Rental Market Gains in Popularity Nedbank grants R62.3 million loan towards new affordable housing development for rental market in Centurion

D

evelopers report that for every ten buyers they present to lenders to apply for mortgage finance, two are declined for adverse credit track-records and five are declined due to affordability constraints. As a result, only three of every 10 applications submitted are approved, making renting the alternate choice. In recognition of this increased demand, the Affordable Housing division at Nedbank Corporate and Investment Banking has granted a R62.3 million loan facility to Rilamax (Pty) Ltd part of the Realgrowth Group for its ‘Midnight Valencia’ affordable housing rental development.

Unique demographic group

SAFETY ALERT

The scaffold and (inset) damaged hardhat

WHAT HAPPENED?

A subcontracted scaffolder was taken to hospital after suffering a cut, which required 6 stitches, to his head. A team of scaffolders were engaged in dismantling scaffolding erected along the perimeter of the building. They were using the Handball method: the components are dismantled from the top and passed downwards to ground using a chain of people. The injured person (IP) was a part of the team approximately 2 metres above the ground. The other scaffolder at level 4 passed the standard down to his colleague at level 3 but failed to grasp the standard properly letting it slip through his hands down to the scaffold lift level. The impact knocked the scaffolder to the ground sustaining an injury to his head. Due mainly to him wearing his hardhat, the injury was not as bad as it could have been; the IP was transported to the hospital for further treatment, medication and examination.

CAUSES OF EVENT:

► ► Lack of adequate risk assessment identifying the hazard of falling materials. ► ► Lack of Safe Operating Procedure which would result from a sufficient risk assessment.

CORRECTIVE ACTIONS:

►► The hazard for consideration is falling objects where the task being undertaken is erecting or dismantling of scaffolding using the labour intensive hand-ball method. ► ► The ground crew must access and work in such a way as to ensure that they are protected at all times overhead by the above deck or other means. ► ► The risks are elevated when the scaffolding deck is high with multiple manual handling of equipment, so the entire work zone must be barricaded and sufficiently signposted where there is a risk of falling objects. ► ► The hierarchy of controls must be applied and elimination of the task should be considered.

► ► GNR 1020 of 18 July 2003 notice of incorporation of Code of Practise SANS 085 entitled“Design, Erection, Use and Inspection of Access Scaffolding” ► ► Section 11 Safety Precautions – 11.3.4 Equipment that cannot be carried safely must be raised and lowered in a safe manner. ► ► Section 16 Training requirements for scaffolding Personnel – 16.2.2 –Syllabus for General workers (Scaffolding).
