or 2013, President . Benigno S. Aquino 窶的II visited this Region Five times- on Jan. 16 in Zamboanga City- to grace the ADZU organized Top Level Form of the Higher Education Institution in Mindanao; February 5 in Dipolog, Zamboanga Del Norte to inaugurate and unveil the marker of the Andres Bonifacio College Graduate and Professional School 8uilding and meet with local leaders and community. He again visited Dipolog on April 18 for the ground breaking ceremony of road improvement at barangay Cogon. The President also met with th e local leaders and the community at Dipolog Sports Complex for a dialogue, but the longest visit PNoy made was in Zamboanga City in September where he stayed there for 10 days. His stay was a no ordinary visit in the area. He was at the Western Mindanao Command (WESTMINCOM) due to the MNLF siege in the City. He had three public appearances: during his arrival, his visit at the evacuation site, and during his pre-departure. PNoy again visited Zamboanga City on Decemer 22 to personally inspect and assess updates on the rehabilitation program of the internally displaced persons of the Zamboanga siege (Zamboanga roadmap to Recovery and Rehabilitation Plan).

nitiated and spearheaded the conduct of two separate information caravan in the municipalities of Jose Dalman, Zamboanga Del Norte and Midsalip, Zamboanga Del Sur on October 24 and November 15 respectively.

Concened with heath issues of the said communities, PIA solicited medicine from DOH for the conduct of free Medical /dental services in the two areas during the infocar. The activity was in partnership with the Regional Development Council (RDC)-IX through its Regional Communication and Advocacy Plan-Technical Working Group (RCAP-TWG) and the Mindanao Communicators’ Network (MCN) Inc.

J .Dalman Infocar, Octoer 4 Various national government agencies in Zamboanga Peninsula region and Zamboanga del Norte conducted a one day information caravan at Jose Dalman, Zamboanga Del Norte on October 24, 2013. It was held at the municipal gymnasium of the said municipality. The one-day infocar provided venue where participating governmet agencies orient the folks in the area of their respective programs and projects and how to avail of such services and programs. Lecture on disaster prepareness was also conducted and IEC materials were distributed. Medical and dental personnel from the First Infantry Tabak Division and health personnel from the Integrated Provincial Health Office and Municipal Health Office also extended health services to the people where more than 2000 individuals benefited from the medical/ dental services like free consultation; tooth extraction; circumcision and provison of medicine for common illnesses. Supplemental feeding to more than 1,000 children and adults was also conducted. The medicines used in the medical and dental activities were provided by the regional office of DOH with the augmentation supply coming from its Provincial Office and the Local Government Units of Jose Dalman. The DTI and TESDA through a TSDA-trained beautician, conducted skills training to 20 beneficiares and starter kits containing the basic tools and materials needed for the hands on training and for their salon business were distributed. The Infocar-participating-agencies were warlmy welcome by Midsalip Mayor Liwaya AngcapParas. Infocar proper startred 10am with each participating agency giving a short message of their programs and projects . like in any other previously conducted infocaravans, people would always crowd their way to the medical/dental services, and Midsalip community is no excemption. Free health services includng provision of medicines were given to children and folks of Midsalip. Young children availed of the free circumcision while other residents availed the free tooth extraction. The Integrated Provincial Health Office (IPHO) provided the anesthesia and mefenamic acid. The Municipal Health Office (MHO) doctors and nurses handled the consultation and distribution of free medicines. Close to 200 local folks availed the free medical consultation and were given medicines. DOH-Regional Field Office IX provided the medicines worth more than P10,000. DENR turned over to Mayor Liwaya 200 mahogany seedlings for distribution to the barangay while NSO turned-over checks to all barangay chairmen and barangay secretaries who participated in their recently conducted survey at the barangay level. DOLE thru Provincial Director Lourdes Amores turned-over 10 starter kits for the skills training on beauty care conducted by TESDA while DA distributed to farmers, variety of vegetable seedlings. PhilFIDA committed to give 600 abaca seedlings and training of local farmers. NFA Provincial Office provided rice and other ingredients for the supplemental feeding of children in the locality. MSWDO and MNAO with support from the barangay nutrition action officers facilitated the cooking and distribution of the supplemental food to children. 80 children were fed during the activity. Demo on the skills training on beauty care, food processing and electrical installation were also conducted in the afternoon of the same day. pecial coverage during the October 28 Barangay Elections -PIA sent situationer reports, posted photos & videos on social networking sites. Press and broadcast releases were also posted and aired. In Zamboanga City, the brangay election was moved (per COMELEC approval) and conducted on November 25 due to the September Zamboanga Crisis /seige. Though delayed, the conduct was generally peaceful and succesful.

he Five days continuous rains in Zamboanga City which started Oct. 3 and brought by ITCZ, toofPresidential Visit submerged someSupport barangays the city and inundated farmlands & fishpond. Rice fields and dikes were also destroyed.. On Octoer 5, Zamboanga Coast Guard dispatched 3 rescue teams to Brgy Tugbungan as the flood water in the area started to rise & some residents needed to be evacuated. On October 6, the first death was recorded. The casualty was from barangay Tumaga.Water level inTumaga River rcontinued to rise, which prompted some residents in the river bank to evacuate. On October 7, the Phil. Coast Guard Zamboanga station suspended the voyage of all vessels (passenger, cargo and fishing vessels) departing from the city due to bad weather & unfavorable sea condition. On October 8, residents woke up in panic as houses and barangays were literally submerged in flood water . Due to widespread flooding spawned by continuous rains, Zamboanga City Mayor Climaco ordered suspension of classes in all levels (public/private) in the City. She also called off work in all gov’t officess both, local and nat’l- except those providing frontline services. Flights were also suspended as the runway of Zamboanga International Airport was submerged in flood water. ore than 250 families along river banks of Aguada River were affected by the flash flood and landslide in Isabela City, the capital town of Basilan Province, brought by the 3-day heavy rains. These families were from from Brgys Lanote Bliss, Aguada, Ramona and Timplul, according to City Social Welfare Officer Emma Gurrea. ICM Malcampo said “It’ was a ‘first time’ experience for river bank dwellers of Brgy Aguada, Isabela City, Basilan. For others, it was a nightmare.” For the safety of the students and school personnel, Isabela City Mayor Cherylyn Santos-Akbar suspended on October 8 , classes in all levels due to heavy rains.

n September 9, forces of the Moro National Liberation Front (MNLF) attacked the city and captured four coastal barangays and held hostage more than a hundred civilians as their human shield against mlitary attacks. City Mayor Ma. Isabelle ClimacoSalazar suspended all classes as well as work in city government offices. work supension lasted for almost a month, while class suspension lasted for more than a moth. Work in the private sector was also suspended, banking transactions were cancelled, and business operations suspended. Flghts as well as boat trips were also suspended.

Public Service Prevails

PIA was one of those “first” to respond to the situation. Immedaitely deployed it’s personnel on field to cover the first day of the seige. During this month-long Zamboanga crisis situation, while all other people stayed home for safety, PIA was “frontline service provider”personnel reported for work for media monitoring, media coverage, including live reporting over PTV4 Manila and Radyo ng Bayan Manila and (almost daily) engagements in media briefings called by the Crisis Management Committee . 24 hours monitoring was conducted durig the first week of the Zamboanga Crisis. Photos and video footages of the seige/crisis were posted on social media sites while national and international media outfits “pirated” (with PIA permission and some without) the same for their outfit’s cosumption. Prior the election, the office sent it’s personnel to Cebu City to atend a coordination meeting on April 25 re: Media ng Bayan Convergence for Hatol ng Bayan 2013. Election related Issues and Concerns, situationer reports were sent to Central Office. Print and broadcast releases were forwarded to media outfits and radio programs conducted. Conducted series of coordination meetings with PTV4 peronnel and other concerned parties to plan out how the coverage should go about.

D-day: Round-the-clock monitoring of the May national and local polls. Personnel went on duty from May 13 to midnight of May 14. Deployed personnel to different polling centers to cover and monitor the election. Filed Two live reports over PTV 4. One was on the counting of ballots and the other one was on the proclamation of winners. Also conducted interviews with the BEIs and PCOS technical support staff reragding voters turnout and the conditions of PCOS machines. made use of the Hatol ng Bayan online portals, fcebook, skype, file traser protocol, youtube and blogsite for maximum information dissemination.
