Aquino urges youth to always aim for excellence

P

resident Benigno S. Aquino III called on the Filipino youth to always aim for excellence as he urged them to join his administration in achieving the country’s progress and development. The Chief Executive issued the call in his speech during the celebration of the International Youth Day dubbed as “KA-JAM, Kabataan Jobs and Alternatives to Migration” at the 2nd floor, Function Room 5, SMX Convention Center of the SMA Mall of Asia on Friday in Pasay City. “As President of the Philippines, I’m calling on all of you to contribute to make the most of your opportunities, to constantly strive for excellence, to go beyond yourselves… to push yourselves and to always raise the bar,” the President said. “Perhaps, more importantly, I’m calling on you not only to harness the positive energy that is prevalent in our country again but also to contribute to it by extending to others compassion and gratitude and by always being responsible for the effects your actions have on others,” he stressed. The President assured the youth of his continued support in programs that will prepare them for

much bigger responsibilities in the future. “Rest assured, I will follow through on my own commitments as well, so that my generation can bequeath to our young citizens a Philippines whose progress they can build upon,” he said. The President also reminded them the importance of unity and cooperation in bringing the country towards sustainable progress. “Together, as one team, let us do what we can in our individual capacities to bring our beloved country back to its rightful place in the sun,” the President noted as he expressed confidence in the youth of today who will become the leaders of tomorrow. “May I just stress, we are confident that when the time comes that you will pass on the mantle of responsibilities to the next generation you will undoubtedly build upon the successes that we are now achieving,” he added. The event was highlighted by a video presentation on the Youth Employment and Migration

Strategy Framework which is the core in the crafting of a development and national action plan for the youth. Among those present during the ceremonies include Labor and Employment Secretary Rosalinda Baldoz, United Nations (UN) Country Team agencies officials led by UN Resident Coordinator Jacqui Badcock, International Labor Organization Manila Director Jeff Johnson and Spain’s Ambassador to the Philippines Jorge Manuel Domecq Fernandez de Bobadilla. Also in attendance were officials of the National Youth Commission, Department of Education, Department of Trade and Industry, Philippine Commission on Women, Autonomous Region in Muslim Mindanao, Provincial governments of Agusan del Sur, Antique, Masbate and Maguindanao, private sector employers organizations, chambers of commerce, business associations, non-government associations, workers’ organizations and youth organizations.

people as he announced his resignation as the head of the Tourism department. “I would like to announce that I have tendered my resignation as Secretary of Tourism and head of it’s attached agencies, effective August 31, 2011. The President has kindly accepted my resignation,” Lim said during a press briefing on Friday in Malacanang. In the same press briefing Presidential Spokesman Edwin Lacierda said that President Aquino accepted on Monday the resignation of Lim. Lim described his resignation as personal, saying that he would like to spend more time with his family. “My responsibilities require a great deal of travel and time away from my loved ones,” he said. “I leave the President’s Cabinet gratified that I have laid the foundation for strong tourism growth, in keeping with the President’s vision of inclusive growth. I thank the President for

the opportunity I was given to serve the Filipino people as a member of his Cabinet,” he stressed. “I have undiminished hopes that the President will realize his vision for all our people. He has my very best wishes for the continued success of his presidency,” Lim added. Lacierda lauded Lim for his “remarkable achievements” during his period of service as secretary of the Department of Tourism and cited him as a “conscientious and highly dedicated member of the President‘s official family.” He noted that during Lim’s period of service as Tourism Secretary, foreign visitors has increased to “an unprecedented level” with over 3.7 million arrivals between July 1, 2010 to June 30 of this year. “This was an increase of over half a million visitors over the

previous 12-month period. Domestic travelers increased from 25 to 28 million. An estimated 400,000 jobs were created as a result,” he said. Lacierda pointed out that Lim was the chief advocate of the Pocket Open Skies Policy, the landmark breakthrough from the protectionist policies of the past. “All these are remarkable achievements,” he noted. Lacierda also emphasized that Lim was responsible in putting in place “enduring policy foundations for tourism’s growth in fulfillment of the President’s vision; and has done so with tenacity, integrity, and vigor.” He said that the Aquino administration wished Lim continued success as he returns to private life to spend and enjoy more time with his family.

Government to consult all stakeholders concerned ahead of formal talks with MILF

T

he government assured Thursday that it would consider the views of all stakeholders in the ongoing peace talks with the Moro Islamic Liberation Front (MILF) before both the government and MILF panels meet on August 22 to 24, Deputy presidential spokesperson Abigail Valte said. According to Secretary Teresita Deles of the Office of the Presidential Adviser on the Peace Process (OPPAP), the government panel will continue to work with different constituencies in preparation for the said meeting. Asked by reporters if the administration is ready for constitutional amendments given the MILF proposals for a sub-state,

Valte said that they can’t comment until the formal meeting is held with the MILF but it is the President’s position not to support any push for charter change in general. In a press briefing last week, government chief negotiator Marvic Leonen said both sides were expected to discuss significant agenda in the upcoming formal

talks this month following the meeting of President Aquino with the MILF leadership in Japan also last week. “Every meeting thereafter, there will be very significant agendas. I don’t think that it is in the appetite of both sides to discuss very procedural issues. Again, the meeting ended with both sides expressing their intent to fast track

President Aquino’s meeting with the leadership of the MILF in Japan Thursday night was aimed at showing sincerity and to fast track the ongoing peace talks with the Muslim rebel group. Leonen explained that the President and Murad had a candid exchange

of views about the frames of the continuing peace talks and possible approaches for both sides to take to achieve lasting peace in Mindanao. Going to Japan in full force with members of his cabinet accompanying him indicated the government’s sincerity in the peace negotiations, he added.

The chief negotiator also made an assurance that there was no “secret deal” forged between the government and the MILF during the meeting adding that the Aquino government will not commit the same mistakes made by the past administration.

Aquino issues Proclamation No. 212, declares February as Countryside Development Month

P

resident Benigno S. Aquino III issued Proclamation No. 212, amending Proclamation No. 75 entitled, “Declaring the month of February as Countryside Development Month.” Proclamation No. 212, which was signed on August 1, 2011 by Executive Secretary Paquito N. Ochoa Jr., underscored the need to ensure that the framework for countryside development is consistent with the Philippine Development Plan 20112016. The new proclamation amended Proclamation No. 75 signed by then President Joseph Ejercito Estrada on January 29, 1999 in line with the MediumTerm Philippine Development Plan (1998-2003) that emphasizes countryside development as key to national economic recovery and the attainment of Newly Industrial Country (NIC) status by the year 2000. Proclamation 75 noted “that a shift in the development strategies from the metropolis to the countryside augurs well for economic decentralization and the preparation of the country in economic integration with other ASEAN Free Trade Area (AFTA).” With the amendment, the framework for countryside development is now in line with the

Philippine Development Plan 20112016. “Both the 16-Point Agenda of the President and Executive Order (EO) No. 43 highlight the importance of rural development in relation to economic growth as well as the need to recognize farms and rural enterprises as vital to achieving food security and more equitable economic growth, worthy of reinvestment for sustained productivity,” the President said in the new proclamation. The Aquino administration’s 16-point agenda include human development; infrastructure development; economic development; sovereignty, security and rule of law; and good governance. EO 43, meanwhile, formally organized five cabinet clusters to ensure efficiency, effectiveness and focus in carrying out the programs and policies of the government. Under Executive Order No. 43 signed by the President on May 13, 2011, the five Cabinet clusters are Good Governance and Anti-Corruption; Human Development and Poverty

Reduction; Economic Development; Security, Justice and Peace; Climate Change Adaptation and Mitigation. “Countryside development with focus on private initiative will encourage an effective, sustained and valuable development program that will provide gainful employment, ensure food security and enable families to improve their standard of living,” Aquino said. He noted that a shift in the development strategies from urban centers to the countryside is a positive step towards national economic decentralization and the preparation of the country for greater economic cooperation with other members of the Association of Southeast Asian Nations (ASEAN). He stressed that promoting mutually beneficial linkages between the countryside and the major markets through e-commerce will enable a simple and more efficient marketing strategy for countryside products. The President said the promotion and patronage of countryside products among local consumers

Aquino issues Executive Order No. 52 as compensatory measure for delayed implementation of economic agreement with South Korea

P

resident Benigno Aquino III issued an executive order which will compensate South Korea for the delayed implementation of an economic agreement under the Association of Southeast AsianNations-Korea Free Trade Agreement (AKFTA). The President issued Executive Order 52 or the “Temporary Waiver of the Reciprocal Tariff Treatment on certain Articles to Implement the Agreement between the Republic of the Philippines and the Republic of Korea on the Compensatory Measure in Relation to the delayed Implementation of the Philippine Tariff Concessions under the Agreement on Trade in Goods under the Framework Agreement on Comprehensive Economic Cooperation among the Governments of the Member Countries of the Association of Southeast Asian Nations and the Republic of Korea” as compensatory measure. To compensate South Korea for the delayed Philippine tariff commitment, EO 52 grants zero duty on 48 tariff lines which are not locally produced for a period of one year. The basis of EO 52 is Section 402 of the Tariff and Customs Code of 1978, which authorizes the president, upon the recommendation of the National

Economic and Development Authority (NEDA), to modify imports duties and other import restrictions appropriate to promote foreign trade with other countries Under the EO, articles listed in the annex, as classified under Section 104 of the Tariff and Customs Code of 1978, as amended shall imposed the AKFTA rates in accordance with the schedule indicated opposite of each article for a period of 12 months. The AKFTA rates will be imposed on imports coming from the parties to the AKFTA subject to qualification under the Rules of Origin as provided by the free trade agreement. The order said that upon its effectivity, all articles listed in the annex which are entered and withdrawn from warehouses in the Philippines for consumption shall be levied the AKFTA rates for 12 months. After that the reciprocal tariff treatment provided under EO 638 will be applied. EO 638 grants reciprocal tariff treatment to products in the Sensitive Track of Parties to the said agreement.

The President also repealed or amended all orders, regulations and issuances which are inconsistent with EO 52. The EO signed by the President on August 5, takes effect immediately upon its publication in a newspaper of general circulation. The Philippines was supposed to eliminate at least 90 percent of the tariff lines placed under the Normal Track of the AKFTA not later than January 1 2009. EO 812, which implements such provision, took effect six months behind the schedule or on July 7, 2009. Last May 17, 2011, the NEDA board approved the temporary waiver of reciprocal tariff treatment on certain articles as compensatory measure to South Korea. Both the Philippines and South Korea issued note verbales in July this year, which constituted agreements for the two countries to implement the compensation package. The government expects EO 52 to benefit local producers

Feature News: Crocs in Agusan Marsh strike again by David M. Suyao

T

he serenity of the early dawn in Barangay Nueva Era, Bunawan, Agusan del Sur was broken by yelling of some residents upon seeing a three-year old carabao dragged by a monster along the side of the river towards the deeper part, but was blocked by a foot bridge used by the local residents in crossing the river. In an instant, barangay folks gathered to see what the disturbance was, and were shocked witnessing with their bare eyes, a crocodile, whose back-width measuring not less than three feet, with an estimated length of 12 feet, dragging a young carabao victim in the river, snapping its wide mouth with strong and sharp fangs every now and then at the neck of its prey. With everyone on their shock mode, no dare stop the monster, whose prey, the young carabao that it dragged, was blocked by the foot bridge that crosses the river. Almost exhausted, the crocodile submerge, leaving the carabao floating at the edge of the bridge. Still no one dare go near for fear that all of the sudden, the monster will again appear, and kill anyone near. In an interview with a radio DXDA host, Barangay Captain Teofanes Adlawan said,

It is near to lake Mihaba, where two years ago, a child, saddling her boat from the floating school, was attacked by a giant crocodile. “We believe there are two big crocodiles around, just transferring from one place to another in this wide marsh area connecting the river here in our barangay. Because of the incident this morning that we witnessed, we prohibit anyone to ride on a boat in the river. I believe the crocodiles just hide themselves somewhere, ready to attack. This will also confirm our doubt that one of our residents here was a victim of those monsters,” B/Capt. Adlawan said. In an interview with Maritess Salon, another resident of Barangay Nueva Era, one Daniel Auxtero, around 56 years old, disappear in the river while fishing. His wife said, he just asked

permission to go fishing around 9:00 PM, and never returned home. What they saw the following morning was his empty banca, his saddle and his hat floating in the river some kilometers away from their barangay,nearer to Lake Mihaba, within Agusan Marsh. Barangay Captain Adlawan immediately notify the mayor of Bunawan town of the incident, while closely guarding the area where the dead carabao was located and the crocodile disappeared. “The local government has ordered not to kill the crocodiles because they want to catch them alive. Right now, the municipal government have made a cage so that anytime that the crocodile will be captured, there is a cage ready to hold them,” B/Capt. Adlawan said. (With reports from William U. Paz y Desarrollo to hold multi-stakeholders workshop on women in politics by Gloria Theresa R. Cutab BUTUAN CITY, Aug. 12 - Paz y Desarrollo (PyD), a Spanish non-government organization supported by the Spanish Agency for International Cooperation and Development (AECID), together with the Philippine Commission on Women (PCW), Miriam College-Women and Gender Institute (WAGI) and PILIPINA, will be holding a Multi-stakeholders Validation & Consultation Workshop of the Agusan del Norte Baseline Study Results as part of its Regional Program in the Promotion of Gender Equality in Political Participation on August 17, 2011 at Prince Hotel, this city. This Regional Program is being implemented in five countries,namely, Philippines, Viet nam, EastTimor,Bangladesh and C ambodia. The workshop aims to validate PYD’s Baseline Study conducted from March to April 2011 in selected barangays in all the ten (10) municipalities and two (2) cities of Agusan del Norte.

Participants of the activity are local government units (LGUs) officials, Gender and Development (GAD) focal persons, People’s Organizations (POs) and community members coming from the city of Butuan, municipalities of Tubay, Kitcharao and Santiago, the selected target areas for the Program.

Results of this validation workshop shall be the basis in the creation of a Regional-wide Program Implementation Strategies. The Caraga State University (CSU) is also a partner of PYD in data-gathering for Baseline Study and facilitation of the said multi-stakeholders workshop. (PYD/PIA-Caraga)

PO2 Zena Menioria Panaligan PNP-PRO-13 REPORT ON GRENADE EXPLOSION INCIDENT At Macuno,Apartment, SantanStreet,JPRizal, Butuan City on August 10, 2011 11:45 in the evening, a grenade explosion had taken place. A certein Renato T Flores, resident of Santan Street reported to Butuan City Police Office and personnel of Police Station 1 headed by PINSP RODELFO C LEDESMA responded to the said incident. Investigation desclosed that two (2) unidentified male persons riding in tandem on board motorcycle color red and without plate number hurled a suspected fragmentation hand grenade at the main gate of door 1 rented by Kristine Joy Mosquera, 30 years old, thereby causing damages to the parked vehicles and other properties such as:

a. One unit ISUZU Crosswind color black with plate number KFE-307 owned by Mosquera was hit by fragment at left rear tire; b. One Honda motorcycle color balck with plate number LP-6666 owned by Mosquera was also hit by a fragments on the front portion; c. Window glass at the portion of the apartment was broken; d. One unit automobile color black with plate number KDP-240 owned by ATTY. Wilfredo B Salino, 36 years old and presently residing at door 2 had three blasted holes at the right front portion; and e. One XUV Crosswind color gray and black

with plate number KCD-544 owned by Bernadito Macuno, 52 years old, owner of the said aparment and presently residing at Door 3 incurred hole at the right portion. Personnel of Police Station 1 conducted investigation at the area and questioning for possible witness and it was revealed that the main purpose of the perpetrators probably the Mosquera household for the personal reason. Said incident was not a terrorist initiated attacked. SOCO team conducted post blast investigation at the crime scene. No reported casulaties during the incident.

REPORT ON CONFLAGRATION On August 9, 2011 11:00 PM, three classroom of Lapinigan National High School, Lapinigan, San Francisco, Agusan del Sur were razed by fire. Upon reciept , elements of San Francisco MPS immediately proceeded to the

place of incident to provide assistance and secure the area. Fire was declared out by the Bureu of Fire Protection at about 100030 August 2011 with no casualties reported. Estimated damage is about PHP 750,000.00.

Investigation conducted by the Bureu of Fire Protection reveled that the cause of fire was faulty electrical wiring.
