Experience, knowledge, honesty, responsibility and great enthusiasm are the words that define 2015麓s new electoral programme. We are a committed, open and tolerant group of people with only one goal, to contribute our best to that most passionate task which unites us: Benissa. The people that live in our village, both those that were born here, and those who have come from abroad, are the ones who matter to us the most. We are all equal and responsible for building a better Benissa. At the head of our team is our current Mayor, Juan Bautista Rosell贸, a person that you already know well. To him, politics is a vocation that involves selfless public service, the ability to listen and understand everyone, and to provide help to those who need it most. In order to keep improving, we have prepared this electoral programme with realistic proposals that have been created through discussions and the participation of many groups of people; people whose support we appreciate greatly. This is done with you in mind.

MORE ECONOMY AND EMPLOYMENT. LESS TAXES Due to the good financial management of the Town Hall the municipal assets have increased by tenfold, it has reduced its debt to zero and it has reached surplus over the last two financial years, consequently guaranteeing it's financial security and stability. In view of this situation, we will be able to reduce taxes and invest in measures to boost the local economy. Decrease the tax on Real Estate (IBI). Reduce the Rubbish Collection Tax for residences in rural and coastal areas. To boost the Centre of Excellence, a place where businesses and entrepreneurs will have everything necessary in terms of development and advice at their disposal (new technologies, business incubators, …). To promote tourism in Benissa as a quality destination that combines both the sun and beach with nature, culture and historical heritage. To boost the establishment of new companies in the service sector which will create employment in our town. To create a space for caravan tourism close to the urban area. Continue working to gain european funds which will support initiatives intended for the improvement and diversification of Benissa´s fabric production. Encourage the recovery of our fields and agricultural traditions by supporting training measures aimed at our farmers, the urban gardens and the creation of a land bank. Invest in necessary actions (tertiary treatment) which will enable us to use purified water for agricultural irrigation. Tighten our collaboration with the Asociación de Comerciantes (Trader's Association), the Asociación de Empresas Turísticas (Tourist's Companies Association) and the Asociación de Constructores y Empresas Afines (Builders and related Companies Association), through the Local Council of Tourism.

TERRITORY, ENVIRONMENT AND INFRASTRUCTURES Over the past few years, more than 60 million euros have been invested in infrastructure. We possess the most modern facilities and equipment which has resulted in a better quality of life for our citizens. The elaboration of a new GENERAL URBAN DEVELOPMENT PLAN, defined as participative, realistic, sustainable and respectful to our environment. This plan has the purpose of guaranteeing owner's rights, protecting historical heritage as well as being an instrument to stimulate economy and improve infrastructure. This roadmap will mark the development and growth of our town. Invest in the urban roads, especially in the coastal and rural areas, including the improvement of road signs, accessibility, road safety and solarpowered lighting. Improve communication between the coastal area and the town centre and its connections with the train station. Invest in infrastructure that guarantees the quality of safe drinking water and its distribution to all the rural areas in our municipality. Preserve parks, gardens and green areas and finish the last stretch of the Nature Path along the coastline. Protect the wilderness areas with more signs and to promote awareness campaigns. Apply the European Sustainable Energy Action Plan, as signed by Benissa, to achieve energy savings of 20%, to achieve 20% of the town's total energy use from alternative sources and to reduce CO2 emissions by 20% before 2020. Agricultural waste management to produce biomass. Carry out a project to rehabilitate the former Graduate Schools. Promote the historical and cultural heritage of Benissa as a touristic resource and equip the rehabilitated buildings with social and cultural content. Collaborate with animal protection organisations in their work with abandoned or abused animals at the new Animal Shelter in Benissa. Carry out awareness campaigns about pet responsibility, care and hygiene. .

PARTICIPATION, TRANSPARENCY AND A GOOD GOVERNMENT Benissa's Town Hall is a great example of a transparent, close and efficient administration. This has been possible due to the direct management of all public services, the excellent work of Benissa Impuls, a rational use of resources and to their proximity with the residents through the Public Attention Offices in the old town and the coastal area. We continue to manage public resources with full honesty and frugality. We have received both national and international prizes and acknowledgments (Green Flag Sustainable City, Blue Flag for La Fustera Beach, Nature Walk and “Aula del mar”) and we have obtained Quality Certificates for various municipal services. Activate public participation channels in public management through the Strategic Planning for Citizen Participation programme in Benissa. Invigorate association networks and collaborate intensely with the Casal de las Asociaciones who will be at their disposal. To continue with our highly successful economic management which has resulted in positive economic balance in the past two financial years as well as the best patrimonial, economical and liquid assets situation in history. Generalise the use of Digital Administration, electronic invoice and the implementation of telematic operations. Equip the new local Benissa web page with more dynamic content that will help citizens approach and converse in different languages in the Town Hall. Additionally, it will boost and help the Benissa brand become international. Opt for the use of the smartphone app Línea Verde as a way of reporting incidents. Expand the number of public areas that provide free wifi.

SOCIAL WELFARE Our main objective is to guarantee our citizens´ health, well-being and quality of life. Request the opening of a medical centre and a new pharmacy in the coastal area. Promote social participation of the elderly to take advantage of their knowledge and experience. Support their initiative and activities through the Bernia Association of Retirees and Pensioners. Attend to the needs of people with sensory, physical or psychological limitations. To improve their mobility by eliminating architectural boundaries, guaranteeing their autonomy and incentivise their access to the labour market. Expand home-care services and maintain the adapted-vehicle to transport people with reduced mobility. Apply the Municipal Equality Plan, to promote an effective equality between men and women, eradicating any form of discrimination or conduct that impinges upon women or their rights. To that end, it is fundamental to keep the Women's Juridical Attention Service. Provide cultural, social and linguistic integration for our foreign residents with different activities and training courses in both Spanish and Valenciano. To facilitate their communication with the Town Hall and to place a high value upon the wealth of cultural diversity that our town enjoys (Multicultural Festival). Create a Municipal Youth Council and expand the offer of establishments and facilities where the Carnet Jove will be valid. To strengthen the Prevention against Addictive Behaviours Unit to avoid the consumption of drugs, especially amongst the youngest.

SPORTS

Promote sports to contribute to the overall development of our population, allowing them access to better health, well-being and quality of life. Strengthen the use of all the town´s sports facilities, encouraging basic sports for all ages, especially our children and youth. Acquire land to expand sports area in el Pla, Colegio Manuel Bru and to add new sports equipment. Prepare the running track for official approval and install the tartan surface. Connect Palau Sant Pere with the running track with an elevated pedestrian walkway. Create exercise facilities in parks with boules tracks for our senior citizens. Build an obstacle course. Continue with the direct management of the heated swimming pool, expand and improve upon the current installations (gym, spa area). Expand it's opening hours and the range of available activities. Expand the skate area. Support sport events such as the Perimetral offered by el Club de Muntanya Margalló, or nautical and aquatic challenges in the sea with el Club Náutico Les Bassetes, el Club de Buceo and la Escuela de Vela Las Antípodas.

CULTURE

We understand that good quality public education and access to culture are the basis of the development, future and well-being of our society. EL ESPAI CULTURAL BENISSA will become a vital centre of the town's culture. There will be modern facilities such as a library, contemporary art museum and the administrative section of the culture department. An innovative project for la Sala del Consell, will turn this emblematic building into a Museum of the City, making it the centre of Benissa's history. Expand film screening through the purchase of a new digital projector allowing us to show original versions of films, latest releases, ballet screenings, theatrical plays and operas. Digitalise and modernise the town's historic archive. Turn the Centre d'Art Taller d'Ivars into a reference exhibition area in our region and develop a project to improve the HVAC system and improve the acoustics. Energise the Aula del Mar to have new exhibitions, courses and activities for residents in the coastal area. Continue supporting the department of Normalización Lingüística (Linguistic Normalisation). Promote Pinos' CAVE PAINTINGS. Maintain Asociaciones Culturales support, subsidies and collaboration. .

EDUCATION

Maintain the constant attention to the Nursery's and Primary Schools' needs and continue investing in preserving their facilities. Expand the programme for transport grants including masters degrees, music conservatories and other specialities. Adapt the offer of the Permanent School to meet the community's needs, and expand the languages on offer: English, German, French, Russian and Chinese. Reinforce the collaboration of educational institutions and parents associations by offering complementary activities to students and their families. Boost learning with the help of linguistic immersion courses that have been taking place in Benissa with native teachers. Modernise the Music school´s classrooms by equipping them with new technologies and acquiring new instruments.

SAFETY AND EMERGENCY SERVICES Security is one of the main pillars in our administration because it guarantees the citizens´ peace of mind and freedom. Expand the Local Police's personnel and equip them with more modern and effective resources. Co-ordinate a greater presence of Local Police in both the coastal and rural areas and install video surveillance services in troubled areas. Implement a new regional fire station in the Pla de Carrals area which will improve the emergency response time in our town. Support the struggle against domestic and gender-based violence and apply the Plan contra la Violencia de GÊnero (Anti Domestic and Genderbased Violence Plan). Continue supporting emergency services such as the SAMU ambulance service or the Forest Brigades located in the Industrial Estate. Equip the Civil Protection, ABAI, and Montemar Firemen volunteers with the necessary means.
