Retail employees need to know more than basic math and writing; they need the skills to adapt to new technology, new ways of connecting with customers and navigating their future in an industry that provides so much more than just a job.Not too many years ago the “smartest” tool in the store was the cash register. Fast forward to 2022, and retail employees are now Bryan Wachter “connected” from the moment they clock in. Retail team members are equipped with handheld devices to help customers find products inside thestore and to list out the items that need to be gathered for the car-side pickup order. The retail employee is likely no longer working the cash register and is, instead, helping customers to navigate the technology of the self-checkoutTechnologymachines.ishere to stay in the retail experience, and not only do our retail employees need to be proficient, but they also need to be comfortable adapting to ongoing changes in tech. We’re already seeing the early days of in-store automation and even deliveries by drone. In addition to technology, retail employees today need to be equipped to work with customers and coworkers from very diverse backgrounds, and that is going to increase from here. National Retail Federation Says Economy is Strong Enough to Keep a Recession at Bay Despite Two Quarters of Decline DESPITE DECLINE,QUARTERSCONSECUTIVETWOOFTHE U.S. economy still does not appear to be in a recession and remains unlikely to enter one this year, National Retail Federation Chief Economist Jack Kleinhenz said declinedgrossReview,ofcamelivedrecessionwithisstrengthweongoingrecessionpaceisisKleinhenzwithistheintomomentumtherecession,heightenedcontractions“Back-to-backtoday.havefearofabutwhileeconomyhaslostheadingthesecondhalfofyear,economicdatanotyetconsistentatypicalrecession,”said.“Ourviewthatwhiletheeconomyfunctioningatasloweritislikelytoavoidathisyear.Despiteuncertainties,believetheunderlyingoftheeconomystrongenoughtodealinflationandkeepaatbay–orshort-evenifwearewrong.”Kleinhenz’sremarksintheAugustissueNRF’sMonthlyEconomicwhichnotedthatdomesticproduct1.6percent

year over year in the first quarter and 0.9 percent in the second quarter. Two consecutive quarters of decline is a common informal indicator of a recession, but the official declaration is up to the National Bureau of Economic Research, which defines a recession as a significant decline spread across the economy. The bureau has yet to rule on whether the current downturn meets that definition.Evenwith two quarters of GDP decline, private final sales to domestic purchasers – a key measurement of both consumer and business spending – remained in positive territory for the first half of the year, up 3 percent in the first quarter and flat in the second, the MER report said. Other indicators wouldonsetthathaveslowerproductionincomeemployment,includingretailsales,andindustrialhaveseengrowth,butnonecontracted.Acriticalindicatorcouldsignaltheofarecessionbeasignificant

downturn in employment, Kleinhenz said. But the unemployment rate stood at 3.6 percent in June, nearly half a percentage point lower than the beginning of the year and only slightly above the 50year pre-pandemic low of 3.5 percent seen in JanuaryMeanwhile,2020. payrolls grew at an average monthly rate of 539,000 in the first quarter and 375,000 in the second quarter. And retail sales as defined by NRF – excluding automobile dealers, gasoline stations and restaurants to focus on core retail – were up 7 percent year over year in the first six months of the year. Even though economic indicators remain strong, Kleinhenz said “it is now clear that the world has changed” since the beginning of the year, citing factors that could not be anticipated earlier including the persistence of COVID-19, continuing supply chain challenges, the ongoing war in Ukraine and other issues that have driven the highest inflation rates in 40 years. This regulation will now go through the Legislative Commission for final approval. She stated she understood my concerns with the regulation having no exception for a pharmacist to comply with the requirements if there were circumstances where this would not fit on the label.The Retail Association of Nevada will be working with the Assemblywoman during the upcoming session to modify the statute to address concerns that the industry has with the current language.TheBoard also adopted LCB File R051-22 regarding reporting to the Board any convictions or administrative actions upon a finding of guilt. This will have to be heard at the next Legislative Commission for final adoption before becoming law. The Board will also be considering language to allow Planned Parenthood to place vending machines in their facilities that dispense contraceptives to address concerns regarding access to these medications.TheBoard heard testimony from the organization involving the placement of these vending machines in the university setting. RAN did not take a position on this issue; however, there Liz MacMenamin are concerns that the current requirements for a pharmacist to dispense these medications, including a lengthy assessment of a patient and their health records. This does not seem to be the case with the vending machines that were being discussed. RAN would like to be certain that there is some type of provider/patient relationship before dispensing these medications. At the least, they should be held to the same standards that a pharmacy is held to in the dispensing process. Nevada’s trucking industry and, in turn, Nevada’s supply chain is being challenged by a 2019 state law that came into effect when the courts allowed the injunction to expire. The new law imposes stricter rules for engaging independent or contract workers, who make up a majority of the trucking industry. CANNABIS LAWSUIT TO MOVE FORWARD

Joey Gilbert has reiterated, nearly two months after the Nevada Primary, that he will “never” concede the gubernatorial election. Gilbert continues to voice concerns for election security and cites the election was illegally conducted. Gilbert has already paid for a statewide recount and has filed a lawsuit in Carson City. Clark County Judge Joe Hardy has ruled that the ACLU of Nevada can proceed in their legal action to require the Nevada Board of Pharmacy to remove cannabis from the state’s list of Schedule 1 substances. By Bryan Wachter that future. In a prepandemic study, the Clark County School District (CCSD) was rated second-worst by the Thomas B. Fordham Institute and U.S. Chamber of Commerce for school quality among the nation’s 50 largest metropolitan areas. CCSD is graduating more than 85% of the students who walk through their doors, but less than one quarter of our students are graduating college ready with proficiency in math and English. These graduates are not ready for the workforce, and they are going to fall further behind as proficiency with technology becomes a required skill in every workplace.Business is invested in our workforce, but before we talk about funding, we must have accountability. As it currently stands, education is the state’s second-largest budget and is more than $14 billion dollars for the biennium. This is not a small amount of taxpayer’s money, and it deserves transparency and accountability. Now every time the Nevada Legislature adds more funding to address a problem, we never go back and review whether the problem was improved, let alone, solved. Instead, the Legislature is told, that the problems still exist, and more money will fix it this time. Now we have a tangled mess of problems and budget allocations and no plan to measure success. If we are truly focused on our customers, our students, this must change. With accountability, we can have a conversation about raising taxes. The business community isn’t opposed to raising taxes for education; we are opposed to bad tax policy that wastes tax dollars and doesn’t fix problems.Thefirst problem is the partisan showdown that gives little regard to issues, concerns, or, God forbid, ideas from the minority party. The second problem is a lack of faith that raising taxes for education actually results in more funding for education. In reality, all that takes place is a shell game. New education dollars mean that old education dollars can be moved to non-education budgets. THE FUNDINGCENTEREDPUPIL-NEW Plan is going to have a huge impact on Nevada families. It is something that is long overdue and the culmination of a concerted legislative effort with roots dating back decades. We all may have our differences regarding the direction of education, but we all want education itself to be adequately and sustainably funded for students today and through future the cost per pupil of administration and support services, along with a wealth adjustment based on each district’s ability to generate revenue. The Plan did not differentiate for studentspecific characteristics, but other “Categorical” funding streams were generated for class-size reduction, career and technical education, English learners, and other programs. Special education funding was also funded outside of the basic support amount in the Plan. Due to the ongoing staff shortage, the Washoe County School District has announced that they will continue rotating bus service to make the most of their limited resources. Bus routes are suspended on a rotating basis throughout the district’s five service areas, leaving families t o arrange alternate transportation during the one-week period with no coverage. By changing start times, CCSD is hoping to optimize bus routes to maximize resources.
