Melt the butter in a medium skillet over medium heat. Add the onion and cook until deeply golden, 7 to 10 minutes. Add the garlic and cook for 1 minute more. Sprinkle in the our and stir until incorporated. Remove the skillet from the heat and slowly add the shrimp broth, whisking the whole time. 4. Return the pan to the heat and cook, stirring constantly, until the mixture thickens and loses its oury taste, about 3 minutes. Whisk in the cream, then add the shrimp and cilantro. Season with piri-piri sauce, salt, and pepper to taste. Remove from the heat and let cool completely. 5. Roll and cut the dough as in step 4 for Beef Turnovers (opposite).
