Report Summary The Peruvian electricity industry entered a phase of significant internal changes starting in the 1990s. Segments of the industry have evolved into varying degrees of competition. The Peruvian government has embarked on a new strategy to increase the electrification rate in rural areas and also to satisfy a growing electricity demand. This is a good opportunity for independent power suppliers. Competition in the industry is limited to the generation segment. Transmission is a natural monopoly and distribution allows for competition only during a tender system phase, since each company is limited to certain territory once a bid is won.

'The Peruvian government has embarked on a new strategy to increase the electrification rate in rural areas and also to satisfy a growing electricity demand. This is a good opportunity for independent power suppliers. 'Most investment comes from state-owned and private companies. 'Competition in the industry is limited to the generation segment. Transmission is a natural monopoly and distribution allows for competition only during tender system phase, since each company's territory is limited once a bid is won. 'Independent power producers (IPPs) will multiply as rural electrification plans continue. 'Because of growing demands from industry and rural electrification, renewable energy and hydro power are two important electricity sources the government is supporting. 'The growth of the electricity industry in Peru is largely due to increased industrial activity in the country, particularly in the mining sector. 'Because of the growing electricity demand, natural gas was promoted for electricity generation. This evolved into a problem as a lack of gas transport options forced the energy matrix to look to other generation sources. 'Since 2007, most investment plans have been intended for new hydropower or combined-cycle generation utilities. However, tariff structure and regulation still keeps most foreign investment away from the country.
