Presidents Message By Chandra Patterson, 2017 President

To my Officers, Board Members, fellow REALTORS®, Affiliates and Staff, I am overjoyed and honored to be elected to serve as your 2017 Virginia Peninsula Association of Realtors (VPAR) President. This all began when as a brand new agent my broker encouraged me to get involved with VPAR. I asked him “why?” His response, “so that you can give back to the Association, get to know other Realtors with whom you will be doing business, and grow as a professional.” At the time, I did not fully understand how important and impactful it would be. But as I got involved in VPAR committees, activities and membership meetings, I began learning, understanding and seeing the other sides to this industry. My eyes were opened. The first committee I served was on Budget and Finance. It was a natural fit for me because I have a degree in Finance and an accounting background -- from a previous life. I was just as lost as could be. But I sat quietly to observe and to learn. From then on throughout these years, I served on other committees and have grown professionally and personally from the experiences. So, as you can see, giving back to the PeninsulaREALTOR®

Association through volunteering to serve on committees has always been a common thread in creating the tapestry of my career. I have gained so many great friends and business relationships locally, across this state, and nationally. It was all because of a simple “ask” from my broker.

Back in August, I attended the National Association of Realtors (NAR) Leadership Summit in Chicago where 2017 President, Bill Brown revealed his theme… “Revolution”. His vision for NAR and its members is to be the revolution in education, technology, and professional development. He mentioned in his inaugural address 2 weeks ago in Orlando that Revolution is about progress, discovery, change, technology, and revelation. His vision is for Realtors to be the center of transactions, preparing to be successful in our businesses and careers, and as Realtors controlling our destiny.

Our 2017 Virginia Association of Realtors (VAR) President, Claire Forcier-Rowe’s theme is “Be the 1”. She said to “Be the 1” to encourage and support another…”Be the 1” to give back… “Be the 1” to invite others… “Be the 1” to help someone else… “Be the 1” to be the best in what you do. To that end, I would like to challenge every member and affiliate. If you are not actively involved in VPAR in some form or fashion, tonight I encourage you to do so. to offer. You have seeds of greatness deposited in you! This industry is ever changing and the Association is constantly evolving. We welcome new, fresh talent and I know each of us has some God-given gift and talent that can be shared and utilized to keep this Association vibrant, cutting edge, and ever-changing. Be the Revolution… The 1… the Volunteer! Included in this newsletter is the VPAR Strategic Plan. It shows you the direction this Association is going for the next 3 years. VPAR leadership and staff want to be transparent, so please take the time to read over it. From the Strategic Plan, there are 3 things I would like to highlight. 1. We are bringing back the Broker Manager Enhancement Committee. Brokers, you are key elements to this Association. You are the bridge… the connection… The 1… between VPAR and the membership. I am relying on you to please stay in the loop with all that VPAR is offering and encourage your agents to participate in VPAR activities. Get them out to our membership meetings and education classes. Encourage them to donate to RPAC (which is crucial to our business and the real estate industry). Encourage them to get involved in the Association and join at least 1 committee. If they want to join more… great!! But at least 1… is all I am asking. Share those gifts and talents! You work with your agents daily, and I know you see those PeninsulaREALTOR®

who have that potential to be great leaders in this Association. Someone saw that in me long before I saw it in myself. Tell them to be that ”Revolution”… Be “The 1”… Be that Volunteer! VPAR would love to work with them!

2. We are bringing back our Young Professionals Network (YPN) Group. On the national and state levels, YPN is the! They are an extraordinary group of young professionals. I know we have some like them here at VPAR. So, to my young professionals, please know that you too are key elements to this Association. You have so much to offer VPAR. I am looking for great leaders from your group too!

3. Leaders are not born, but are made. VPAR is planning to start a leadership academy for our emerging leaders in VPAR. We are looking to grow our leadership stock. We are looking for volunteers who have passion, vision and desire to take their volunteering to the next level. I am going to work closely with our Professional Development Committee to have this program developed and in place so that by 3rd Quarter 2017, our first group will hit the ground running. It will not consume a lot of your time, but I feel you would benefit from the experience. I know that when I participated in the VAR Leadership Academy. I learned a lot about me. December 2016

I look forward to serving as your 2017 President and working alongside you. C., VPAR has had its eyes on the ball and its ears to the ground to cover elections, governmental and legislative relations and public affairs for YOU! See the accomplishments that we have made for you, with more to come in 2017! Here at the local level, VPAR is widely sought as a trusted resource and valued community stakeholder. Because of our solid relationships with Peninsula Mayors, members of City Councils, Chairs and members of County Boards of Supervisors, many of whom we have supported with RPAC funds, we are asked to participate in numerous local issues. Add to that the value we bring to decision makers by providing housing data and market statistics, the value of our members being sought to serve on local boards and commissions, and the value of our input on ancillary issues such as transit, transportation, economic development and public education, and VPAR is an active, engaged, credible business organization that plays a significant role in the region.

The year started with the 2016 General Assembly session taking action on over 2,000 bills that were introduced in the House of Delegates and the Senate. Of those, about one-third ultimately passed both houses and were signed into law by the Governor Terry McAuliffe, including nearly all of the bills on the VAR legislative agenda. Amendments to the Property Owner Association (POA) and Condominium Owner Association (COA) Acts, agency and licensing laws, and the licensing of home inspectors all met with successful passage. VPAR held another very successful REALTOR® Day on the Hill event in Richmond in February, with over 50 members in attendance, traveling to the state Capitol to meet with the Peninsula legislative delegation. In addition to stomping the halls of the General Assembly Building, VPAR members heard from the Clerks of the House and Senate, as well as legislative pages; from the former Secretary of Commerce and Trade, Maurice Jones; from Mike Hazelwood, legislative aide to Delegate Keith Hodges; and from Jeff Schapiro, Political Editor from the Richmond Times-Dispatch, as well as a few others. The day culminated with the VAR Legislative Reception at The Jefferson Hotel.

From there, in March, the Association and its Public Policy Committee moved straight into Spring local government elections in Hampton and Newport News. Spending two days interviewing over 20 candidates, the Committee made Association endorsements and campaign contributions from RPAC of Virginia in the Hampton Mayoral election, the Hampton City Council election and the Newport News City Council election. Later in the year on the election front, then-President Andy Cohen and PPC member Peggy Todd represented VPAR on a multi-Association interview panel for the 2nd Congressional District PeninsulaREALTOR®

election. After covering issues ranging from flooding and the mortgage interest deduction to FHA and housing opportunity, the panel endorsed Scott Taylor, a real estate investor and former Navy Seal who currently represents the 85th District in the House of Delegates.

In addition to covering the General Assembly and keeping an eye on state issues throughout the year, VPAR also covered a host of local and regional issues that were important to the VPAR public policy program. Highlights included: In March, building upon a partnership with HOMES FOR OUR TROOPS (HFOT), a national non-profit organization that builds specially adapted homes for severely injured post-9/11 veterans, that was initiated by the Virginia Association of REALTORS®, VPAR worked with York County on one of the first homes that Virginia REALTORS® and HFOT built.

Economist and researcher Dr. Tom Hall of the Economics Department at Christopher Newport University gave a VPAR members a thorough presentation of his months-long work that was underwritten by a Housing Opportunity Program (HOP) grant secured by VPAR through the NATIONAL ASSOCIATION OF REALTORS®. The study outlined current housing market stock and future housing needs that later was presented to the City Manager and his staff.

VPAR was awarded a $5,000 Housing Opportunity Program (HOP) grant from NAR to conduct a Housing Needs Study in the City of Hampton. The purpose of the funding is to work with the City and an economist to identify and assess the City’s current housing stock, and to project, using demographic trends and buyer preferences, what the City’s housing needs may be in the future. This in-depth process has just begun with Dr. Hall again being the researcher, but our hope is that the City can use the information in its various neighborhood Master Plans and in its review of the Comprehensive Plan. VPAR continued its NAR grant work by collaborating with the Boys and Girls Club of Newport News to begin the process of garnering a placemaking grant at the Pinedale location, where we hope to develop a park-like setting in memory of former Senator John C. Miller. In May, VPAR held another Residential REALTOR® Day in the City of Poquoson that focused on flooding, flood mitigation, sea level rise and helpful information for REALTORS from Col. (Ret.) Paul Olsen, the former Commander of the Norfolk District Office of the U. S. Army Corps of Engineers. Held at Surf Rider, the day was soggy and wet but fun and informative, and included the City Manager’s now famous (or infamous!) BUS TOUR! Speaking of flooding, VPAR continued to work with the City of Hampton on flood mitigation issues, including holding PeninsulaREALTOR®

meetings with Members of Council and the Mayor to outline strategies for improving flood-prone areas of the City while maintaining the City’s involvement in the National Flood Insurance Program.

VPAR maintained outreach to and communication with the City’s Codes Compliance and Rental Inspection Program and pressed for a “check-up” meeting with Mayor Tuck City Council. The Association also maintained connection to the Newport News Comprehensive Plan Community Advisory Committee (CPCAC) working behind the scenes to keep VPAR’s message and housing issues in front of City planners. VPAR’s Legislative Consultant is an appointed member of the CPCAC. VPAR is adept at working behind the scenes, especially when it is for strategic purposes. Such is the case with the City of Poquoson, which in the late summer began the process of reviewing its Comprehensive Plan. We are monitoring closely the input and output of this exercise, and will weigh in when appropriate. VPAR’s Legislative Consultant also has been appointed to the Langley/ Ft. Eustis Joint Land Use Study (JLUS) that will outline upcoming land use and designations to the areas adjacent to the installations, for the purpose of insuring that encroachments and natural disaster December 2016

hazards, including recurrent flooding at Langley Air Force Base, are mitigated, and that the bases’ missions are preserved and enhanced to make them as “BRACproof” as possible. The City of Newport News is the lead agency on the JLUS and will begin the process in earnest in 2017. VPAR members “GOT ON THE BUS” with Hampton Roads Transit in late August! REALTORS® and Affiliate Members learned about the work that HRT is conducting to improve its ridership and services – including rapid bus transit that VPAR supported in the General Assembly -- rode on several routes and heard from riders and businesses who rely on bus service. This very informative morning is the first of what we hope will be additional opportunities to connect with this important public partner!

In early September, then-President Andy Cohen, PPC Chairman Carl Burt, CEO Jim Wetzel and Legislative Consultant Susan Gaston met with City Manager Jim Bourey and his staff to outline ongoing opportunities for the City and VPAR to work together on mutual housing goals. The productive discussions lead to potential grant opportunities to market the City, to explore opportunities to create a REALTOR® College program and to work with the City on a variety of issues in the 2017 General Assembly Session. In late September, VPAR members had the PeninsulaREALTOR®

pleasure of meeting with the leadership of the Newport News Public School Division and touring a number of schools, including the impressive new STEM Academy in the Southeast Community. Meeting with school leadership, visiting inside classrooms and with students, being serenaded by vocalists and musicians, learning about a variety of programs and accomplishments, and even being educated on the Division’s challenges all were informative components to a day that definitely will be repeated…and sought in other area school systems as well.

The October General Membership Meeting with the Peninsula’s local school division Superintendents was extremely informative, enjoyable and beneficial. All of the area school leaders from Hampton, Isle of Wight County, Newport News, Poquoson and York County attended and provided a wealth of knowledge regarding many ongoing issues in public education – from SOL tests to the budget to new schools and programs to student success. Another great example of VPAR members learning as much as they can about their communities! Also in October, the Legislative Consultant met with newly appointed Isle of Wight County Administrator Randy Keaton, who some VPAR members may remember from the Hampton Roads Planning District Commission. At issue were cash

proffers, the County’s previous attempts to implement cash proffer reforms, new staff in the Planning Department, the upcoming Comprehensive Plan review and VPAR’s ability to provide housing statistics and other market data.

In late October, the City designated the Southeast community a rental inspection district. The Legislative Consultant has reached out to the City to ask that the Association be part of a stakeholders group, if one is formed, so that we can provide significant input into the development of the guidelines and processes that will be needed to implement the program and follow state Code. Program guidelines and details have not been developed at this point. The City is making a push to implement workforce housing opportunities, particularly in the Southeast community, as part of a greater investment focusing on enhanced development and redevelopment as well as improved economic development. The City would like to have an incentive-based program to attract builders; VPAR has suggested the workforce housing/affordable dwelling unit (ADU) program to the City and has provided them with the language from the Code of Virginia that outlines that program at the local level. Finally, at the federal level, your input worked to effect passage of H.R. 3700 PeninsulaREALTOR®

which was signed by the President in late July. This legislation: • Solves a number of concerns regarding FHA’s condo rules: • Reduces the FHA condo owner occupancy ratio to 35%, unless FHA takes alternative action within 90 days. • Directs FHA to streamline the condo re-certification process. • Provides more flexibility for mixed use buildings. • Mirrors the Federal Housing Finance Agency’s (FHFA) rules regarding private transfer fees for FHA condo lending. • Provides permanent authority for direct endorsement for approved lenders to approve Rural Housing Service (RHS) loans. • Makes reforms to federally assisted housing programs to streamline the programs. And in the midst of all of this, VPAR members forged ahead in serious public policy work! • Lynn Grimsley was reappointed by Governor McAuliffe to a second term on the Virginia Real Estate Board (VREB). • Peggy Todd completed her term as the Chairwoman of the Hampton Neighborhood Commission. • Chandra Patterson completed her sixth and last year as a Trustee for the RPAC of Virginia Trustees. October 2016 Homes Sales Report October 2016 residential real estate sales performed steadily relative to prior year benchmarks, rebalancing from a third quarter balloon and still reflecting high buyer demand. The value of transactions for October 2016 was $2.815 billion, up 1 percent from the same month in 2015 ($2.787 billion). Volume through the end of October 2016 exceeded $31.970 billion, a gain of 6.4 percent from last year’s accumulation of $30.050 billion.

As high demand overcame typical seasonal trends, October median price was unchanged month-over-month and was 5.0 percent higher than in the same month last year ($262,500 over $250,000 in October 2015). Typically, price drops monthto-month from June through the end of the year. Average length of time on the market decreased markedly year-overyear, by 16.7 percent (from 78 days last October to 65 this year). The number of October transactions in 2016 was slightly fewer than in 2015, declining 0.9 percent from 8,870 to 8,789. 2017 Virginia Peninsula Association of REALTORS® Committee Descriptions Awards Committee Annually reviews the Outstanding Salesmanship Club (OSC) Award applications and conducts audits as necessary. Reviews requests for changes to the OSC criteria and forwards recommendations to the Board of Directors. Evaluates, promotes and chooses recipients of the Annual Special Awards such as REALTOR® of the Year, Rookie of the Year, Salesperson of the Year, Affiliate of the Year, Community Service Award, Property Manager of the Year, Manager of the Year, Code of Ethics Award, Sales Team of the Year and Salesperson of the Year. REALTOR® Members only. Banquet Committee This committee assists with the planning, obtaining sponsors and conducting the annual OSC Awards and Installation Banquets. Broker Manager Enhancement Committee This committee is comprised of Broker Managers only and plans and implements broker education, networking and forums. Broker/Managers only Budget and Finance Committee Determines and reviews the annual budget, meets quarterly to determine budgeting changes, oversees financial obligations and is responsible for strengthening the Association’s financial resources. Interviews political candidates and recommends funding to candidates from the REALTOR® Political Action Committee (RPAC) of Virginia. Plans and coordinates Association activities with elected officials. This Committee will be responsible for developing and implementing strategies to increase housing affordability on the Peninsula. It will also plan and coordinate all RPAC fundraising efforts and events. Application required.
