Saudi Arabia Infrastructure Report Q4 2011 Published on September 2011

Report Summary BMI View: Despite the release of new data which illustrates that the Saudi Arabian construction industry did not considerably outperform the rest of the region in 2009, our outlook for 2011 and beyond remains firmly in place. The combination of a US$100bn project pipeline, an expansive plan for public projects and continued demand will drive the infrastructure sector and should ensure robust growth over the coming years, as Saudi Arabia continues on its solid growth trajectory. The revised data shows that the country was not immune to regional trends in 2009, with actual growth coming in at 0.61% rather than the 4.7% previously stated by the Saudi Arabian Monetary Authority. While the data paints a different picture of the industry ' one far more vulnerable to outside trends ' the country did manage to remain positive as others in the region fell into negative territory. As anticipated, there was an uptick in growth in 2010, with the industry posting 3.7% year-on-year (y-oy) real construction industry growth. We anticipate a similar performance in 2011 (4.1%) and anticipate that there will be a robust growth rate over the coming years (4% on average between 2012 and 2015) as a healthy project pipeline, strong government support, an ability to invest and local demand for infrastructure keeps the industry stable. Our outlook for strong growth in one of the largest construction sectors in the region is predicated on: - Data from the National Commercial Bank shows that US$30bn worth of construction projects were awarded by the government in 2010, further supporting our bullish outlook and laying the foundations for continued strong growth in construction industry net output. In 2009, a record number of contracts were awarded, spiking at SAR66bn in July 2009. - Strong and sustainable demand for infrastructure: a growing Saudi national population with strong demographics ' 66% of the population is under 25 ' will ensure continued demand for both social and economic infrastructure. In addition, an expanding economy will drive demand for better transport links and reliable electricity supply. - The Ninth Development Plan for the Kingdom of Saudi Arabia: announced in August 2010, the plan sets out investment of SAR1,444bn (US$385bn) between 2010 and 2014. The government is planning to devote 7% of investment to housing projects, with the public and private sector partnering to build a planned 1mn housing units. Around 19% of the funds will be devoted to healthcare, with plans to open 117 hospitals and 750 primary care units. Education will also form a substantial part of the plan, with construction of vocational schools and colleges on the agenda. - In response to the Arab Spring and local discontent, the country announced two packages of social benefits amounting to around US$130bn in total, and providing funds for education, healthcare and housing projects. SAR250bn (US$66bn) was pledged for housing alone, with 500,000 new units in the pipeline. If they materialise, these projects will provide further upside to our forecasts for the construction sector from 2011. - Energy sector investment: The US$80bn 10-year investment plan for electricity infrastructure (2008-2018) has led to significant activity in the energy sector. BMI data shows that 20GW of electricity capacity is currently under construction, worth around US$30bn. - BMI's Key Projects Database has recorded over US$100bn of social and economic infrastructure projects under way and in the pipeline in Saudi Arabia. This illustrates both current high levels of activity and future growth potential. The significant number of contracts in the tendering phase has peaked investor interest in Saudi Arabia, with many regional construction companies focusing on opportunities in the country, especially those previously focused on the UAE.
