Everything You Ought to Know About RTPS, Bihar

Under the Bihar Prashasnik Sudhar Mission, everything was streamlined and implemented smoothly. The Government was able to appoint many people for the venture and increase accountability under the Bihar Governance and Administrative Reforms Programme (BGARP).

The Right to Public Legislation is recognized for the ICT tools that monitor the implementation of the programme. Various provisions of the Act have helped to transform administrative processes, reduce

manual work, and ensure accuracy in delivering the services. As far as the RTPS is concerned, the legislation covers the provision of services like ration card, pension, domicile certificate, scholarship and driving license. So, let’s have a look at the components of the ICT-facilitated RTPS, Bihar.

Adhikar Designed by the team of Software Education and Research Pvt. Ltd., Adhikar is nothing but a software that generates the Unique ID after the details are entered through the online form. Besides, the software also generates reports to keep a track of services offered at the sub-divisional, district and state level. There’s nothing to worry about because the software helps to track the application status. Go

Online application & Delivery system An online application and delivery system was first introduced in the district of Jehanabad. While the tool reduces the need of citizens to visit the office of the Designated Public Servants, it also saves time and costs. However, after considering the illiteracy level in Bihar, the impact of the provisions under the RTPS Bihar didn’t seem inevitable.

Interactive Voice Responsive System (IVRS) With the Interactive Voice Responsive System, citizens are able to call helpdesk number and raise queries pertaining to the provisions. As they seek assistance, they can find the most appropriate officer and clear their doubts. Moreover, they can get in touch with the Public Grievance Officer in case of a complaint. Currently, the IVRS operates from the Jigyasa call centre with many operators attending to inbound calls.

As the training was imparted to individuals, the ‘May I Help You’ booth operators were also trained in the best way. IT assistants were appointed as well as trained for services to be offered across 534 regions.

Finally, once the application of a citizen is approved, he can track the application online or by sending an SMS. In case the Designated Public Servant (DPS) delays to deliver the service, then the applicant can file the first appeal with the Appellate Authority. A second appeal can always be filed if the first appeal has been rejected. But, if the Appellate Authority finds the DPS guilty, then a certain amount would be deducted from the remuneration. The DPS can then apply to the Review Authority for revocation of the penalty. Do visit the official website of Resultuniraj to know about the cut off marks for different exams.
