Introduction to PRP

We are a large international multi-disciplinary practice providing Architecture and a range of complimentary design and consultancy services including Urban Design and Masterplanning, Landscape Design, Environmental Services, Project Management and Planning. PRP has 50 years experience in housing and our portfolio embraces all aspects of residential and mixed use development, from the general to the specialist and across the public and private sectors. Our projects range from small scale to large urban regeneration projects, new settlements and mixed use developments that involve other sectors including education, health, leisure, retail, work places and community uses. We operate across the United Kingdom and in overseas markets where our knowledge and expertise in housing, sustainable design and place-making adds value to the regeneration and development of towns and cities.

Introduction

PRP Planning is embracing the changes and challenges of the planning system by offering an approach that centres around our understanding of environmental, economic, social, sustainability and design issues to deliver positive results quickly and efficiently.

With each project we seek to: Create new exciting and vibrant communities through close interaction with PRP’s architects and urban designers (See Case study on page 04).

Optimise existing assets through obtaining planning permissions or amending existing permissions (See Case study on page 10).

Collaborate with our client and client’s team of consultants to manage the planning process and engage with key stakeholders and the community to make sure that a planning permission is delivered in the most effective and cost efficient way (See Case study on page 06).

Negotiate effectively with local authorities and other stakeholders to secure the most suitable and viable development (See Case study on page 12).

Regenerate existing housing stock through large-scale refurbishment projects or wholesale demolition and redevelopment (See Case study on page 08).

PRP Planning brings together key disciplines incorporating planning, design, masterplanning, landscape, project management and stakeholder consultation. Our strong skills in visioning and changing the perceptions of a place enable us to unlock potential and create successful communities. We promote sites through the plan making process by making representations to local authorities at all stages of the consultation process from early dialogue with landholders through to Examinations in Public. Our expertise in public consultation assists us to positively respond to the ‘localism agenda’ and our understanding of the Plan Making process allows us to challenge conventional approaches to efficiently and effectively advise clients.

Case study: Green Lane, Hemel Hempstead The project: Residential development comprising 87 units Client: Crest Nicholson South How we created: PRP Planning secured approval for the creation of a new community through management of the consultation process with stakeholders and the local authority. By effectively and robustly dealing with responses we enabled the local authority to approve the application under delegated powers.

Localism has changed the way decisions are made, with local authorities and councillors gaining more powers. As a result the planners, architects, developers, the council’s financial controllers, council members and the community as a whole, will all have to work collaboratively in order to deliver projects. We can offer a range of services that can assist communities and landowners to deliver their vision. Case study: Sherwood Estate, Tunbridge Wells The project: 257 residential units and 3 retail units Client: Town and Country Housing Group How we collaborated: Through continual community engagement, local residents were empowered to make key decisions in relation to the design proposals. This localist approach ensured the application was considered favourably. PRP Planning collaborated with its Landscape and Design team to effectively and efficiently deliver this ambitious regeneration project.

Regenerate

Estate regeneration is extremely challenging and requires considerable expertise to ensure success.

Case study: Barham Park, Brent

PRP Planning has successfully obtained planning permissions that have allowed the lives of numerous communities to be transformed. The transformation of physically run down estates can be achieved through a number of interventions. These interventions range from changes to the public realm and fabric of buildings, to the development of small-scale underutilised plots and the demolition and comprehensive redevelopment of sites for new housing.

The project: 335 new sustainable homes including a new neighbourhood

PRP Planning’s expertise and understanding of how such developments are brought forward allows us to interact and successfully resolve issues between key stakeholders, such as existing and surrounding communities and housing delivery agencies, to regenerate and transform an area.

Client: Notting Hill Housing, Countryside Properties How we regenerated: The existing 214 homes had reached the end of their useful life and needed to be replaced with new homes for the future. Existing residents and stakeholders were consulted and outline and detailed planning permissions were obtained.

Optimise

We work with our clients to optimise their existing land assets and optimise land value through planning.

Case study: Bow Cross, Tower Hamlets, London

This is achieved by making sure any new planning application or amendment to an existing permission optimises a site’s opportunities.

The project: Multi-phase estate regeneration project including the refurbishment of 3 existing tower blocks and 400 new homes

We have successfully optimised a number of existing permissions to enable developments to proceed by:

amending the type and level of affordable housing altering the permitted uses within a development amending flats to houses reconfiguring permitted units amending materials and design details The land value of existing assets can also be increased by seeking an alternative land use allocation in the development plan. PRP Planning has used this tool to secure favourable designations at a number of sites across the country.

How we optimised: In order to maximise the affordable housing grant, PRP Planning submitted a number of amendment applications to Bow Cross Phase 5 and facilitated s.106 deed of variations negotiations between the Council’s planning team and the client appointed solicitors to increase site wide affordable housing.

Planning can often involve taking a balanced view of certain interests and sometimes these interests can compete with one another. PRP Planning understand the commercial realities and market conditions of the development industry as well as the policy requirements for the provision of infrastructure and facilities as a consequence of development. By understanding both sides of any view, we can provide genuinely responsive and practical solutions to clients by advising on the appropriateness of planning obligations, planning conditions and application of planning policy.

Case study: College Street, Southampton The project: 90 flats and 2 floors of commercial space Client: Crest Nicholson (South) How we negotiated: An existing permission required 25% of all residential units to be affordable. Through a minor amendment to the planning permission, PRP Planning secured 0% affordable housing, a reduction in commercial space plus 7 additional flats to improve the viability of the scheme.

PRP Planning works with clients throughout the planning and development process. We are able to take a site from initial feasibility, through the planning system and on to practical completion of the development.

Case study: The Dell, Weybridge

We often work with clients and their selected contractors to clear planning conditions and de-risk elements of the project to ensure delivery within timescales.

Client: Paragon Community Housing Group and Osborne Limited

The project: 48 affordable housing units

How we delivered: PRP Planning worked with the client through a complicated planning application, involving an appeal and scheduled ancient monument consent, to ensure that the historic setting of the Brooklands motor track circuit was not unduly affected by development. We then worked consistently with the client and appointed consultants to clear planning conditions and overcome specific issues before a start on site.

Former Radcliffe School, Milton Keynes Milton Keynes Borough Council

Silwood Estate, Southwark London Borough of Southwark

PRP Planning secured the delivery of a 128 unit scheme for Bellway Homes. Through the appreciation of the Development Framework, PRP secured a proposal that met with market requirements whilst ensuring movement, layout and character responded to the established urban design objectives.

Estate regeneration of a deprived area to create 127 new homes and associated amenity space following demolition of 63 vacant residential units in a poor state of repair.

Trees, Highgate London Borough of Islington

Balfron Tower, Poplar London Borough of Tower Hamlets

The ‘Trees’ project, located in North London within the Highgate Conservation Area, delivers 40 affordable extra care sheltered housing flats. The scheme has won numerous awards within the industry for its innovative approach.

PRP Planning was appointed by Poplar HARCA to undertake comprehensive regeneration of the Brownfield Estate, one of three sites which comprise the East India Regeneration Scheme, located in Poplar, East London.


Manor House Hospital, Aylesbury Aylesbury Vale District Council

Cavendish Road, Weybridge Elmbridge Borough Council

Manor Lane Regeneration, Hounslow London Borough of Hounslow

Manor House Hospital forms part of a strategic programme of health facility improvements within Buckinghamshire. The site forms part of a comprehensive redevelopment of the hospital with the residential component delivered by PRP.

PRP Planning are working with a number of clients with sites in the outer areas of London and the South East. Development proposals typically involve optimising existing sites to deliver high quality small scale housing developments.

PRP Planning secured detailed planning permission in 2011 for estate wide regeneration of Manor Lane. The scheme delivered 66 residential units using consulted and approved Parker Morris Space Standards.

Peachy House, London London Borough of Redbridge

Middleton West, Milton Keynes Milton Keynes Borough Council

Former Rowan School, Merton London Borough of Merton

Peachy House in Ilford is a striking high density development providing 150 apartments. A high quality public realm strategy completes this distinctive design.

A former Millennium Communities Government exemplar site, seeks to deliver high standards of innovation and design. The proposal includes 68 units with a variety of housing types and tenures.

Permission has been granted for 217 residential units, doctors surgery and community facility. PRP Planning worked collaboratively with local residents, the Council and the Homes and Communities Agency to deliver a suitable and viable solution for the site.
