Report Summary BMI View: With stronger demand reasserting itself as the effects of the UAE's sharp economic downturn from 2008 to 2010 recede, the authorities are having to work hard to ensure that future generations of emiratis receive the same access to water as previous generations. On the upside, both the Abu Dhabi Water and Electricity Authority (ADWEA) and the Dubai Electricity and Water Authority (DEWA) are serious about the challenge facing them and are able to attract private developers to undertake major desalination projects under existing and planned independent water and power projects (IWPPs).Consequently, BMI is confident that access to private financing will allow the UAE to increase desalination capacity. We believe there will be a 7% increase in production capacity this year ' and most promisingly of all ' a feasibility study handed to Japan's Hitachi in Q211, to look at the possibility of using treated sewage water to recharge underground aquifers, suggests that the authorities are more than willing to implement innovative solutions to increase water capacity. Key themes to highlight for UAE's water sector: - Both of the major UAE's water utilities are in the midst of major water capacity expansion programmes. However, in light of some questions about ADWEA and DEWA's ability to keep to agreed schedules, we have revised down some of our forecasts for production to 2015. We now see the UAE's total water produced reaching 283,421mn gallons in 2011, against our original forecast of in excess of 300,000mn gallons. - Current water desalination capacity in Abu Dhabi stands at around 730mn barrels per day (b/d). By end-2011, ADWEA is on course to develop more than 800mn gallons per day (g/d) of desalination capacity via its IWPPs. - In Q2 2011, the Abu Dhabi Sewerage Services Company (ADSSC) issued a tender for proposals to operate the emirate's wastewater facilities, with an end-July 2011 deadline for firms to submit their bids. - Also in Q211, ADWEA inaugurated a new IWPP adjacent to the existing ADWEA Fujairah F1 plant at Qidfa near Fujairah on the Gulf of Oman coast. Known as F2, the project has a water production capacity of 130mn g/d. The plan comprises a 100mn g/d multi effect desalination (MED) facility and a 30mn g/d reverse osmosis (RO) facility. Meanwhile, a new plant is to add to the capacity of the existing F1 IWPP at Fujairah. ADWEA's joint venture (JV) with Singapore's Sempcorp began the prequalification process in Q211 for the plant, which will be a maximum 35mn g/d RO plant. In Q111 DEWA signed a contract for the construction of the first two phases of the al-Ghafat reservoir. An AED285m contract was awarded to India's Pratibha to build the two reservoirs. DEWA was also considering bids in Q310 for the laying of a series of water pipeline across the emirate, which will include reinforced epoxy water transmission pipelines. Dubai is also investigating the possibility of using treated effluent to recharge its underground aquifers. Dubai Municipality has set up a JV with Japan's Hitachi Plant Technologies to undertake a feasibility study, given that some 30% of Dubai's 500,000 cubic metres per day (m3/d) of treated sewage is not currently reused.
