WELCOME MESSAGE FROM THE IBMA PRESIDENT

Welcome Message from the IBMA President It is a pleasure to provide you with the seventh edition of the Members’ Directory. Every month, we receive applications for membership from all over the world. Bioprotection is addressing people’s concerns for safe food and a safe environment at the global level. The dynamism of this industry and its innovative products are supporting this agricultural revolution. IBMA’s main goal is to promote biocontrol technologies for integrated crop protection, organic farming and public hygiene. Therefore, the association is representing members’ views with officials and international organisations. We are therefore looking very closely at the new European Commission, Parliament and Council. We expect the REFIT report to be issued once the new Health Commissioner will be in place and count on appropriate measures to substantially improve the registration process of biocontrol products in Europe; actions will be undertaken according to the outcome. By the time of publication, the Green Deal promised by Ursula von der Leyen should be made available or close to being so. We have high expectations of support of our business by concrete measures accelerating the market access. Support from Member States is essential to accelerate approvals. Therefore, working hand in hand with the national associations is key in view to achieve this milestone. To

increase the power of the actions, coordination between EU and national teams is mandatory. Collaborations with other organisations are allowing IBMA a bigger footprint in the promotion of quality food production and minimising the impact on the environment. Some joint activities are planned over the year to demonstrate the benefit of our technologies. The work performed by the professional groups is due to provide scientific support in the areas of microbials, IBCAs (macrobials), natural substances and semiochemicals. These platforms, including regulatory training, are essential to ensure the high standard of the dossiers to submit. 2020 has been adopted by the UN General Assembly as the International Year of Plant Health (IYPH). The year is expected to increase awareness among the public and policy‑makers of the importance of healthy plants and the necessity to protect them in order to achieve the sustainable development goals. Healthy plants are the foundation for all life, ecosystem functions and food security. Plant pests and diseases damage crops, reducing the availability of food and increasing its cost. Sustaining plant health protects the environment, forests and biodiversity from plant pests, addresses the effects of climate change, and supports efforts to end hunger, malnutrition and poverty. Thanks to all for your contribution in the dynamic biocontrol technologies world!

WELCOME MESSAGE FROM THE EXECUTIVE DIRECTOR

Welcome Message from the Executive Director It is an honour to write to you as Executive Director of IBMA, in this seventh Membership Directory. We are part of a growing biocontrol technologies industry that now represents over 5% of the plant protection market globally with a forecast CAGR of around 16% over the next 5 years. It is heartening to see that recent reports on global agriculture from the United Nations WHO and FAO strongly recommend the use of alternatives to conventional pesticides and a more biological approach to agriculture, in order to improve human and environmental health. In Europe, 2019 has been a year of coming of age for the biocontrol industry, with the importance of biocontrol technologies being highlighted in European Parliament and in European Commission meetings and missions. Furthermore, in the AGRIFISH Council meeting in July 2019, the progress report on low‑risk PPPs and integrated pest management (IPM) highlighted that Member States should deploy additional efforts to implement the principles of IPM into concrete farming practices for more crops. Against this background, the Commission called on Member States to step up their efforts, in particular with regard to the shorter deadlines for product authorisation, and to fully implement the principles of IPM (e.g. by defining specific targets, training farmers and improving monitoring). This was then further boosted by the new mission statements from the President‑elect of the EU Commission, Ursula von der Leyen, who in the proposed ‘Green Deal’ has mandated the Health Commissioner to ‘take up of low‑risk and non‑chemical alternatives’ to reduce conventional pesticides use. As the biocontrol industry, we look forward to the publication of the future European Green Deal.

the risk assessment should focus. The IBMA Professional Groups have set up working groups to develop these decision trees and, in November, the microbials decision tree was presented to the EU Commission Expert Group on Biopesticides by Rüdiger Hauschild and Roma Gwynn. This will now be considered by the group who are actively preparing the new data requirements for microbials. The natural substances working group is progressing and will complete their decision tree by the end of the year and the semiochemicals will start in early 2020. It has been very encouraging to see the level of engagement by members in the decision tree work with 32 member companies involved in the microbials work and a similar number in the natural substances decision tree work. I would like to thank all those members who have dedicated time and skills to the process. This is not easy work and requires detailed consideration of biology and good knowledge of examples. However, through this, we can see that IBMA and its members have the knowledge to provide valuable input to the authorities on the specificities of biocontrol products. Since starting this role, I have been shocked by the lack of understanding of biocontrol technologies among some stakeholders – at best a scepticism that biocontrol technologies really work and that pests and diseases can be controlled effectively to deliver high yield and quality that is profitable for the farmer. We have a lot to do as

DG Santé is leading the ‘Farm to Fork’ strategy under the new European Parliament and IBMA has been working with DG Santé to achieve more proportionate and relevant regulation of biocontrol technologies. In May, DG Santé attended the Annual Assembly in Leuven and informed IBMA of their intention to create new data requirements for microbials, semiochemicals and natural substances. They invited IBMA to develop decision trees to aid the risk assessment process by highlighting the areas in which 2020 IBMA MEMBERS DIRECTORY

an industry to show others that biocontrol technology is a reality. We need to take our examples, well known in the industry, and communicate them more widely. Through the national groups, we have asked for members’ examples of biocontrol so that we can create an online store of biocontrol examples by crop that can be used as a reference by all the industry and with stakeholders. We have also set up a 12‑month partnership agreement with Forum for the Future, an NGO working with businesses in sustainability transformation, to work on how biocontrol technology can help food companies deliver more sustainable supply chains. In this, I will be asking members to work together in a pre‑competitive space to define biocontrol technologies‑based programmes by crop.

organised the annual Symposium with PAN and IOBC at the European Parliament. This 2019 Symposium focused on examples from farmers using IPM methods and tools including biocontrol technologies successes as well as talks from academics and advisors explaining how to speed up the implementation of biocontrol and agronomy‑based IPM.

Our collaboration with COPA‑COGECA continues to grow and we are now working jointly on the second pillar of the roadmap, namely the implementation of biocontrol. To this end, we have a joint workshop with COPA‑COGECA in January 2020, where growers using biocontrol technologies will explain their farming practices to several members of COPA‑COGECA. This is a follow‑up from a successful workshop to the same group in early 2019, where Ulf Heilig explained the principles of biocontrol technologies. This is exciting progress on the roadmap with COPA‑COGECA.

IBMA is very fortunate to have such a dedicated and competent team in Ulf, Isabelle and Louisa who manage the Secretariat on a day‑to‑day basis. A big thank you to them all for their on‑going dedication to the Association and its goals.

A similar roadmap has now been agreed on with IFOAM (the association of European organic growers) and IBMA

Jennifer Lewis, IBMA Executive Director

In addition, our Annual Biocontrol Industry Meeting (ABIM) was larger than ever with 1227 delegates from 52 counties and 536 organisations represented. The interest in the event underlines the interest and growth in our industry. ABIM provided the perfect opportunity to thank our retiring Executive Director, David Cary, for his 10 years of energy and commitment to the industry.

I wish you all a successful and prosperous year ahead in what will be the International Year of Plant Health, a year when the biocontrol technologies industry will be showcasing its contribution to plant health in many different situations. I look forward to working with you all.

IBMA DEFINITION

International Biocontrol Manufacturers Association Definition Bioprotection as the global term for all biocontrol technologies This document encompasses the definition of technologies supported by IBMA – the International Biocontrol Manufacturers Association. National definitions are diverse but may be precisely defined in a given country’s legislation, including examples such as biocontrol in France, biopesticides in USA and biopesticides in some African countries. The IBMA aim is not to change these words but rather to encompass these definitions with an overarching harmonised global term. The need for a harmonised global term is driven by the diverse national definitions which may have a different meaning when used in another country. Terminology wherever possible should be compatible with intergovernmental organisation, scientific, association and standards agency definitions. In order to cover biocontrol or biological control or biopesticides or management of biotic effects on plants that are used around the world, IBMA proposes to use the English terms, bioprotection and thereby bioprotectants. IBMA uses the term “bioprotection” to serve as a collective concept in defining the principal activities of the association and its members. This concept embraces the terminology of the current product categories of the association members namely: Invertebrate Biocontrol Agents, Microbials, Semiochemicals and Natural Substances. And often bioprotectants contribute to ecosystem services. Bioprotection is used to protect against unwanted organisms including pests and pathogens and as such: u

It originates from nature

u

It can either be sourced from nature or is nature identical if synthetised

u

It has uses including in agriculture, forestry, amenity, home and garden, and public health

Bioprotection is intended to: u

Be non‑pathogenic to humans

u

Cause no harm to humans

u

Not contribute to antimicrobial resistance development for human or veterinary pathogens

And because bioprotectants have their origins in nature, they have minimal impact in the environment: u

Natural substances and semiochemicals have existing degradation pathways or are inert

u

IBCAs and microbials have existing ecosystem mechanisms to equilibrate their populations

u

Semiochemicals, IBCAs and microbials are usually highly specific to the target organisms

And they cause minimal negative effects to non‑target organisms, ecosystems and the environment because: u

Any negligible negative impact would be transient, resulting in no lasting reduction in biodiversity

10 2020 IBMA MEMBERS DIRECTORY

IBMA DEFINITION

IBMA product categories within the scope of “Bioprotection” currently include: u

Semiochemicals are substances emitted by plants, animals and other organisms used for intra‑species and/ or inter‑species communication and have a target‑specific and non‑toxic mode of action.

u

Microbials are based on microorganisms, including but not limited to bacteria, fungi, protozoans, viruses, viroids, mycoplasmas, and may include entire microorganisms, living and dead cells, any associated microbial metabolites, fermentation materials and cell‑fragments.

u

Natural substances consist of one or more components that originate from nature, including but not limited to: plants, algae/microalgae, animals, minerals, bacteria, fungi, protozoans, viruses, viroids and mycoplasmas. They can either be sourced from nature or are nature identical if synthetised. This definition excludes semiochemicals and microbials.

u

Invertebrate biocontrol agents (also called macrobials) are natural enemies such as insect, mite and nematode species providing control of pest populations through predation or parasitism.

Currently IBMA does not include, within the scope of “bioprotection”, any technology for which there is no regulatory pathway or policy decision. Once policy decisions have been published, the technologies will be considered for inclusion. This is a living document, which might be developed further in the future. ACTIVITY AND SUBJECTS IN REGULATORY AFFAIRS

Activity and Subjects in Regulatory Affairs In spring 2019, Regulatory Affairs were dominated by important news: the EU Commission informed the IBMA Board and subsequently National Group heads and members at the Annual Assembly in Leuven about the decision to revise data requirements for bioprotectants. In July, EU COM and member state experts started working on data requirements for microbials in the EU Working Group on Biopesticides, and have since continued to do so in monthly meetings. Stakeholders were not invited to these meetings but we were encouraged to contribute and work in parallel on proposals for a revised approach to the risk assessment. IBMA gave absolute priority to work on the identification of specific risk areas for microbials, natural substances and semiochemicals and the development of decision trees allowing risk assessors to focus on relevant risks. IBMA Professional Groups supported by the Secretariat immediately organised working groups and subgroups. Member companies were very responsive and a large number of experts participated and contributed in conference calls and face‑to‑face meetings. They created draft decision trees, based on identity, biology and natural occurrence. Drafts for microbials and natural substances were available for presentations to members in PG meetings at ABIM 2019; the delivery of the tree for semiochemicals, deliberately postponed, is scheduled for spring 2020. In November 2019, IBMA experts were invited to present the draft decision tree for microbials to representatives of EU COM and Member States in the EU Working Group on Biopesticides. The reception of the concept was very positive, and in early 2020 IBMA will present the final proposal for a decision tree for microbials. In the following, as soon as observers and stakeholders are consulted, we will also comment on the Commission’s draft for revised data requirements. EU COM anticipate that they will be able to submit their proposal to the Standing Committee PAFF in Q3 2020. For us in IBMA, it is evident that specific proportionate data requirements are needed not only for microbials but also for semiochemicals and natural substances. This will be promoted and advocated by IBMA in the coming year.

IBMA co‑organised events in the European Parliament promoting bioprotectant technologies, their accelerated authorisation, and proportionate data requirements. IBMA participated in the EU WG on Biopesticides contributing scientific expertise to discussions on guidance for microbials. IBMA attended events of EFSA’s Stakeholder Engagement Mechanisms, i.e. the EFSA Stakeholder Forum and EFSA Industry Round Table, and in related industry meetings. IBMA pursued activity in an EPPO Expert WG developing the draft for a new General Standard on the ‘efficacy evaluation of plant defence elicitors’. IBMA was engaged in OECD meetings, the Working Group on Pesticides (WGP) and its Expert Group on BioPesticides as well as the EGBP Seminar on ‘Bioinformatics and regulation of microbial pesticides’. IBMA proposed four draft working documents on test methods for microbials prepared by a dedicated IBMA ad‑hoc group: on mammalian and avian toxicology and a rationale on earthworm testing. IBMA organised its 6th Regulatory Seminar at ABIM 2019 in Basel, which was attended by about 130 member delegates and in which current issues were presented (all presentations are available on the IBMA website members section). IBMA delegates participated in annual EU Central Zone and Southern Zone Steering Committee meetings with industry, in Brussels and Rome, respectively. The IBMA Secretariat was invited to attend and participate in the Specific Environment Protection Goals stakeholder workshop organised by EU COM in September and will continue to participate in these meetings in 2020. The IBMA Secretariat actively participated in the EU Minor Use Advisory Forum and in the Minor Use Commodity and Horizontal Expert Group meetings organised by the EU Minor Use Coordination Facility (EU MUCF). Member companies proposed solutions for seed treatments and forestry. 2020 IBMA MEMBERS DIRECTORY

PROFESSIONAL GROUPS INFORMATION

Professional Groups Information IBMA Members Directory Report 2019 on Microbial Professional Group (MPG) Activities 2019 has been a very busy year for the MPG. Members inside and outside the steering committee have been highly engaged. The report will cover the most important activities of the past year. A holistic report will be given at the next face to face meeting in the first half of 2020. Definitions: Triggered by the IBMA White Paper, the 2019 activities within IBMA began by elaborating questions on the scope of technologies IBMA represents. The MPG defined what was included in microbial pest control agents / products (MPCA / MPCA). As the bandwidth of MPCP is quite broad, attention was paid to defining boundaries with other biological technologies, in particular with natural products. Microbials were defined as biorationals based on microorganisms, which may include entire microorganisms, living and dead cells, any associated microbial metabolites, fermentation materials and cell‑fragments. u

Whole genome sequencing: There is much debate on the potential role of whole genome sequencing (WGS) as a potential data requirement. IMBA MPG members attended a meeting of food‑borne pathogens and WGS in Paris and later the OECD Seminar on Bioinformatics, which also addressed the topic. At the OECD meeting, scientists, authorities from different regions and industry experts (incl. IBMA) gave presentations. The attending scientists informed about the available tools and database infrastructure. EFSA made it clear that while whole genome sequencing is not yet part of the EU requirements, they are in favour of adding this to the data requirements. The US EPA presented a more pragmatic view, and they are unsure of the value of WGS. Specific gene sequences are certainly a reliable tool in taxonomy and gene sequences might also be considered to answer specific questions, but WGS does not give the functional information that defines the expression of the gene. The value of WGS data in regulating microbials remains a subject of regulatory debate within biopesticide working groups.

u

Bacillus thuringiensis: Bacillus thuringiensis AIR‑dossiers have been subject to public commenting. IBMA MPG is concerned that some authorities are seeing a toxigenic potential of the well‑known commercial Bt strains and that in conclusion an MRL is required. A huge history of safe use, publication e.g. that of Ben Raymond and Brian A. Federici of 2017 and strain specific studies indicate there is no relevant exposure of toxic compounds to humans, which would justify a residue definition. The IBMA Bacillus ad‑hoc group, together with the University of Wageningen and testing laboratories initiated a project to develop Bc/Bt discrimination methods. These data need wide dissemination to explain the position to the regulators and the food value chain.

u

Decision trees: A working group of 31 member experts was involved in creating a decision tree to map out risk areas of MBCAs and MPCPs. This was needed to support the revision of EU data requirements by the MS in the EU Working Group for Biopesticides. An early draft was presented at ABIM 2019 and then to the EU Working Group on Biopesticides in November. The final version should be finalised by January 2020.

The chair and vice‑chair wish to thank the steering committee for the continuous dedication and the members of the core team involved with the development of the decision tree for their high engagement in the short term and good work! Without all these contributions and the commitment of individual consultants the work could never be covered.

In 2020 the key activities will be:

Professional Groups Information Semiochemicals The semiochemical professional group gathers manufacturers of semiochemical active substances and producers of plant protection products based on such active substances. Semiochemicals are substances emitted by plants, animals and other organisms used for intra‑species and/or inter‑species communication and have a target‑specific and non‑toxic mode of action. Semiochemicals used in pest control, as all other bioproduction solutions, can either be sourced from nature or are nature‑identical if synthetised. The PG main activities in 2019 have been the dissemination of the position paper supporting the low‑risk status of defined representative uses of semiochemical active substances and the commenting of different guidance documents, which were touching some areas of semiochemical risk assessment. Different lines of activities have been agreed for 2020 and will focus on the following areas: the preparation of a decision tree as a supporting tool to identify key risk areas in the semiochemical assessment; the involvement as a stakeholder in the revision of existing and the publication of new EPPO standards for mating disruption, and the preparation of a white paper on the natural occurrence and the natural background to different semiochemical substances. In addition to the above‑mentioned activities, we will closely monitor other EU and national activities that may impact semiochemicals, such as the issue of the new list of PPPs, authorised for organic farming, as laid out by Regulation (EC) No. 2018/848.

Definition: The definition for natural substances, which was developed by our professional group in 2018, was finally approved and published in the IBMA definitions document from July 2019 (available on the IBMA website). Also, the Background Paper on Natural Substances Definition has been published and is available for use on the IBMA website. In this paper, the boundary between microbials and natural substances has been clarified.

Natural Substances Definition: Natural substances consist of one or more components that originate from nature, including but not limited to: plants, algae/microalgae, animals, minerals, bacteria, fungi, protozoans, viruses, viroids and mycoplasmas. They can either be sourced from nature or are nature‑identical if synthetised. This definition excludes semiochemicals and microbials. 2. Botanical Guidance Evaluation: We have carried out a survey to evaluate the experience with botanical guidance. The results of the survey were made available to the NSPG group (available on the IBMA website) and helped as a basis to develop data decision trees that will contribute to the development of new data requirements for natural substances in the EU (see next point). 3. Data Decision Trees for Natural Substances: In agreement with DG Sante Director General and the EU Commission, IBMA embarked on a mission to develop data decision trees that will contribute to the development of new data requirements for natural substances by the EU and Member State Authorities. The purpose of these decision trees is to identify key risk areas for natural substances; the purpose is not to write the data requirements themselves, as this will be done by the EU Authorities. A team of experts from our NSPG member companies was built to carry out this work. The draft work was presented at ABIM 2019 and then circulated for commenting. Our objective is to finalise this work by year‑end.

What will 2020 bring us? u

The finalised data decision trees for natural substances will be first stress‑tested internally using natural substances examples that are already registered and then the work will be presented to external EU bodies. u In 2020, the NSPG Group will also continue to work on 2019 topics that were put on hold in 2019 when the work on the data decision trees started. – External harmonisation of the Natural Substances Definition. – A selection of regulatory topics as shown below (final selection to be decided by the working group for this topic).

COLLABORATIVE ROADMAP FOR IBMA

Collaborative Roadmap for IBMA and IFOAM EU for Organic Farming 2019‑2024 IFOAM EU (International Federation of Organic Agriculture Movements – EU Regional group) is the European umbrella organisation for organic food and farming, representing 200 member organisations across Europe. As a system approach to sustainable agriculture, organic farming aims to effectively manage ecological processes whilst lowering dependence on off‑farm inputs. Plant health in organic production is managed mainly by preventive and indirect measures within the agroecosystem. When needed, such measures may be complemented by external inputs such as plant protection products of natural origin. In organic farming only natural substances and, in case the natural substance is not available on the market, also nature‑identical substances are used. The organic regulation allows the use of specific plant protection products only when duly justified and when preventive measures are not enough. IBMA members produce biological plant protection solutions of natural origin. IBMA believes that biocontrol solutions offer key advantages and attributes which enable them to be priority solutions for plant protection in organic farming. As these substances are derived from nature: u

The environment has established pathways or mechanisms for breaking down these biological plant protection solutions of natural origin

u

Cultural and scientific knowledge is greater for solutions which are known

u

Potential adverse effects are likely to have already been reported

Consequently, there is a different starting point for the evaluation of biological plant protection products of natural origin compared to newly designed chemical synthetic substances, and greater confidence that an unforeseen consequence of their usage is highly unlikely. There can be confidence that such tools can be adopted and used safely in the best interest of agriculture, the environment and human health. Therefore, the IBMA‑IFOAM collaboration aims at: u

Advocating for a proportionate regulatory framework for the registration of biological plant protection solutions of natural origin

u

Promoting research and development of biological plant protection solutions of natural origin which fit best into organic plant protection management strategies

u

Increasing knowledge sharing and cooperation among farmers, SMEs, policy makers and stakeholders about current gaps and needs in the organic plant protection management strategy

That is why, in 2019, IBMA and IFOAM decided to sign a first Roadmap for Collaboration. For the next five years, both organisations will work together on six priorities among the identified areas for potential collaboration which are: 1. Bringing biocontrol solutions of natural origin to the market via dedicated proportionate regulation 2. Supporting the registration of substances with a small market segment

3. Ensuring the timely addition onto the list of approved organic inputs by the Commission of substances suitable for and needed in organic farming 4. Building specialised competence for natural substances in plant protection products in registration authorities

5. Encouraging bioprotection manufacturers to consider organic farming principles and certification within their development programmes and to design formulations in line with organic standards

28

6. Supporting the EPPO positive list of macrobial plant protection agents as the basis for the evaluation of their use within organic agriculture Please read our IFOAM‑IBMA Collaborative Roadmap for 2019‑2024: https://www.ibma‑global.org/en/news/collaborative‑roadmap‑for‑ibma‑and‑ifoam‑eu‑for‑organic‑farming‑2019‑2024 2020 IBMA MEMBERS DIRECTORY

IBMA STRATEGIC PLAN 2020-2025

IBMA Strategic Plan 2020‑2025 The strategic plan was presented to IBMA members at the National Groups and Executive Committee Meetings in September as well as at the AGM during ABIM 2019. A summary is given below. The biocontrol technologies industry is growing fast and to move forward effectively we have set an exciting but stretching goal of reaching 25% of the PPP market by 2025. In Europe, this is feasible with the products coming in the pipeline and would give an industry value of approximately 2.5 billion Euro, but does require proportionate regulation for biocontrol technologies to achieve it. The six strategic objectives are: 1. Information sources – be the ‘go to’ experts for biocontrol. 2. Examples – demonstrating biocontrol is a reality.

3. Food value chain – working together with the food value chain to show the role of biocontrol in sustainable agriculture and sustainable value chains. 4. Proportionate regulation for biocontrol technologies. 5. Training and education for our members and their stakeholders. 6. Collaboration with organisations that can help us achieve these goals.

The first implementation steps for each objective to be taken in 2020 include: 1. Black box members survey to deliver industry statistics. 2. Communicating existing best practice examples of biocontrol to stakeholders and policy makers. 3. Creating new programmes on key crops with the food value chain measuring the sustainability benefits such as ecosystem services. 4. Completion of the decision trees and updating the White Paper to create a joint plan with Member States on changing the regulation at EU and national level. 5. Expanding the training workshops for ABIM 2020

6. Maintaining our existing collaborations and building new ones where necessary. IBMA is a members organisation and these strategic objectives have been built with the Board and the approval of the ECM. IBMA has 257 members today and Jennifer Lewis, our new Executive Director, will talk to as many members as possible over the next 12 months to review the objectives and to obtain further member endorsement on what it will take to achieve these objectives. Any structural or resource implications for the implementation of the strategy will then be shared at the General Assembly and AGM for member endorsement in 2020. Please read the strategy presentation on the IBMA website if you missed the AGM.
