Are we in a buyers or Sellers Market? The Market Is Favoring...

Are we in a sellers market? This is the topic of conversation between Realtors lately. The common consensus is yes and no! How can that be? There are so many variables that paint the picture and the variables are not lining up to say we are in a strong sellers market, even though there are fewer properties available! Sellers markets is a condition in real estate, where sellers have the advantage over buyers due to a scarcity of available properties, a limited range of choice and prices are high(er) than normal. For home owners this is normally the best time to list a property for sale. Homes generally sell faster and for more money with less sellers concessions and demands from buyers. Buyers feel lucky to have landed a deal and don’t want to risk losing it by being too demanding. Some of the variables deciding what type of market we are in are: - Inventory. - Number of Transactions. - Interest Rates - Months of Inventory Supply. - Direction of Sale Price. Median sales prices are climbing, here in the Greater Rochester area, the average sales price climbed 2% so far for the first quarter of the year. This is not a significant change. Number of Real Estate Ads. There are less Real Estate ads to look at! So lets break down what is happening here in Rochester, to help explain why my less than enthusiastic endorsement that this is a sellers market: Our current inventory is low compared to last year. This is a fact, no matter which area buyers are looking, there are less properties to chose from. We should consider weather may be part of the problem. This brutally cold and snowy winter has definitely dampened sellers desire to list, their reasoning being there are just not enough buyers out there to make it worthwhile. During the holidays that was so, but buyers are coming out now to look. Sellers are lagging in getting their properties on the market. Many Realtors have sellers who are planning on listing as soon as the weather breaks, which will be great for buyers since that gives them more choices. But for the agents trying to find current buyers homes, the task has been more difficult! I have been working with a buyer with very exact specifications of what she needs in order to put an offer on the table. We have not been able to find many of those properties, and at this point in time I have been motivated to approach owners of expired listings that fit her search criteria, to see if they are still interested in selling. Some are, others not. I am sure I am not the only agent that is doing this, making an effort to get the buyer their dream home! We have an increase in buyers, but not

necessarily an increase in transactions at this point in time. Some agents have more buyers working with them now, than they did last year at the same time. But, and this is a big “but”! The buyers are more certain about what they want and are less willing to settle. They will continue hunting until they find what they want. They feel in control, and in essence they are, since they are the “deciders” as to which homes sell. This may be a residual effect of the last few years which was a smorgasbord for buyers, especially well-qualified buyers, who had the reins in most transactions. Sellers who needed to sell were more willing to give buyers what they wanted. Another reason buyers are less willing to settle for the house that needs work or is in a difficult location, for example, is that many watch a wealth of television shows like “House Hunters”, “My First House”, “Flip this House” and so many others. These buyers expect more. They are well educated in the process and some aspects of home buying. They expect more than in the past. When the reality does not match up with expectations, buyers can become frustrated when the process does not move as quickly and flawlessly as on television. Despite the difficulties, todays buyers are steadfast in their determination that they can and will find exactly what they want. So they are searching longer leading to the lag in sales compared to number of buyers. Sales prices are coming in higher than the previous year for a comparable type of property. This is a general blanket statement for the Greater Rochester area. The reality is that there are large swaths of areas, that are not seeing price increases. The immediate surrounding suburbs of Rochester have seen a small price increase between 2-4%, but the city and outer surrounding areas, beyond the suburbs, are seeing stagnant prices or in some cases, lower prices-with the exception of the South wedge and tend neighborhoods like revitalized areas in the East End neighborhood directly adjacent to down town. A good Realtor will advise their clients about pricing in the areas they are searching for their new home. If the availability of properties stays the same, buyers may expect to see prices climb, adding to the perception of a sellers market. That is unlikely though, The Rochester Area has a track record over conservative price increases. There would

have to be a real shortage of homes available for this scenario to play out. Interest rates are still low, but are slowly climbing. I cannot stress this enough, if you are able to buy, this is the year you want to get out and find that property! The incredible low rates we have had the pleasure of dealing with will begin to go away. They have already gone up 3/4-1% compared to last year. Most mortgage officers are predicting a slow but steady increase is expected. The criteria for those applying for mortgages has not changed since last year while the requirements on lenders by the government has increased, which will translate over to the fact that getting a mortgage will still be fraught with excitement. It is crucial buyers work with an experienced mortgage officer that can guide them through the process with as much ease as possible. Despite that, because rates are still low, this is the time for buyers to go! Many realtors remember when mortgage rates were double digits! The higher the rate, the lesser a home a buyer can buy! Buyers are getting more for the bang now! Months of Inventory Supply. The current inventory supply is less than 6 months in The Greater Rochester Area and outlying places such as Canandaigua, Walworth, Brockport and beyond. This means that if there were no more listings taken, it would take almost 6 months to sell what is currently on the market. We have between 5.4 to 6 months, as an average, of inventory to sell. In a sellers market this number is usually significantly slower, like between 3-4 months. A well priced property in excellent condition can expect to be sold within 3 months. Locally, of the properties that are not selling quickly, some have been listed more than once with a cumulative total average of between 6-9 months. They are the statistical

outliers, but there are enough of them in the market to have an effect. These properties will continue to sit until something changes, either the market gets tighter and buyers lower their expectations or the seller accepts that their property has issues that need to be addressed by repair, updating or adjusting price. This is a hard reality to grasp for many sellers, and some will continue to believe that we are in a sellers market and that buyers are desperate enough to buy anything. Sadly for them, our local buyers are more sophisticated than that, and until the there is a cognitive connection to the rarity that is these sellers will continue to sit with properties that will not be sold. So, are we in a “sellers market” or not? There signs indicate that we are in a weak sellers market and this will probably continue at least a few more months. But the market could be more accurately considered a “neutral market” at this point in time. Yes, we have less properties available for sale; yes, we have more buyers, but they are not rushing to buy; yes we have good interest rates, but the threat of imminent rate increases has not significantly motivated buyers to place offers; yes, prices have risen, but only in certain areas; and no, our months of Inventory available is not low enough to qualify our market as a strong sellers market. In Real Estate, all is transient. What is holding true right now will not necessarily be what will hold true a month from now. There are sellers getting ready to sell, who have held off until spring, more so this year than last and the buyers will be coming out more too, hopefully there will be a property for everyone, and we will have a more robust year than last. Signs are pointing in that direction, with the already higher numbers of buyers. As long as sellers don’t lose their heads and buyers stay grounded in reality, we should have an excellent year ahead for all, in Real Estate!

Ice Damming a timely reminder

After a relatively warm, mild winter last year, the recent snow accumulations and cold weather have brought back concerns of ice damming. Roof leaks and interior water damage tend to occur as a result this seasonal problem. The combination of cold temperatures and regular snowfall are Mother Nature's ingredients for ice damming. A lack of insulation, poor attic ventilation, shallowpitched roofs, and complicated roof lines (many valleys) are contributors to the icicles that dangle from our homes. Together, these factors can lead to many home repair headaches from ice and leaks. Ice damming is the accumulation of ice on the cold overhangs of roofs. The lump of ice that forms prevents additional water (i.e. melted snow) from draining off the roof. It is the resulting puddle that forms between the ice lump and the roof that

can cause leaks into attic space and even interior ceilings and walls. Ice damming can be reduced or prevented with good attic insulation and ventilation to keep the roof cold. Insulation prevents heat from escaping into the attic and ventilation removes any heat that does make it up there. However, making improvements to insulation and ventilation can be impractical once the winter has begun. Modern roofing standards require an ice and water barrier under the edges of our asphalt shingle roofs. This barrier can prevent leaks from ice damming, but it must be installed when the roof is installed. Electric heating cables can be installed and turned on before the snow falls to effectively prevent ice damming leaks. The heating cables run in a zig-zag pattern on

the roof edge and through the gutters and downspouts to maintain a path for water (melting snow) to get off of the roof. Obviously, there is a cost associated with the electricity to operate these cables. The use of a "roof rake" or "snow rake" can be very effective in preventing ice damming. After a snowfall, the homeowner must rake snow off of the edge of the roof with this plastic blade on the end of a long aluminum pole.  Even just a few feet of snow raking up away from the roof edge will often be effective to keep the roof overhang clear of lumps of ice.  Many homeowners will chip snow and ice off of the roof with a sharp shovel and damage the roof.  This should be avoided.  Sometimes solutions of warm salt water or similar snow-melting solutions will be used to melt ice to make a path for water to get off of the roof.  These should

only be used as a last resort, since they can sometimes damage building materials and actually result in more ice when the water re-freezes. Preventing ice damming is ideally be accomplished with good insulation and proper attic ventilation, along with proper roofing materials, including ice and water barrier. However, electric heating cables and snow rakes (roof rakes) are things that can be used to more directly control the problem until better long-term preventive measures can be put in place.  Ice damming can be troublesome and frustrating with our "normal" winter weather.

Whether it is roofing, siding, windows, that new kitchen or an addition, remodeling is a costly investment and you should protect yourself before signing a contract. New York State regulates the sale of home improvement goods and services and applies requirements to most types of improvements costing over than $500 purchased by homeowners. The law requires contractors to give you a contract that includes many provisions. The main ones are summarized below: 1.  The name, address and phone number of the contractor must be on the contract. (Do not accept a P.O. Box number as the contractor’s address) 2.  The exact amount of the project including progress payments. 3. A start and completion date, including any contingencies which would change the completion date such as bad weather. You may also want to have included a penalty clause for running over the completion date. A $100 per day deduction off the contract price is common for every day that the project runs over the completion date. 4.  A clause that reads that “any progress

payments received by a contractor from a customer can only be made if they bear a reasonable relationship to the work actually done, materials purchased or related costs.” 5.  Any payments received by a contractor from a customer prior to substantial completion of the job must be placed into a escrow account in a bank located in New York State within five business days and the customer must be informed where the money is held within ten business days. The contractor can only withdraw the deposit only in the following circumstances: under the terms of the payment schedule agreed on by the contractor and the customers; upon substantial completion of the job; or if the customer violates the contract, but only to the extent that the amount covers the contractor’s reasonable costs. 6. A complete specification description of the work and materials, including brand names, model numbers and other identifying information. 7.  A consumer notice that reads as follows: “The customer has an unconditional right to cancel the contract until midnight of the third business day after the contract was signed.

Cancellation must be done in writing. If the contractor or subcontractor who does the work is not paid, he or she may have a claim against the customer’s property under the Lien Law. 8. Warranties and guarantees should be stated in the contract. Be sure to understand if the warranty or guarantee covers both the materials and labor and if they are prorated and transferable. For example a new roof job may warrant the materials for 25 years but the contractor may only warrant his labor for one year. There are penalties against contractors and consumers may sue for actual damages, plus a $500 penalty and reasonable attorney’s fees if the contractor has used fraudulent written statements to get the contractor to sign the contract. The Attorney General is also authorized to go to court to stop illegal practices and order contractors to compensate defrauded customers. Contractors can also face civil fines for violating the provisions of the law, especially with the protection of the customer’s payments.

Tips For Consumers: • Determine exactly what work you want done before you decide to get estimates. • Get three estimates from contractor companies that are similar in size. Be sure to check for verification of Liability and Workmen’s Compensation Insurance. • Check the contractor’s reputation with the Better Contractors Bureau, banks and suppliers. • Make sure when you decide on your final contractor to do the job that you are signing a contract that meets all the requirements of Article 36A of the NYS Business Law. • Do not pay a large deposit in advance of the start of the project unless it is for a specific reason such as special order cabinets or windows, etc. Instead negotiate a payment schedule tied to the completion of specific stages of the job. • Don’t pay the final payment unless you are satisfied and the job has been completed as per the contract specifications.

DIY: Strip That Outdated Wallpaper!


If you, like me, have a room or two that needs to be rid of wallpaper, now is the perfect time to strip it. You can delete the 80’s patterns of small flowers with intertwining vines or rows and rows of ducks in Wedgewood blue, or just a perfectly simple checked pattern that is tiresome to look at. The look now for our rooms is clean and simple. Fresh, light colors of paint and a classic white trim is all you need to accomplish that. But, getting that stubborn wallpaper off with your husband can be a deal breaker, so here are some tips to get the job done quickly, without arguments. First, take a trip to the dollar store. Purchase some large sponges the kind you use to wash the car. Also get plastic drop cloths, box cutters, two plastic pancake flippers, a couple of large plastic pans, disposable gloves, fabric softener and a couple bottles of white vinegar. When you are ready to strip, mix up the

fabric softener with very hot water, about one cup of softener to one gallon of water. Lay down plastic drop cloths around the perimeter of the room. This is a messy, wet job! Remove all switch plates, you may at this point want to shut the power off in the room. If not, carefully seal up the outlets with electrical tape. With the box cutter, score the wallpaper from seam to seam. Don’t press to hard, you don’t want to slash the drywall. If you do, it’s an easy fix with spackle. Get your sponge fully soaked and start wetting the wallpaper from top to bottom and side to side between the seams. Really saturate the paper. The wetter it is, the easier it will be to strip it. Wait a few minutes. Using your plastic pancake flipper, starting at the base of the paper, and placing the flipper between the paper and the wall at an edge, scrape the paper off the wall, while pulling up on the sheet. By using the flipper, you will not cause any damage to the

drywall and you can scrape the excess glue off too. And you can make pancakes on the weekend. Once the paper is stripped, start washing the walls from top to bottom with a solution of vinegar and warm water. Wash and wash again. There will be lots of glue to unglue. You can dry the walls with an old towel, or just let the walls air dry. Your room is now ready to receive its
