Minutes of the General Board Meeting of the RESEDA NElGHBORHOOD COUNCIL (RNC) Monday, November 5 2012 RNC Office 18341 Sherman Way Suite 102, Reseda CA 91335 1.

Call to Order Kevin Taylor, Chair called the meeting to order at 7:05 p.m.

Also attending were Stakeholders and Guests.

Introduction of City Employees and other visitors Ron Rubine -Field Deputy - Councilman Zine’s Office Direct Line (818) 756-9637 An update on Reseda activities was given including: Surveillance camera systems, Resurfacing road near Cleveland High School, Tax Proposals Officer Royal Barber Phone (818) 731-2580 (Cell) (818) 374-7629 (Desk) Spike in crime in North Reseda with burglary, theft from vehicles; down 29% in violent crimes; down 2% in property crimes; motto “Lock It, Hide It, Keep It” campaign reminds us that it doesn’t matter what it is, keep it hidden in your trunk or it may be stolen; community can help police by not being a victim

Public Comment and Announcements Brandon Balderas - Introduced his Uncle Steve; thanked Ron Rubine for his help; need volunteers to work the surveillance cameras, Advisory Board Meeting November 7, 2012 at the West Valley Police Station in Ann Kinzle Room at 7pm, Neighborhood Watch November 8, 2012 at 7pm at the West Valley Police Station in the Ann Kinzle room. Garth Carlson - New edition of Shop Reseda Newsletter has been printed, help is needed with the folding. Kevin Taylor - Annual Relay for Life is in June, Committee Chairs are needed; Goods Drive for New York Sandy survivors on Sunday November 11, 2012. Need batteries, diapers, pet food, contractor bags

DISCUSSION AND POSSIBLE ACTION: Committees and committee chair assignments, including standing committees as well as possible new standing (transportation) and other committees. Kevin Taylor i. Outreach and Public Relations: Recommendation of Maury Pineda and Spike Dolomite Ward as Co-Chairs Approved by unanimous vote ii. Planning and Land Use Management (PLUM): Recommendation of D.J. Frank as Chair Approved by unanimous vote iii. Finance Committee/Grant Proposal: Recommendation of Phil Merlin as Chair Approved by unanimous vote iv. Council Liaison: Recommendation of Brandon Balderas as Chair. Further recommendation of committee name and scope of encompass Beautification and Infrastructure Motion (by Phil Merlin seconded by Juan Guzman) to change the name to Council Liaison Beautification and Infrastructure Committee Motion passed by majority vote (11-1-1) Brandon Balderas and Juan Guzman approved by unanimous vote for Co-Chairs Motion passed by unanimous vote v. DISCUSSION AND POSSIBLE ACTION: Additional funding for the Centennial Committee to be discussed, including possible re-allocation of funds. Hank Truxillo Motion (by Phil Merlin seconded by Hank Truxillo) RNC transfer up to $3200 from 100 spaces rental to account 200 Centennial Festival Committee. Juan Guzman called the question Motion passed by majority vote (8-0-1) Motion (by Phil Merlin seconded by Hank Truxillo) RNC authorize Chair and Treasurer to direct DONE to pay Centennial invoices Motion passed by unanimous vote

DISCUSSION AND POSSIBLE ACTION: Funding and fundraising for Holiday Decorations to be discussed. Kevin Taylor Motion (by Phil Merlin seconded by John Mika) RNC authorize the payment to Sierra in the amount of up to $2100 if needed for holiday directions Motion passed by unanimous vote

DISCUSSION AND POSSIBLE ACTION: Selecting two budget reps for the Mayor’s budget day, November 17, to be discussed. Kevin Taylor John Mika and Phil Merlin volunteered to act as neighborhood budget reps for Mayor’s budget day on November 17, 2012

DISCUSSION AND POSSIBLE ACTION: Required authorization of Phil Merlin (Treasurer) and Kevin Taylor (Chairman) to request City funding to support general NC operations, pursuant to ‘Letter of Acknowledgment’ required by Department of Neighborhood Empowerment. Phil Merlin Motion (by Hank Truxillo seconded by Ashley Jones) RNC authorizes Phil Merlin, Treasurer as primary signatory, Kevin Taylor, Chairman as secondary signatory, John Mika as also secondary signatory to request city funding for support of general neighborhood council operations pursuant to the letter of acknowledgement required by the Department of Neighborhood Empowerment. Motion passes by unanimous vote

DISCUSSION AND POSSIBLE ACTION: Possible board retreat, public meeting - dates suggested: 11/25 and 12/1. Kevin Taylor Discussion by Kevin Taylor of an agenized public meeting for a board retreat.

RNC Committees - Action / General Reports by Chair (a) Any existing (up until the beginning of this meeting) committee chairs invited to give reports Hank Truxillo - Centennial committee recommendation was to have another event.
