Glencore reacts to USA DOJ subpoena

Platinum

Glencore Ltd, a subsidiary of Glencore plc, has received a subpoena dated 2 July, 2018 from the US Department of Justice (DOJ) to produce documents and other records with respect to compliance with the Foreign Corrupt Practices Act and United States money laundering statutes. The requested documents relate to the Glencore Group’s business in Nigeria, the Democratic Republic of Congo and Venezuela from 2007 to present. The company announced in the mean time that a committee of the Board has been established to oversee the Company’s response to the DOJ’s subpoena. This committee comprises the Chairman, Tony Hayward, Leonhard Fischer (Independent Non-Executive Director) and Patrice Merrin (Independent Non-Executive Director). Chairman Tony Hayward said: “Glencore takes ethics and compliance seriously throughout the Group. The Company will cooperate with the DOJ, while continuing to focus on our business and seeking to maximise the value we create for our diverse stakeholders in a responsible and transparent manner.” Glencore is one of the world’s largest globally diversified natural resource companies. Founded in the 1970s as a trading company, the company is a major producer and marketer of commodities - employing 146,000 people around the world. The company produce and market more than 90 commodities, through approximately 150 assets and offices in 50 countries. Glencore has several going ventures and joint ventures in South Africa and also locally in the mining sector in the Tubatse and Mashishing (Lydenburg) areas.

Gazette VBS Mutual Bank update

Imbizo at Jane Furse

This week brought some good news for individuals, stokvels and burial societies who hold deposit accounts with Venda Building Society (VBS) Mutual Bank. Curators of the institution has announced that the National Treasury guaranteed deposits up to R100 000 per VBS Mutual Bank deposit holder. As per a South African Reserve Bank (SARB) press conference held on 9 July 2018, all transactional retail depositors, which include individuals, stokvels and burial societies who currently have up to R100 000 deposited in VBS Mutual Bank, will have their funds transferred to Nedbank. In order to facilitate the process from VBS Mutual Bank to Nedbank, no VBS Mutual Bank branches will be able to conduct transactional services on depositor accounts from 10 July 2018 onwards. Depositors will therefore not be able to withdraw funds from Tuesday 10 July 2018 onwards. Retail depositors will have access to their money through Nedbank from 13 July 2018 onwards. Individuals and groups, including stokvels and burial societies will have access to their balances, up to R100 000 per depositor, from 13 July 2018 onward. To access their funds, retail depositors are requested to visit their closest Nedbank branch. This arrangements are not valid for institutional investors such as government departments and municipalities. This means that Greater Tubatse Fetakgomo Local Municipality is still shorting more than R200 million invested at the bank. Last week the local mayor, Councillor Maudu Johannes Phokane said in his State of the Local Municipality Address (SOLMA) “I would be doing a great disservice to our people if I don’t touch on the following issue which has been over the news for quite some time and it is still is. It is worth reporting that Fetakgomo Tubatse Local Municipality is one of the 15 municipalities that has invested with VBS. We can confirm that an amount of R230 million was invested with VBS mutual Bank from 10 November 2016 to 11 January 2018. It is not clear at this stage whether the monies will be recovered as the Municipality has not received any form of communique either from the curator or the South African Reserve Bank on this matter. The Limpopo government will be launching forensic audits into Municipalities in the province that put their monies with the embattled VBS bank. Once the report of the forensic audits has been finalised, the community will be kept abreast with outcomes of the report. As a Municipality we will also engage in our own investigations and eventually undertake applicable corrective measures”.

The Minister of Telelcommunications and Postal Services Mr Siyabonga Cwele together with Acting Executive Mayor of Sekhukhune District Municipality Cllr Mbusi Mahlangu and Mayor of Makhuduthamaga Local Municipality Cllr Minah Bahula held a ministerial imbizo in Jane Furse . The imbizo included monitoring the services at the Post Office with regards to the payment of social grants, the roll-out of digital migration and free access to broadband and WiFi. The official opening of the a free WiFi hotspot at Jane Furse Crossing Mall was conducted during a walkabout by the delegation.

Platinum bars goes on sale for the first time The World Platinum Investment Council (WPIC) and Shenzhen Hengfu Yingjia (Hengfu), a leader in precious metals products, announced the launch of the first platinum bar products in China. The launch is part of a new strategic partnership between the WPIC and Hengfu to develop the physical platinum investment market in South China. The World Platinum Investment Council Ltd. (WPIC) is a global market authority on physical platinum investment, formed to meet the growing inves tor demand for objective and reliable platinum market intelligence. WPIC’s mission is to stimulate global investor demand for physical platinum through both actionable insights and targeted product development. WPIC was created in 2014 by the leading platinum producers in South Africa. WPIC’s members are: Anglo American Platinum, Impala Platinum, Lonmin, Northam Platinum, Royal Bafokeng Platinum and Sibanye-Stillwater. Under the agreement, the WPIC will work with Shenzhen Hengfu Yingjia to develop and launch a range of platinum investment products to suit a wide range of investor needs. A number of new products will be launched throughout 2018, beginning now with high purity 999.5 platinum bars. The announcement is the latest in a series of strategic initiatives from WPIC to stimulate further investor demand for physical platinum and increase the number and type of platinum investment opportunities available worldwide. The WPIC has been consulting with a number of local market authorities and potential partners in China as it establishes a comprehensive pipeline of initiatives for the Chinese market. Weibin Deng, Head of China at WPIC commented: “While China has long been the world’s biggest consumer of platinum, its platinum investment infrastructure has yet to be fully developed. We see a huge opportunity and appetite to open up platinum investment opportunities in China. This new platinum bar product represents an important milestone for the market. It addresses a clear gap for spot investment, and more broadly supports platinum’s growth potential as a retail investment medium. We look forward to working closely with Hengfu to continue expanding the range of platinum investment products available to local investors.” The investment-grade platinum bars are minted by Swiss Metalor Group, an internationally renowned

precious metal refiner. Available in sizes of 10g, 15g, and 100g, the bars are currently sold at a low premium through Shenzhen Hengfu Yingjia’s distribution network in Shenzhen and Guangzhou. This will initially be through Hengfu’s own outlets and some department stores, with online availability to follow shortly. “This is the first of a number of platinum product initiatives for Chinese investors that we expect to be able to announce in the near future.” Zhu Zhigang, CEO at Shenzhen Hengfu Yingjia added: “WPIC brings knowledge, experience and technical expertise in platinum as an investment, complementing Hengfu’s role as a leader in precious metals. This partnership will further strengthen China’s position as Asia’s precious metals hub and the continued development of platinum investment in the region.” Early indications from research by the WPIC are that incremental annual demand for platinum bar and other investment products could be in the hundreds of thousands of ounces in 2-3 years. The partnership with Hengfu was first announced at the 2018 China Platinum Market Forum in Shenzhen, China on July 5, 2018, in front of more than 100 government leaders, industry executives, and media representatives. The event, which was co-sponsored by the WPIC and Hengfu, focused on the development opportunities for China’s platinum market.

Use water sparingly when you have it The South African Weather Service is forecasting that Limpopo will not be getting enough rain in the foreseeable future and this is reflected in the levels of the area’s dams compared to this time last year. This week dams in our area reflected the following levels: De Hoop Dam 88,5% (compared to last year’s 99,7%); Flag Boshielo Dam 95,9% (compared to last year’s 50,5%); Klaserie Dam 90,9% (compared to last year’s 100,5%); Blyderivierpoort Dam 96,7% (compared to last year’s 100,2%); Buffelskloof Dam 85,7% (compared to last year’s 100,3%); Kwena Dam 74,4% (compared to last year’s 80,1%) and the Orhigstad Dam 33,1% (compared to last year’s 85,6%) The Department of Water and Sanitation (DWS) called on water users to continue using water sparingly as the dam levels are dropping daily. The province’s average dam levels are at 75.5% this week, showing a decline compared to last year this time when readings recorded 77.4%. Looking at the summary of Water Management Area (WMA) for Limpopo reflects a decline compared to last year this time when water levels were 88.5% compared to the current 77.3, whereas the Olifants stands at 73.5%, also showing a slight decline compared to last year’s 73.7 %, which should alarm Limpopo residents to continue saving water. De Hoop Dam which supplies some of the communities in the Sekhukhune District. It decreased 1.15% within a week which should alarm the people of Sekhukhune to save more. Although the provincial storage is at satisfactory percentage, the province still needs to continue to implement water restrictions so that reliable water provision is sustained until the next summer rains. Water is a scarce resource and catalytic towards economic development and it must therefore be conserved at all times. The Department’s Regional Head in Limpopo, Mr Lesiba Tloubatla, is appealing to the people of the province to continue saving water. “With the climate change affecting the way in which it used to rain in this province, we encourage people to continue saving water. The South African Weather Service forecast shows us that we will not have sufficient rain to fill up our dams not until the summer seasons hopefully”, said Mr Tloubatla. Water being a scarce resource is truly being felt in many suburbs of Burgersfort as areas such as Aloe Ridge East and West, Elephants Hill, Lion’s Rock and Leopard’s Bush in past weeks experienced water supply interruptions of up to 3 days. Sometimes these interruptions are separated by only a day or two making the days of water supply in a week less than the days of dry taps. Neither of the responsible authorities Sekhukhune District Municipality or Lepelle Northern Water, responded to enquiries by Platinum Gazette with regards to these interruptions. Readers complained with the newspaper of not getting any response on the Lepelle Northern Water 24 hour number, receiving no proper explanations for interruptions as well as varied explanations within minutes. Proper communication is non-existent and that sometimes reports of burst pipes and leaks goes unattended for weeks.

Please help The South African Police Service in Tubatse request assistance from the public to help locate a missing 32-year-old man - Leutle Ruddy Hlogi Matuku. He is from Mashamathane Zone 8 but is currently renting at Mashifane Park. He was last seen on Friday 22 June around 17:00. According to his sister who is also the last person to see him, he said that her he was going to Praktiseer but never returned. Matuku was last seen driving a red Toyota Corolla with Registration number CRM 847 L. He is an employee at Mototolo mine and he did not report to work as scheduled and his cellphone is off. He was reportedly wearing a black jacket and grey trousers at the time of his disappearance. The police appeal to anyone who knows the whereabouts of Matuku to contact the investigating Officer Detective Sergeant Patrick Rampepe at 073 477 8716, Tubatse Police Station on 013-216 8500 or Crime Stop number at 08600 10111.

‘A wrong impression has been created’ A meeting of a Ministerial Task Team and National House of Traditional Leaders has resolved that traditional land would not be affected by the proposed amendment of Section 25 of the Constitution. The Ministerial Task Team was appointed by the Cabinet two weeks ago to engage the leadership of the National House of Traditional Leaders and leaders of provincial houses on their concerns on land expropriation. Parliament is currently conducting public consultations on the proposed amendment of Section 25 of the Constitution. Cooperative Governance and Traditional Affairs Minister and task team convener, Dr Zweli Mkhize, said this process did not include land under traditional leaders. “A wrong impression has been created that the discussion on land expropriation includes land in the hands of traditional leaders. Government wishes to clarify categorically that when government talks about land expropriation, we are referring to the 87 percent of the land not the 13 percent that is under the control of traditional leaders and black people. We wish to emphasise that the 13 percent of the land is not under any dispute,” said Minister Mkhize.

Samancor ECM has been recognised as one of the leaders within the mining industry by a variety of stakeholders by a variety of stakeholders, including the Department of Mineral Resources (DMR) and unions representing the employees. The company however acknowledges the importance of not becoming complacent and while thanking employees for their safe and careful day-to-day work,

This relationship is built on trust and a strong bond to improve the circumstances to which children are exposed. The vision of ECM is to collectively make a difference. This year was no exception. Various initiatives were launched during 2017 and with the

support from the project’s sponsors (Samancor Chrome, Macdonalds Transport, Ngululu Transport, Atlas Copco, Tyre Corporation, Remax, Zizwe, Nomakanjani, Sylvania, Thorburn, Cranbrook and AQS) more than 300 ‘backto-school’ parcels were distributed to Grade 1 pupils attending schools in the area during January 2018. The ‘back-to-school’ parcel included a school bag, lunchbox and juice bottle. Some of these schools include Mangabane Primary, Makgakantshe Primary, Boerboomkraal and Laerskool Steelpoort. Youth Day was celebrated in style at Mangabane Village thanks to a sponsorship by Samancor Eastern Chrome Mines (ECM). The event was held on Friday 15 June and learners from Mangabane Primary School and Makgakantse Primary School were transported to the Samancor ECM sports ground at Mangabane. Kohin’s Youth Workers and the Steelpoort AGS interns and pastors were ready to help them learn something and enjoy the day with fun and games. The learners received a snack upon arrival and a message focused on Education - a door to a brighter future. Then it was fun on the jumping castles and other activities with the youth workers. Samancor Eastern Chrome Mines annually sponsor this event. Making not only the food and activities like jumping castles possible, but also investing in guiding the young minds of the area away from crime towards a brighter future through education.

Samancor ECM believes that these type of initiatives create the foundation towards the intellectual development of the child. Samancor ECM earlier this year received a request from Moopetsi crèche, which is situated within the area of Riba Cross for donations that will assist in the development and growth of the children that is attending the crèche. The crèche needs to cater and look after the needs of 67 children currently enrolled for 2018. Samancor quickly responded to the dilemma

facing the crèche and on 22 March 2018, Samancor ECM representatives delivered toys and clothes. The Principal, Mrs. Damaries Maluleka, expressed her gratitude towards Samancor ECM.

Samancor ECM Long Service Awards recognises employees’ loyalty Samancor Eastern Chrome Mines (ECM) recognised service excellence and loyalty during their annual Long Service Awards. The awards ceremony took place at Winterveld Recreation Club on Wednesday, 28 March 2018. Mr Pieter Brits, HR Manager for Samancor ECM praised and thanked the group for their combined years of service of more than 800 years. Mr Emile Britz, General Manager of Samancor ECM also

expressed his appreciation for the years these employees gave to the company. “Thank you to the spouses as well. Thank you for supporting your husband or wife who puts in long hours to provide for your family and help create a future with the company in the area”. He also touched on the future of Samancor ECM, encouraging these long serving employees to train the younger ones and provide guidance through the experience they’ve gained in their years at ECM. He assured them that the company is here for the long run and that hopefully many more long service achievements will be celebrated in future. A special touch to the event was the fact that some of the employees brought along their spouses to share the moment. Each long service recipient received a certificate and a gift. Charity Golf Day for Samancor Eastern Chrome projects a roaring success Samancor Eastern Chrome Mines (ECM) hosted their annual Charity Golf Day on 24 February 2018. The event took place at the Lydenburg Golf Club and players had the opportunity to mingle with retired rugby and cricket players forming part of the day. These sport star guests were Danie Gerber, Chester Williams, Divan Serfontein, Jannie de Beer and Fanie de Villiers. The money raised with this day

goes into some of ECM’s community projects like the distribution of school supplies to schools in the mine’s feeder area. An auction at the end of the day saw players bid for signed items from the sport stars. The day’s winners were Kobus Rademeyer and Manie Muller. (photo below). The second place was taken by Bertus Swart and Clintin Janse van Rensburg. Third place went to Jehane Claase and Chester Williams.

Clubs swing for charity On Saturday 7 July the annual Sanlam CANSA Challenge took place at Tubatse Chrome Golf Club. 27 Players took on the challenge and the club is proud that they managed to raise a total of R30 000 for the Cancer Association on this day. The winners will be heading to the Regional Finals that will be hosted at the Tabazimbi Golf Club on 18 August. ers of both teams needed to be hospitalised after the incident and a disciplinary hearing was held on Wednesday by the Puma Rugby Union in Nelspruit. Three local players had to appear at the hearing. By the time of going to press, feedback on the outcome of the hearing was not yet available. The Ratels will be playing again this weekend when they will face the Rooikatte from Mashishing (Lydenburg) at the Steelpoort Academy sportsground. Local rugby fans are welcome to come and support the teams who are due to start playing at 15:00.
