Flooding more than Floyd, Matthew
Florence hits Pender, lingers long

Until Sept. 13, hurricanes Floyd in 1999 and Matthew in 2017 were the benchmark when it came to destructive storms and floods in Pender County. Then Florence arrived last week. Florence arrived along the Pender County coast Sept. 13 and then lingered for several days, pounding the coast with wind and dumping record amounts of rain inland. The historic rainfall pushed the Black River and Northeast Cape Fear out of their banks to record levels by Sept. 19. Officials predicted both the Black and the Northeast would crest several feet above the records set by Floyd and Matthew.
Residents along the rivers were evacuated early in the week, and county officials expanded the mandatory evacuation to the entire county prior to Florence’s landfall. Saturday night Sept. 15, unprecedented rainfall overwhelmed already full creeks and ditches, flooding many roads in Pender County, turning the county into an island. Travel in any direction was nearly impossible as I40 into Wilmington was closed due to flooding and road damage. N.C. 53, N.C. 210, U.S. 117 south of Rocky Point and north out of Burgaw were all closed due to flooding. Pe n d e r C o u n t y h a s largely been on its own during and after the storm. At the landfall of Florence and following, power
was out, gas was in short supply or non-existent, and grocery stores were closed. By Sept. 19, grocery stores were opening on a limited basis, power was slowly being restored by an army of Duke Energy workers from across the United States. Gas was still mostly unavailable and travel out of the county was still difficult. The wester n Pender town of Atkinson was isolated by flooding as Pender County workers brought in supplies and the U.S. Coast Guard evacuated residents by helicopter. were hit hard. It could have been a lot worse.� All three island towns – Surf City, Topsail Beach, and North Topsail Beach reopened the island Sept. 20 to individuals with a reentry pass or decal. The island was closed as Florence approached and municipalities ordered the evacuation of the island. The Cross Creek community located on N.C. 210 west of Hampstead was flooded by the Northeast Cape Fear.
By Andy Pettigrew Post & Voice Publisher As the floodwaters rose, quickly cutting off the western Pender County town of Atkinson, Mayor Ken Smith knew something had to be done – and quickly. With no shelter in the town, and no way to reach the nearest facility, Smith along with town officials and the Atkinson Volunteer Fire Department took steps to ensure the safety of town residents.
