Introduction to Property-Tax ď Ž

Local bodies both urban and local bodies has got revenues and expenditure. Efforts are on by local bodies to improve revenues and sources are from property Tax, Advertisement and Trade License etc. Among them Property Tax is one most important as it applies to many citizen and main source of income.If the tax is assed to extent of construction made on ground and all properties are covered under Tax there would huge inflow of funds and can be spent for development. Introduction to Property-Tax Properties can be classified in to 1) Un Assessed  2) Under Assessed 1 Un assessed are those properties which are not in Tax Systems 2 Under Assessed are those properties in Terms Area or Nature of Usage   We propose a simple system where we can address the both the above issues which improves revenues to local bodies. Rational Behind the Methodology It is seen from experience in Indian scenario 1. Difficult to get field information due resistance by staff and citizen 2. Intentional under assessment by staff to favor citizen 3. Truly staff do not have info related expansion of properties/structure s causing less tax.


Methodology In view of the complex urban structures it is really difficult to measure individual properties for assessment. Also there will resistance from staff as well citizens for various valid reasons. To overcome the problem we adopted a simple adoptable and implementable procedure to improve than Tax assessment , House numbering, Sanitation etc.   In simple sentence for management point of view the solution can be put as “How many structures are less assessed and what is assessed area and what is area on ground?”


Methodology Structures represent one or more assessed or un assessed properties. Once all information of properties related to particular structure is fed difference can be arrived . Â Therefore self analysis can be made arrived and it can be found which structure gives less tax than expected and further can drilled down to property. Sample results clearly proves that this methodology works.

This is an application which is mostly useful for all the utilities.

This is developed for a locality under GHMC.

It is user friendly, simple to use.

User can enter each property particulars such as struct_id, door_no, ph_no, service_no etc., from this application, so that the data will be automatically effected to the Map.

At the same time unique struct_id will be generated by this application which will be highlighted on the Map.

Even the user can update the previous entered particulars also.

This application is very helpful for GHMC for effective improvement of the collection of Property-Tax.

Us ing identify tool click on particular property to enter data. A unique ID will be g enerated, for each s tructure. F ill the required fields and click “Add” button.

Once the particulars are s ubmitted, the properties highlighted color will be dis abled. At the s ame time , the total plinth-area given by NRS A and G HMC can be s een on yellow textboxes . S canned images of the records can be uploaded us ing “Upload” button.
