SELECTMEN’S WORKSHOP Minutes of 10/24/05

Roll Call at 4:00 p.m. Open Workshop by Peter Miller Invited guest: Bill Edney, Code Enforcement Officer, Jim Commerford, Assessor Town of Meredith and Carl Johnson The meeting opened at 4:00 pm. The Town Manager requested Bill Edney, Town of Meredith Code Enforcement Officer to update the Board of Selectmen on the status of erosion and impact on the Waukewan Water source. Bill advised the Board of the erosion plan being implemented for Waukewan Village that has been prepared by Gove Engineering. He is monitoring this. He further cited issues related to the Kniesley property and noted a plan is being developed. Undesignated Town Land The Town Manager advised the Board that Jim Commerford would discuss each property with the Board to determine disposition. Feltham Property Map / Lot U12-15 - The largest property in question is the Feltham property and Carol first asked Carl Johnson to present and discuss work he previously did on the Feltham property. Following discussion, Frank moved to direct the Town Manager to send a letter to the Conservation Commission to evaluate the property and make a management plan in concert with Recreation and to move towards having an instrument survey conducted. Peter seconded. Unanimously carried. Bear Island Map / Lot 107-6 – It was noted that there is a conservation easement on the landlocked interior of this portion of Bear Island which this property abuts. Following discussion, Frank moved to have the Town Manager request Lee Mattson to do a title abstract and provide an opinion as to lot 6 and what rights the Town may have to the center of the land. Peter seconded. Unanimous vote. Westbury Road Map / Lot U01-1A – Frank moved and Peter seconded to direct the Town Manager to explore option of groups to build a small house for a young family to support affordable housing and partner with a non-profit such as the Habitat for humanity. Vote passed 3-0. Map / Lot U10-27A – The Board agreed to keep this property located across from Prescott Park until it can be determined if the land is needed for more parking. It ultimately could be sold if not needed by the Town.


Off Edgerly Road Map / Lot R35-3 – Peter Moved and Frank seconded to send letters to the abutters with the Town seeking sealed bids for the property with a minimum bid of $2,000. Carried 3 – 0. Meredith Center Road Map / Lot R8-33 – Peter moved, Frank seconded to send a letter to the abutters offering the property with a minimum bid of $500. Carried 3 – 0. Off NH Route 25 Map / Lot U15-14A – Frank moved and Peter seconded to send a letter to the abutters offering the property with a minimum bid of $500. Carried 3 – 0. Chemung Road Map / Lot R17-16 - Peter moved and Frank seconded to offer to the abutter if they pay for processing the deed and the associated costs. Carried 3 – 0. Upper New Hampton Road Map / Lot R22-2 – Frank moved and Peter seconded to offer abutter (lot 26) if they pay for processing deed and any other associated costs. Carried 3 – 0. Off Boynton Road Map / Lot S15-7 – Frank moved and Peter seconded to offer the abutter (lot 58) if they pay for processing deed and other associated costs. Carried 3 – 0. Tracy Way Map / Lot S18-55 - Peter moved and Frank seconded to offer to split between abutters if they pay processing deed and other associated costs. Carried 3 – 0. Tracy Way Map / Lot S18-56 - Peter moved and Frank seconded to offer to lot 57 if they pay processing deed and other associated costs. Carried 3 – 0. Tracy Way Map / Lot S22-27 - Peter moved and Frank seconded to offer to lot 26 if they pay processing deed and other associated costs. Carried 3 – 0. Foundry Avenue Map / Lot S23-51 - Peter moved and Frank seconded to offer to split between lot 50 &53 if they pay processing deed and other associated costs. Carried 3 – 0. Off Neal Shore Road Map / Lot U01-34 – Frank moved and Peter seconded to have the Town keep this property as it is a right of way. Motion carried 3 – 0. Monkey Pond Map / Lot U04-25 – Frank moved and Peter seconded for the Town to determine if this could be filled in and kept for parking. Carried 3 – 0. Frank Michel made a motion to enter a non-public session to discuss Real Estate, Personnel and legal under RSA-91-A:3 II a&d. Peter Miller seconded. The Selectmen entered non-public session at 6:00 p.m. Decisions made and documented in Non-Public minutes of October 24, 2005. Motion was made by Peter Miller, seconded by Frank Michel to exit non-public and adjourn the workshop at 6:20 pm. Unanimous vote.
