t this year’s Home Builders Association 2018 Housing Forecast there was a lot of good news for Central Texas real estate professionals. Some of the main highlights from the annual event include continued growth of home prices, historically low unemployment and an on-going population boom. Also noteworthy was recognition of Austin’s response to the area’s year-over-year growth and resulting need for housing. In the coming year, starts are expected to increase

to about 17,000 throughout the metro area, which is a 5 percent increase over 2017. Greg Hallman, a senior lecturer and faculty director at the Real Estate Finance Investment Center, McCombs School of Business at the University of Texas at Austin, said it “warms his heart” to see that as demand for housing goes up, the city is responding. For an idea of what happens when a city ignores its housing shortage, just look to San Francisco where the median square foot costs more than $1,000. In the Austin metro area, it’s about $150 per square foot and just over $200 within Austin’s city limits. At the annual breakfast conference, attended by more than 600 industry professionals at the AT&T Conference Center at the University of Texas, three housing and economic experts presented their analysis of trends, supply and growth in the housing and labor markets across the country. Eldon Rude, principal at 360º Real Estate Analytics, tracks U.S. employment trends. He said that major tech companies are continuing their drive for growth this year and that Austin has “emerged as one of a handful of cities most attractive to the industry for expansion.” Rude also points out that the unemployment rate here is historically low at just 2.7 percent, making the Austin metro area very attractive to a highearning workforce that will inevitably convert to 2018 homebuyers. This isn’t just speculation. Some of the larg-

est tech companies in the world— Facebook and Google, for example—are expanding and have already signed leases for enormous amounts of office space and entire buildings around town. Additionally, companies with headquarters in Austin—HomeAway, Indeed. com, and Parsley Energy—have also signed leases for a combined million-plus square feet of office space. Specifically, Parsley will be occupying an entire 31-story downtown skyscraper and Indeed.com is moving into an 11-story tower at the Domain. While homebuyer numbers may look fantastic on the surface, to actually connect with this population it’s crucial to understand what motivates them and, as consumers, how they operate in the world. Lindsay Kunkle, vice president at Kantar Futures, identified three

major trends among likely homebuyers: they anticipate change, they’re inundated with brand marketing and they’re prone to retreating into small and intimate social and professional bubbles. Kunkle sums up her analysis this way: “In a world of changes, the mandate for business is to channel the forces of disruption or risk being disrupted.” And to reduce what Kunkle calls “brandwidth” overload, consumers are looking for convenience and “flow” so they can better manage their lives. How does that translate for the REALTOR? It starts with courage in the face of change. In other words, an openness to adopting new technologies and tools, awareness of new and more convenient ways of doing things and the

Are new home sales disrupting the Williamson County market?

E

very month, the Association shares real estate market data compiled by the Texas Association of REALTORS and the Texas A&M Real Estate Center. The data is compiled by TAR and consists of data from each MLS across the state of Texas. From there, Texas A&M Real Estate Center scrubs the data to remove duplicates to publish accurate and precise data. Finally, the numbers are analyzed by local Association to be presented to the membership and media. Over the past six months, the Association has seen a shift in the real estate data presented. The number of new homes being reported has increased drastically and is starting to affect the real estate information we’ve been presenting. There is no doubt that new home builders are sustaining the demand for homes in Williamson County. Based on the numbers we saw in December 2017, the number of new home sales in Williamson County, increased over 63 percent from December 2016. There are no signs in the near future of this slowing down.

According to the Real Estate Center at Texas A&M University, there were 4,188 new home permits issued in 2017 in Williamson County; an increase of 10.2 percent from 2016. All of this information made the Association dissect the data even further and split it into the existing home market and the new home market for the entire year of 2017. Quick Stats for 2017 –Existing Home Properties • 8,301 – Homes sold, 0.8 percent decrease from 2016. • $260,000 – Median price for homes, 6.1 percent increase from 2016. • $2,393,176,820 – Total dollar volume, 5.5 percent increase from 2016 Quick Stats for 2017 –New Construction Properties • 2,768 –Homes sold, 28.8 percent increase from 2016. • $309,000 – Median price for homes, 0.0 percent increase from 2016. • $922,968,930 – Total dollar volume, a 28.8

What does this mean for you and your consumers? 1) Based on the data presented, a new home will run you approximately $30,000$60,000 more than an existing home in Williamson County. 2) The new home market makes up approximately 25 percent of all data presented in the MLS. 3) New home prices remained flat in 2017. 4) In December 2017, there were only 1.3 months of inventory for existing homes, compared to 4.4 months for new homes. The past couple of years have been a real es-

tate market riddled with inventory problems. This can be attributed to two main causes. First, sellers just are not interested in selling their homes; secondly, Williamson County has experienced a population increase of over 100,000 residents since 2010. According to the 2017 Texas Relocation Report, 46 people are moving to the Austin-Round Rock MSA each day, and many are choosing Williamson County as their home. The infrastructure of the county is being updated to help move these new residents, so it also makes sense to build new homes to house them. We thank our new home builders across the County for filling the inventory gap and for building high-quality homes in Williamson County. Advantages to selling new homes

B

y now you’ve heard the news, 2018 is expected to be yet another banner year for home sales in the Greater Austin metro area. And yes, it will continue to be a seller’s market characterized by low supply and high demand. According to every expert we’ve heard from in the last month or so, tech companies will expand their footprint or choose Austin as their home, and with the unemployment rate hovering around 3 percent, these companies have no choice but to attract would be employees from other markets. For the region, that means population growth and more pressure on the housing market. Eldon Rude of 360º Real Estate Analytics at the HBA’s recent Housing Forecast said he expects builders to build 7 percent more homes in 2018 than they did in 2017 (that translates to approximately 17,000 housing starts). However, given the need for 15,000 starts per year just within the City of Austin’s limits alone, we are nowhere close to building the number of homes needed to keep up with demand. Low inventory region wide will continue to create an environment where multiple offers

are common and a house selling for more than asking price is the expectation. As a REALTOR selling in this market, you have likely been in such a situation; perhaps multiple situations like this with your client(s). The emotional rollercoaster and stress of these scenarios can be overwhelming for everyone involved. As president of the HBA of Greater Austin, I encourage you to include new homes when searching for options for your buyers. There are a number of advantages to buying a new home. And while yes, new homes usually come at a higher sticker price than comparable existing homes, when calculating the “cost of ownership,” new homes are much more affordable than you would think. For example, new homes don’t have the maintenance and repair costs that typically come with an older, existing property. New homes are up to six times more energy efficient than older homes, saving significant monthly utility costs. Warranties on new homes add additional protection that doesn’t come along with a re-sale home. Let’s not forget how valuable it is to remove the layer of stress of hunting for that perfect home, putting in an

offer and then losing out to another buyer. Let’s talk upgrades. Talk to your buyers about their expectations. If they are looking at resales and mention the need for upgrades or updating different rooms, consider the cost of those projects. It’s possible that once you add up project costs that you find buying a new home with the upgrades already built in is a bigger bargain. Plus, builders often offer free upgrades and discounts that add up to thousands of dollars in additional savings. And don’t forget the benefit of selling new homes for you, the REALTOR! Builders are consistently offering higher commissions and bonuses on inventory and to-be-built homes. Some builders have REALTOR loyalty programs where you earn larger commissions as you sell more of their homes. Still others offer big prizes and vacations. t’s prediction time! OK, Realtors, get out your crystal ball and look into the market future. Have you ever felt this way when someone asks where the market is headed? Well, it’s not slowing down any time soon! I’m sure one can look back on monthly statistics to get a sense of the pattern for the market’s ups and downs. I simply rely on the Association’s data and better yet, the Texas A&M University Real Estate Center. The resources we have in our profession are remarkable! You can also ask your favorite title representative and they too will give you statistics. Okay, so they must be the ones with the elusive crystal ball. In any event, you will want to be honest with your clients. If you don’t know where the market is headed, let them know you will get back to them with the information. Then do what you say! Research the market trends for your clients. You are their resource so you should depend on sound data to fulfill this expectation. As 2018 unfolds, increasing job opportuni-

ties in a prosperous economic environment foreshadows “an optimistic outlook for this historically healthy market,” says Corey Martin, principal and managing director for Avison Young. Martin advises in his prediction, “Developers and owners should take Austin’s distinctly tech-driven economy, large millennial workforce and evolving workplace trends into consideration when formulating their strategies for 2018.” My prediction is that Austin and surrounding areas will continue to see growth —translating into more home sales. At least that’s what my crystal ball says. RL

Experts are weighing in: housing prices are flying north for 2018

H

ow fortunate we are to live in such a great city as Austin, Texas. The Austin-Round Rock MSA is the 31st largest metropolitan area in the U.S. I love that we continue to be on the top performers lists in the state and we continue to attract national attention. The area is predicted to continue to outperform most of the nation and lead by expansion in manufacturing, producing and distributing information and cultural products. According to David Tandy, president of Texas National Title: • Job growth will be strong because of companies expanding and moving here. The challenge is the very low unemployment rate. There are no employees to hire. • Median home price will increase 3 to 4 percent. It was 3.2 percent for 2017. Price points and interest rate increases will keep it from being more of an increase. • Rates will rise gradually, especially if the stock market continues to increase. • We will build about the same number of homes (15,000 to 16,000). • Active listings will be at 2017 levels, not

2016 levels because we are still not building enough homes. • Days on market increased an average of 60 DOM in 2016 to an average of 77 DOM in 2017. That will probably increase another 10 percent or so in 2018. As we see our inventory decrease in the heart of Austin the suburbs tend to be where more affordable choices are found. Folks that typically prefer to be downtown are looking to the outskirts of town for newer options with more square footage and space. “The bottom line is that a lack of first time buyer inventory is the root cause of home prices going up. In addition, interest rates are the only thing keeping home affordability in check. Prices are now higher than ever. If the fed does get to raise the rates like they want, then we will see a decrease in demand. The reason they may not raise them anymore this year is because inflation is low, unemployment is low and GDP is close to normal,” says Gary Keller, co-founder and chairman of the board of Keller Williams Realty. officer know right away. 5. Do not open or close any bank accounts (even if you have already moved to a new area and want to establish new banking relationships). 6. Do not make any large (in excess of 50 percent of total gross qualifying monthly income) non-payroll deposits or transfers without discussing with your loan officer. 7. Do not pay down or pay off debts without consulting with their loan officer. 8. Funds for closing should always be from a disclosed account, and from the designated account. Do not tell your loan officer you are going to wire funds from your checking account, but then have the cashiers check or wire to title come from a different account. 9. Do not buy new furniture and/or bigticket appliances between application and closing. 10. Do not buy or lease a car until after you close. 11. Do not co-sign on any loans. 12. Do not substantially change your credit card purchase habits/balances. 13. Do not open or close any trade line accounts. So, the conclusion is to simply be stable and look stable! Of course, that isn’t always possible, but it is certainly ideal. When the situation becomes less than ideal, keep the loan officer in the discussion so nobody is surprised at the last minute. These are pretty simple concepts, but we probably all know somebody who has done that and wished they hadn’t! RL

uying a home or property is one of those really significant life events. The buyer really wants to do it right and between their own thinking and the input they get from well-meaning friends they keep coming up with things that need to get done. Generally speaking, tell them “don’t.” Just don’t do anything! I’m going to share a very short list of things to do, and a much longer list of things not to do. Here’s the reason. Someone is going to be looking at that loan application and they are hoping to see stability; because stability makes someone believe the borrower will be predictable, paying off this loan just like they have paid off loans in the past, earning a living the same way they have been and maintaining the same saving patterns. You get the picture. It makes sense. You and I would generally make those same assumptions if we were asked to loan our own money and be repaid in monthly installments. Any change in the buyer’s historical patterns makes that buyer’s world look less stable, less predictable and more risky. So, with that in mind, here are some things

homebuyers should do: 1. Remind them to take a look at their driver’s license – if it’s coming up for renewal, get it renewed. Don’t put it off – do it now, because we don’t want to go to closing with an expired license (or other ID). 2. They should obtain their credit report and review it for accuracy. What do you do if you have a disputed account? How about a medical collection? You might be surprised how often these things show up unexpectedly. 3. Submit income pay stubs and tax documents to your lender to help assure your version of your income matches the underwriter’s income calculations. 4. Submit bank statements to document “seasoning” of funds. 5. Disclose any interests in real property they may be on title to. Some buyers are on title to family held properties, and don’t think of themselves as “property owners” because they never pay any expenses related to ownership.

6. Earnest money and option fee checks should be written on the buyer’s own account, and preferably drawn from the account they will be using for cash due at closing. Do not have someone other than the buyer provide the earnest money, unless it’s been planned for and discussed with the lender in advance. The buyers need to try to keep their credit, assets, debt load and employment status as stable as possible. Here is that (non-exhaustive) list of things buyers should not do: 1. Do not apply for any new credit. 2. Do not change their name. 3. Do not change employers. 4. Do not change the way they are compensated (salary to commission, employee to independent contractor, etc.). If this is beyond the client’s control, let the loan

ability to spot trends early. Kunkle goes on to say that today’s consumers are savvy and adaptive in their thinking and beliefs. They expect the same from us. Senior lecturer of real estate finance at the University of Texas at Austin, Dr. Greg Hallman reported on sources of positive growth in the U.S. and global economies. Thanks to the lower corporate tax rate, Hallman anticipates very strong employment growth. Then, on the other hand, interest rates are set to rise, which makes economists feel uncertain. Rude provided a more micro view of the numbers. The Greater Austin area only has a four-month supply of active listings for previously owned homes and inventory supply within Austin’s city limits is less than 1.5 months. Median home prices have risen to an

all time high of $362,000, a number expected to increase since builders are forecasted to deliver just 17,000 new homes in the whole five county area. With 15,000 needed in the city of Austin alone, this is a far cry from what is needed to put a halt on rising prices. Lee Whitaker, president of the Home Builders Association (HBA) and vice president of Pacesetter Homes, says, “housing affordability will continue to be a challenge for the foreseeable future.” Ultimately, Rude, Hallman and Kunkle were very optimistic about 2018, despite some lingering worries — specifically, interest rates and housing affordability. Rude says that at some point, “there will be a shock to the system,” but ended his presentation on this simple nugget of wisdom: “Planning is easier than forecasting.” RL
