One of my colleagues here in the Parks, Recreation, and Facilities Department grew up in England and spent a good part of his career working in the recreation field there. When he came on board here in Portland, we had a conversation about his various jobs in England, and I asked him what “Parks and Recreation” departments are typically called in England. Interestingly, he told me that they are often called “Community Development” departments. Similar to an Economic Development Department that strives to develop and grow the Economy, a Community Development Department in England strives to develop and forge bonds throughout the Community.

I found this to be an inspiring perspective on what a Parks, Recreation, and Facilities Department can be.

Social research shows us that people who feel connected to those around them lead healthier and happier lives. So many of the challenges in our current society- from anxiety, to depression, to loneliness, and addiction often boil down to one common denominator: lack of meaningful connection with others.

The staff of our Department serves to create places and programs where people can come together to connect through the outdoors, through recreational programs, and through cultural experiences.

The programs offered by this Department are just one small way that you can become connected with those around you, whether it is a youth sports program, an outdoor education program, adult drop-in sports, all ages swim lessons, or our very popular 62+ Senior Adult trips program.

We hope you browse through this brochure to find a program that interests you or a loved one, and that together we can continue to develop our community into a place where everybody feels welcome and connected.

CAMP VENTURE Camp Venture is seven action-packed weeks, open to campers entering grades K–5 in Fall 2026. Each day is packed with adventure, laughter, and opportunities for campers to discover what they love. From splashing and swimming with friends to heading out on exciting field trips, every moment is designed to create unforgettable memories. Campers build meaningful friendships as they explore new interests, try new activities, and gain confidence in a fun, supportive environment. Whether they’re learning a new skill, tackling a creative challenge, or cheering each other on during games, kids are constantly growing while having a blast. Our specialty programs offer something for everyone. Creative minds can dive into art and crafts, athletes can stay active with sports and games, explorers can connect with nature, and curious thinkers can experiment and innovate through hands-on STEM activities. At Camp Venture, every day is a new adventure, and every camper leaves with new friends, new skills, and memories that last long after summer ends. **NEW: When registering your camper, please register them in the grade they WILL BE ENTERING in the Fall (2026-2027).

We provide dynamic before and after-school programs for Kindergarten through 5th-grade students, right at your child’s school. Our Before & After the Bell Program blends fun, creativity, and meaningful learning in a safe, familiar environment that families trust.

Each day is thoughtfully designed to spark curiosity and encourage growth. From active recreation and hands-on enrichment projects to quiet reading time and collaborative group activities, kids have the space to explore their interests, build friendships, and develop confidence. Our engaging staff creates a balanced experience that supports character development, physical fitness, health and wellness, and academic support, all while making sure fun stays front and center.

Spring Community Soccer

We Need Volunteer Coaches!

Lace up your sneakers and sprint into summer fun with Youth Track and Field! This program focuses on the fundamental skills of track and field such as running, jumping, and throwing techniques. We aim to do this in a fun and child centered environment. Events include sprints, middle distance, and various field events.

The Spring Community Soccer program features a weekly practice session for about an hour, utilizing the "play, practice, play" model. Each session is centered around developing a specific fundamental soccer skill. Our goal is to provide a fun, child-centered environment that supports children of all abilities in playing, learning, and developing a love for the game of soccer. Practice begins with a scrimmage for the players who have arrived. Once the full squad is present, the focus will shift to developing skills through 2-3 engaging and fun practice games. The session will conclude with a scrimmage against another squad.

Have your little one learn Spanish with a native speaker! This Spanish immersion program is designed for the little ones and their caregivers. Children will learn Spanish through play, songs, books, and movement, while also encouraging parental involvement in the learning process. Designed for adults (ages 18 and up) who already have solid shooting fundamentals, this class helps you take the next step, more consistency, tighter groups, and more confidence under “pressure.” In a focused but friendly setting, you’ll work with expert instructors from the Maine School of Archery to refine form, improve accuracy, and build a repeatable shot process you can trust. This class is capped at 8 archers to allow for more individual coaching, more feedback per end, and faster progress—while still keeping the session fun, supportive, and lowpressure. This is a great fit for those who want a more structured skill-building block, or for anyone returning to archery and ready to sharpen their skills.

INCLUSION & ADAPTED SERVICES PROGRAM The Inclusion and Adapted Services program provides professional community-based adapted swimming and recreational opportunities for children and adults with disabilities. The program is committed to providing quality services to participants with varying abilities in the least restrictive environment.

The mission of the Adapted Aquatics program is focused on promoting independent skill acquisition and inclusion within the recreation department programs and community settings. Programs are deisgned by qualified professionals and paraprofessionals who hold certifications in Water Safety Instruction, Lifeguarding, First Aid, CPR, and AED training.

Besides offering development of swimming skills for an individual, participation in the Adapted Aquatics Program supports an increased self-awareness of personal safety in and around the pool, while providing opportunities for social interaction. Gaining the skills to know how to swim is an enriching and fun experience for participants.

ADAPTED AQUATICS Designed for individuals with a qualified disability, the Adapted Aquatics program offers swimming skills development, personal safety training, self-help opportunities, social interaction, generalization of skills and most of all - fun!

Our staff are trained American Red Cross instructors who hold certifications in Water Safety Instructor (WSI), Adapted Aquatics training and experience, First Aid, CPR/AED, and related aquatics training. Each student swimmer has the opportunity to improve their skills with the expectation to tolerate and swim 30 minutes in the water. All swimming instructional programs are guarded by a certified lifeguard.

62+ PROGRAM The 62+ Program is an activity group where seniors can get together and socialize while enjoying a variety of different activities year-round! This program is a great way to explore the area and make new friends while staying active.

Activities include local fairs, theater trips, concerts, museum visits, shopping trips, bowling, local walking trails, themed luncheons, guest speakers, holiday parties, arts and crafts, boat rides, and much more. Participants are able to drive to most of our activities or we can pick up Portland residents at home with one of our mini buses. Registrations for activities take place bi-monthly.

TROUBH ICE ARENA Troubh Ice Arena (TIA) is an indoor skating facility that opened in 1985, equipped with an NHL regulation-size ice surface, five locker rooms and seating for over 650 spectators. Programs at the arena run year-round. TIA is proud to offer public skating sessions, skating lessons and adult and youth hockey. The Portland Parks Division manages a parks system that includes 70 parks and playgrounds, 7.5 miles of multi-use trails, 10 community gardens, 2 stadiums, 16 cemeteries and dozens of athletic fields and courts, all spread across 1,000+ acres of land. We aim to provide outdoor recreational opportunities for everyone, during all four seasons of the year: from the Portland Skatepark, to 4 splash pads and wading pools, 2 dog parks, 4 maintained ice skating ponds, a sledding hill and miles of groomed XC ski tracks. We are also stewards for an urban forest of 20,000 inventoried trees, and maintain flowerbeds, meadows, and natural open spaces throughout the city. Our Park Rangers make sure our parks are safe for all, and our hard working maintenance crews keep our parks beautiful, clean and safe throughout the year. Parks improve our quality of life, increase property values, and contribute to the economic engine of Portland. They are a place for people to come together and create community. POLICIES & PROCEDURES An individual must meet the age requirements of the program by the start date of the program. Register early, as programs have a minimum and maximum enrollment requirement. If the minimum requirement is not reached after the registration deadline, the program will be canceled, and you will be notified. If we are required to cancel a class or program, either a program credit or a full refund will be granted. Individual programs may be canceled or postponed due to unfavorable weather conditions. We reserve the right to postpone, reschedule, or cancel programs, change locations, substitute staff, or make other changes as necessary. Childcare is not provided during adult programs. Portland residents have priority in all classes and activities up to three weeks before the start of the program. Proof of residency is required when registering for programs. Residency priority means that the individual resides in Portland, Maine. Those individuals owning property in Portland and not living here do not qualify for residency status when registering for programs. We require an additional non-resident fee for programs, unless otherwise specified. Not all programs are eligible for non-residents.

The City of Portland provides a fee waiver program. Limited fee waivers are available for Portland residents who have applied and qualified for the fee waiver program. All requests will be held in confidence and are considered on a household and yearly income basis. Proof of residency is required when applying for fee waivers. Fee waivers are granted on a first-come, first-served basis, per program. When a program is full, we maintain waiting lists in the event that a space opens. There is no fee to be added to our waiting list. If a space does become available, fees would be collected at that time. Fee waivers only apply to certain youth programs run by the Recreation Department.

A full refund will be given for withdrawal from a program two weeks before the start date. An 80% refund will be given for withdrawal from a program one week before the start date. A 70% refund will be made for withdrawal from a program after the first week or class, but prior to the second week or class. No refunds will be given after the second week or class of a program start date unless accompanied by a written medical note.

PARTICIPATION OF INDIVIDUALS WITH DISABILITIES The City of Portland Parks, Recreation, and Facilities Department (the Department) is committed to providing interested participants equal opportunities in and access to its recreation programs.
