Legal counsel is being sought as Maple Ridge council looks to get rid of marijuana grow-operations from residential neighbourhoods. At Tuesday evening’s council meeting, the issue, that had previously been discussed in a closed council meeting, was brought to light. Staff were given direction to

Cat mutilations alike Cat killings in Kamloops are similar to killings that have taken place over the last year in Maple Ridge. On Sunday morning, a homeowner in Kamloops discovered the family cat cut in half on the front lawn. “It appears that the animal was killed somewhere else and thrown on the lawn as there was no blood at the scene,” said Crimestopper co-ordinator Mark Price. “It’s pretty sick. Early morning breakfast wraps or Naples-style pizza – Port Haney will soon have a new eatery situated in one of the last remaining heritage buildings in the area. The owners of the Port Haney Post Office – who also own the Billy Miner Pub & Alehouse – are going ahead with plans to turn the facility into a familyfriendly cafe and restaurant complete with a wood-fired stove from Italy for making traditional Neapolitan pizza.

With apartment buildings going up around the Billy Miner area – on River Road and next to the former Gourmet Hideaway site – and the traffic flow from the West Coast Express, the owners wanted a place that would both complement and diversify the Billy Miner. “As long-time lovers of Naples-style pizza, great coffee, and of course craft beer the combination seems obvious in retrospect,” said owner Brock Rodgers. The cafe will be open in the early morning hours as well to offer morning commuters coffee, muffins, and breakfast wraps. “I’m guessing the real hook will be that it will be much easier to get your significant other to drive you to the train at 5:30 a.m. if he or she knows she can

grab a latte and a muffin at the same time,” Rodgers said. “And easier to get picked up on the way home if he or she knows she can sip on a nice ale or coffee while waiting for your train to arrive….maybe even stay for dinner.” There will be a small patio between the Billy Miner and the former post office that will be open to children as well.

The Port Haney Post Office building has been vacant since 2010 when the new owners moved the retail liquor license to Dewdney Trunk Road and 240th Street. Rodgers said he hopes the cafe and restaurant will be up and running within 60 days. This building replaced the post office destroyed in the 1932 fire.

All motorcycle riders and their passengers are now required to wear a helmet that meets industry safety standards. A motorcycle safety helmet must meet a minimum of DOT (short for Department of Transportation) or Snell or ECE. These safety standards will be appropriately marked by a label showing the compliance. Those helmets that do not meet these new standards, such as skull caps, will be considered illegal. “We want to get the information out there, so if we pull someone over, we will educate them during the month of June. As of July 1 we will start to hand out violation tickets,” said Const. Tom Sparks. There are also new requirements for

passengers. All passengers must be able to place their feet on the foot pegs or floorboards. Children unable to reach foot pegs are not permitted to ride as passengers. Between 1996 and 2010, motorcycle fatalities increased by 57 per cent. An approved motorcycle helmet can prevent or reduce head and neck injuries. Fines will be $109 to $276. On Sunday, June 17, the airport will host its YPK Community Airport Day from 10 a.m. to 4 p.m. in the main parking lot of the airport. There will be vintage and collectible aircraft and automobiles, and live music. At 1 p.m. MP Randy Kamp will speak, and after that the Pacific Sky Divers will perform. You’ve probably seen the new, bright yellow and red canopy sign for the Golden Rice Bowl restaurant on Lougheed at 225th. The sign isn’t the only thing new, the owner, staff and menu have also changed - in fact the Golden Rice Bowl is an entirely new experience. Having established a number of successful Chinese food restaurants and created delicious food around the world, David Pang, Owner and Head Chef of Golden Rice Bowl brought his son Joey and wife Lichan Zhong to Maple Ridge. “He has opened so many successful restaurants,” said Joey Pang, the restaurant’s manager. David brings a world of experience to his love of Chinese cuisine. He began cooking in Hong Kong in the 1960s then it was Prince Albert to

Los Angeles to Vancouver, where David has cooked some of the world’s best Chinese food for everyday folks to the famous – including one of his past frequent patrons, John Diefenbaker. From the many restaurants he opened in Vancouver, including the well known Ocean Inn, Wing Lok (now the Pelican) and Golden Eagle (now Golden Phoenix), David honed his skills to make new flavour combinations his customers loved. He enjoys cooking and because he’s been doing it for decades it’s safe to say he knows what tastes great. “He knows how to do it right,” Joey noted. “We have used the same food supplier for years and they have a great reputation for the quality of their products. He’s very conscientious about the food he cooks with.” Joey runs the “front end” of the business, ensuring things run smoothly in the restaurant. Let’s keep kids sober Apparently a lot of teenagers drink and that’s a fact of life with which parents have to come to terms. But it doesn’t mean we roll over and do nothing about it. Keeping kids on the straight and narrow pathway to adulthood is a daunting task, and it helps when society steps up to the plate with policies and legislation that make the job a bit easier. The B.C. provincial government has taken a small step to help keep kids from drinking alcohol. Fines of $575 will be given to people who give alcohol to minors. Those who buy alcohol for a minor they don’t know deserve at least a $575 fine – a night in the drunk tank might be more fitting. How do you know that kid – who probably doesn’t know the first thing about controlling his or her liquor – won’t get behind the wheel of a car and endanger him or herself, friends, and others on the road? In Maple Ridge and Pitt Meadows, we have had our share of alcohol-related deaths, often under-aged youth gone too early because they were drinking and driving. Licensees who operate businesses where liquor is being served can be fined from $7,500 to $10,000, or they can receive a 10- to 15-day suspension for serving alcohol to minors. But now servers who don’t ask for identification can also be fined individually. The fact is, waiters who serve alcohol to minors are just being lazy, as it only takes a few seconds to check someone’s papers. No one should be making it easier for youth to access alcohol. - M.R.

Over-bred horses slaughtered

Dear Editor, Many people have the same misconceptions as Jessica Mason about horse slaughter [Local horse slaughter best solution, May 29 Letters, TIMES]. The government and big agriculture do not want us knowing the real facts, because there is money being made, while it is being funded from our tax contributions. The problem of too many horses starts at the source: over-breeding of racehorses, trotters, pacers, quarter horses, and the like, with no requirements set for businesses to take responsibility for the lives they create, once they have used what they want. Big drug companies breed mares and dump them for slaughter, making huge profits off the mares’ urine, selling the product to menopausal women.

It is easy to breed and breed when you are allowed to throw away the ones that are not needed. It is a sickening cycle that fuels the slaughter business. Anyone who truly cares about horses and knows the horror and suffering they face in the slaughter pipeline would never subject their equine friends to this fate. There are other options, and many intelligent, compassionate people have proposed logical plans to end horse slaughter and deal with the large numbers of un-homed horses that will be left behind in the beginning. Horses are being saved from the slaughter pipeline every day, but the rescuers are exhausted because they just keep coming. Dear Editor, An open letter to Pitt Meadows-Maple Ridge-Mission MP Randy Kamp: Dear Mr. Kamp, Please, on behalf of your riding constituents, British Columbians, and Canadians, stand up for the environment. I do not mean chaining yourself to the Peace Clock, but tell Mr. Harper that his stance is silly, divisive, and unnecessary. There are myriad examples of this “one way or the doorway” approach being wrong. That holds for either end of the spectrum: development with no regard to the impacts to the environment has left us with terrible messes; totally eliminating any development or progress and allowing pockets of “wilderness” to be left to run wild also brings economic and at times environmental consequences. Humanity has grown in numbers that are putting a strain on the planet. Humanity has become the most influential organism on the planet, and also the largest consumer of the planet’s resources. Canadians are not against economic development, but they want development to be done right, without unacceptable environmental or social impacts. Why is creating jobs a national issue, but damaging Canada’s environment is not? Why is not ensuring our remaining fresh,

free-flowing waterways are protected not a national issue? Why is your government needlessly taking Canada back into the dark ages? Why not build upon and improve the environmental protection and regulatory processes? Your government’s public spinning suggests this is what is happening, but if it were true, why is your government hiding many of these changes in an omnibus budget bill? Why is your government imposing constraints on Canadians to become involved in the assessment of the exploitation and movement of the very resources that we as Canadians own? Why is your government afraid to consult with Canadians about the proposed changes? It’s cowardly at best, deceitful at worst. These are not actions of a democracy. None of these changes were part of the Conservative election platform. Mr. Kamp, I urge you to stand up to Mr. Harper. Stop the silly, destructive proposed changes to our environmental legislation and processes. Strive to maintain a balance in making critical decisions. Glenwood Elementary in Maple Ridge raised about $6,000 at a parent advisory council event where people could take a Ford on a test drive. The test driving took place on

June 2, just days after the elementary school in central Maple Ridge celebrated its 50th anniversary. That celebration was open to past and current students, staff, and parents. “We really appreciate all the support from the community and Ford,” said principal Jovo Bikic. The money raised from the Drive One 4 UR School test-drive event will be used for busing students to year-end field trips.

For example they will be going to the aquarium and to Cultus Lake. Since the start of Ford’s Drive One 4 UR School and Community programs in 2010, there have been more than 77,000 test-drives at more than 500 events. This has generated more than $1 million in donations for various schools and organizations in Canada. Albion Elementary held a similar fundraiser earlier this school year.

Last week I was invited on a boat cruise, literally in my own neighbourhood from the nice folks at Pitt Lake Natural Wilderness Cruises. Living in Port Coquitlam, just minutes from the Pitt River, I’ve spent a fair bit of time along its banks with its kilometres of walking and biking trails – but have never been on the river itself. Boarding the catamaran Beta Star at the Pitt Meadows Airport floatplane dock on a completely miserable, rainy day didn’t deter the group, thanks to the covered canopy on the boat. We were all optimistic that the forecast of the rain letting up in the afternoon would happen (it did, for a little bit, at least). We proceeded to loop back around the Fraser River and go along the Pitt River, which is an active waterway with plenty of logging and boating happening all over the place. I’ve never actually seen someone running on logs on the river before, just in those demonstrations on Grouse Mountain. There is no shortage of wildlife to see on the cruise… a good zoom lens with

I’ve been invited to come back on a more cooperative weather day which I plan to do this summer. They also offer paddlewheel cruises to Fort Langley which sounds pretty cool too. The Friends of Joackson Farm say they don’t understand why a buffer zone for a development next to the Lower Jackson Farm Park is encroaching on park area. A public hearing on the development of about 30 homes beside the Jackson Farm Park will be held next Tuesday evening. The proposal for the lot next to the historic farm includes inclusion in the urban-area boundary and changing its designation from agricultural to urban residential and conservation.

In a letter to mayor and council, Stuart Pledge said that the development would “alter the viewscape” and “diminish the heritage value of the Jackson Farm.” A bioswale is being proposed that would abut onto the west side of Lower Jackson Farm Park in order to absorb storm water. “It appears that this alteration is being proposed on existing parkland to avoid using land on the development site to provide an adequate buffer to manage stormwater,” Pledge said in his letter to mayor and council. Lower Jackson Farm was dedicated as parkland while Upper Jackson Farm is planned for residential development. The site under consideration was earlier in Metro Vancouver’s Green Zone, but in 2011, the Regional Growth Strategy placed it in the urban containment area.

The Agricultural Land Commission indicated last December that the land on the northwest side is still viable for farming. But they might consider pulling land on the southeast side out for commercial and industrial development, the commission elaborated. SmartCentres owns about 20 acres on the northwest side, and they suggested doing a land swap with District-owned land on the southeast side. Councillor Judy Dueck pointed out that, on the one hand, Maple Ridge residents have been asking for more “retail activity;” on the other hand, it would be “irresponsible” not to heed the

Agricultural Land Commission in its comments to council about the Albion Flats last December. “I think we’re going to hear that ‘yes, we want shopping,’ but to what degree and what they’re willing to give up in order to get that, that’s the piece that we will find out through these discussions,” Dueck said. SmartCentres representative David Major suggested that the fairgrounds could be relocated to the side currently owned by them if a land swap were to go ahead. This would require a non-farm use application to the ALC.

by Roxanne Hooper A chance meeting and subsquent chat over sandwiches at the Delizie Italian Bistro on Dewdney Trunk Road has spawned a cohabitation of two Maple Ridge law firms. It began last November, when Bart Findlay of the Findlay Gunnell Sandor law firm made a passing comment about cramped quarters to Brian Marshall, a partner with Vernon & Thompson Law Group. “It was really, truly just a chance meeting,” Findlay explained. That encounter sparked lengthy discussions, eventually negotiations, and this week’s announcement that the two law firms – currently situated less than a half block away from each other on 119th Avenue in downtown Maple Ridge – are coming together in the coming months to practise under one roof. It’s not a merger, but rather an association, explained Laurence Anderson, a partner with Vernon & Thompson who described it as a new symbiotic relationship of two complementary firms. The move should be realized by early 2013. While Vernon & Thompson’s roots in this community go back to the late 1930s, Findlay Gunnell Sandors is much newer only having established in Maple Ridge in 1998. The new mix will see seven lawyers and 15 staff working together in the existing Vernon & Thompson location at the corner of 223rd Street.

Health Canada proposes changes to medical pot system ...continued from page A1

Health Canada has issued permits to people to grow medicinal marijuana or to designate someone else to grow marijuana for them. But the federal government has proposed changes to how medical marijuana is grown and distributed. It is expected that licensing will be issued only to government-licensed commercial producers, whereas personal growing licences will be eliminated, Morden pointed out. The Health Canada website states that “personaluse and designated-person production licences would be phased out and individuals would no longer be able to grow marijuana for medical purposes in their homes and communities.” Morden is concerned about the criminal activity that seems to spring up around medical marijuana grow-operations, something that is reflected in Health Canada’s comments about the upcoming changes. For example, in May 2011, RCMP raided a property in east Maple Ridge where they claim they found medical marijuana that exceeded the allowed amount by almost seven times.

Maple Ridge student Devon Daschko graduated from the chartered accountant qualification program on June 2. Students recognized at the convocation ceremony are eligible for membership in the Institute of Chartered Accountants of BC this year. Pascal Chassay, who was celebrating his 11th birthday with his younger brother Rohann, 7, was at Camp Day at Tim Hortons on Dewdney Trunk Road in Maple Ridge on June 6. Tim Hortons assistant manager Rachael Stankowski cheered the boys on when they spun the wheel for a prize. Camp Day raises money for the Tim Horton Children’s Foundation, which provides a once-in-a-lifetime camping adventure for economically struggling kids. Restaurant owners donate 100 per cent of coffee proceeds from Camp Day. In 2011, Camp Day raised nearly $10 million. Since 1975, the foundation has helped more than 165,000 children.

Neptunes 2012 Invitational Swim Meet. The two-day event was off to a great start when the first two races of the day on Saturday were won by members of the Neptunes. “We’re looking forward to a great season. We hope to place in the top 10 as a club at provincial championships held in Nanaimo this August,” said coach Matt Torres.
