Strategy renewal in collaboration with the personnel The Construction Establishment of Defence Administration of Finland is renewing its strategy. The strategy and values are updated in order to enhance the Construction Establishment’s capacity to serve as an expert in the field of defence estate and environmental management in the continually changing operational and security environment. During the spring, workshops have been arranged in the Service Units to engage the personnel in the strategy work. Based on the joint discussions, the following have been selected as the new values: Commitment to the

Defence Administration’s shared goals, Responsible service production, HR policy of a good employer, Transparency across all operations, and Development orientation in service activities. The significance, contents and clarity of the values were discussed thoroughly. The development of competence and special expertise in defence estate management are core aspects in all operations. With regard to service production, it is essential to optimise the services in terms of quantity and quality to ensure that they meet the customers’ requirements. The strategy work will be completed for approval by the end of 2018.

Annual repair programme for keeping defence real estates in shape Real property maintenance ranges from daily upkeep to annual repairs and from minor investments to overall renovations. The Construction Establishment has an annual repair programme that comprises around 1,000 repair projects per year with a total value of approx. 17 million euro. The repairs are funded by means of building repair fees. The technical state of the buildings is the starting point for the annual repair programme. The provision of safe and healthy premises is the key factor in prioritising various repair demands. The purpose of annual repairs is to counteract structural deterioration and prevent health hazards for users, conscripts and members of staff alike, while also ensuring that the building systems are fully operational. Special attention is paid to critical elements, including the HAVCR systems, roofs and rainwater systems. The aim is to avoid a maintenance backlog by carrying out the necessary major maintenance and repair projects on time. 28 MUURIANKKURI
