VULNERABILITY TO RESILIENCE People of 10 urban slums of the Barisal City Corporation have received structural and non-structural support in terms of disaster risk reduction, livelihood activities, water and sanitation facilities from the Vulnerability to Resilience (V2R) project. Through this project Bangladesh Red Crescent Society (BDRCS) is working closely with the community to develop the community assets, enhancing knowledge and skills to increase resilience.

PROJECT BRIEF Barisal; a southern city located at the coastal belt of Bangladesh. It lies on the bank of Kirtankhola river. It is situated in the most cyclone prone area of the country. To support the people living in 10 urban slums of the Barisal City Corporation in terms of safe sanitation and hygiene practice, disaster risk reduction, and income generating activities; Bangladesh Red Crescent Society (BDRCS) is implementing the Vulnerability to Resilience (V2R) project with the support of British Red Cross along with Australian and Swedish Red Cross. Through this resilience building programme, the network of volunteers is reaching out to the community people with effective tools and knowledge so that they can assess, monitor and better manage community level problems such as water logging, lack of safe water and sanitation and livelihood activities. Students and teachers of 10 schools are also involved to improve their knowledge and skills of personal hygiene and sanitation. The project also focuses on linking these communities with the local branch of the BDRCS along with local government institutions to ensure their services.


Capacity building of Barisal unit of Bangladesh Red Crescent Society (BDRCS) is one of the major interventions of the Barisal Urban V2R project. BDRCS Barisal unit is now furnished with all the necessary facilities and equipments to help vulnerable people whenever required. This unit is working closely with the Barisal City Corporation to save lives and to safeguard livelihood options.


Shakhina couldn’t share necessary information with her daughter on menstrual hygiene management during her first period. There was extreme hereditary shyness to talk about menstruation. But things have changed since she became the frontline volunteer of Bangladesh Red Crescent Society. Now she is not only ensuring healthy practice at home but also raising awareness about menstrual hygiene management at the community level.


Community Disaster Management Committee (CDMC) acts as a steering institute at the community. The CDMC has around 150 members from 10 different communities. This committee supports the community to reduce disaster risk and vulnerability. The office of the Community Disaster Management Committee (CDMC) is also used as a community centre where the community people often get together for different social purpose.


Rahima is one of the tube-well caretakers who is trained by the V2R project to support the community for maintaining and repairing the tube-wells. There are volunteers like Rahima who are actively working in all the communities to ensure better function of the water and sanitation facilities.


It was difficult to manage domestic waste in the slum areas as there was no established system to remove and dispose the garbage. V2R project has provided three-wheeler van and constructed dustbins in the community to manage the waste properly.


Sewerage drainage (around 4000 feet) is constructed with concrete lid in 10 slums of Barisal City Corporation to solve the problem of water logging. These drains are designed and constructed in a way which can also be used as sidewalks.


Regular courtyard sessions targeted to raise awareness and break taboos surrounding menstruation and menstrual hygiene management among the adolescent girls and women. These sessions also enhance knowledge of the people about disaster risk reduction, personal hygiene and sanitation.


V2R project is working with students and teachers of 10 schools to raise awareness on water, sanitation and hygiene. The project is also providing training on disaster risk reduction at the school level.
