NPA burns Soldiers Abandoned Command Post, Legislator’s Poultry Farm
By: PO1 Ryan C. Cagula
AMP RAFAEL C. RODRIQUEZ, Libertad, Butuan City -- NPA had shown again its ruthlessness as the rebels torched an abandoned command post of Charlie Company of 75IB, 61D, Philippine Army and poultry farm of Congressman Florencio Garay (2nd District of Surigao del Sur) at Doña Carmen, Tagbina, Surigao del Sur on Friday morning at 5:30 O’clock. Investigation revealed undetermined number of New People’s Army
led by yet to be identified leader conducted checkpoint at the entrance and exit roads of Brgy. Doña Carmen while some of their comrades burned the command post and then the nearby poultry farm of Representative Florencio Garay. Bunkers and poultry farm were heavily damaged. Meanwhile, the AFP and PNP began their pursuit operations to capture the rebels and to file criminal charges against them for it’s another violation and blatant disregard of P.D 1613 (Arson Law). “Nonchalance shall have no place
in our own corridors. With the same fervor and seal of protecting our freedoms and democratic ideals, the PNP humbly encourages the community and human rights advocates to slam also such atrocities,” PCSUPT Carmelo E. Valmoria stressed out. The communists had “ruined into oblivion the livelihood of the workers whose sweats are means of living for their starving family members. The disgusting violence had razed the visions of the common people and consequently left the scars of disappointment and misery.”

The critical component of effective policing in a rapidly changing world is the ability to think creatively about emerging technologies and how we can use these in our own advantage. Even a cursory review of the historical development of our efforts in the maintenance of peace and order highlights the point that technology – or more

s we enter the months of “ber” (September A to December) season,
we are wary of the crime wave that goes along with it. Our experience would tell us that crimes against properties are more likely to happen during this season, like theft and robbery. It is during this time of the year that the demands for police services and public expectations are equally high. Just recently, we managed to usher the people of Butuan observe the All Souls Day and All Saints Day peacefully. The two-day observation came to pass without major incidents in the cemeteries or in the city streets. And I am extending my gratitude to the members of Butuan City Police Office for that.

precisely, technological innovation – has been the driving force leading to the reform of crime prevention and crime control strategies. While human intelligence and traditional police works are still important aspects of law enforcement, hightech systems are becoming principal and very necessary means of maintaining domestic security. Therefore, the PNP must stay abreast of near-term and future developments and create new strategies and scenarios about how and when various technologies will and could be used in a more effective and efficient policing system. With the implementation of Letter of Instruction Manhunt Charlie, the PNP has conducted its relentless campaign to account all wanted persons and other criminals in the country. But nevertheless, through the use of e-Warrant of Arrest and e-Rogues Gallery Systems, we can
now speed up our operations as we focus on the development and maintenance of database of wanted persons at the different PNP offices or stations based on the warrants of arrest issued by courts in our respective jurisdictions. Moreover, the PNP Chief ordered the continuous evaluation and monitoring of the performance of tasked units with the target of at least five percent of the total number of wanted persons on a monthly basis. In an age faced with the continuing threats of the
lawless elements, the importance of continued technological advances shall not be ignored. New technological innovations can be developed for effective law enforcement and efficient administration of justice to ensure public safety and internal security.
But then, just a day after the peaceful observance, the city was shaken by the robbery hold up incident victimizing the Lucibenino Jewelry and Pawnshop, Inc. The armed suspects carted away an estimated amount of P3.5 million worth of jewelry. Luckily, due to the vigilance and active participation of our force multipliers coupled with the swift response of our police personnel, one of the four suspects was immediately arrested and another one was apprehended few days later. Though we were able to arrest the suspects and filed
the case in court, but we all know that when a crime is committed, collateral damage goes with it. Because solving a crime is not our ultimate goal. It is crime prevention that matters most. With the Christmas season fast approaching, we expect more crimes to happen in our area of responsibility. To prevent this, I am enjoining every police personnel in this office to participate in denying the underworld people every opportunity to carry out their criminal acts to the four corners of this city (Butuan).
I know that a crime-free city does not exist. But unifying our efforts and working together to minimize, if not to eliminate the occurrence of crime, will make us move closer to that goal. Leading the law enforcement sector in a city like Butuan is not an easy task. But with the troop augmentation provided by the Regional Director of Police Regional Office 13, PCSUPT CARMELO E. VALMORIA, and the popular support we get from the force multipliers of the multi-sectoral agencies, I know we can make Butuan a safe and peaceful city to live in.
