Welcome Message from the IBMA President Welcome to the IBMA Members Directory 2016. This is the third Members Directory of our association. The booklet has proven to be useful the last two years and IBMA has decided to continue with a printed version, even in this digital era. It is easy to hand out to all kinds of stakeholders, and personally I have done that on many occasions. The content does not only list all our members, but it is also a good opportunity to communicate on position papers, important projects, and to present our Charter of Principles. Companies that want to increase their exposure have the chance to place an advertisement and, at the same time, sponsor the production of the booklet. We appreciate their support very much. In October 2015, IBMA celebrated its 20th anniversary at the 10th ABIM conference in Basel â€“ two milestones in the history of commercial biocontrol. It was a good moment to look back into the history of IBMA and the people who took the initiative to establish such an organisation. In 1995, Bernard Blum called a number of companies together to develop the idea of the formation of a biocontrol association. These visionary leaders anticipated an important and growing industry in the field of plant protection. Biocontrol was developing quickly in those days, but there were also great challenges to the industry and some companies did not survive the early stages of development. Registration was recognised as a huge hurdle to placing products on the market and the delays caused many innovative companies to suffer from this. It was necessary to organise the industry and start a dialogue with authorities. Beyond these regulatory issues, it was also deemed important to promote biocontrol widely and to reach out to various stakeholders. We sincerely thank these initiators of our industry association for their vision and efforts to fight for a bright future. We would like to thank them for their input and efforts in making IBMA a very successful organisation that has proven to be very useful and necessary. With that, I also would like to express our sincere gratitude to our four previous presidents, Bernard Blum, Michel Guillon, Denise Munday and Owen Jones; to Sara Chatham, who served the association for 18 years; and to our six honorary members, Michel Guillon, Louis Damoiseau, Robin Sheppard, Ulf Heilig, Sara Chatham and Bernard Blum. I also thank our current staff, David Cary and Isabelle Pinzauti Babrzynski, and all members who have been active for IBMA in all these years of the past and those who are today; your efforts for the association are highly appreciated. But let me also invite other members to participate actively in our organisation, we need you to make our organisation successful and to divide the workload over many persons. We welcome you. Please do not hesitate to contact me or David. Today, IBMA is recognised as the spokesman for our industry. The challenges of the past are largely still there today, but despite these issues our industry has grown tremendously and continues to do so. Biocontrol is rapidly expanding in all parts of the world and the opportunities and needs for the future encourage us to continue with a strong motivation and commitment towards biocontrol. IBMA GOALS AND AGENDA ITEMS FOR 2016
IBMA Goals and Agenda Items for 2016 This year, I have gone into print to further declare the main areas that Isabelle and I will be aiming for achievement in 2016. It is an ambitious list, but achievable with a lot of hard work on behalf of our members. I hope it is a good year for us as an association and also, importantly, for you as members and other stakeholders in our vibrant industry. After growing as an association for 20 years, perhaps the biggest missed opportunity is that there is not widespread understanding of terminology used in our industry by other stakeholders, especially the farming community and consumers. We need to address this and it is a target for 2016. The image needs to be simple and have a good, positive perception. We need to have non‑tarnished terminology, and an accompanying simple, clear and engaging visual image. Biocontrol needs to be understood and its positive contribution valued. Low-risk will continue to be a major priority for IBMA in 2016. We need to ensure that procedures are an incentive to bring biological products to the market, and that this happens in a short and predictable timescale. 2016 will be a year in which we understand our industry more through having quantification of industry value and growth. All the figures I have seen point to consistent growth year on year of 15 to 20 per cent – not bad for an industry built largely on the efforts of small medium enterprises with vision and passion. As we have grown over the years, we have seen the very make up of our industry change. I tried to highlight that at ABIM this year, where we have heard from many diverse participants in biocontrol of all shapes, sizes and origins, pursuing different pathways but united in a shared belief that the bioprotection business represents the future for modern farming. I think we made a good start at ABIM for all to understand the contribution that various members with vastly different business models can make as we move forward, but also we need to maintain focus on involving and representing all our members, often with varied expectations. IBMA have done a lot to professionalise our association in recent years. I think 2016 should see that process move forward again and show a good example of an association with clear goals acting in a positive manner with transparency and a high level of member engagement. IBMA sees that 2016 can be important for the newly named federation with all our sister associations, BioProtection Global, stepping onto the world stage. It should save some resources and enable some true harmonisation to occur. It also helps consistent communication on important issues our industry sees as challenges for the future. Of course IBMA is mainly focused on Europe which, in effect, means focused on European regulatory issues and trying to ensure our regulation is proportionate to the risks our members’ products pose to human health and the environment. The biological products are meant to be favoured under our regulation when compared to conventional plant protection products, but if the treatment we receive can be described as ‘favoured’, I would hate to be discriminated against. Europe wants to help us but cannot seem to find the way to do it! If all that were not enough to get on with, ABS Access & Benefit Sharing will be an issue that we hear a lot more of in 2016, and we cannot let it be too much of an administrative burden on our industry which is reliant on nature to provide effective, innovative, but often niche, low environmental impact solutions.

Low Risk Revision of 1107/2009 Proposal IBMA proposed approach to revise procedures via amendment or adaption of Regulation (EC) 1107/2009 for the EU approval of low-risk active substances, and authorisation and placing low-risk products on the market in EU member states. IBMA requests the EU Commission to address the observed shortcomings of the existing regulation on bringing biocontrol solutions as examples of low-risk substances and products to the market. Various issues related to authorisation of biocontrol agents, including review prioritisation, resourcing, level of expertise, lack of guidance documents, timelines to registration, costs of registration, etc., have resulted in the biocontrol industry taking decisions to abandon or delay submission of innovative products in the EU. Following submission, biocontrol active substances have suffered disproportionately through resourcing issues and severe delays to registrations and review conclusions. Background: The intention of 1107/2009 when approved by EU Council and EU Parliament was to reduce the reliance of EU agriculture on traditional chemistry-based plant protection products (PPPs). This was seen as a two point approach, with one objective to restrict the use of those products that pose the most risk to human health and the environment, and the second objective to facilitate the authorisation, bringing to market, and use of lower risk active substances and products. To date, whilst the first objective is being effectively addressed, the second objective has proved elusive.

revised procedure should be enabled where active substances proposed as low‑risk are submitted with a full dossier according to the data requirements and will be subject to a revised completeness check, including an assessment of low‑risk status. Dossiers satisfying the requirements of this revised completeness check will lead to a provisional approval of the active substance. This would be followed by the full assessment, with possibly additional dossier/information requirements, and possibly due to a withdrawal of low‑risk classification to a normal substance classification, should the substance be re‑classified during the approval process.

This could simply be done through a retrospective low‑risk evaluation of those active substances proposed by an applicant and co‑ordinated by IBMA, and should result in granting the same status and incentives as applicable to any future new substance evaluations and approvals. These active substances should not merely wait for a review or renewal to be conducted. To do otherwise would discriminate against these substances in the marketplace.

Low Risk Revision of 1107/2009 Proposal Proposed modification of 1107/2009 for the existing low-risk category of active substances: IBMA believes that these changes could be given effect by introducing an appropriate implementation act or straightforward amendments to Articles 22, 30 and 47 and Annex ii (5), and would be happy to offer drafting suggestions and participate with the EU Commission to deliver these proposals in due course.

Product applications only containing low‑risk substances shall be given an automatic accelerated (fast‑track) approval process for low‑risk products. If an a.s. or a.s.s. satisfy low‑risk criteria, products shall be marketed after notification to a zonal rapporteur or member state, provided that the product fits any conditions established for the low‑risk listing(s) of the substance(s) and conditions for low‑risk PPPs established in Reg. (EC) No. 1107/2009 Art.47(1), (2) and (4).
No authorisation expiration date and hence no time‑related re‑evaluation should be seen as the standard practice for products approved as meeting low‑risk criteria. Re‑assessment should only be required if sufficient concern of additional risk to human health or the environment is reported with scientific evidence post the initial evaluation of the PPP.

Envisaged Outcome The revised procedures will deliver an increase in low-risk products available to the farmer/grower as per the intentions of EU policy makers, and reduce the burden upon an SME, rich, young, developing biocontrol industry. It further encourages investment in the industry to discover and develop new technology as a significant burden is removed as an obstacle for the expansion of the biocontrol industry and its investors. These proposed modifications would lead to increased scientific progress as return on investment periods would be significantly reduced. It further ensures that farmers have access to a wide range of low-risk plant protection products tested and labelled with true accurate and substantiated claims in just over one year after submission, as opposed to the current situation of between four and five years.

Activity and Subjects in Regulatory Affairs The regulatory context for biocontrol substances and products is in constant evolution, especially in the European Union, and the interpretation of texts and data requirements by different competent authorities, evaluators and risk managers can vary to a great extent. IBMA considers that it is of primary importance to follow up regulations, discuss with regulators of the European Commission, and experts in international and national bodies, and to actively participate in working and expert groups, as well as in workshops and conferences. Regular exchanges can not only contribute to better understanding of positions and technical issues by all parties involved, but also allow identifying shortcomings and working on solutions.

Active participation EU Workshop on ‘Zonal Evaluation, Mutual Recognition and Re-authorisation of PPPs’ was organised by the European Commission and hosted by the Irish Department of Agriculture, Food and the Marine in June 2015 in Dublin
Active participation in meetings of the OECD Working Group on Pesticides (WGP) and its subgroup, the BioPesticides Steering Group. This included the BPSG Seminar on ‘Hazard and Risk Assessment of Secondary Metabolites produced by Microbial Pesticides’. IBMA also actively participated in other subgroups of the WGP, i.e. RSG (Registration Steering Group) and RRSG (Risk Reduction Steering Group), as well as select groups on IPM and on Minor Uses
A Luncheon Debate on Low-risk Pesticides was co-organised by IBMA and Copa Cogeca with support from PA International in the European Parliament. The event was hosted by Members of the European Parliament (MEPs) Mr La Via and Mr Poc, Chair and Vice Chair of the Committee on the Environment, Public Health and Food Safety. The main objective of the event was to raise awareness of the shortcomings of Reg. (EC) No. 1107/2009 with regard to low-risk active substances and products, in particular biocontrol products

IBMA co-organised a symposium concerning the Sustainable Use of Pesticides Directive in the European Parliament under the title ‘Feeding Europe while reducing pesticide dependency’
IBMA contributed to the development of an EU ‘Guidance document on semiochemical active substances used in PPPs’
IBMA developed and made a proposal for an OECD ‘Guidance on storage stability of microbial PCPs’

Subjects and Challenges Expected for 2016 Although it is difficult to anticipate many initiatives of the EU or the national competent authorities, and often impossible to predict their decisions, the following subjects are scheduled or pending: u
Promoting of the separate accelerated and simplified procedure and incentives for the approval of low-risk candidate active substances and the placing on the market of products containing them
Follow-up of the implementation of the rules of the Nagoya Protocol and Access Benefit Sharing after their transposition into EU legislation
Surveillance of the COM legislative initiative and procedure for biostimulants in the scope of the future EU fertiliser regulation to avoid interference with PPP legislation and the placing on the market of biocontrol products
Development of templates for the submission of microbial active substances and guidance for extrapolation between strains or isolates referring to different taxonomic levels
Contribution to the development of EU, OECD and FAO guidance documents
IBMA contributions to issues related potential presence or production of secondary metabolites or enterotoxins in microbials
In 2016, biocontrol companies holding approvals for formerly called List-4 active substances will have to apply for the renewal three years before the expiry date fixed in the inclusion directive. This is critical since missing a deadline will result in the irrevocable expiry of the approval without benefitting from any possible time extensions. Professional Groups Information Invertebrate Biocontrol Agents (IBCA) The Invertebrate Biocontrol Agents (IBCA) gathers producers of macroorganisms – insects, mites and entomopathogenic nematodes (EPNs). Key actions in 2014-2015 have been a meeting with the French ministries of agriculture and environment on national IBCA regulation and interpretation of native species in October 2014. In May 2015, we participated in the ANSES-IBMA France meeting in Paris in order to get a follow up meeting together with the ministries of environment and agriculture. A follow up meeting is expected after November 2015. We provide input to OECD on an IBCA regulation survey on existing regulation in OECD countries. This survey missed its scope, but recommendations towards the OECD secretariat for future actions were made. Two steering group members participated in the IOBC meeting on Risks and Benefits of exotic IBCAs in Bornholm (DK). We presented status, hurdles and prospects of existing IBCA regulations. As stakeholder, we participated in the EU meetings on Access & Benefit Sharing (ABS) and Invasive Alien Species (IAS). Recently, we presented as IBMA Belgium (I)BCA options for public green, sports fields, where pesticide use is banned. A new IBCA position paper on local populations was redacted and voted. In November 2015, we will be participating in the EPPO/COST-SMARTER workshop on ‘Evaluation and Regulation of the use of BCAs in the EPPO Region’.

Main objectives for 2016 are to promote IBCAs as sustainable solutions for crop protection in a wide range of crops. We aim to continue interacting with policy makers to promote reasonable and harmonised regulation of IBCAs. Regarding regulations relevant to IBCAs, we will provide input to the Executive Committee within IBMA Global, such as IAS and ABS. Furthermore, we will address scientific issues together with experts to anticipate future regulation and support national groups on IBCA regulation and other relevant issues.

Professional Groups Information Microbial Biocontrol Agents (MBCA) u
Participation in drafting the OECD draft guidance document on the risk assessment of metabolites of microbial biocontrol agents A broad definition for metabolites and a decision tree have been proposed. Some help was provided to Jacqueline Scheepmaker for the redaction of the five chapters (identification and biology; toxicity; degradation in the environment; level of evidence required; thought starter document). The Guidance document publication by OECD is expected early 2016. Our Professional Group Steering Committee circulated a questionnaire to the Microbials (MBCA) group members, to enable them to share their own experience on metabolites issues with the authorities. The analysis of the answers is being done by a third party (subcontracted by IBMA). The companiesâ€™ interest is to identify key issues and the way regulators addressed them. It will bring to the Professional Group key information and trends.
OECD guidance document on storage stability The purpose of this guidance document is to help harmonisation of the assessment of stability of microbials between countries, for the benefit of the industry and the regulators. The Microbials MBCA Professional Group participated to the discussions at OECD to update the first version issued in 2011. A new version of the draft was presented and voted at last OECD BPSG Meeting in May 2015, therefore new comments are likely to arise. This document should be approved and published between February 2016 and the beginning of 2017.
Low risk substances status for microbials After making some proposals for criteria and incentives, the Microbials (MBCA) Professional Group Steering Committee transferred the subject to the IBMA Executive Committee (as this subject covers biopesticides in general). In addition, the Steering Committee proposed that the EU Working Group adds to low risk criteria (e.g. for MBCAs) that, in the future, groupings of active substances with similar properties would be possible. A new substance belonging to this group would automatically be considered as low risk.
Ctgb workshop on human toxicology In order to participate to the harmonisation of risk assessment of microorganisms in human toxicology, a small delegation of IBMA members participated in the workshop organised by Ctgb on 12 and 13 November 2015.
FAO Guidelines for the registration of microorganisms, botanicals and semiochemicals The FAO has decided to issue Guidelines for the registration of microorganisms and other biopesticides types, in order to harmonise the existing registration regulation, particularly between 3rd countries with very low or absent legislation and staff. EU Biopesticide Working Group: ‘Guidance Document on Semiochemical Active Substances Used in Plant Protection Products’. Chair: DG SANTÉ. Participants: IBMA, experts, EFSA, 5 MS. The status of the guidelines is under review period of the comments from all member states. The next meeting is scheduled by January 2016 to finish it.
2. Semiochemicals as low-risk substances. Currently, SCLP’s are not considered low-risk substances. Proposal: to consider them as low-risk substances as long as exposure is below natural background (one order of magnitude) as per the yet to be adopted Semiochemicals Guidance Document. Expected to be approved by beginning 2016.
3. Position paper to exclude ‘mass trapping’ from the regulatory process. There wasn’t any activity on this point in 2015. It has been proposed that work is to be done on it during 2016. Gary Pease (ENTOTEK BIO Consulting Ltd.) is in charge of this project.

Natural and Biochemical Products The NBP professional group encompasses companies representing products containing active substances that are based on molecules or biocontrol multicomponent materials obtained directly from nature, as well as synthetic substances identical to those found in nature with biocontrol functions. We do not currently have a natural substance definition officially approved by IBMA. There are different approaches and definitions allowing us to have a reference for our work as an association and our discussions with other organisations working on biocontrol. They are also useful in exchanges with the European institutions including the European Commission and stakeholders such as other industries associations, research centres and universities, etc. The Natural and Biochemical products PG currently includes 92 participant companies (and 100 companies informed). Our work is organised around a steering committee that allows us to have a broader view of the issues, greater knowledge and experience, as well as sharing the workload allowing us to work well and efficiently.

Guidance Document on botanical active substances used in plant protection products: to receive and study proposals to update the guidance based on the experiences gathered by companies and consultants when they prepare the dossier using the current version
Evaluation of the proposals to the European Commission to prepare or extend guidance documents for groups of substances other than botanicals that are included in our professional group
Basic substances: the two main tasks in this area are the clarification of the regulatory authoritiesâ€™ criteria for assessing the basic substances dossiers, and the provisions for labelling and marketing of products containing basic substances already approved
Establishment of working procedures of the steering committee itself: the steering committee has been recently created. Due to the increasing workload it was necessary to implement a new action body within our group. The fact that the members of the steering committee, IBMA member companies are based and have offices in diverse locations requires a good structure in order to perform the work effectively and efficiently
Finally, in order to support the Board and Executives, we will participate in preparing the IBMA proposals for revision of the procedure for evaluating low-risk substances under EU Regulation 1107/2009
