Barratt Homes warns children of building site dangers this summer

AS the school summer holidays approach one South Wales housebuilder is warning youngsters across the region to stay away from its building sites. New home developments under construction may look like fun and exciting places to play, but Barratt Homes is warning children they also pose serious dangers. “Building sites are full of potential dangers and, as the school summer holidays are almost here, it is important to remind children and their parents of the need to stay away from them,” said construction director Jon Twamley. “Youngsters are often on the lookout for somewhere new and exciting to play, but construction sites are not adventure playgrounds. While our construction teams watch out for youngsters during the day and we secure our sites at night, we also ask parents to make sure they know where their children are during the holiday time.”

Weak supply saves house prices

Keeping youngsters away from building sites is a top priority for Barratt Homes Barratt Homes holds regular safety talks and site visits for schools close to where it is building, to highlight the hazards of playing on or near building sites. “It’s important to get youngsters thinking about the dangers that exist to emphasise the message they

should stay away from building sites,” he added. Barratt Homes is currently building quality new homes at a number of developments in South Wales including Lanelay Hall in Pontyclun, Hanbury Village in Torfaen, Tathana’s Court in Barry and Copper Quarter in Swansea.

THE latest data and analysis from Nationwide has revealed that annual house price growth in July hovered around 2.9%, showing little change from June. Robert Gardner, Nationwide’s Chief Economist, had this to say: “The annual pace of house price growth remained broadly stable in July at 2.9%, only a touch lower than the 3.1% recorded in June. On the surface, this appears at odds with recent signs of cooling in the housing market. The number of housing transactions dipped to their lowest level for eight months in June, while in the same month the number of mortgages

approved for house purchase moderated to a nine-month low of c.65,000. But a lack of homes on the market appears to be providing support, with annual house price growth remaining only just outside the 3-6% range, that has been prevailing for most of the past two years. This pattern looks set to be maintained in the near term. Survey data point to relatively sluggish levels of new buyer enquiries, but at the same time surveyors report that relatively few properties are coming onto the market (and at a time when the number of homes on estate agents’ books is already close to thirty year lows.

Ever since I moved into my house two years ago, I have been using a driveway to my property. When I purchased the property, the seller said he had used the drive for many years and the estate agent confirmed this. My solicitor wrote to me confirming the access rights and provided a plan showing the access, prior to an exchange of contracts. It appears this right of way was not included in the “Transfer of Part” document. The adjoining property, which includes the right of way, was Alun Rosser is a at the time also owned by my seller, but subsequently Partner at Howells Solicitors the receiver sold the property to a developer. This occurred the year after I moved in. I have now had an email from the developer stating his solicitor feels any seller did not have the authority to grant access rights over the driveway when the property was sold to me. The developer has now obstructed my access to the drive with a gate. What can I do?

he saw documentation showing that to be the case. The Transfer of Part document may simply have been wrongly drafted, perhaps. An error might have been made when the land next door was sold, perhaps the receiver was unaware your home required access over that land and rights were “reserved” over it in your property’s favour. This might not have been clear when the properties were in common ownership. The solicitor who acted for you when you bought the house should have advised you of any issues that might have existed in relation to access. Ask him to explain, and to rectify matters by corresponding with the developer’s solicitors. Hopefully matters can be resolved amicably. There are certain general rules which apply to Sales of Part which may assist you. If not, you may have to follow certain complaints protocol depending upon any loss of value/amenity of your property.

ONE of the oldest businesses in Porthcawl is being re-launched as part of a strategy to move it forward successfully into the 21st century.

Re-branded Estate agent T. Elwood Deere, founded in 1911 by the grandfather of owners David and Rosemary Deere, will be re-branded as Elwood Deere and is becoming a limited company. Coming on board as managing director is Craig Baldwin who brings 26 years experience in the business to the century-old firm which has its office in John Street, Porthcawl. Mr Baldwin has introduced new state-of-the-art software and a new bespoke website is being designed which will be user-friendly and enable prospective purchasers to browse through the properties on offer more easily as well as viewing video tours. While the main emphasis of the company will continue to be selling low to mid-range properties within Porthcawl and surrounding communities, as it has been doing

Fears revealed in new survey NEW research by landlord insurer Direct Line for Business has revealed that Brexit is no longer the number one concern for UK landlords as taxation and economic uncertainty claim the top spots. Landlords have a right to be worried as they begin to feel the effects of the tax relief that they get for financial costs such as mortgage interest, which has started to be restricted to the basic rate of income tax. Regulation is a key concern for 40 per cent of landlords, who are nervous about the increased risk of prosecution and higher penalties. Many worry about being prosecuted under the Immigration Act due to not checking a tenant’s right to rent. This can lead to them facing criminal prosecution with an unlimited fine and up to five years in prison. Landlords are also concerned about inflationary pressures (40 per cent), which will reduce the value of a landlord’s income and increase their costs. Perhaps surprisingly, the UK leaving the European Union doesn’t rank in the top ten short term concerns for landlords, suggesting they don’t think it will have an immediate impact on the property market. Indeed, more than a quarter (28 per cent) of landlords said they thought Brexit would bring positive benefits for landlords.

Rent hikes hit 14 month high 31% of letting agents saw rents rise for tenants in June, up from 27% in May, according to the latest ARLA report. This is the highest level since April 2016, when 31% of agents also reported rent hikes. The number of properties managed per member branch increased marginally in June, to 190 – up from 189 in May. Year on year, this figure has increased by 8%. In June last year, letting agents managed just 176 properties on average. Additionally, demand from tenants dropped slightly in June, with 61 new tenants registered per branch, compared to 65 in April and May. When asked about their demands for the new government, letting agents would like the Government to scrap the impending ban on letting agent fees (83%) – however three quarters (73%) would also like the Government to focus on improving enforcement for rogue agents. David Cox, ARLA Propertymark Chief Executive, said: “With the cost of living on the rise and inflationary pressures tightening, the last thing tenants need is for their rents to continue rising. However, the fact that supply looks to be rising, while demand has dropped slightly indicates a move in the right direction for the market.

Rise of multigenerational living

NEW analysis from lifetime mortgage provider, OneFamily, using data from a survey of over 2,000 parents and grandparents across the UK, has revealed that 35% of the adult children who contribute to household bills pay a share based on what they earn.

Split the costs equally According to the figures, a further lucky 35% get away with paying a minimum amount towards household bills, due to their parents wanting to help towards their savings. Just 10% of parents say they expect their children

to split the costs equally with them. The research shows a continuing trend of adult children being unable to afford to fly the nest, despite the 74% being in employment. On a regional level, London is also the capital for adult children not being able to afford to leave the family home, with nearly a third staying at home, reflecting the huge cost of property.

Impacting on plans However, the trend for children living at home for longer is impacting on many

parents plans, with 24% saying they have remained in the family home longer than they expected as their children are still living with them. And 47% say they didn’t plan to have their children living with them for so long, meaning they are unlikely to have planned financially for the situation.

Financial pressures Georgina Smith, Managing Director of Lifetime Mortgages at OneFamily commented, “It’s natural that parents want to help their children make a good start in life. However financial pressures mean

that parents are often paying towards their adult children’s lives much later into life, with our figures showing adult children living at home costing parents £260 on average per month, despite them helping towards the bills. We’ve also seen an uplift in parents wanting to give their children help financially through a lump sum. Nearly three quarters (70%) of parents with children over 18 say they have helped them this way, with their main aim being to help them get on the property ladder when they eventually move out.

Halifax: house price growth eases to 2.1 per cent low THE latest report from Halifax has revealed that house prices in the last three months were 0.2% lower than in the previous three months. This was the fourth successive quarterly fall; the first time this has happened since November 2012. According to Halifax, after exceeding 100,000 for five successive months, home sales fell by 3% between May and June, to 96,910. This is the lowest level since 96,740 in October 2016. The volume of mortgage approvals for house purchases – a leading indicator of completed house sales – marginally fell by 0.7% between May and June, to 64,684. Approvals have been in a narrow range between 64,600 and 68,700 per month over the past nine months; indicating that homes sales are likely to remain broadly steady over the coming months. Shortage of homes for sale has been limiting choice on the market – making it harder for a prospective buyer to find a suitable home. Supply of homes for sale continues to stay low. New instruction for home sales fell for the 16th consecutive month in June, whilst the average stock levels on estate agents’ books are down marginally to an all-time low.

Russell Galley, Managing Director, Halifax Community Bank, said: “House prices continue to remain broadly flat, as they have since the start of the year. Prices in the three months to July were marginally lower than in the preceding three months, while the annual rate of growth has edged down from 5.7% in January to 2.1% in July; the lowest rate since April 2013. The rise in the employment level by 175,000 in the three months to May helped push the unemployment rate down to 4.5%, the lowest since June 1975. However, this improvement in the jobs market has not, as yet, boosted wage growth, resulting in earnings rising at a slower rate than consumer prices. This squeeze on spending power, together with the impact on property transactions of the stamp duty changes in 2016 now being realised, along with affordability concerns, appear to have contributed to weaker housing demand. However, a continued low mortgage rate environment, combined with an ongoing shortage of properties for sale, should help continue to support house prices over the coming months.”

Ban on new build leaseholds UNDER the government’s new proposals, designed to end the exploitation of would-be buyers, ‘ground rent’ payments on new build homes could be banned completely Other measures, which are now subject to an 8-week consultation, include changing the rules on Help to Buy equity loans so that the scheme can only be used to support new build houses on acceptable terms, as well as closing legal loopholes which have left some leaseholders vulnerable to possession orders. Leasehold generally applies to flats with shared spaces, but developers – particularly in the north west - have been increasingly selling houses on these terms. Government figures show that 1.2 million leasehold houses are currently recorded in England and the number of leasehold sales rapidly growing. The Government says the terms of some leases are becoming “increasingly onerous” to those purchasing a leasehold flat or house, who often find they need to pay thousands of pounds to their freeholder to make simple changes to their homes. Sajid Javid, Communities Secretary, said: “It’s clear that far too many new houses are being built and sold as leaseholds, exploiting home buyers with unfair agreements and spiraling ground rents. Enough is enough. These practices are unjust, unnecessary and need to stop. Our proposed changes will help make sure leasehold works in the best interests of homebuyers now and in the future.”

High-LTV fixed rates cut at Nationwide BS NATIONWIDE Building Society is cutting rates on selected two, three and five-year fixed rate mortgages at higher LTVs by up to 0.10%. All mortgage rates in the twoyear fixed product range, up to 95% LTV, have been reduced. The 60% LTV two-year fixed rate product now starts at 1.29% with a £999 fee and 1.69% with no fee. 95% LTV rates have been reduced to 4.09% with a £999 fee and 4.49% with no fee. Selected three-year fixed rates at up to 80, 85 and 95% LTV have been reduced by 0.10%. Rates at up to 85% LTV now start at 1.74% with a £999 fee and 2.04% with no fee, and rates at 95% LTV have been reduced to 4.39% with a £999 fee and 4.69% with no fee. Five-year fixed rates up to 80% LTV now start at 2.09% with a £999 fee and 2.29% with no fee. Existing mortgage customers benefit from a 0.10% discount on the new customer rate. The Society also offers a range of additional benefits for both first time buyers and home movers. All standard mortgage valuations are now fee-free, while first time buyers receive £500 cashback to help with the cost of moving. Remortgage customers are able to benefit from a free standard valuation and £500 cashback for legal work.

Homebuyers pay average of £12,700 in stamp duty over lifetime HOMEOWNERS spend an average £12,693 in total on stamp duty as they move up the housing ladder, according to the latest research from Lloyds Bank. A typical first time buyer would have paid an average stamp duty of £758 in March 2001, £1,989 for their second home in March 2009 and £9,946 for their final step in March 2017. Homebuyers in England and Wales paid £8.3 billion in stamp duty in 2016 - £1.2 billion more than in 2015. This rise reversed the £571 million decline between 2014 and 2015, which resulted from the stamp duty reforms that came into place in December 2014.

In the southern regions, nearly all home movers now face paying stamp duty – London (100%), South East (99%), South West (97%) and East Anglia (97%). By comparison, 72% of homemovers in the North and 78% in Wales pay stamp duty. Andrew Mason, Lloyds Bank Mortgage Products Director, commented: “Rising house prices have caused stamp duty payments to continue to increase despite the reforms that came into effect from December 2014. As a result, the £8.3 billion raised in stamp duty in 2016 was more than £2 billion higher than at the peak of the last housing boom in 2007.

Compromise is key when you are a first time buyer A NEW report looks at how first-time buyers are increasingly on the move as they seek to get a foothold on the property ladder. Post Office Money surveyed more than 1000 people who made their property ownership goals a reality in the last 24 months and found that compromise was the key to realising their dreams. According to the findings, 70 per cent chose to buy a home an average of 26 minutes from their original ‘preferred’ location. While 16 per cent didn’t have to adjust their expectations at all, other successful FTBs ended up being flexible towards having a suitable garden (5 per cent) or availability of car parking spaces (3 per cent). Surprisingly few had to take on a property that needed some structural work (4 per cent). Owen Woodley, Managing Director, Post Office Money comments: “With average house price growth having increased by 48 per cent since 2005, compared with an increase to the average FTB income of only 37 per cent over the same period, there is no question that the UK housing market remains a challenging environment for many. In spite of this we’re seeing that first time buyers approach the market with enthusiasm and flexibility. Our data also shows that almost two-thirds (62 per cent) of home sales are still in areas across the country that remain within reach for those looking to take their first steps on the property ladder and FTBs can really benefit from thinking outside the box to realise their property aspirations. We’ve worked with the team at Proportunity to develop our

‘Hidden Gems Guide’ with this in mind.”

First-time buyer motivations The drive to buy is alive and well with the biggest emotional drivers cited for deciding to buy a house being: • having met a partner and wanting to make a home together (24 per cent) • wanting the security of a long-term place to live (21 per cent) • wanting to move out of a parent’s/family’s property (16 per cent) • feeling it was expected that they should own a home (15 per cent) Financial considerations also ranked highly with 25 per cent of respondents deciding to buy as they felt they were spending too much on rent and it wasn’t a good investment and 23 per cent feeling ready as they had enough savings to put against a deposit. 18 per cent saw investing in property as the best investment of their money long term.

The first-time buyer experience 44 per cent said the experience of being a FTB was exciting or joyful, many also found it to be stressful (24 per cent), frustrating (12 per cent), daunting (9 per cent) and exhausting (4 per cent). Encouragingly, 83 per cent of respondents said they were approved for their mortgage first time around, although many cannot do it alone. Half (51 per cent) received financial support from friends or family, with 44 per cent asking for this help.

The top 3 main points of the FTB experience were shown to be: • The uncertainty, anxiety / stress once in the process

of securing an actual property (28 per cent) • The extra costs that were incurred but not anticipated e.g. solicitor’s fees (24 per cent) • Having to borrow money from loved ones (15 per cent) When it comes to passing on their tips to other prospective buyers, the advice recent FTBs most want to share is: 1. See lots of properties in your price range (32 per cent)

2. Think long-term (31 per cent) 3. Be flexible on the type of property you will purchase (29 per cent) 4. Be flexible on the location you will buy in (27 per cent) 5. Use your imagination to see the full potential of a place (25 per cent) 6. Start with areas which are affordable to you (25 per cent)

General election has no effect on rent levels THE general election result had no immediate impact on rent levels in England and Wales, as all regions saw rents rise or remain level month-onmonth in June, according to a recent survey. Average rents increased by 1.6% between May and June to reach an average of £827 per calendar month - 2.1% higher than a year ago. On a yearly basis Wales boasted faster rent growth than anywhere else. Prices increased by 7.2% in the last 12 months, although this area still remains one of the cheaper places to rent property.

Top tips to protect your garden contents this summer

Reductions on Buy-to-Let deals NATWEST has announced that it will introduce several three figure rate reductions on its core range BTL deals as well as cutting the product fees by £1,000 on several buyto-let mortgages. The lender also confirmed that it will also make rate reductions on two 95% LTV residential deals. The biggest rate reduction is on its 5 year fixed rate, 70% LTV, £0 product fee, buy-tolet purchase mortgage that is being reduced by 156bps to 3.08%. Other three figure reductions include the 2 year fixed rate, 70% LTV, £0 product fee, purchase mortgage that’s reducing by 110bps to 2.68%. The 2 year fixed rate, 75% LTV, £0 product fee, purchase mortgage is reducing by 107bps to 2.77%; the 5 year fixed rate, 60% LTV, £0 product fee, purchase mortgage is reducing by 101bps to 2.98%; the 5 year fixed rate, 75% LTV, £0 product fee, is reducing by 153bps to 3.25%; and the 5 year fixed rate remortgage, 75% LTV, reducing by 100bps to 2.98% and having its fee reduced to £995. In all, nine of its buy-to-let deals will see product fees cut from £1,995 to £995. Mark Bullard, Head of Sales, commented, “Having declared our intent to continue to fully support the buy-to-let sector under the new PRA requirements, it’s timely that we are able to announce such significant cuts to both our rates and product fees on so many of our buy-to-let deals. THE average garden contents are worth around £2,000, but many homes have much higher value items in their gardens, from garden furniture, plants and ornaments to BBQs, trampolines and even hot tubs ONS figures show that there were more than 730,000 thefts from gardens and outhouses such as sheds and garages, between April 2015 and March 2016, which works out at more than 2,000 each day, that’s one every 43 seconds. And in the summer, our gardens are even more at risk; with so many of us leaving items out in the garden, day and night, thieves are 25% more likely to target gardens in the summer. So how can you stop your garden and its contents being easy pickings?

Lock gates, sheds and other outbuildings It can be easy to forget to lock the back gate, especially if you are popping in and out all day, but it is so important to lock gates as this will really deter thieves from targeting your garden and if you can put two locks on your gate, even better. You should also lock garages and sheds because we often have more value in these

outbuildings than we think – lawnmowers and other tools, garden furniture, scooters and of course bikes – almost 19,000 bikes are stolen each year, that’s more than 50 a day.

Put tools and valuables away In the summer, many of us spend all day, or even a whole weekend, gardening, doing odd jobs and maybe having a BBQ or something in the evening. It is so easy to leave tools, furniture and other valuables out, either while you pop out for more supplies, or overnight for use again in the morning. Tools are some of the most targeted items, with more than 21,000 going missing every year, so make sure you lock these items away (or at least hide them from view) when you are out and at night. Sadly, thieves may even use tools they find in your garden to break into your house, so bear this in mind too.

Attach bigger items There are obviously some items that are too big to be put away - like furniture –or practically can’t be put away, for example, plants and ornaments, so it is a good idea to secure these to the ground or wall/fence. Furniture is the most stolen garden item, with

a theft every two minutes, so it is important to protect it. You can buy wall and floor anchors from most garden centres and DIY stores for furniture and other bigger items like trampolines, water features and hot tubs. You can buy brackets to secure hanging baskets and secure ornaments, bird tables and bigger planters with wires - perhaps hidden under the flower beds - or set them into concrete. If your valuables are secured to your garden it will make it very difficult, if not impossible for thieves to get their hands on them. Covers for garden furniture are also a good idea, especially if they are secured in place. Not only do they act as a deterrent, but they will also protect your furniture from the elements. You should also consider chaining up your wheelie bin – 160 are stolen every day, plus, thieves will often move wheelie bins and use them to climb over locked gates and fences to gain entry into your garden.

Get security lights and install gravel Security lights are a huge deterrent for thieves. Motion sensitive lights are particularly good, and high fences or prickly hedges around the garden can help deter intruders too. Make sure there are no gaps in your fence for thieves to slip through and it is also a good idea to install a gravel driveway; it can help

you hear when someone is coming down your drive.

Make your mark You should mark valuable items with your postcode - the easiest way is to mark with UV pens, paint, Smartwater or to etch or engrave your details into the item. This not only makes items identifiable and can help with the recovery of items (and help the police track down the criminals involved) but if your items are marked, they are less appealing and potentially less valuable to thieves.

Make it look like you’re around As with your home, if you are away, you need to make it look like you are around. If you can get a neighbour to pop in and water plants, even mow the lawn, that will give the impression you are still around. Don’t leave bins at the end of the road, and think about lights that are on a timer. And don’t post pictures of your holiday on social media until you get home!

Check your policy While all these measures can do a great deal to deter thieves, they cannot keep your items completely safe, so you should make sure you have good cover in place. Most home insurance policies offer the option of garden cover and many offer it as standard; it will protect you again loss or damage to plants, trees and the contents of your garden.

Upcycling furniture is an increasingly popular trend that is showing no signs of stopping. This cost-effective way of turning old pieces into stunning new designs, has got us all reaching for our overalls and paint brushes. Although the thought of undertaking a large project such as the one pictured here can seem quite daunting, with Everlong Paint’s formula it couldn’t be easier. Now available in a handy 500ml tin as well as their 100ml one project pot and 1L tin, there’s a size to suit any project. Unlike many other brands on the market, it requires no wax finish.

“Before you get stuck in make sure you have all of your tools to hand”, says Sarah. “I tend to have a brush, kitchen roll, paint stirrer and if needed to remove hardware, a trusty screw driver.” “It’s important to clean each piece of furniture using good quality sugar soap before painting, which will remove any old polish/wax and dirt that may bleed through your finished painted item.” “When selecting a colour, think about your existing décor and where your painted item will live. A rich cream shade is a popular choice, but will be lost once placed against a magnolia wall. Why not opt for our on-trend Dijon pictured on the left and below right? This cheery colour will instantly brighten up your interiors this season.” “It’s important to be patient with your coats” Sarah continues, “2-3 thinner layers are much better than 1 thick coat of paint. Don’t worry if after your first coat your item looks a little uneven or patchy, this is perfectly normal and with each coat you apply, you will see more of a finished result.” “If painting drawers like the item below, do not use too much paint on the outside edge, as this can make it harder to slide your drawers back into place.”

Once your old treasure has taken on a new lease of life, it’s time to start thinking about finishing touches. Everlong paint is designed to leave a matt chalky finish. However, due to the wax properties in the formula, you can simply buff the paint with a soft cloth once dry to create a waxed effect with added durability. Another option to enhance your work of art would be distressing, as Sarah explains below; “To distress or not distress, that is the question? I prefer a little gently distressing as it adds character to your item. I use an 80 grit/grade sandpaper.” “The best way to obtain an authentic distressed effect is to imagine your piece is a good few hundred years of age, and distress where the item would have been handled over time, such as handles, knobs, edges and features.” “If you have been too enthusiastic with your sanding, do not worry as it can easily be fixed. Simply paint back over the affected area, wait for it to dry and start again.”
