County zoning emphasizes pool safety requirements Due to the recent drowning in Dearborn County of two small children in a swimming pool, the Ohio County Zoning Commission would like to inform all Ohio County residents who maintain any type of swimming pool on their property, either above ground or in ground, that the Ohio County Zoning Code requires that the pool be enclosed with a fence, deck, deck and/or fence system, which is secured by a locking gate system when not in use. The fence system must be a four foot high chain link, chain link type, or similar type or style fence offering an equivalent type of protection. Ohio County Zoning Inspector Tom Cappel adds that the code requires, “All gate or door

Any homeowner determined to be in violation of the Swimming Pool Code may be subject to a fine, or other civil penalties, which may include removal of the non-compliant pool and any and all other civil remedies available.” You may obtain a copy of the Swimming Pool Code at the Building Inspectors Office located in the Ohio County Courthouse Room 103.

Ohio County joins in texting 9-1-1 but calling is still the best option On May 14, 2014 the Indiana Statewide 9-1-1 Board, working with Ohio County 911, announced that public safety has taken a major move forward. Through Indiana's strong, coordinated approach to public safety, local 9-1-1 centers across the state are now providing the public with access to 9-1-1 through the use of text messaging from their wireless handset. INdigital telecom of Fort Wayne designed, built and operate the IN911 network for the State 911 Board, which provides service to 911 agencies throughout the state. Verizon Wireless and its technology partner Telecommunication Systems (TCS) are the first carrier to provide service. Three other carriers (T-Mobile, Sprint and AT&T) have also voluntarily committed that they will provide service. The Federal Communications Commission (FCC) wants all other wireless carriers to provide text-to-911 by the end of the year.

Full background information

9-1-1 is a local service, provided at the county level throughout Indiana. Indiana has a strong, coordinated approach to public safety. Beginning today the Statewide 9-1-1 Board, working with the County 911 authorities, want to announce that public safety has taken a major move forward in our state. Local 9-1-1 centers across the state are now providing the public with access to 9-1-1 through the use of text messaging from their wireless handset. Verizon Wireless and its technology partner Telecommunication Systems (TCS) are the first carrier to provide service. Three other carriers (T-Mobile, Sprint and AT&T) have also voluntarily committed that they will provide

service. The Federal Communications Commission (FCC) wants all other wireless carriers to provide text-to-911 by the end of the year. Verizon Wireless customers in Indiana should keep the following in mind if they send a text to 911: Customers should use the texting option only when calling 911 is not an option. Using a phone to call 911 is still the most efficient way to reach emergency help. Texting is not always instantaneous, which is critical during a life-threatening emergency. It may take slightly longer to dispatch emergency services in a text to 911 situation because of the time involved: someone must enter the text, the message must go over the network and the 911 telecommunicator must read the text and then text back.

Providing location information and nature of the emergency in the first text message is imperative, since the Indiana communications centers will receive only an approximate location of the cell phone, and will not be able to speak with the person sending the text. Text abbreviations or slang should never be used so that the intent of the dialogue can be as clear as possible. Customers must be in range of cell towers in the area. If customers are outside or near the edge of a county, the message may not reach the Emergency Communications Center. Texts sent to 911 have the same 160-character limit as other text messages. Verizon Wireless customers who use Usage Controls should remove this feature

to ensure full text to 911 capability. Verizon Wireless customers must have mobile phones that are capable of sending text messages. The solution is available for customers who use the SMS provided by Verizon Wireless. It is not available for third-party text messaging applications that can be downloaded to the phone or for applications that do not use SMS technology. The texting function should only be used for emergency situations that require an immediate response from police, fire or emergency medical services. Non-emergency issues should still be communicated to the local municipalities' communications centers through their nonemergency lines. SMS911 should only be to

communicate between emergency help and the texter with no pictures, video, other attachments or other recipients appended to the message. Communicating with 911 dispatchers by voice is more effective than text-to-911. Using text should be limited to the following circumstances: ■■When calling 911 is not possible, such as if the caller is deaf, hearing- or speechimpaired. ■■If a caller is otherwise unable to speak, because of a medical condition (such as a stroke). ■■If speaking would be unsafe, as in the case of abduction or home invasion.

Thankful for support of After Prom Thankful Editor, Another year of After Prom has passed. We in Ohio County are blessed to have had another uneventful year with all of our students remaining safe on a statistically dangerous night. The Rising Sun After Prom Committee would like to take this opportunity to sincerely thank all of our sponsors and supporters for their invaluable help in making this year’s After Prom a success. Without the generous support from area businesses, churches, organizations, and individuals, we could not accomplish such a successful event. Thank you to City of Rising Sun and to the Ohio County Community Foundation for supporting our event through grants. A very special thank you to the Rising Sun Lions Club for donating food for the event and providing all of the workers to be sure that the kids could eat for free throughout the evening. Thank you to the following churches for contributing monetary donations, as well as pop, gift cards, and prayers: Rising Sun Methodist Church, Pleasant Ridge Church of Christ, Olive Branch Baptist Church, First Baptist Church, Bethel Unity Baptist Church, and the many other churches

who prayed and donated in other ways. Thank you to the Rising Sun Church of Christ for allowing us to have the event at their facility and to Dottie McKinley for her endless help and organization. We would also like to thank our major contributing sponsors: Microsoft Store 34, The National Guard, Hummel Insurance LLC, Willhite Family Dentistry, Lewellyn Mechanical Systems, Ron Spurlock, and Oyler DDS Family Dentistry. Thank you as well to the many other businesses, organizations, and individuals who contributed as main sponsors: American Legion Post #59, American Legion Ladies Auxillary, A New Beginning Bridal & Formal, Ashcraft Auto body, Rising Sun Vet. Clinic “Dr. Beckett,” Deville Pharmcy, Everything Under the Sun, Friendship Insurance, Friendship State Bank, HairLines Salon & Boutique, Hickory House Restaurant, John & Janet Pickett, LaVelle’s Tax Service, Markland Funeral Home, Michelle Fentress – Attorney, Orscheln, Paul &Sons Trucking, Perfect North Slopes, Rising Star Casino, Rising Sun Historic Downtown Program, Rising Sun Masonic Lodge, Rising SunOhio County Parks & Rec-

reation, Rising Sun Rotary, Ron & Sara Richard, Snappy Tomato Pizza, Southeastern Indiana REMC, Sunrise Stor & Lock, Tandy’s IGA, and White’s Appraisals. Thank you to the many other businesses who contributed money and gifts or gift cards. I would also like to thank the army of volunteers that stayed up all night to run the event for the students. The evening ran smoothly due to the dedicated help of many selfless individuals. I can’t conclude this letter without thanking our students. In this day of seemingly endless news stories regarding our nation’s youth making poor choices, it is so refreshing to spend a night with Rising Sun’s students. They were, as always, polite, grateful, cheerful, and just plain fun to watch and be around. The support this community shows to our youth is obviously reaping the rewards of contributing to having a group of students that we can all be proud of. As is shown by the preceding lists, it takes many behind the scenes people and organizations to make the After Prom possible. Thank you to those listed and all others who helped in any way with this great event. Bev Eads and the 2014 After Prom Committee

for prayers and support

Editor, It's at these times that we are thankful to live in a small community. One can not believe the amount of love and prayers we have received during the past two and a half years. We are thankful for the prayers and for the doctors and nurses at Dearborn County Hospital for all their loving care as well as the Dearborn County Hospice. We were blessed to have Rev. Paul Erb officiating the funeral service for our son Sam and thankful for the assistance by Humphrey Taylor Detmer Funeral Home. Thanks to everyone for cards, calls, memorials, flowers and to the Rising Sun Methodist Church for all the great food. Sam gave his soul to the Lord Jesus Christ on Easter Sunday, four days before his passing. We love Sam and will meet him on the other side. His loving family Dad, Mom, sister and brother, friend Sharon, Brandon, Ty and Megan.

PRACTICE DEMOCRACY.

READ YOUR LEGAL NOTICES.

The reason publication of legal notices is required in newspapers is YOU, the citizen. In a democracy, the government is required to inform you of the public business, because you and your neighbors are the basis of government. These notices provide essential information about all local government entities including schools, cities, villages and counties. A democracy is a system of checks and balances. Your right to be informed is a check on government. Public notices shed light on the actions of all government bodies--but it’s up to you, the citizen, to read them and obtain more information on the actions that have an impact on you.

Dugan no-hitter ends four game skid Tim Hillman Recorder-News Editor risingsun@registerpublications.com

Rising Sun held off South Ripley for an 8-7 win on Monday night at Versailles to improve to 14-7 on the season. The Shiners scored three in the first, two in the second and three in the fourth while starter Mitchell Morris held the bats at bay for a solo run in the first. The Raiders mounted a comeback in the bottom of the seventh with Morris allowing a pair of runs before Austin Armstrong entered to give up four runs including a homer before Cody Weaver came in to get the final strikeout and preserve the win for Morris. Austin and Kurtis Armstrong had a pair of hits along with two by Derrick Eldridge. Brady Murray, Ryan Dugan and Jake Uhlmansiek added a hit each. Rising Sun split a doubleheader on Saturday against North Decatur, losing game

one 7-6 and winning the second contest 9-0. Senior catcher Ryan Dugan took to the mound to pitch a seven inning, complete game, no-hitter and only one hit batter stopping a perfect game. Dugan struck out nine including five of the final six. He had a hit and two walks as the win broke a four game losing streak. Murray was 2-for-3 with a pair of runs and two doubles. Weaver doubled and drove in two while Kurtis Armstrong picked up an RBI double. Zach Martini had one of the six Shiner hits while Austin Armstrong had an RBI. North Decatur served up

seven walks including ones to Mike Vecchiola, Jack Sullivan and Ben Walston. In game one, Weaver went five inning in the loss as the Shiners could muster just three hits and hurt themselves with five errors. North Decatur took a 7-2 led into the bottom of the seventh where RS rallied for four runs but came up short of the win. Weaver had two of the Shiner hits with Austin Armstrong adding the third. Each had an RBI. Weaver had 10 strikeouts before giving way to Mitchell Morris who had three Ks in his 1.2 innings of work.

We Are Here. We Care.

We Support You.

Military personnel come home from combat and are welcomed back into their families and communities. Everyone is relieved and joyful at their return. Then sometimes things change, sometimes subtle, sometimes with much emotional intensity. Vacant stares, irritability, anger without warning, fear, extreme vigilance, mood swings, emotional numbing, isolation, avoidance, flashbacks, and nightmares. The Veteran is confused, the family is often scared and all feel overwhelmed. These are some of the symptoms of Post Traumatic Stress Disorder or PTSD. The Center for Disease Control estimates that between 10-20% of our Veterans suffer from this devastating illness. It is estimated that at least 20% of all Veterans suffering with PTSD also have a substance abuse issue. There are treatments available to treat PTSD and substance abuse at the same time, which has the best chance for positive outcomes. If you are a Veteran struggling with these issues, or know someone who is, please reach out for assistance. Contact your nearest VA Medical Center or a local mental health facility to start the process. There is hope for recovery. In Southeast Indiana please contact:

John C. Losekamp John C. Losekamp, a farm boy from Johnson Ford Road in Dearborn County, Ind., served in the United States Army for 38 months during World War II. He turned 21 years old in January 1942, registered for the draft in February, wanting to be a fighter pilot but was turned down due to poor eyesight, was then drafted into the Army in August 1941 and became a member of the 1338th Engineer Combat Group. John attained the rank of Sergeant and served in North Africa and Italy, landing on Sept. 9, 1943, in Salerno, Italy; 12 hours after the first U.S. troops hit the beach. The e n g i n e e r ’s job was to build roads, bridges, runways and whatever was necessary to keep supplies moving to the troops on the front lines. The Germans surrendered in April 1945

and in early August John and his fellow soldiers boarded a ship and headed for the South Pacific to help with the war against Japan. On the fifteenth of August, 1945, around noontime, while out in the middle of the Atlantic, the announcement was made that Japan had surrendered. At three thirty that day the boat made a right turn and headed for New York, World War II was over. John returned home, was discharged from the Army on Oct. 13, and on Nov. 24, 1945, married his fiancee who was waiting for his safe return. John and Millie moved to Harrison, Ohio, where they raised their family and for many years he owned his own business and worked. Today John is 93 years young, and is a proud member of the J.B. Yeager American Legion in Harrison, being one of their longest serving members. We, his family, are proud of him and his service to his country, his church and community Dad, we salute you, our hero!

Mark Kraus Mark Kraus, was first in his graduating class (Seal Team 5) and did a tour of duty of seven years. Whenever he sees a person wearing the Trident on a shirt, or hat, he asks the person where they served. He also swam with the Marlins for many years before he was a Navy Seal.

Larry Zinser Larry Zinser, New Alsace, enlisted in the U.S. Navy in 1966 with his neighbor Paul Kraus. He served in the Navy, Rank E-4 as an Aviation Electrician, 3rd Class until 1970. After the Navy, Larry returned home to New Alsace, to continue the family tradition of farming the Zinser Farm which has been in the family for seven generations. Last year, Larry was honored to be able to travel with other local veterans to Washington, D.C. It was a trip he will never forget. Larry is married to his wife, Clara Ann (Kraus) of over 42 years and has three children, Angie (Greg) Whitaker, Eddie (Wendy) Zinser, and Jonny Zinser. He also has three granddaughters – Megan, Katelyn and Peyton. Thanks for serving our country!!
