TRANSLATION. Mrs. Tuty Try Sutrisno is the wife of the former vice-president of the Republic of Indonesia. PREFACE. On the request of the ‘committee for building the TAFAKKUR mosque’ in Rotterdam, which is a division of PPME Rotterdam, founded on 12th april 1971 under the aegis of PPME Nederland, established in The Hague, to write a preface, I accepted the task with great pleasure. To my opinion this organization has got full rights on having an own mosque, in which they can perform their profession of faith independently and at the same time develop all provisions to enhance the quality of the municipality and also that this mosque can function as a centre for Islamic propagation, in conformity with the aim, which is mentioned in the articles of the above mentioned organization. I thank Allah SWT that I could do something for this proper opportunity, which is useful for the elevation of the Islam. Hereby I call on all charities to support the action of this committee so their great and sacred task can be realised as soon as possible. AMBASSADOR OF THE REPUBLIC INDONESIA IN THE NETHERLANDS

PREFACE. I applaud hearty that the organization Persatuan Pemuda Muslim se Eropa (PPME) division Rotterdam has formed a committee to build a mosque, which is going to be called ‘Tafakkur’. According to plan and destination, the above mentioned mosque can be used for a variety of purposes within the framework to enhance the roots of Islam in the Netherlands, especially in Rotterdam, which is the principal function of the prayer room. According to the proclamation of Allah SWT in Qur’anul Karim, soerah At-Taubah verse 18, it says: “The mosques of Allah shall be visited and maintained by such as believe in Allah and the Last Day” and according to the tradition of the prophet Muhammad SAW, which says: “Whoever builds a Mosque, even if its as large as a

bird’s cage, he shall be rewarded by Allah with the building of a house in the heaven.” Therefore I shall give my support for this occasion to stimulate the committee and charities for willingness to give financial support, in order to get the participation shaping the realization of the “Tafakkur Mosque”. PROPOSAL TO CONSTRUCT A MOSQUE FOR THE INDONESIAN COMMUNITY IN ROTTERDAM. By means of writing this we appeal our brothers and sisters to support our aims in whatever form. Mukaddimah.

“Only he shall visit the mosques of Allah who believes in Allah and the latter day, and keeps up prayer and pays the poor-rate and fears none but Allah; so (as for) these, [At-Taubah 9:18] it may be that they are of the followers of the right course.”

‫اﻟﺴﻼم ﻋﻠﻴﻜﻢ ورﺣﻤﺔ اﷲ وﺑﺮآﺎﺗﻪ‬ Introduction. Many ahadith stimulate the community to build a mosque and to keep it in repair. Some say that: “To build a mosque has the same meaning as to reserve a clean and

peaceful abode in the heaven.”

Other ahadith say: “Whoever builds a mosque – even if it is as big as a birds’ nest –

he will be rewarded by Allah with a residence in the heaven.”

This way the ahadith have become beloved by the Muslim community around the world. That’s why the Islamic organization P(ersatuan) P(emuda) M(uslim) se E(ropa) think it’s a duty by all means to build a mosque, to stand for the rights and interests of the religion, to form the Islamic moral and educate its members, especially the younger generation.

Planning. PPME Rotterdam at the “van Eversdijckstraat 31, 3083 MA Rotterdam” makes us of one praying-space and one classroom, rented, of which the measurements are 10,53 x 7,20 m and 5,40 x 7,00 m. These two spaces are insufficient to supply the wants. As former chairman, and nowadays since 12 years as imam in the mosque mentioned, I have the urgent need to seek for a place that is more suitable, where people could performs his pursuits. This new space should be bigger than the current one and should satisfy our demands. Obliged to this urgent need, we made this plan, based on the belief to build a permanent praying space in the location we’re in now, Rotterdam.

Aim. To reach the mentioned goal, the committee for the construction of the mosque should exert to gather money with willing benefactors, who will be touched by this aim and will dig deep in their pockets, in order to realize this aim. The important operational items of the PPME Rotterdam are: - to perform the Islamic Law as best possible (kaaffah). - the coordination of views, optimizing of benefits, the support and provision of limited directives to the youth on spiritual matters.

Objective. The committee wants to hold to its motto: “Only by incessant hard working and by effort without any other intention, people can, Insya Allah, reach their goals.” Billahi Taufiq wal Hidayah Rotterdam, 16 Syawal 1424. 10 December 2003.

II.

Preface.

The Indonesian community in the Netherlands, who are Muslim, becomes larger and larger. The reasons to explain the growth of this community is: - In the beginning a lot of Indonesian students, who studied in the Mid-East, came to the Netherlands to work as seasonal workers, but eventually decided to stay here permanently. - More and more Indonesians married with Dutch and establish in the Netherlands, attracted by the social life. - A lot of Indonesian sailors were able to establish in the Netherlands, and in the long run let their families migrate. Rotterdam, the largest harbour city in the world became the relief center for sailors, whose origins were from Indonesia. - Rotterdam, known in the world for her harbours and her students to the famous Erasmus University draws a lot of students (academics) who study here for private matters or in the sense of foreign student exchanges. - The mentioned group is enlarged by students of other nationalities, with the common religion as background, and who are attracted by the Indonesian culture in all her aspects, who seek a home in which where they belong, and they seek it in our community. - People, who came out of curiosity and eventually convert into the Islam.

III.

Background.

P.P.M.E. Rotterdam (PERSATUAN PEMUDA MUSLIM se-Eropa) is a mixed community. On one hand the Indonesian part, and at the other the Dutch. All of them are related through marriage or a similar relation. There are meetings weekly, in which all aspects of the religion are explained. Guest speakers are invited to explain their view on our religion, the Islam. Due to the fact a lot of Dutch people come to the lectures, we try to (but unfortunately not always succeed) to use Dutch as prior language. This has a double goal: - The integration of the Indonesian people is being enhanced. - The Dutch get more insight in the much-discussed religion. Through Dutch they get another (more positive) insight in our religion. Also, a lot of Indonesian students of any belief, are received and in some cases guided. The students are mostly send by the Indonesian government or university, by means of foreign student exchange, to the Netherlands to elaborate their studies. Due the fact that the family ties are very strong in Indonesia, they miss their families a lot. We try to become a surrogate family so that they will feel home. Note: Indonesia is the biggest Muslim country in the world. In the Netherlands hither and thither mosques are being built. Alhamdulillah. But‌‌ these mosques are the property of Muslim brothers and sisters from other countries. How many mosques have the Indonesian community?

A.J.H. (AL JAMIATUL HASANA) is a Surinam community but has their ‘roots’ in Indonesia as well. A century ago there was an immigration of Indonesians (mostly Javanese) to Surinam. People in Surinam were working on plantations mainly like: Nieuw-Amsterdam, Blauwgrond, Zorg & Hoop and Mariënberg. The common language is Javanese and the religion they practice is the Islam. More than 12 years we, AL JAMIATUL HASANA and PERSATUAN PEMUDA MUSLIM se-Eropa Rotterdam, practice our religion at the “van Eversdijckstraat 31” in Rotterdam. Within this “Center” we work together with other targets, Muslims and non-Muslims. This collaboration is based on mutual trust and respect, everything under the name of “Freedom of Religion”. The owner of this building is Stichting (Foundation) Setasan/Centrum Santosa. For years we have, with a peaceful way of showing respect towards other religions and for one another, shared in weal and woe. In front of all is our religion: the Islam. Stichting Setasan/Centrum Santosa is part of the Surinam welfare care. Within this Surinam welfare care there are other institutions involved. The municipality Rotterdam has cut the subsidy for the welfare care. This means that the occupancy should get higher and the subsidy is being shortened. In old days the building was being subsidized, but nowadays the activity is being subsidized. It is worth mentioning that activities in sense of religion are not being seen as the activities for which subsidy is given. To lift the occupancy to a higher level, Stichting Setasan/Centrum Santosa has decided to use all rooms in the building multifunctional. For us it means that our prayer room and classroom are being used by others (also non-Muslims). Under certain circumstances and under the motto: “it’s better to have something than nothing at all”, we agreed. Of course there were strict and clear rules being made (at least to our opinion.) On 10th August 2003 the owner said to have means to turn the prayer room into a warehouse. This is against all the agreements made. Some time later onwards there were large mirrors being placed against the wall. These mirrors are meant for the dancing school Nirtya Widyarini. After informing about this, it became clear that our prayer room was to be used for dancing classes from the dancing school Nirtya Widyarini. This is totally against the agreements being made. According to Stichting Setasan/Centrum Santosa this should be applicable. Naturally, we have protested against this. Unfortunately, they don’t want to come back on the decision of Stichting Setasan/Centrum Santosa. For us it is clear: they want us out of there. What is happening at the moment is unacceptable. Unfortunately, after years of collaboration the end will come in short notice.

We are looking for another location or what is even better: an own mosque. Whatever the outcome, we are looking for a place in which we can talk to our Creator.

IV.

Mosque.

The building of a mosque is an instruction of the religion. The Prophet (may peace be upon him) had given advise to the Islamic community to, wherever they are, build a mosque. For all the believers is obtained:

“The prophet, may peace be upon him, had commanded us to build a mosque in the location we’re established upon, so we can take care of its purity.” (HR. Ahmad & Tirmidzi).

From this tradition can be derived that the intention to build a mosque is not only to take care and continue an inheritage, but also to follow the good commands of Allah or His prophet. In the Quran it is made clear that working on a mosque is equal to participate in a contest in giving of charity.

and the latter day, and keeps up prayer and pays the poor-rate and fears none but Allah; so (as for) these, it may be that they are of the followers of the right course.”

(At-Taubah 9:18). The prophet (may peace be upon him) doesn’t make it hard for us. He thinks it’s all right to perform the prayers at home, except for the “fardhu” prayers. It is strongly recommended to do the “fardhu” prayers together with the Islamic community in the mosque. Even more, the prophet has called the people to responsibility because they didn’t want to do this together in the mosque. It shows once again how important a mosque is as a place to hold services of honour. People whose hearts are connected to a mosque, will be included in a group that enjoys the protection of Allah on Judgments Day, as the prophet said in one of his preaches. The building of a mosque is a kind of investment in good deeds. The good deeds will keep on coming to those who has made the building of a mosque come true due to the fact that this belongs to one of the good deeds, as the prophet made clear in the following tradition:

“When a child of Adam (the human) passes away, all his good deeds, except for the next three things, will be ended: amal jariyah (also the building of a mosque), useful (HR. Muslim) science and pious children who pray for both parents”. 13


Those who are building a mosque or the one who takes care of financial matters to realize the construction, fall into the category as Allah has announced in Al-Baqarah 261:

‫ﻞ‬ َ ‫ﺳﻨَﺎ ِﺑ‬ َ ‫ﺳ ْﺒ َﻊ‬ َ ‫ﺖ‬ ْ ‫ﺣ ﱠﺒ ٍﺔ َأ ْﻧ َﺒ َﺘ‬ َ ‫ﻞ‬ ِ ‫ﷲ َآ َﻤ َﺜ‬ ِ ‫ﻞا‬ ِ ‫ﺳ ِﺒ ْﻴ‬ َ ‫ن َا ْﻣﻮَاَﻟ ُﻬ ْﻢ ﻓِﻰ‬ َ ‫ﻦ ُﻳ ْﻨ ِﻔﻘُﻮ‬ َ ‫ﻞ اﱠﻟ ِﺬ ْﻳ‬ ُ ‫َﻣ َﺜ‬ ‫ﻋِﻠ ْﻴ ٌﻢ‬ َ ‫ﺳ ٌﻊ‬ ِ ‫ﷲ وَا‬ ُ ‫ وَا‬، ‫ﻦ َﻳﺸَﺂ ُء‬ ْ ‫ﻒ ِﻟ َﻤ‬ َ ‫ﻋ‬ ِ ‫ﷲ ُﻳﻀَﺎ‬ ُ ‫ وَا‬، ‫ﺣ ﱠﺒ ٍﺔ‬ َ ‫ﺳ ْﻨ ُﺒَﻠ ٍﺔ ِﻣ ْﺎ َﺋ َﺔ‬ ُ ‫ﻓِﻰ ُآﻞﱠ‬ “The parable of those who spend their property in the way of Allah is as the parable of a grain growing seven ears (with) a hundred grains in every ear; and Allah multiplies for whom He pleases; and Allah is Ample-giving, Knowing.” Based on the saying above this proposal is being made in the belief that we get support of our brothers and sisters around the world, hoping to realise our aim within a certain time.

V.

Location.

The location in which we like to practice our religion is Rotterdam. To us Rotterdam Zuid (Charlois) is a suitable place. This location is for our members, with public transport, easy to reach. It’s worth to mention that within the development plan of sub-municipality Charlois there will be space to build a mosque within 5 years.

VI.

Aim.

Within the development plan of sub-municipality Charlois there will be space freed in 5 years to build a mosque. We, PPME Rotterdam want to inscribe for this in order to get the Indonesian community an own “home”. Unless the municipality Rotterdam (or another municipality in the neighbouring area) don’t want to confirm this plan we shall look for an alternative. If another alternative can be found: building or buying a premise in which we can practice our religion with the rituals belonging to that.

VII. Purpose and endeavour. Purpose. a. If we look at the current situation it is clear that the current state of welfare care has sunk deeply. There is almost no prospect. The conclusion is justified if one claims, that PPME and AJH have to move out of the building. In order to this fact we have made intentions to seek for another location or…..if possible, to build a mosque. b. Due to all kinds of causes, our current prayer room is not treated with respect (dancing classes being held in the prayer room, and so on). So another location or a new mosque is an option to us. c. De members have made clear that they don’t want to continue in this way. d. There is a need for a new mosque for the Islamic community and the Indonesian Islamic community it is very urgent.

Endeavour. a. To strive for financial support through all kinds of legal and permitted ways to realize the aims of PPME. b. A mosque (praying room) is the midpoint of the Islamic community. c. Organizing activities to get the support of the community and especially the support of the Islamic community to realize its aims. d. The mosque will become an “Islamic Center”. If possible it will be centrally located in order to be used as a location for meetings, and a place to hold lectures.

VIII. History of PPME in a birds’-eye. PPME as an organization is raised on 12 April 1971 in The Hague under Royal decision. PPME is a legal union. In the past years the amount of members of PPME has risen drastically. People were coming from over the whole country. Logistics was for many members a burden. In summer it was easy to go by public transport, but in the winter it caused problems. One decided to raise several divisions. On this very moment, the head-division is in The Hague, while the other divisions are in: The Haque, Rotterdam, Amsterdam, Breda, Tilburg and Heemskerk. Activities The activities of PPME Rotterdam can be divided in two categories: a. Internal activities. b. External activities. Internal Activities - Quran recitations. - General recitations such as Tahlil, Yaasin. Berzandji. - Prayer: performing the prayer together, the Friday Prayer, Tarawih Prayer and Tadarrus in the month of Ramadan. - The coordination of Zakat, Sodaqoh and Qurban. - Having activities together such as: o 1 Muharram. o Idul Fitri. o Idul Adha. o Isra & Miradj. o Maulud. o Nisyfu Sya’ban and so on. - Inviting of guest speakers to hold lectures. - Weddings. - Accompany people who want to convert to Islam. - Accompany people who want to go on Hadj such as Manasik Hajji and if necessary moral and material support. - Supporting members who had an calamity. External Activities. - Cooperating with Al Jamiatul Hasana. - Performing the Friday Prayer together. 15

Celebrating the Islamic holidays together. Fill in a radio program (Radio Jawa) about our religion. Collaboration with Stichting Platform Islamitische Organisaties Rijnmond. Collaboration with the Indonesian Embassy in The Hague. To attend discussions organized by external unions. Collaboration with Stichting Setasan/Centrum Santosa.

Planning.

Architecture. The building should not be striking in architecture, to prevent great influence.

b.

Size. The size is about 520 m², divided amongst 2 floors. The building should give access to 200-250 people. The present drawings are in the attachment. The building has a floor, so we can divide the needed compartments into two floors. The praying room is on the second floor. The ‘wet’ room and other rooms are on the first floor. With constructing the mosque one should take in account with the expansions. The mosque should be built in such a way that, in case the amount of members will grow, it is able to build another floor on top.

Working plan.

We mean to realize our plan in 5 years. This is due to the fact that the submunicipality Charlois has planned to free some space in 5 years to build a mosque. This working plan has been divided into 3 terms: a. Short-term. c. Mid-term. d. Long-term. Short-term planning. Period: a maximum of 1 year. In 2 years there should be clarity about: a. To put the proposal on paper. b. To discuss the current drawings. c. To discuss with the general committee. d. Commissions and install members. e. The budget. f. To inform SPIOR (Stichting Platform Islamitische Organisaties Rijnmond). g. To inform Omar Koeiman (sub-municipality Charlois). h. To recruit funds and donating people. i. Blue prints (architecture) and approval. j. Working committee and members. k. Payments. Mid-term planning. Period: a maximum of 3 years. In these 3 years there should be clarity about: a. Offering the plan towards the municipality. b. Location. c. Approval of several institutions. d. Recruiting funds and donating people. e. Several legal licenses. f. Start of building. g. Work of committee and members. h. Payments. Long-term planning. Planning on the long-term exists out of preparation to improve the religious quality of the believers, so people in the Netherlands and surroundings will have a more positive view of the Islam. Another planning on the long-term is the development of an Islamic Center. The starting-point of the planning is that we can recruit enough funds to form the budget and finalise it, and to get approval of sub-municipality Charlois to build a mosque. Note: The above mentioned planning can be altered at all times. 17
