Prevent Home Fires

Working with the private and public sectors to achieve fire safety through education. provide and install a battery powered smoke alarm at no cost. Smoke alarms will not be provided if we do not install them. It is important to note that the selected time and date for a home safety inspection by either an engine company crew or rescue crew will be determined by those crews.

2. Fire-setter intervention: Children and juveniles continue to be the two most common participants in fire-play and fire-setting incidents. We have reviewed several fire intervention programs in use today in various cities and jurisdictions in an attempt to develop a program that would be both effective and efficient for our department based on our capabilities and resources, but most importantly a program that will significantly benefit our residents. Our new “fire setter intervention program” is a collaboration of community partners involving Fraser Health, Surrey RCMP, School District 36

and, of course, the Surrey Fire Service. The basic goal of the program is to determine if fire play or fire setting has resulted from natural youthful curiosity or whether it may be a symptom of a problem much more complex requiring the involvement of other trained professionals. Once initial training and information has been provided to fire department members, a typical report of a fire-play or fire-setting incident will result in the dispatching of an engine company, where an officer will complete a simple incident report and forward it to the fire prevention office. Fire prevention staff will then arrange a voluntary interview with the parents or guarding and the child. That interview will be conducted by fire prevention staff and will involve asking pre-determined questions that have been developed with the assistance of the RCMP and Fraser Mental Health officials. Based on the outcome of the voluntary interview, the child’s parents or guardian may be invited to

contact another professional agency for assistance or the matter may be concluded with just fire department assistance such as a talk, video or both. All instances of fire play or fire setting, even if the incident occurs outside of the home, will involve another program component, a home safety inspection.

3. Child and seniors welfare: The third component of the Home Safe program is a unique feature again aimed at the safety and welfare of our children and seniors, who are often the most vulnerable to risk. It is natural for those of us in the fire service to look for signs and symptoms of fire or medical danger or risk to help us determine what appropriate actions to take at any given incident. Firefighters are trained to recognize medical signs and symptoms of significant threats related to heart, stroke, temperature or trauma issues. Firefighters are also trained to recognize fire related risk signs

An opportunity to do more for citizens who need our help is available to us by learning the signs and symptoms of another significant and ever increasing risk to our children and seniors, that is the significant risk of abuse or neglect. Training has been provided by Fraser Health child protection representatives on how to recognize the indicators that would prompt us to make a simple referral to professionals that can offer assistance to any individual or family where abuse or neglect symptoms are present. An example of a similar program can be found in the City of Houston Fire Department. Their program is called “one child, one chance” and is jointly supported by the Houston Fire Department, Houston Police Department, Texas Children’s Hospital, Children’s Protective Services, Houston Independent School District and The Houston Fire Fighters Burned and Crippled Children’s Fund (Houston

It is important to remember that unlike the medical and fire problems we are most called on to deal with, this new service will not result in firefighters making any direct interventions. Our only role will be one of observing and reporting. This significant increase in our service to our community and our ability to make a bigger difference will result from simply recognizing and reporting signs and symptoms.
