June 2013 Meeting Summary

Executive Report

The ground bees on the hill on the West Lake side of the clubhouse have been sprayed.

Inspection of the fire suppression system was successful and allowed the opening of the canteen. Treasurer/Assistant Treasurer

Total Assets are $310,718 vs. $308,917 last year. Beach

• Thank you to Carol Langer and all the volunteers who came to help with beach clean-up!

• The bake sale and shirt sale will pay for an umbrella. • The beach directories were picked up at sign-ups and the rest will be distributed. • The beach committee will be ordering PLA tote/beach bags to be used as a fundraiser.

• Rafts and ropes have been put in the water.

• The lake needs to be treated this year. The goal is to have the treatment completed prior to the official opening day of the lake. The membership will be notified of the treatment. There is a 24 hour “no swimming” activation due to the chemicals. • Fallen trees were removed. Clubhouse Rentals 11 rentals to date.

New Business

• Motion by Letizia, seconded by Sisson, to approve the use of a charcoal grill for Pinewood Night. Unanimously approved.

• Partyline Ads need to be paid for. • All members need to receive the Partyline.

• Discussion about building too close to the parcels without having proper variances.

From the President’s desk

It a Tuesday in July and I’m driving home from Trumbull Center...I watched my car’s outside temperature gauge begin to drop as I passed by the high school. By the time I reached Pinewood Lake the outside temperature had dropped 5 degrees! Since it was still super hot at 89 degrees, I took the next step in cooling down and simply jumped in the lake. It’s too nice a day to sit here at my desk, and I realize how fortunate we are. Aren’t we all so lucky to be here at Pinewood Lake to cool down by swimming in the lake, sailing, kayaking, fishing, or just to hanging out on the beach and grabbing a bite to eat at the Canteen? I have been here for a long time so sometimes I take all of this for granted, but not today...today I really take a moment to appreciate all we have here as members of Pinewood Lake. BEACH COMMITTEE NEWS...

17 new adirondack chairs and 5 yellow beach umbrella’s have been purchased with the proceeds from Pinewood Night. Thank you to Carol Langer for picking up more wooden spools/tables for our beach. Friendly Reminders: Please be mindful that glass of any type is not allowed onto PLA grounds. We want to maintain a safe environment for all. Don’t forget to tidy up when you leave the beach for the day. Please throw out your trash and pickup and return any borrowed sand toys. Please remember to wear your wristbands on the person, not your chair or bag. This helps the registrar and lifeguards identify that you have been checked in. My purse was stolen from the an unlocked minivan in my driveway on a Saturday. Neighbors found the purse pitched over a steep embankment about 3 houses down. The person took cash, an I-pod Touch (taking off the girly cover that he/she didn’t like and throwing it into the woods) and a Louis Vuitton change purse/wristlet. Pinewood night Recap Our official kick-off to summer, the 6th Annual Pinewood Night was held on Saturday June 29th with a record attendance of over 450 members and their guests. Uncle Joe’s Band filled the summertime air with great music as our “grill masters” were busy flipping burgers and dogs to feed the crowd.

We would like to pay special thanks to our “grill crew”, Andy Kingsbury, Tom Migacz, Brian O’Connor, Mike Egmont (our new recruit), Matt & Ray Kingsbury and Chris Daigle.

Well deserved thanks also to Bernadette Kingsbury, Claire Rhodes, Christine Daigle, Alex Migacz, Greg Marconi and a shout out of appreciation to everyone who donated baked/dessert items.

This event could not have happened without your help.

Pinewood Lake Association, Inc. • Recreation Rules (Revised April 2013)

Overview The Pinewood Lake Association Rules are published each year in the Membership Directory, posted in locations around the beach and clubhouse, and are mailed to the membership annually. All members are responsible for abiding by these rules (See Article 1, Section 3 (h) and Article 5, Section 1 of the Association By-Laws, rev. 2006.) The Association is doing its best to preserve the lake and to ensure the enjoyment of Association facilities to all members. However, the Association assumes no responsibility for accidents resulting from improper or dangerous behavior or use of equipment or facilities, for violation of these rules, or failure to become familiar with these rules by members or their guests. Definitions Member – shall mean any individual holding a membership in PLA in accordance with Article 2 Sections 1,2,3,4 and 5 of the Association By-Laws, rev. 2006. Guest – A guest is a non-member who is permitted access (see Denied Guest). Denied Guest – shall mean a Family Unit, of residing owners of Qualified Property, who are not members of the PLA, or PLA Members not in Good Standing, or a former PLA Member who has been expelled from Membership. A Denied Guest may not enter PLA properties and events and may not accompany Members in Good Standing under any circumstances (see Article 1, Section 3 (c) of the Association By-Laws, rev. 2006). Association Property – Pinewood Lake, The Pinewood Lake Clubhouse, the Pinewood Lake Beach, Beach Area and

Clubhouse Parking lot, and parcels of land owned by the PLA (see Article 1 Section 3 (a) of the Association ByLaws, rev. 2006). Clubhouse Area – This is the property surrounding the clubhouse. It includes the patio, parking lot and grassy areas around the Clubhouse. Beach and Lawn Waterfront Areas (hereafter referred to as “The Beach”) – This is the area between the fence and the water and is adjacent to the Clubhouse Area. This encompasses the beach and the grass. General PLA Recreation Rules 1. No member or their accompanied guest(s) shall conduct themselves in such a manner as to create a nuisance or annoyance to others, or to infringe on anyone else’s enjoyment of the facilities. Profanity will not be tolerated. Repeated and/or serious infractions of these rules may be subject to disciplinary action recommended by the Beach Committee and decided by the Board, including suspension or expulsion (see Article 5, Section 4 of the Association Bylaws, rev. 2006). 2. Governors, Officers, Beach Director, Beach Committee members, Lifeguards and Beach Staff are empowered to remind and direct members to comply with Association Rules, and all members are expected to comply immediately with such requests. Governors, Officers, Beach Director, Beach Committee members, Lifeguards and Beach Staff reserve the right to ask any person who is causing a disturbance to leave PLA property. They have the right to approach an offender and to escort them out of the area, or even off of the property. They are authorized to call parents or police as necessary. Failure to comply may result in penalties such as loss of beach and club privileges. 3. During the summer season, the Association provides Registrars to manage property access. All members and guests who enter the Clubhouse Area and Beach area during staff operating hours must follow their directions, including registration and wearing of ID bands. ID bands must be conspicuously visible and must be worn on the person. They may be worn on wrists, ankles or bathing suit straps. Guests must have address cards on file with the Registrar. Any member bringing guests is required to remain on the premises while their guest(s) are on PLA property. Guests may not come onto Association property or use any facilities without accompaniment of the member. All members have the responsibility to approach and ask unaccompanied nonmembers to leave the Association property. The current PLA guest policy is as follows: 40 FREE Guests: All PLA member households will be issued a guest card (kept with the PLA Registrars) which will allow for 40 free guest visits. Note: a “guest” is defined as an individual person. 20 Guests/$40: Once the “40 visit free guest card” is used/filled, each member household may purchase a 20 visit guest card for $40 (a $2.00 fee per guest). 20 Guests/$100: If you should need another guest card after bringing a total of 60 guests, you may purchase a 20 visit guest card for $100 (a $5.00 fee per guest). $10 Per Additional Guest: After 80 guests, members will be charged $10 per additional guest. Important Notes: a) Guest cards are valid only for the season during which they are issued. b) Guest cards may be purchased by contacting the Beach Committee Chairs. Unused visits will be refunded to the member household after beach season ends. c) Guest cards are not transferable between members. d) Guests of approved Beach Parties will not be applied to your guest card; these are treated as a separate event. The current policy rule of 6 guests maximum per visit still applies. Please contact the Beach Committee Co-Chairs if you have a Nanny or grandchild taking swim lessons/activities; we will ensure that these visits do not count against your guest card. 5. Throwing of garbage, yard debris, or other foreign objects into the lake or on any PLA property is strictly prohibited. This includes objects like leaves, grass clippings. Driving golf balls or other objects into the lake is also prohibited. All members, regardless of age, are responsible for picking up their own trash and depositing these materials in the appropriate refuse containers. 6. Firearms, BB-Guns, Pellet Guns, Archery Equipment, Paint-Ball Guns, slingshots and other projectile weapons are strictly prohibited from all PLA properties. In addition, Pinewood Lake residents are responsible for following all Federal, State and Local laws regarding such items. 7. Smoking, open flames, fires, stoves and lanterns which use gasoline, kerosene, methanol or similar flammable liquids of any kind; containers of gasoline/kerosene/diesel/methanol/naphtha/charcoal starters/thinners or similar flammable liquids; pyrotechnics such as fireworks and flares are strictly prohibited on PLA property at all times and seasons. Exceptions to these restrictions may be authorized by the PLA Board of Governors on a case by case basis or for a PLA sanctioned event. Members may operate self-contained, portable propane and charcoal grills with self-starting charcoal/ briquettes in accordance with local and State regulations only upon the patio, along the fence bordering the lawn area or just inside the fence by the boat racks on the patio side, at a safe distance from seated areas. Further, any residue and coals must be properly disposed of in the steel container provided on site. The Beach Committee and/or Beach Director may place a temporary usage limit or ban, depending on factors such as crowding, child safety, or adverse weather condition. 8. Dogs must be on leash and well-controlled and are only allowed to pass through the grounds, not to remain. Dogs and other pets are not permitted on The Beach at any time. 9. No bicycle riding, skateboarding, roller-skating/in-line skating or similar activity is permitted between the clubhouse, beach areas and the parking lot. Bicycles must be walked through this area. No bicycle riding, skateboarding or similar activity is permitted on The Beach. 10. Alcoholic Beverages are permitted on the Patio, Beach, and Grassy area near the water; but, NO Glass bottles or containers are allowed, under any circumstance, on any outside areas. Glass containers are allowed inside the Clubhouse and must be disposed within the Clubhouse or taken off property. 11. When the Registrar is on duty, all members and their guests must sign in with the Registrar at the main entrance to the beach. If a member wants to bring more than six (6) guests to the beach and lawn waterfront during normal Lifeguard hours, the member must make a request and gain approval at least three days in advance from the Beach Director. The Beach Director may require the member to pay the Association for additional beach staff to provide added supervision. It is strongly recommended that Beach Parties not begin on the Patio or Beach and Lawn Waterfront Area before 3:00 PM for safety and crowding issues. For more information on Beach Parties and other larger gatherings, please see Item 23 below. 12. All children under 12 years of age must be accompanied by a parent, guardian or chaperone. A chaperone must be at least 15 years of age. Parents, guardians and chaperones are directly responsible for the behavior and safety of their children while on Association property. Lifeguards and other staff are available to assist, but not to take primary

responsibility for, or to provide baby-silting services for the children. Age restrictions are in ‘accordance with Connecticut Department of Children and Families (DCF) guidelines. 13. Swimmers in areas supervised by the Lifeguards must remain in the general swimming area and in sight of the Lifeguards. Diving and swimming are prohibited behind or under the rafts. No pushing, shoving, sliding or other horseplay is permitted on or about the rafts. Permission to swim out of the supervised area must be obtained from the Beach Director or Lifeguard: swimmers must be experienced and able, accompanied by a boat with an experienced rower. Life jackets must be carried in compliance with Coast Guard regulations. Swimming while guards are not on duty, or entering the lake from areas other than The Beach, is done at your own risk. 14. The Beach Director and Lifeguards reserve the right to call anyone or everyone out of the water at any time for safety reasons. Swimmers are required to obey this call immediately. 15. No boats, except those of the lifeguards, are permitted inside the general swimming area. Inflatable boats, rafts, tubes etc. are not permitted in the general swimming area. Limited use of flotation devices for very young children, within the roped area, is subject to the prior approval of the Lifeguards. The use of flotation devices on the lake is restricted to their intended use and design and is done at the risk of the user. Gasoline powered boats are not permitted on Pinewood Lake. State, Federal and Coast Guard laws applicable to private lakes must be followed. Boaters in violation of safety laws may be cited by law enforcement officers. 16. Sand, rock or dirt-throwing, ball or Frisbee throwing, pushing, shoving, horseplay and other dangerous activity is not permitted in the patio or The Beach. 17. No feeding of wildlife is permitted, particularly the Canada geese. 18. Lavatories are provided for changing into bathing suits or beachwear after swimming and enjoying the beach. Changing in public, either on the beach or in vehicles is not permitted. No bathing (washing with soap) is permitted in the lake. Appropriate bathing apparel must be worn in the lake at all times. 19. Untrained children must use swim diapers, and these must be disposed of properly. It is further recommended that parents use tight-fitting rubber pants for untrained children, as swim diapers only keep solid matter contained; bacteria will still get in the water. Failure to comply is a violation of Town health codes. Concessionaire will sell swim diapers. 20. Members and guests will not socialize or loiter at the Lifeguard stand and distract the Registrar and Lifeguards by engaging them in conversation or other diverting activities. This behavior is a severe violation of beach safety. 21. The Beach Director, Lifeguards and Beach Committee reserve the right to refuse entry to the beach to anyone with just cause. They shall make their reasons known to that person, and that person may apply to the Board of Governors for a hearing if they disagree with the reasons (see Article 5, Section 4 of the Association Bylaws, rev. 2006). 22. The regular operating hours for all Pinewood Lake Association properties is 7:00 AM to 9:00 PM daily. PLA members have the right to approach unaccompanied Juvenile Members outside of these hours and ask them to leave the property. Failure to comply may result in calls to parents or police as necessary. 23. Beach Parties and Gatherings A) When the beach is legally open (lifeguards and registrars are on duty): • Any party or other “personal gathering” will require Board approval in advance; therefore members are cautioned to submit their requests to the Beach Committee several days in advance of the monthly Board meeting. • “Personal gatherings” will be limited to certain days and times to minimize overlap with the beach prime-times (as would be determined by the Board based on the planned beach activities for the season). • The Board will provide a written approval contract containing additional directions including where and when the party may be held, payment for extra lifeguards, cleanup fees and deposits. The above rules do not intend to prevent members from extending our beach to their friends. The aim is to discourage a group of members, each inviting up to six guests (per the existing rules), from forming together a large and unapproved party that might over-task our lifeguards and impact the ability of other members to enjoy the beach. B) When the beach is legally closed (no lifeguards or registrars on duty): • No “personal gathering” or parties, with or without guests, are allowed without Board approval, except for PLA-sanctioned events. • Members are cautioned to submit their requests to the Beach Committee several days in advance of the monthly Board meeting. • The Board will provide a written approval contract containing additional directions including where and when the party may be held, payment for extra lifeguards, cleanup fees and deposits. • Balancing benefits vs. liabilities, the PLA Board would address each request on a case-by-case basis. The above rules do not intend to infringe on members’ ability to enjoy the beach in the company of few guests. We need, however, to make an effort to maintain a clean and safe beach area when no one is on duty and the beach is legally closed.
