Inclusion & Belonging Champion award. Lidl Ireland’s Ballymahon Store Manager Katalin Laszay took home the title of Most Inspirational Leader. The Lidl Impact Work Safe Live Well Ambassador award was won by Jude Healy, Deputy Logistics Manager at the Newbridge regional distribution centre. Paudie Byrne, Sales Operations Manager for the Mullingar region, was honoured with the Lidl Impact Community Hero award for his incredible support of Lidl’s official charity partner, Family Carers Ireland.

Value key for shoppers over Easter TAKE-HOME grocery sales in Ireland increased by 4.4% over the four weeks to April 19, 2026, compared to the same period last year, according to the latest data from Worldpanel by Numerator. The timing of Easter this year meant shoppers started their purchasing earlier in March, boosting value growth compared to the previous four weeks.

Shoppers are visiting stores more frequently, with trips up 3.2% year-on-year, as they seek out value and deals against a backdrop of price rises. Footfall also increased over the latest four weeks, with shoppers on average making just over 23 trips in the month, or one more than during the previous period. Volume per trip, however, continued to decline, down 3.4% year-on-year.

“Consumer uncertainty due to global events has sparked a sense of caution among shoppers, who are demonstrating signs of making more considered purchasing decisions as discretionary spend is squeezed by rising fuel prices at the pumps,” noted Emer Healy, Business Development Director at Worldpanel by Numerator.

Unlocking value for money remains front of mind for shoppers when purchasing everyday goods. Loyalty cards are one of the main ways shoppers are attempting to manage spend, with 73% claiming to use such schemes, while 67% of shoppers claim to be buying on promotion more often.

“What’s particularly interesting is how deliberate shoppers are being in balancing value with indulgence,” noted Emer Healy.

“While promotions clearly played a key role in helping households stretch budgets ahead of Easter, we still saw shoppers trade up for the occasions that mattered most.

“Easter baskets became a space for premium choices, suggesting that shoppers are still willing to spend that little bit more to make key moments feel special, despite the economic backdrop.”

Shoppers took advantage of the increase in promotional offers available in the run-up to Easter, with almost 20 million more packs bought on offer compared to last Emer Healy, Business month. Brands held 50% value Development Director at share, contributing an additional Worldpanel by Numerator. €174 million in value spend and growing ahead of own label ranges, which generated an additional €47 million. Shoppers prioritised premium products for occasion-led choices, with an additional 3.9 million packs featuring in Easter baskets compared to last month.

Hot cross buns continued to be an Easter favourite, with more than one fifth (20.5%) of Irish households buying them over the month. Sales increased by 37% in the four weeks to Easter Sunday, which fell on April 5 this year, versus the corresponding run-up to the holiday last year. Sales of Easter eggs grew even faster than

the corresponding period last year, with sales up 49%. More than €15 million was spent on Easter eggs alone in the seven days to Easter Sunday.

However, lamb did not feature prominently at the Easter dinner table this year, with sales down 31% year-on-year. Despite this decline, 20% of Irish households did purchase lamb over the Easter month.

April also brought a clear uplift in spring-cleaning activity, with sales of household products up 8% year-on-year, supported by particularly strong demand for household cleaners and laundry products. “The brighter days and feeling of spring in the air has prompted a seasonal reset in household routines, with shoppers spending a combined €2 million on these products versus last month,” Emer Healy added.

Online sales rose 9.7% year on year, with shoppers spending an additional €22 million through the channel. The arrival of new shoppers to the channel over the 12 weeks has brought the proportion of Irish households purchasing their groceries online to over 20%, contributing an additional €28 million to its overall performance.

Over the latest 12 weeks, Dunnes hold 24.1% market share, with sales growth of 4.8% year on year. Dunnes shoppers returned to stores more often, with trips up 4.4% versus last year, contributing an additional €36.9 million to overall performance.

Tesco maintain 24% of the market, with year-on-year value growth of 7.4%. New shoppers to Tesco stores were up 3.9% versus last year, contributing an additional €32.1 million to overall performance.

SuperValu hold 19.4% of the market with growth of 0.3%.

Consumers made the most shopping trips to the grocer, averaging 24.2 trips over the latest 12 weeks. New shopper arrivals contributed an additional €17.9 million to performance.

Lidl hold 14.4% market share, up 11.4%. An influx of new shoppers to stores, alongside existing shoppers making larger trips, drove an additional combined €38.9 million in sales.

Aldi claim 10.9% market share. Increased trips to store and new shopper arrivals drove an additional combined €10 million in sales.

Tesco open new Donnybrook store

TESCO Ireland have opened a new Express store on Morehampton Road, Donnybrook, Dublin 4, creating 12 jobs in the area. Shoppers will find a range of local favourites on shelves, including products from Freshways, Oishii Foods and Keogh’s crisps. Open from 7am to 10pm, the Morehampton Road Express store is designed to fit around busy days.

Tesco remove plastic trays from whole chickens

TESCO have removed plastic trays and film from their range of whole fresh chickens. Instead, the chicken will now come in a single, easy to use removable bag that keeps the chicken protected and fresh, while using less plastic packaging overall.

The change applies to five popular Tesco own brand products, spanning medium, large and extra-large whole chickens, as well as Tesco Finest and Free-Range chicken. By switching to the new bag format, Tesco will cut the amount of plastic packaging used across these products by 10%. “The new chicken bag which can be recycled at home, uses less plastic while still delivering the same great quality our customers expect,” said Tesco Ireland Fresh Food Category Director, John Brennan. “We’ve already seen a positive response to similar changes in our beef mince packaging, and we’re confident customers will welcome this move too.”

Meanwhile, Tesco recently achieved a standout performance at this year’s prestigious Monde Selection Awards, earning eight accolades across their Tesco Finest Certified Irish Angus range.

Tesco also took home four Diamond awards, a special recognition given to products that achieve Gold or Grand Gold for three consecutive years.

Tuam SuperValu installs Galway’s first bulk reverse vending machine O’TOOLE’S SuperValu Tuam has become the first supermarket in Galway to launch a high-capacity bulk reverse vending machine, enabling customers, local clubs and charities to conveniently recycle larger quantities of plastic containers and aluminium cans in a single visit. Supported by Re-turn, the new machine can process up to 100 containers per minute.

“The installation marks an important step forward in achieving our sustainability goals, with the capacity to now process over 3.5 million containers annually,” said Mary Lardner of O’Toole’s SuperValu Tuam. “What makes this milestone even more meaningful is the benefit it brings to local clubs and charities, who can now return containers at a faster rate, raising much needed funds.”

Retail Ireland: Monthly Update

Consumer confidence deteriorates AS we move through 2026, the retail landscape has shifted from a period of relative stability into a far more volatile environment.

While the year opened with modest growth, recent geopolitical developments, notably tensions in the Middle East, have quickly darkened the horizon for both retailers and consumers.

The latest findings from the Retail Ireland Monitor and the Amárach Consumer Spending Index point to a consumer who is increasingly cautious, intensely value focused, and emotionally under strain.

The dominant influence shaping the current outlook is the resurgence of the energy crisis. Global instability has driven fuel price expectations to record levels, with the vast majority of motorists now anticipating significantly higher costs at the pump in the months ahead.

These pressures are already visible in rising public concern and renewed fuel protests, underlining just how sensitive energy costs have become for Irish households.

Less room for discretionary purchases Crucially, this consumer squeeze extends well beyond fuel. Ongoing supply chain pressures have unfortunately pushed grocery spending firmly into the spotlight again as the primary source of household anxiety. Consumers increasingly acknowledge that spending on everyday staples is unavoidable, leaving progressively less room for discretionary purchases elsewhere in the economy.

As household budgets are absorbed by heat, light and food, discretionary categories are bearing the brunt. The figures show a marked pull-back across several key areas: • Big ticket purchases such as furniture, electrical goods and DIY continue to decline, as shoppers defer major projects and non-essential upgrades.

• Holiday spending intentions have fallen sharply compared with this time last year, with travel once again viewed as a luxury rather than a given.

• Social and leisure spending, including dining out and entertainment, are also in retreat, as consumers substitute these experiences with lower cost comforts such as small personal treats or at-home indulgences.

An erosion of confidence Alongside these behavioural shifts, the emotional toll on consumers is becoming more obvious. Overall sentiment has dropped to its lowest level in several years, reflecting not a sudden collapse, but a steady and pronounced erosion of confidence.

This pressure is palpable on the shop floor. A growing share of the population now describe themselves as either “worried” or “struggling” with the cost of living, while feelings of frustration and irritation have risen sharply. For retail workers, this creates a more challenging customer environment.

Unsurprisingly, this anxiety is having an effect on consumer loyalty. Nearly two thirds of shoppers now intend to switch at least one provider, ranging from energy suppliers to insurance,

to secure better value. Of particular relevance to our sector is the notable increase in consumers planning to switch their main grocery retailer, reinforcing just how competitive the value battle has become.

Price, promotions and trust are now central to purchasing decisions, with brand loyalty increasingly conditional rather than assured.

What more can Government do?

As attention turns toward what more the Government can do to help, Retail Ireland is actively working to ensure the sector is not destabilised further by a perfect storm of rising costs and weak consumer confidence.

The ongoing progression towards the Living Wage remains the most significant structural pressure on retail margins. We are calling for a balanced and sustainable approach to cumulative labour costs, including the introduction of targeted employer PRSI rebates and the indexation of PRSI thresholds, to protect store viability.

In addition, given that geopolitical instability is driving extreme volatility in energy markets, there is a clear case for temporary energy and supply chain supports. This should include ring fenced assistance for energy intensive retail operations, alongside targeted measures to support the integrity of the food supply chain from producer through to storefront.

By addressing these fundamental cost pressures, Government can help ensure the retail sector remains a resilient and reliable cornerstone of the Irish economy during an increasingly uncertain period.

Retailers urged to take final step towards full elimination of banned SUPs A new national campaign from MyWaste, backed by Retail Ireland, CSNA, Retail Excellence Ireland and RGDATA, supports retailers in completing the transition away from 10 banned single-use plastic items.

RETAILERS across Ireland are being encouraged to take the final step in fully eliminating banned single-use plastic (SUP) items for sale and supply, as MyWaste launches a new national awareness campaign aimed at supporting full sector compliance.

Running from April 26 to May 10, 2026, and backed by key retail industry bodies including Retail Ireland, Convenience Stores & Newsagents Association (CSNA), Retail Excellence Ireland and Retail Grocery Dairy & Allied Trades Association (RGDATA), MyWaste’s Single-Use Plastics campaign is designed to support retailers in completing the final phase of compliance by fully removing any remaining banned SUP items from stock and supply chains, while driving nationwide engagement and reinforcing a unified, sector-wide commitment.

Significant progress New research, conducted by Empathy

Research on behalf of MyWaste, Ireland’s official guide to managing your waste, highlights that the Irish retail sector has already made significant progress. The vast majority of businesses report that banned items have now been significantly removed from circulation, with just 8% of businesses saying they have been offered banned single-use plastics by suppliers, and only 4% reporting recent purchases.

This indicates that the transition away from these products is well advanced across the Irish market.

While purchasing and stocking behaviours of retailers are largely positive, awareness of the EU regulations, transposed into Irish law in 2021, remains low, with close to 50% of retailers being aware that certain SUP items are banned.

However, the findings also show that sustainable alternatives have become standard practice in retail operations. More than seven in ten businesses (71%) now

provide non-plastic alternatives to straws, while two-thirds (66%) offer alternatives to plastic cutlery, demonstrating widespread adoption of compliant, environmentally friendly options across the sector.

At the centre of the campaign is a newly developed and free to download Retailer Self-Audit Checklist, a practical guide designed to help businesses review existing stock, identify any non-compliant products, and take straightforward steps towards full compliance. Retailers are also encouraged to show their commitment to eliminating single-use plastics by displaying the campaign pledge badge in-store and online.

High costs impacting on drinks sector Global uncertainty, rising costs and increased regulation are all impacting on the Irish and global drinks market. But it could have been much worse, Cormac Healy, Director, Drinks Ireland, explains.

MAY 2026 was the original date when the new labelling regulations on alcohol were due to come into force across Ireland – all alcoholic drinks were due to have mandatory health warning labels, which would have made Ireland an outlier in terms of EU and global labelling and would have created chaos in an already beleaguered drinks industry, where tariffs and trade disruptions have made business extremely difficult.

“Drinks Ireland lobbied for a deferral of the regulations,” states Cormac Healy, Director of Drinks Ireland, the Ibec group representing Irish alcoholic drinks manufacturers. “We felt that our

industry didn't need more turmoil on top of what was already happening in terms of trade disruption and cost increases, particularly given the sensitivity of trading relations with the US, who had called out the proposed labelling requirement as something that was anti-trade. The Government made a decision in July to defer it until September 2028. If that hadn’t happened, this could have been a very different and very difficult conversation now, so we are hugely thankful for that deferral, which provided much-needed breathing space for a sector that was facing a huge amount of trade uncertainty.”

While Cormac is cognisant of the fact that

most of the uncertainty was international in scope and therefore focused on the export market, it is nonetheless a crucial concern.

“You don't silo turmoil and you don't silo costs; when something effects one part of the business, it effects the whole business, including the domestic market,” he insists.

Drinks Ireland continue to advocate that any labelling changes should be taken in concert with our fellow EU Member States to “preserve the integrity of the single market and to avoid unnecessary disruption to trade. We were encouraged by comments at the time of the Government decision last year from the Taoiseach and various ministers that this is something

Retail News Interview capacity was suspended, and some of the country’s smaller distilleries, unfortunately, haven’t re-opened their doors.

“We’re still by no means back to full distilling capacity, not by a long shot,” Cormac sighs. “There is a huge focus on the US tariffs, and that is continuing to prove very difficult, but we are also hugely affected by rising costs, as well as by inflation and consumer spending power.”

The domestic market Domestically, according to latest Revenue data for 2025, the Irish beer market was down slightly after a number of years of growth, while cider remained relatively constant. Wine saw a growth of 3-4%.

Spirits held their own, and the readyto-drink sector seems to be strong and growing steadily.

Cormac Healy, Director, Drinks Ireland. that should be done on a harmonised basis across the EU.” The integrity of the EU single market is something that should be sacrosanct, according to Cormac, and we should be doing all we can to ensure that trade disruption is kept to a minimum.

“The EU needs to be as competitive as possible, and we need to ensure the strength of our single market, and avoid areas that disrupt trade flow and undermine the strength of the single market, such as the unilateral regulation of individual Member States,” he says.

Soaring domestic costs Trading conditions for the drinks trade remain difficult, particularly in terms of exports, which account for 90% of production within the Irish drinks industry, with US tariffs in particular leading to huge uncertainty, but soaring domestic costs are also causing huge problems.

“Everybody is hit by input costs and energy prices are hitting us as much as anyone, particularly for smaller distilleries and craft brewers, while increased water charges are also hugely concerning for our industry,” Cormac notes.

In early 2025, the number of distilleries on the island stood at around 50, from a low of only four just a couple of decades ago. However, trade uncertainty, coupled with lower consumer spending in some markets over the course of 2025, meant that for a period of around six months over the spring/summer, almost 90% of distilling

Retail News Interview consumers embracing both convenience and premiumisation,” Cormac reveals. “You can see that on-shelf, with more products and different brands moving into that space. Another area showing innovation is where consumers are experimenting with new flavours in the beer and cider category, where new fruit flavours are proving popular.”

Reducing consumption levels The overall trend, however, is still one of falling alcohol consumption levels yearon-year, with overall consumption down by more than 35% since 2001.

“Over the last 25 years, we have seen Ireland's per capita alcohol consumption drop significantly and consistently, to a level that is broadly similar to the EU average, and behind 14 other Member States,” Cormac notes. “So, when we develop policy around the alcoholic drinks sector, we need to look at the Ireland of today rather than historical figures or outdated stereotypes.”

Irish consumers are increasingly moderating their alcohol consumption as they seek a better balance in life, with a strong trend towards healthy eating and drinking. “This health focus may be led by the younger generations, but it’s not exclusive to them, and can be seen right across the age groups, and I think we will see that continue,” Cormac notes.

Irish consumers still drink alcohol, he stresses, and it retains an important role in terms of social connection. Drinks Ireland’s research reveals that while 66% of people believe that the desire to live a healthier lifestyle has led to a reduction in alcohol consumption, a similar number (64%) agree that having a drink plays an important role in social connection and bringing people together.

“Consumption is falling and we are a different Ireland today than to a quarter of a century ago, but people still enjoy a drink and they should be able to continue to do that without feeling bad,” Cormac says. “Consumers want to enjoy a drink responsibly and in moderation.”

The move towards premiumisation The other big trend is that while consumers are drinking less, they are drinking “better”, whereby they are trading up to premium drinks, across the categories, whether it’s beer, wine, cider or spirits.

“Premiumisation is definitely noticeable across pretty much every category,” Cormac states. “As a sector, we have to make sure there's continued innovation, so consumers have new, premium tastes

Another trend, Cormac, notes is “zebra drinking”, whereby consumers alternate alcoholic and non-alcoholic drinks, mimicking the black and white stripes of the animal.

“There are a number of different approaches to how consumers moderate consumption, but the long-term trend is for declining consumption of alcohol, which impacts both the on-trade and off-trade,” he says.

The rise and rise of zero-alcohol beer One area which continues to grow dramatically is that of zero-alcohol beer. “In recent years, we have seen year-on-year growth of approximately 25% in zeroalcohol beer. This is consumer-driven and investment in the sector continues to drive interest and demand. There is hardly an off-licence in the country now that does not have a specific zero alcohol category in-store,” Cormac says.

Retail News Interview category; this is the polar opposite of the wider beer sector, where the vast majority is sold via the on-trade.

“In the beginning, that was probably down to the availability and choice in the off-trade being better than that available in bars, whereas now you are seeing the development of draft, as zero-alcohol beers become more accessible in an on-trade environment. Huge investment has gone into that in terms of delivery mechanisms and rollout, and in terms of brewing capacity, this sector continues to grow,” Cormac stresses.

In some of our EU neighbours, zero alcohol beer makes up more than 10% of the market: “In Ireland, we estimate it is above 3% and growing rapidly, so we could see it go into double digits in time. From the biggest brewers in the country to the smaller independent and craft brewers, they are all investing in bringing out a zeroalcohol option.”

He points to the Teagasc Brewing and Distilling Centre in Carlow, where smaller brewers and distillers would traditionally have tested new products in the on-site microbrewery and micro-distillery facilities.

Recent years have seen the introduction of a de-alcoholisation facility there, whereby brewers can experiment with creating their own zero-alcohol options.

“Last year for the first time, zero-alcohol beers had their own section of the Healthy Ireland report from the Department of Health, which is interesting in its own right,” Cormac insists. The report noted that 25% of consumers buy zero alcohol products and consume them regularly.

“These are the products that offer consumers a choice that supports moderation,” he says. “This is a relatively new category for us in Ireland, and so there needs to be advertising and marketing to ensure consumer awareness of these products. Indeed, we would like to see an overall policy framework that supports the growth of the sector.”

Cormac stresses that this is an adult product, which is not targeted at anyone other than those over the legal drinking age of 18, before highlighting the single most important fact about those who consume zero-alcohol beers: “94% of consumers of zero-alcohol alternatives are alcohol drinkers. These are drinkers who are deliberately substituting their usual drink with a zero-alcohol alternative, rather than a new customer base. This is a sector that is growing in Ireland, in Europe, in the UK and in the US, and we would hope that here in Ireland, the overall policy environment will support the growth of the category.”

Cocktail culture is now firmly established amongst Irish drinkers.

Excise duties remain a concern Another area where Drinks Ireland will continue to have a strong voice is Ireland’s extremely high excise levels on alcohol.

“We’ve acknowledged that our consumption levels are at the European average, so why are our excise rates so far above the European average?” Cormac asks, not unreasonably. “Consumption has fallen consistently, so surely we should be taking steps to move our excise levels towards the European average.”

High excise levels challenge competitiveness and stymie growth of smaller operators in particular, Cormac notes. While he acknowledges that the Government has introduced certain

excise relief schemes for the smaller craft producers, both in cider and beer, they would like to see a similar scheme for small spirits distillers.

“But broadly speaking, we would like to see Government starting a process of reducing excise levels overall,” he insists.

“We are the second highest in Europe and the UK in terms of overall excise duties, and we are way above the average.

Reducing excise levels would give some kind of relief to the entire sector, including producers and the on- and off-trade.

Currently, our excise duties are at a level that they are impacting on competitiveness, taking away from growth and innovation.”

Drinks Ireland has collaborated with the licensed trade (the LVA and VFI), off-licences (NOffLA), the Restaurants Association of Ireland and the Hotel Federation to lobby Government with a united voice on this issue in recent years, but so far to no avail. “We believe the time has come for Government to ease back excise rates in support of businesses and consumers,” Cormac insists.

Cormac believes that overall, Irish consumers are lucky in that there is an impressive portfolio of drinks on offer across all categories, but any and all State help to ensure that our businesses remain open and competitive is to be welcomed.

“We have a great range on offer, right across the categories, and we need to ensure that continues to be the case,” he concludes. “We need to encourage innovation in the sector, and we need to ensure that businesses aren't being overrun by growing costs and taxation.”

IRISH consumers love beer and cider.

ONE of the continuing trends for 2026 is the move away from the mainstream and the emergence of wine styles from lesser-known producers and wine regions. Irish importing companies have been creative about the wines they are sourcing and have been moving away from the traditional, towards newer, more innovative wine styles and packaging.

Price is still everything and with rising energy costs impacting all aspects of our lives, there is increased consumer demand for wines with a story to tell, that won’t break the bank.

Red wine sales are struggling, though white, sparkling, and rosé wines continue to grow in popularity and are now very much in demand, especially at this time of year. White wine continues to be the most popular category on this market,

achieving 48% of all sales; red wine stands at 45% of the market and Rosé makes up 7% of the total market (Source: Drinks Ireland Report 2023).

The huge increase in demand for low and no alcohol wine continues unabated and this is likely to continue, especially once the weather improves and people start entertaining outdoors again.

As we move towards the summer of 2026, let’s look at what is likely to be in demand with the wine consumer, now also dealing with a rise in the cost of living.

Forecourt Focus: News Maxol launch online grocery & food delivery service MAXOL have announced the launch of a new online meal and grocery delivery service in partnership with Copenhagen-based food-tech company Noahs, marking a significant evolution in the forecourt retailer’s foodservice strategy.

The new service is live at the first three Maxol stores Newbridge (Kildare), Ardbrae (Wicklow) and the Long Mile Road store (Dublin), where cooked-to-order meals and a selection of groceries are available for delivery via aggregate partner, Just Eat. This is the first phase of a planned rollout to over 60 locations and more home delivery options (Uber Eats and Deliveroo) will soon be available nationwide. The initiative reflects the growing demand for high-quality, digitally accessible food beyond traditional breakfast and lunchtime occasions.

Under an exclusive 18-month agreement marking Noahs’ entry into the Irish market, the company is helping digitise Maxol’s fresh food operations. In a first for the forecourt convenience sector in Ireland, the service enables customers to order from multiple food concepts, alongside a range of Maxol’s grocery lines, within a single digital journey.

As a result, freshly prepared meals including pizza from Pizza Nova, Mexican-style bowls from Bowly, taco and burrito options from La Taqueria, and Cheeky Chicken can be combined with items such as snacks, confectionery, soft drinks, alcohol and everyday essentials in one order.

Located along the Enniskerry Road, the newly revamped Kilternan store has been carefully designed to meet the evolving needs of a growing local community.

As part of the refurbishment, Circle K have invested €380,000 in EV infrastructure, reflecting their commitment to meeting evolving customer needs, while supporting the transition to lower emission transport in Ireland. The new forecourt in Kilternan has four EV chargers, including two high powered EV chargers.

The Kilternan site now offers a brighter, more intuitive store layout and an expanded food experience, featuring a full hot and cold deli, an extended grab and go selection, and an enhanced in-store bakery. RETAIL businesses face particular challenges when managing staff rosters. Balancing shift work, parttime and full-time hours, and rest breaks, alongside busy periods, seasonal demands, and leave requests, requires careful planning.

Employers have a proactive legal duty to ensure employees receive the required rest breaks and annual leave. The Organisation of Working Time Act 1997 (the ‘OWTA’) is the main legislation setting minimum standards for rest periods, breaks, maximum weekly hours, annual leave and public holidays. These rules apply to almost all employees, whether full-time or part-time.

Working hours and rest breaks The table below sets out a summary of the different breaks that must be given to employees throughout the working week. It is not enough simply to tell employees that breaks are available; employers must ensure employees actually

take them. Employers should also monitor working time and have systems in place to track hours worked and breaks taken. Failure to do so can result in complaints to the Workplace Relations Commission (WRC), as well as personal injury claims arising from burnout and overwork.

Night work Under the OWTA, ‘night time’ means midnight to 7am. An employee is classed as a ‘night worker’ if they: (a) work at least 50% of their annual hours during this window; and (b) their normal working day includes at least three hours during night time.

Night workers must not work more than eight hours per night on average in any 24-hour period. This average is calculated over a twomonth reference period (or longer if agreed through a Labour Courtapproved collective agreement).

15 mins breaks after four and a half hours.

30 mins break after 6 hours (which can include that earlier 15-minute break but a break at the very end of a shift does not count).

There is extra protection for ‘shop employees’ where, if their shift runs through the period from 11.30am to 2.30pm, a one-hour break must be provided during that window. The definition of a ‘shop employee’ is broad and extends beyond retail employees. It also includes employees who work in wholesale premises, warehouses linked to retail, dry cleaners, hairdressers and pawnbrokers.

reasonable allowance, a higher hourly rate, paid time off, or a combination. If an employee’s pay already includes a Sunday premium, their contract of employment should clearly state this.

The Code of Practice on Sunday Working in the Retail Trade offers useful guidance: • A premium payment applies to Sunday working. The nature and value of the premium should be negotiated and agreed between the employer and the trade union(s) or affected employees. The market standard for Sunday premium payments is typically time-and-a-third, often paid at a higher rate during peak periods such as Christmas. The exact premium can be agreed between the employer and employees (or their trade union) or

provided they give adequate notice.

Meal breaks on Sundays should be the same as on other working days (i.e. the standard statutory break entitlements apply).

All employees should have the opportunity to volunteer to work on peak Sunday trading days prior to Christmas, in addition to their normal working week.

Sunday hours of work and rostering arrangements should be subject to discussion and consultation between the employer and the relevant trade union(s) or between the employer and the employees, in circumstances where employees are not unionised.

Where a collective agreement that deals with Sunday work exists, it

risks and are subject to stricter rules.

These ‘special category night workers’ are identified through a risk assessment under the Safety, Health and Welfare at Work Act 2005, which is required where the work may involve special hazards or a heavy physical or mental strain. Where the risk assessment identifies that such hazards or strain do exist, the worker will be a special category night worker. For these workers, the eight-hour limit is absolute and no averaging is allowed. Retailers with staff working early morning shifts or overnight should review rosters carefully and ensure proper risk assessments are in place.

Sunday working Where staff are required to work on Sundays, specific rules in relation to compensation apply under the OWTA. If an employee's pay does not account for Sunday work, the employer must compensate them. This could be a

may be set out in sectoral registered agreements.

Existing employees should have the option to volunteer to work on Sundays on a rota basis, as part of a regular working week (i.e. no more than five days out of seven). In practice, this means existing staff should be offered Sunday shifts before new employees are hired specifically for Sunday work.

Newly recruited employees may be contracted to work Sundays as part of their regular rostered working pattern from the outset of employment.

Employees with a minimum of two years' service on a Sunday working contract should have the opportunity to seek to opt out of Sunday working for urgent family or personal reasons,

should not be altered except through standard negotiating mechanisms.

In the absence of a collective agreement, best practice should be set by reference to compensation arrangements in a collective agreement applying to comparable employees in the retail sector. All new agreements should be negotiated on a consensus basis between the employer and the relevant trade union(s) or, where employees are not unionised, with the affected employees directly.

The Code of Practice does not create legal obligations; however, an employer’s failure to comply with the Code of Practice is admissible in evidence before a court or the WRC.

Employment Law matches the calendar year (January to December). However, it is important to note that the statutory leave year under the OWTA runs from April 1 to March 31. Any references in the OWTA to a ‘leave year’ should be read as April to March.

Payments in lieu of untaken annual leave days may only be made on the termination of employment.

Failure to comply with working time legislation can result in complaints to the Workplace Relations Commission, as well as personal injury claims arising from burnout and overwork.

Variable hours and banded hours contracts Variable hours are common in retail.

Seasonality and fluctuating demand can create scheduling uncertainty for employees. The OWTA requires employers to give at least 24 hours’ notice of when an employee is expected to work, unless regular start and finish times are set out in their employment contract or a collective agreement. This notice requirement also applies to workers on zero-hours contracts and those on casual or ‘if and when’ arrangements.

For businesses where staff pick up extra shifts or work across multiple sites, tracking actual hours worked is particularly important. If an employee regularly works more hours than their contract states, they can ask to be placed in a ‘band of weekly working hours’ that reflects their actual working pattern. The OWTA sets out eight bands (A to H), ranging from 3-6 hours per week (Band A) up to 36+ hours per week (Band H). An employee whose contract does not reflect their actual hours may submit a written request to be placed in a more accurate band. The employer must then place the employee in the correct band within four weeks, based on the employee's average weekly hours over the preceding 12 months.

Annual leave In addition to provisions on working time, the OWTA also deals with annual leave entitlements. The amount of annual leave an employee is entitled to is calculated in one of three ways, whichever is most favourable to them:

Four working weeks if they work at least 1,365 hours in the leave year.

One-third of a working week for each month they work at least 117 hours.

8% of hours worked, up to a maximum of four working weeks.

A ‘working week’ means the number of days someone usually works. For example, an employee working five days a week is entitled to 20 days' annual leave (4 weeks × 5 days). An employee working three days a week is entitled to 12 days (4 weeks × 3 days).

Employees who work eight months or more in a leave year can take at least two weeks of unbroken leave. The employer may determine when annual leave is taken, provided they consult with the employee at least one month in advance and consider the employee's family responsibilities and need for rest.

A point often overlooked is that if an employee falls ill during annual leave and obtains a medical certificate, those sick days should not be deducted from their annual leave entitlement. Instead, the employee may take those days as annual leave at a later date. Where an employee is on long-term sick leave, they can carry over their annual leave for up to 15 months after the end of the leave year. This ensures employees do not lose the rest and relaxation that annual leave is intended to provide.

Where agreed between an employer and employee, annual leave can be carried over to be used within the six months after the end of a leave year.

Most employers use a leave year that

Public holidays In addition to annual leave, employees are entitled to public holiday benefits.

Ireland recognises 10 public holidays: New Year's Day, St Brigid's Day (the first Monday in February, or February 1 if it is a Friday), St Patrick's Day, Easter Monday, the first Mondays in May, June and August, the last Monday in October, Christmas Day and St Stephen's Day. For each public holiday, employees must be provided with one of the following (the employer decides which): • a paid day off on the day itself.

• a paid day off within a month.

• an extra day's annual leave; or • an extra day's pay.

Part-time employees qualify for public holiday entitlements provided they have worked at least 40 hours during the five weeks immediately before the public holiday. Full-time employees qualify automatically without needing to meet this minimum hours threshold.

If an employee is on paid sick leave on a public holiday, they do not lose their public holiday entitlement. However, there are exceptions for long-term absences.

Employees absent immediately before the public holiday for extended periods will lose their entitlement, specifically where the absence exceeds: 52 consecutive weeks due to an occupational injury; 26 consecutive weeks due to any other injury or illness; or 13 consecutive weeks for any other authorised absence (including lay-off).

Employees absent due to a strike are also excluded from public holiday entitlements.

Record-keeping The OWTA imposes strict record-keeping obligations on employers. Retailers must maintain accurate records of working time, including start and finish times, rest periods and breaks. These records must be kept for at least three years and made available for inspection by WRC inspectors.

The law requires a record of actual hours worked, not just scheduled hours. A clock-in/clock-out system, electronic time recording, or equivalent, would meet this standard. However, a roster alone is not sufficient because it does not show whether

Employment Law the employee actually started and finished at the rostered times, or whether breaks were taken.

Critically, if an employer fails to keep proper records, they commit a criminal offence punishable by a fine of up to €2,500 on summary conviction.

Additionally, the burden of proof shifts to the employer, meaning the employer must prove compliance with the OWTA, rather than the employee having to prove a breach.

What happens when things go Shift end wrong?

Total The Workplace Relations hours Commission (WRC) is the main worked forum for complaints under the OWTA. Employees must submit complaints within six months of the alleged breach (extendable to 12 months in exceptional circumstances).

If a complaint succeeds, the employer may be ordered to comply with the relevant legal requirement, pay compensation, or both. The maximum compensation for most breaches under the OWTA is up to two years' remuneration although no compensation is awarded for a refusal of a banded hours change request.

Practical Examples: Example 1 You require Sarah, a full-time employee, to work on the August Bank Holiday Monday.

As Sarah will not have the public holiday off, you offer her a paid day off the following Friday instead. This satisfies your obligation to provide a public holiday benefit under option (b) above - a paid day off within a month of the public holiday.

Example 2 John, one of your employees, is entitled to 20 days of annual leave per year. He books two weeks' annual leave in July. On the third day of his holiday, John falls ill and obtains a medical certificate covering five days. John notifies you immediately and provides the certificate. Because John was genuinely ill during his annual leave,

those five sick days are not counted as annual leave. You must restore those five days to his annual leave balance, allowing him to take them at a later date up to 15 months into the future. This ensures your employees do not lose their statutory annual leave entitlement due to illness.

Example Roster The sample roster above is designed for a retail shop worker and demonstrates compliance with the daily rest, weekly rest, and break requirements.

With proper systems in place to monitor hours, ensure rest breaks are taken, and maintain accurate records, retailers can stay compliant, whilst building a positive workplace culture.
